1 Fall 2015 MA-RPC Meeting Appalachian Trail Conservancy Attach #10 October 15, 2015 Update Report The Appalachian Trail and the National Register of Historic Places Issue: National Register Documentation for the Appalachian National Scenic Trail The National Register of Historic Places is the official list of the Nation's historic places worthy of preservation. Authorized by the National Historic Preservation Act of 1966, the National Park Service's National Register of Historic Places is part of a national program to coordinate and support public and private efforts to identify, evaluate, and protect America's historic and archeological resources. Background: Protecting the Appalachian National Scenic Trail (A.T., ANST, or Trail) from visual and aural encroachments have been longstanding concerns of the ATC, NPS and USFS. Listing in the National Register of Historic Places is a tool to protect natural and cultural resources. In 1989, ATC adopted a Policy on Cultural Resources, recognizing cultural resources as an "integral part of the Trail environment." ATC has long known that the A.T. is eligible for the National Register, and has encouraged Trail-maintaining clubs and partners to move forward on this front. The Appalachian National Scenic Trail is a unit of the National Park Service (NPS). In carrying out its responsibilities in administration of the Trail, the NPS is required by Section 110 of the National Historic Preservation Act of 1966, as amended to inventory, evaluate, and nominate eligible properties the National Register of Historic Places. The NPS is also required under Section 106 of the National Historic Preservation Act, to consider the effect of any federally funded or licensed projects on the Trail. Soon after the ANST was transferred to the Northeast Region of NPS, a meeting was held in Boston with NPS-A.T. managers (APPA) and Northeast Region cultural resource staff. One outcome of that meeting was a commitment by the Northeast Region to fund the ANST National Register documentation project. The project officially began in November Process: There are a number of methods for nominating properties to the National Register. The one that best fits the nomination of the Appalachian National Scenic Trail is the Multiple Property Documentation Form (ANST MPDF or MPDF) Submission. In this approach the resources are evaluated that share a common history or historic context or are related geographically or thematically. This approach allows for listing of segments of the trail as they are inventoried, evaluated and documented. It is important to note that an entire A.T. resource need not be inventoried to establish an overall basis for nomination and to begin the process. When the project is complete the products will be ANST MPDF and 14 state listings. The MPDF and the state segment listings must meet National Register guidelines and be accepted by the respective State Historic Preservation Officers (SHPO), the National Park Service Federal Preservation Officer, and the Keeper of the National Register. A number of people with specific expertise contributed this project. Steve Olausen and Virginia Adams at the Public Archeology Lab, Inc. are the primary authors of the Historic Resources of the Appalachian National Scenic Trail Multiple Property Documentation Form. Elizabeth Igleheart, Northeast Region s National Register Coordinator (now retired) served as project manager. A number of others contributed to the effort providing invaluable technical assistance and direction to the project. They include: APPA staff members Rita Hennessy, Casey Reese and Jessica Bundy;

Current Status: The Historic Resources of the Appalachian National Scenic Trail Multiple Property Documentation Form is completed. Three state listings are in process: Maine, Massachusetts, and Pennsylvania. The remaining states are scheduled as follows: 2016: New Hampshire and Vermont 2017: West Virginia/Virginia 2018: N.J., Conn., N.Y., Maryland 2019: N.C., Tenn., Georgia NPS-APPA has hosted training sessions for ATC conservation staff, and offered a session at the Federal Managers Meeting in July, Nearly all 14 State Historic Preservation Offices had representatives participating on a separate webinar overview and discussion about the designation. All officers expressed enthusiasm and were eager to move the process along particularly in light of several new energy infrastructure developments. There are also plans to host Webinar presentations to the ATC board, stewardship council. Sessions will also be offered to interested clubs and local agencies as state listings move forward. These sessions will offer additional opportunities to describe the process and to answer any questions.

3 2015 Fall MA-RPC Meeting Appalachian Trail Conservancy Attach #10 Mid-Atlantic Crew The Mid-Atlantic Crew will wrap up its 2015 season on Oct. 26. This year it worked four weeks in the spring and three weeks in the fall with the New York-New Jersey Trail Conference at Bear Mountain, continuing to work on the relocation of the A.T. on the upper east face of the mountain and working on the Trails For People exhibit along the A.T. behind the Bear Mountain Inn. The remaining six weeks of the 2015 season were spent working with PATC to start the relocation of the A.T. on Loudoun Heights outside of Harpers Ferry and on a crib wall along the Conococheague Creek in Caledonia State Park in Pennsylvania. Of some concern, and mirroring a trend with other ATC crews, volunteer numbers were down this year. Between 33% and 66% of crew slots were filled each week, compared with 70% to 80% in recent years. Asset Inventory A process for collection of the data that NPS requires was finalized in September, with the process for the Mid-Atlantic Region somewhat different then that in ATC's other three regions. In New England, Central and SW Virginia and the Deep South, the clubs will count or measure treadway features (water bars, steps, turnpike. etc) and ATChired seasonal staff will use GPS to collect information about all the remaining features that NPS wants new or additional information on: trail centerline, shelters, privies, bridges, etc. In the Mid-Atlantic, clubs will be collecting treadway features counts and measurements and most of the additional feature information. The overall goal is to have all of the collection done by the end of Beginning with PATC in the south, Mid-Atlantic clubs are currently being contacted to set up training.

Volunteers from across the Trail rallied together this past spring to pull a whopping 2,772 pounds of garlic mustard (Alliaria petiolata), thus surpassing the goal of pulling one pound per mile of the A.T. or 2,189 pounds. Every pound was critical in helping us reach our goal, and ATC would like to thank each and every one of the 170 volunteers who participated in the 2015 challenge. 6 Fall 2015 MA-RPC Meeting Attach #10 Warm Potato Salad with Wilted Garlic Mustard Greens Time required: 45 minutes Serves: 6 Preheat oven at: 350 Ingredients: 2 Red bliss potatoes (quartered) ½ cup Caramelized onions ¼ cup rendered bacon ½ cup garlic mustard greens 3 tbsp red wine vinegar Salt and pepper Directions: Quarter potatoes, and toss in canola oil. Roast for about 30 minutes. In a sauté pan, heat bacon. Add onions and potatoes, and add salt and pepper to taste. Deglaze with vinegar, and toss in garlic mustard. Serve warm. Source: From Pest to Pesto: A Collection of Recipes Garlic Mustard Encrusted Lamb Chops Serves: 6 Ingredients: Garlic mustard greens Fresh rosemary Fresh chives Fresh thyme 2 tbsp Dijon mustard 2 lamb chops 2 tbsp Pasteurized egg yolk Pinch of salt and pepper 1-cup fresh breadcrumbs Directions: In a food processor, add garlic mustard, rosemary, chives, thyme, Dijon mustard, pasteurized egg yolk, salt and pepper, and breadcrumbs. Pulse machine until blended well. Mark 2 lamb chops on grill. Let set, then add mixture to lamb, and bake at a desired temperature.
