Call to Order: Chairman John Neinas called the meeting to order at 9:10 a.m. 2. Establish a quorum agency representatives in attendance: John Neinas, John Kolodziej, Terry Vogel, Jeff Farley, Tom Olsen, Dan Williams, Tony Luchini, Rod Dequaine, Arleigh Porter, Tony Depies, Randy Asman, Jenny Austin, Michael Panosh and John Jones. 3. Adopt the agenda Motion by Olsen, seconded by Depies, to adopt the agenda. Motion carried. 4. Introduction of guests Guests present: Matt Talcott, DOT Traffic, Andy Crowell, Gibraltar Police Dept., and Pete Devlin, Reporter.. Public Participation None.. Correspondence None. 7. Minutes of August 7, 2014, 3rd quarter meeting Motion by Olsen, seconded by Vogel, to approve the minutes of the August 7, 2014, 3rd quarter meeting. Motion carried. 8. Pending, continued, old business A. Intersection of TH 42 and Plum Bottom Road. [turnoff lane for the northbound Hwy. 42 traffic to make a right hand (east) turn onto Plum Bottom Road.] (Randy Asman Update) Following the 3 rd quarter meeting, Asman sent out the following to members of the Commission: Right turn lane at NB WI 42 and Plum Bottom Road I looked into the crashes at the intersection and I found 2 crashes at the intersection since o, the crash history does not support the need for a NB right turn lane. The volume criteria on Plum Bottom Road is marginal to also justify the need for a right turn lane. When the next reconstruct project on WI 42 is scoped (I do not know how many years that will be), all the intersections will be investigated to ensure they are designed to the current standards at that time. ince there isn t a safety issue at this time, no action taken. The DOT will investigate next time there will be a project in this area. B. Review / Action: Intersection of CTH A and CTH F, Town of Gibraltar Parking Issues (John Kolodziej Update) Farley showed the problem area on the overhead screen. Issues include too many people blowing the stop sign. Parked vehicles block the stop sign. Can trees be cut back, or No Parking signs put in? Crowell said the stop sign is back dropped 17 feet. There is a top Ahead sign. Discussion and suggestions: Move the stop sign out to feet of the fog line. Possibly recommend a flashing light to the Highway Committee. Try to get a larger size sign Include in study for long term improvements. By consensus, the Commission recommended an oversize sign, move it out to feet, and monitor to see how it goes. Kolodziej will take care of these improvements. C. Review / Action: Town of Egg Harbor request for speed zone reductions on TH 42. (Randy Asman Update) Vicinity of Egg Harbor Fun Park, 7340 TH 42. Vicinity of Wood Orchards Retail, 8112 TH 42. A speed study was done with the information send to the Town of Egg Harbor. People are complying with the posted speed limit. In a review of the crash rates, there were two in the Fun

3 Page 3 of Park areas, but neither one reported speed as a contributing factor. It was the same in the Woods Orchard s area. Asman said he talked with Woods, letting them know the existing shoulder isn t wide enough to pave. The recommendation is to not make any modification to the speed limits in these two areas. D. Review of peed Limit on CTH near Rosewood Road (John Neinas Update) Neinas reported that Kewaunee County is re-blacktopping their portion of CTH. They said to wait a year on it and see what happens. 9. New Business None. 10. DOT Update Asman reminded everyone to use DOT folks as a resource for local concerns. He reported on construction projects for the next year: Bridge on TH 42 in Forestville to reconstruct. Reconstruction in ister Bay, next summer and into the fall --- before Fall Fest. TH 7 and C will be let in July, with construction in Fall. [J-Turn] TH 42-7 on east side, by-pass in turgeon Bay. Public meetings were held with not a lot of attendees. Formal comment period has expired. DOT will release decision by end of the month. Regardless, some work may need to take place as early as next fall, but nothing impacting traffic. 11. BOT Update (Bureau of Transportation afety) Panosh reported that the number of fatalities statewide are down. Wisconsin is presently at 409, versus 44 last year. This is a real positive and we might be under 00 for the year. Panosh added that this says a lot about all of our efforts. He acknowledged his thanks to heriff Vogel for his support of safety projects. 12. Review of pot Maps A. 1st Quarter 2014 B. 2nd Quarter 2014 C. 3rd Quarter 2014 Maps were included with the agenda packet. Panosh noted that now is the time to watch out for deer. 13. Review of Fatality Reports (if any) Vogel said there was one fatality in the last quarter, on Maplewood Road. It was one vehicle with one person and alcohol was a factor. There will be more details at the next meeting to review. 14. COMMIION REPREENTATIVE CONCERN: For a Better & afer Door County A. Matters to be Placed on a Future Agenda or Referred to a Committee, Official or Employee Kolodziej commented on private property owners plowing show across the roadway. This is a violation of tatutes and poses problems. We need to educate people. He said they will provide a flyer to snowplow operators that they can hand out to property owners. Vogel said drivers should call law enforcement and they can make a visit. Regarding the round-about issue, Olsen asked if, after the tate comes out with their recommendation, the Highway afety commission should go on record to support that recommendation. Neinas said the County and City have already gone on record. This will be put on the agenda for the next meeting. Porter asked if there was any data on the J-turn by Maplewood meats. Asman responded that the safety numbers have been tremendous. People that live there don t like them. There is a learning curve. The public wanted something done. With a J-turn, you only have to watch traffic from one direction. 1. ANNOUNCEMENT None. 1. ADJOURN to 1st Quarter Meeting: February, 201, 9:00 a.m. at the Justice Center.
