2 WORKBOAT S 2005 CONSTRUCTION SURVEY Newbuild and repair work are up at U.S. shipyards, but lingering personnel shortages, especially in the U.S. Gulf, are resulting in lost business. Ken Hocke More Bottoms Shipyards are busy, as seen in this year s WorkBoat construction survey. The 56 yards in our list, delivered or contracted for 460 vessels. Last year the survey included 45 yards that delivered or signed contracts to build 398 vessels. That s up from 40 yards and 376 newbuilds in The number of newbuilds has been steadily increasing over the last several years. The list of shipyards and their vessels are compiled from survey material from U.S. yards, workboats we reported on in our monthly On The Ways section and Boats & Gear reports over the past 12 months, and material available from public forums including Web sites and news reports. In most cases, individual shipyard lists are complete. However, there are shipyards in our survey with only a partial accounting of their backlogs listed. In some cases, individual customers do not want shipyards to disclose them as a client. Numbers for this year would have been higher, but steel and fuel prices have kept the amount of newbuilds down over the past two years. However, those same factors have had the opposite effect on the repair side of the equation. s and operators who were scared off by high steel prices have, in some cases, chosen to repair or retrofit an existing vessel instead. Kevin E. Wilson, vice president of sales and marketing for Atlantic Inc. in Jacksonville, Fla., said the company had no newbuild contracts this year but stayed full because Atlantic was flush with repair work. We had plenty of repair work, he said. We were close to signing newbuild contracts, but things just didn t work out. But we were full with repair work. Wilson said the yard was in negotiations for new construction contracts, but he couldn t discuss any of the details. The rebound in the passenger-vessel industry has taken hold. 3 Ken Hocke sels compared to 19 this year. The numbers would have been even greater, but high steel prices were enough to push some operators to delay newbuildings. New construction is at such a premium with things like the price of steel affecting the newbuilds, said Troy Manthey, president of the Passenger Association s board of directors and a dinner-boat operator in Tampa, Fla. So instead of building new, they either have a vessel repaired or buy a used or previously owned boat. We ve had quite a bit of business, said Rob McMahon Jr., president of Pinnacle Corp., which buys and sells new and previously-owned vessels. I think the cost of steel has had some effect on that. The rebound in the offshore energy market continues to spark an increase in new construction and repair work. This year there are 18 new crewboats listed in our survey compared to 20 last year. But in the survey, there were only 10 crewboats listed. (Though there were only 40 yards listed in our survey compared to 46 last year and 56 this year, the yards added to the survey were not, for the most part, crewboat builders.) 8 8 New supply boats actually recorded higher numbers three years ago as some operators made a big push to build vessels to service the deepwater market. Additionally, some OSV operators believe that the best time to build new is during a down cycle. That way, the boat s ready to go when the offshore market cycles back up A rebound in the offshore industry over the past two years, followed by the destruction of offshore structures from Hurricanes Katrina and Rita, have put supply boats in short supply in the Gulf of Mexico and sent day rates skyrocketing. POWERED VESSELS REPORTED FOR Total = There were 36 supply boats listed in our survey, 25 last year, and 21 this year. Hurricanes Katrina and Rita placed an additional premium on offshore supply boats when the storms ravaged Gulf of Mexico oil platforms and rigs, whether in deep water or on the shelf. With almost every available offshore service vessel working and a small number of OSVs on the ways, day rates for the boats have risen dramatically. ODS Petrodata reported that at the end of December, 214 OSVs were working in the Gulf, a slightly smaller number than the previous month because of mandatory drydockings. Additional boats could be put to work immediately, but too many newbuilds at once could create an overhang sometime in the future, which would drive rates down. The number of Other Military vessels quadrupled from last year.
