1 WORKBOAT S 2004 CONSTRUCTION SURVEY Inching Up WorkBoat s 2004 Construction Survey registered a rise in both the number of shipyards that participated and the number of vessels built. In 2004, 46 yards delivered or signed contracts to build 405 vessels. That s up from 40 yards and 376 newbuilds in Two factors that affected the survey s numbers should be mentioned. First, each year certain yards with healthy order books choose not to participate, even though their vessels were reported on in the pages of WorkBoat throughout Per their requests, those numbers are not included in the survey. Second, New construction is up slightly from last year, according to this year s construction survey. the number of shipyards listed in this year s survey is actually greater than 46. The discrepancy occurs because some companies that operate multiple shipbuilding facilities such as Bollinger and VT Halter, are consolidated into a single listing. Others, such as Metalcraft Marine Group, list their yards separately. Consequently, both Bollinger and Metalcraft count as a single operator in the final tally. First-time participants in this year s survey include ABCO Industries and Schooner Creek Boat Works. Geo Shipyard is back in the survey for the first time since Photos by Ken Hocke The number of offshore service vessel newbuilds took a hit this year because of the continuing sluggishness of the Gulf of Mexico oil and gas industry. The number of supply boats went from 37 newbuilds last year to only 25 this year. Crewboats, which took a significant dip from 33 in 2002 to just 10 in 2003, rebounded to 20 in this year s survey. However, crewboats are listed with Personnel Launches and at least half of those have nothing to do with the offshore industry in the Gulf. On the positive side, the recent turnaround in the Gulf that s been predicted for more than two years is actually beginning to materialize. A pickup in energy demand has forecasters and analysts talking positively about the oil and gas market. Repair work on boats being unstacked has picked up over the last few months. If that market could show some consistency, it should improve the numbers for new OSVs over the next couple of years at least. Barge construction numbers were up significantly over the past year, more than doubling the 42 barges listed in the 2003 survey to 92 this year. Construction of double-hulled tank barges to meet the Oil Pollution Act of 1990 requirements has helped, as well as contracts such as the 29 barges being built at Marinette Marine for the U.S. Navy s Improved Navy Literage System (INLS). Homeland security initiatives helped the patrol boat category to post another healthy number, but it lost its No. 1 position in the survey to Non-Self- Propelled Vessels (barges). The survey lists 69 patrol boats this year, down from the 74 boats listed in However, more patrol boats have been built over the last 12 months, and more will be constructed over the next year, than any other type of workboat by far. For example, Safe Boats International, which chose not to participate in our survey, landed the U.S. Coast Guard s response boat-small contract in 2003, a $140 million contract that has the yard 42 JANUARY 2005 WORKBOAT

2 POWERED VESSELS REPORTED FOR 2004 Total = 405 building up to 700 of the 25' 8'6" aluminum boats by the time the contract is fulfilled. Pushboats and Towboats posted another impressive gain in this year s survey, jumping from 20 newbuilds in 2003 to 32. The number of tugs reported for 2004 increased to 25, up from the 18 in last year s survey. The increase in the dinner, excursion, sightseeing boat category didn t last long, however. There were 17 such vessels listed in the 2003 survey, up from 10 in The number dropped to seven this year. What about 2005? Builders of patrol boats expect that sector to remain strong through at least 2006, fueled by homeland security needs. Other categories expected to gain strength over the next year and beyond are OSVs, Fire/Rescue, and Ferry/ Water Taxi. Barge construction should remain strong next year, even though many tank barge operators will have finished double-hulling their fleets to meet OPA 90 regulations. Steel and fuel costs may figure into the equation if prices stay high. For many, it will be a good year when they can say what Joe Rodriguez Jr., president of Rodriguez Boat Builders in Bayou La Batre, Ala., told WorkBoat earlier this year.
