Program) Questions. 11 WHAT IS RESERVE-A-RIDE? Reserve-A-Ride is a curb-to-curb service that can accommodate all of the general public (including wheelchair users) in Jackson County. Curb-to-curb service means that the Jackson Area Transportation Authority (JATA) will pick up the Reserve-A-Ride passengers at the place they request, and transport them to their requested destination. The Reserve-A- Ride service can be compared to that of a taxi service. AVAILABILITY ZONE 1 (City of Jackson). Reserve-A-Ride service Is offered during the following days and times: M-F from 6:00 am to 10:00 pm Sat. from 10:00 am to 10:00 pm Sun. from 7:00 am to 4:00 pm ZONES 2 & 3 (Jackson County). Reserve-A-Ride service is offered Monday, Wednesday and Friday on a fixed schedule. (See page 6-7). 24 hour advance reservations requested. 2 REGULATIONS: To be eligible for the paratransit service, the individual must have a documented physical, emotional or mental disability. RESERVATIONS: Reservations for rides are taken Monday through Friday between 8:00 am and 5:00 pm. For a guaranteed ride, you must call before 9:00 am of the previous day. Your first reservation(s) will be set up after your application is approved and JATA contacts you. Any changes to your employment or training schedule will require that you contact JATA 24 hours ahead to make the necessary changes to your reserved ride. You can call in your changes to (517) up to two weeks (14 days) in advance of the scheduled trip which needs to be changed. QUESTIONS? Potential riders must call for reservations between the hours of 11PM and 4AM. 3 PASSENGER RESPONSIBILITIES It is the policy of JATA to insure the safe and reliable transportation of all Reserve-A-Ride passengers, and the safe and effective operation of all JATA Reserve-A-Ride vehicles. To that end, JATA reserves the right to deny service for noncompliance with rules 3 through 7 of the passenger responsibilities. The rules are listed below: DEDICATED PARATRANSIT SERVICE FOR EMPLOYMENT AND RELATED TRAINING. P.E.T. PROGRAM The Jackson Area Transportation Authority provides dedicated paratransit service to CITY residents with disabilities. This transit service has a direct and meaningful impact on the ability of persons with disabilities to receive training, and to find and maintain employment. The JATA provides certified disabled workers with specialized curb-to-curb service. The service provides for transportation to employment training, interviews, employment physicals, and trips to and from the employment sites. REQUIREMENTS: City residents who have a physical, emotional or mental disability are eligible. Those who wish to use this service and are not certain if they quality, should contact the JATA for a list of the sponsoring agencies. These agencies will send you an application and will also review the application for approval. Once approved, it will be sent to JATA and they will contact the individual to schedule his/her transportation service. 1. PERSONAL CARE ATTENDENT (PCA) (See ADA page 9). All passengers who require assistance beyond JATA service limitations ( curbto-curb, or minimal assistance upon request) must provide their own PCA. The PCA is allowed to ride JATA vehicles at no charge (ADA certified passengers only). 2. COMPANIONS Companion s of disabled passengers pay the same fare as the individual. 3. FARES All passengers are required to deposit a fare, ticket or pass, unless prior arrangements have been made with the JATA scheduling office. 4. LATENESS All passengers are expected to be ready during their assigned 30 minute (City residents) pick up window. For County residents there is a 2 hour window. (See pages 6-7) 5. CANCELLATION NOTICE All passengers are expected to call the JATA scheduling office at least two (2) hours prior to their scheduled ride if it becomes necessary to cancel the ride for any 10 3
4 reason. Failure to cancel rides can result in suspension of service. (this includes failure to cancel routine rides). 6. NO SHOWS Any passenger who fails to SHOW (be at the appointed place) for a scheduled ride and did not cancel as described above, may be charged for the missed ride at the time of their next scheduled appointment. Continued NO SHOWS can result in suspension of Reserve-A- Ride service. 7. COMPLIANCE WITH RULES Parking areas and/or driveways must remain free of obstruction or barriers (snow, ice or other obstructions. 