1 WORKBOAT S 2003 CONSTRUCTION SURVEY All photos by Ken Hocke Grinding It Out New construction slowed significantly in The number of newbuilds and vessels under contract were down over 20 percent from the 2002 survey. There were three fewer shipyards participating in WorkBoat s 2003 Construction Survey from a year ago, while the number of newbuilds delivered during 2003 and contracts for vessels going forward fell by 93 from was a mixed year for commercial shipbuilders in the U.S., said Allen Walker, president, Shipbuilders Council of America, Arlington, Va. A backload in offshore supply boats and OPA 90 barges kept many shipyards busy throughout much of the year, but new orders in 2003 were well below those signed in In 2003, 40 yards delivered or signed contracts to build 376 vessels. That s down from 43 yards and 469 newbuilds in Two factors that affected the survey s The year had its up and downs. First, some yards with healthy order books chose not to participate this year, even though their vessels were recorded in the pages of WorkBoat throughout Per their requests, those numbers are not included in the survey. Second, the number of shipyards listed in this year s survey is actually greater than 40. The discrepancy occurs because some companies that operate multiple shipbuilding facilities such as Bollinger and VT Halter consolidate their shipyards into a single listing. Others, such as Metalcraft Marine Group, list their yards separately, Consequently, both Bollinger and Metalcraft count as a single operator in the final tally. First time participants in the survey include Halimar Shipyard and Mission Marine. Ocean Technical Services makes its first appearance since the 1997 survey. In last year s introduction, there was a reminder to look for the number of offshore vessel newbuilds to rise if the oil and gas industry s long-awaited recovery finally arrived. But that didn t happen in 2003 and Pushboat, Towboat (Military & Non-Military) Fire, Rescue Boom, Spill Response (Military & Non-Military) Tender (Military & Non-Military) Research Patrol (Military & Non-Military) Other Military Non-Self-Propelled s Others 2004 will likely be a sluggish one for the Gulf of Mexico offshore industry as well. Consequently, the number of OSVs and other oil-and-gas industry support vessels is down and some of the yards that build them are scrambling to keep their heads above water, while others have gone under for good. Total = As the SCA s Walker mentioned, a backlog of OSVs kept some yards busy in The number of supply boats listed this year is 37, four more than were recorded last year. However, crewboats took a significant dip from 33 in 2002 to just 10 in 03. On the positive side, a new player in the aluminum crewboat building arena, Conrad Aluminum, secured its first newbuild, a 175-foot crewboat for Diamond Services. Homeland security initiatives helped the patrol boat category retain its No. 1 position in the survey. There are 74 such boats listed in 2003, but that number is off significantly from last year s 126. It could have been worse. Construction of small to mid-sized vessels for government markets helped ease the downturn in commercial orders for several domestic yards, said Walker. Other newbuilds of note for 2003, according to Walker, were the delivery of the first large oceangoing ships in many years and a contract for the first fast car/passenger ferry for the continental U.S. Barge construction numbers were down over the past year from 57 in 2002 to 42 this year. There are 17 such vessels listed in the 2003 survey, up from 10 in The higher number may be a reflection of a pickup in the U.S. leisure market. Two other categories that showed growth were pushboats and towboats (from 12 in 2002 to 20 in 2003) and other military vessels (from 13 in 2002 to 27 in 2003). The number of stern-drive tugs for 2003 doubled from six to 12. What about 2004? Shipbuilders remain cautiously optimistic about 2004, said Walker. Almost every segment of the U.S.- flag fleet is facing significant replacement requirements. With the economy on the rebound, there is reason to believe that Amercian shipbuilders may finally see the improved market that has been predicted for so long.
