The Invocation was offered by Mrs. Thigpen; the Pledge of Allegiance was led by Mr. The School Board of Okaloosa County met in Regular Session on August 11, 2003, in the School District Administration Building, 120 Lowery Place, SE, Fort Walton Beach, Florida. PRESENT: Cathy Thigpen, Vice-Chairman Howard Hill Lloyd Taylor Rodney Walker Don Gaetz, Superintendent C. Jeffrey McInnis, Esq., Attorney to the Board ABSENT: Cindy Frakes, Chairman Vice-Chairman Thigpen called the meeting to order at 6:00 p.m. and welcomed visitors and presenters. APPROVAL OF AGENDA: Motion to approve the Agenda as amended was made by Mr. Hill, seconded by Mr. Taylor and carried 4-0: Visitors: Added as item #1, Recognition of Roberteau Harris, Winner of ACT-SO National Award in Mathematics Consent Agenda: Added as item #14D, Suspension of Employee # ; added as item #14E, Dismissal of Employee # ; Added as item #23, Collaborative Agreement with the Okaloosa County Health Department; Added as item #24, Authorization of payment to teachers attending the group orientation for new teachers Discussion Agenda: Item #2 was deleted VISITORS: 1. The Board, in collaboration with Dr. Richburg and other OWCC staff, paid tribute to Roberteau Harris who won the Gold Medal in Mathematics at the 2003 National ACT-SO Convention. Dr. Richburg introduced Robbie, his family, OWCC staff, and ACT-SO supporters. Robbie offered his thanks to all those who have supported and encouraged him. PUBLIC DISCUSSION: No Request PERSONNEL APPOINTMENTS: None COMMITTEE AND STAFF REPORTS: 1. Facilities Construction Update, presented by Bill Smith 2. Community Affairs/Grants Update, presented by Ray Sansom (Exhibit ) As requested by Mr. Hill during the workshop, Steve Horton provided a copy of the evaluation for the Safe and Drug Free Schools Project - PATHS (Exhibit ). He stated that Mrs. Baltes is working on the evaluation for the Tobacco Intervention and Prevention Teacher Training Project. A copy will be provided upon completion. 114
2 3. In-County Travel paid for the period of July 1 - July 30, 2003, presented by Patricia Wascom (Exhibit ) 4. Out-of-County Travel paid for the period of July 1 - July 30, 2003, presented by Patricia Wascom (Exhibit ) Vice-Chairman Thigpen recessed the Regular Meeting and called to order the Public Hearing at 6:20 p.m. PUBLIC HEARING: Mr. McInnis presented the job description for Literacy Coach recommended by the Superintendent for approval. The Vice-Chairman called for public comment; there was none. Motion to approve the job description for Literacy Coach as recommended by the Superintendent was made by Mr. Walker, seconded by Mr. Hill and carried unanimously (Exhibit ). Mr. McInnis presented the recommendation of the Superintendent to revise the adopted School Attendance Zones in the Crestview area by moving the residential development to be known as the Estates at Lee Farm from the Davidson Middle School attendance zone to the Richbourg Middle School attendance zone. The Vice-Chairman called for public comment; there was none. Motion to approve the Superintendent s recommended revision of School Attendance Zones in the Crestview area as specified was made by Mr. Hill, seconded by Mr. Taylor and carried unanimously (Exhibit /23/03). Vice-Chairman Thigpen concluded the Public Hearing and reconvened the Regular Meeting at 6:25 p.m. CONSENT AGENDA: Mrs. Thigpen recognized Mr. John King who submitted a requested to address the Board regarding zoning waivers. Mr. King stated that the realization that Destin will not have its own high school has been accepted. The issue now is to get the Destin community identified with Fort Walton Beach High School. A lot of Destin residents are not aware that Destin is in the designated attendance zone for Fort Walton Beach High. Confusion is added to the situation when the Principal of Niceville High School is allowed to go to Destin Middle School to promote Niceville High. It is difficult to get the community to support Fort Walton Beach High School when there is a split between the schools. He asked for the Board s and the Superintendent s help in promoting Fort Walton Beach High School in the Destin community. Discussion of the situation described by Mr. King concluded with the Board Members and the Superintendent offering their support in promoting Fort Walton Beach High School in the Destin community and in conveying to the community that Destin is within the designated attendance zone of Fort Walton Beach High School. Motion to approve the Consent Agenda as amended was made by Mr. Hill, seconded by Mr. Walker and carried unanimously: 115