4 TRIP PURPOSE PRIORITY Because JATA is a public transportation provider, requests are scheduled according to available space without regard to trip purpose. The only exception to this rule is when a passenger has an Americans with Disabilities Act (ADA) Paratranist Priority Certification (See ADA below). All passengers are expected to comply with the following JATA bus riding rules: No eating, drinking or smoking on the bus. No talking on cell phones. No profanity or shouting. No soliciting. No littering or defacing the buses. Playing radios is prohibited, unless earplug attachments are used. Drivers do not make change. ******Correct Change Only******** Passengers without correct fare will not be allowed to ride. Shoes and shirts must be worn. No unnecessary conversation with the driver. Infants must be removed and strollers folded and secured upon boarding the bus. Parents must keep their children seated for the duration of the trip. Children under the age of 5 years must be accompanied by an adult. 8. ACCESSIBLE ORIGIN/DESTINATION All passengers are expected to request service to or from buildings that are safely accessible. AMERICANS WITH DISABILITIES ACT (ADA) The Americans with Disabilities Act (ADA) requires priority paratransit service for disabled individuals who cannot utilize the JTA fixed route system. The ADA requires an eligibility process for this priority paratransit service. Call the JATA at (517) for more information. A PERSONAL CARE ATTENDANT (PCA) is someone who is retained by the ADA eligible client to provide essential (vital) personal care. A COMPANION/GUEST is identified as someone who is traveling with the ADA eligible client for companionship and/or to provide minor assistance.
5 SERVICE LIMITATIONS 9 The Reserve-A-Ride service offered by JATA is intended to provide curb-to-curb transportation. While JATA is pleased to be able to offer this more personalized service, limitations do exist with regard to what level of assistance can be provided. Jackson Area Transportation Authority drivers are required to abide by the following guidelines when providing Reserve-A-Ride service: Operators will provide CURBSIDE service at boarding and deboarding areas. Driveways or parking areas may be utilized if they are maintained (free of hazards such as snow, ice and obstructions) and are accessible by JTA vehicles. Operators are required to provide REASONABLE ASSISTANCE to passengers (if requested) as they board and deboard the vehicle. Operators are NOT ALLOWED to enter a private residence, physically lift passengers or negotiate stairs. REASONABLE ASSISTANCE IS LIMITED TO: 1. Pushing a wheelchair to or from an origin or destination providing there is an appropriate ramp and walkways are clear and in good condition. 2. Providing an arm to steady an individual walking to and from the vehicle. Passengers requiring more than the REASONABLE ASSISTANCE described above must provide a companion that can serve their needs. Operators are required to assist passengers boarding or deboarding the bus with a maximum of two (2) full or four (4) half-bags of groceries. Operators are not allowed to physically lift passengers (transfer from wheelchair to seat). JATA does not recommend the transport of mobility devices and associated equipment (wheelchair, etc..) which are unstable or in poor condition. The condition of any Mobility device is the responsibility of the passenger. 8 All unaccompanied children (5-18 years) will be charged the student fare. Students 18 years and older, with school identification, will pay the student fare. Children under five (5) ride free and must be accompanied by an adult. Passengers sixty (60) years of age or older pay the Senior Citizen fare. Passengers, who due to mental and/or physical limitations, are considered disabled, pay the disabled fare. (reduced fare cards are available to individuals whose disability is not readily apparent). Call for further information. Passengers certified for the Americans with Disabilities Paratransit Priority Certification (ADA), can make reservations during normal business hours. Those passengers will be allowed to make reservations up to 2 weeks in advance. (See ADA Page 9) RESERVATIONS Reservations for rides are taken Monday through Friday between 8:00 am and 5:00 pm. 24 hour advance reservations are requested. Reservations may be made up to two weeks (14 days) in advance of the scheduled trip. While advance reservations are strongly recommended, openings may be available due to cancellations. These openings may be used to accommodate those who may not be able to provide 24 hour notice. Therefore the public is encouraged to inquire about availability. Reservations for regular weekly rides cannot be taken by evening or weekend staff.

JTA provides City Reserve-A-ride service between the hours of 6:00 am and 10:00 pm, M-F, 10:00 am and 10:00 pm on Saturday, and 7:00 am until 4:00 pm on Sunday. Jackson County residents have a limited Reserve-A-Ride service schedule; Monday, Wednesday and Friday, on a designated time schedule.
