2 SUAMICO HEALTH SAFETY COMMITTEE MEETING MINUTES Velp Avenue Tuesday September PM 1 Call to Order Chairman Steenbock called the meeting to order at approximately 434 pm Members present were G Steenbock S Dantoin M Sheedy excused Staff members present were DPW Director brewery Deputy Kowalkowski Administrator Kubacki and Clerk Swan and L Nelson B Laskowski 2 Approve Agenda Motion by Sheedy to approve the agenda as submitted second by Dantoin motion carried 40 3 Approve the minutes from the May meeting Motion by Dantoin to approve the minutes as presented second by Sheedy motion carried 40 4 Open Forum Issues brought before the Committee for which no decisions shall be made Members of the General Public Only No issues presented 5 Public Comments on Agenda Items Bill Symes came forward to speak on Agenda Item 6a and presented handouts he labeled Exhibits A and B Bill objects to the reconstruction of County B at Side Street which reconstruction would include a median His reasons as cited include but are not limited to the following The concerns of the DOT are unfounded A median will impose an economic burden on local businesses The 2 options proposed by the DOT Exh B are unsafe overly burdensome confusing and time consuming Scott Hundt came forward to speak on Agenda Item 6b and expressed a concern whether the round about would be large enough If not could the turning lanes be made longer Randy Lewis came forward to speak on Agenda Item 6a If Side Street was allowed to be closed his property and others would be devalued who will want to purchase commercial property on adead end street It was however pointed out that Side Street would continue to allow RightIn Out Side Street to the North of Cty B dead ends Health Safety Minutes

3 Jerry Henry came forward to support the comments made by Bill Symes who spoke on Agenda Item 6a Item 6c Joe Joe Witthuhn from Rustique came forward to speak on Agenda questioned the current No Parking signs currently posted on the Velp asked if the Northern most postings could be kept postings Avenue He but remove the Southern most 6 New Business a Request by Symes Realty LLC for Right In Right Out Access to School Lane Cty B from Bank Entrance located on Parcel SU 423 Discussion OCR seems to have a strong desire to make the intersection of Cty B and Side Street a Right In Right Out only Because B is a County Highway the Village position would be a recommendation to OCR only Motion by Sheedy to recommend to the Village Board to send a strong communication to OCR opposing the proposed median at 6Side Street which would make that intersection aright intersection as a full intersection In Right Out only recommend maintaining that b Discussion on Possible Roundabout at White Pine C Velp Avenue Since crashes MO Tbone crashes slight hill and speed limit change from 45 to 35 to 45 are factors 2009 vehicle count 6000 vehicles per day Ourjob is to look at the issues that are happening and to make recommendation s to make that intersection safer It s one of the top 3 crash sites in Suamico Motion by Sheedy to make a strong recommendation to the Village Board to go to the County for around about at White Pine Velp Avenue during future construction c Discussion on the Intersection of Velp Avenue and Riverside Drive What can we do to improve this intersection There have been 11 crashes since 2011 Safer access and parking are both issues The intersection could entertain a round about or bring Riverside to a Tat Velp The current alignment as it meets Velp is awkward and an engineering firm may of Riverside be needed to best assist with a new configuration Insofar as parking there are currently No Parking signs posted to allow sight line visibility but the Southern most signs could be removed without disruption Motion by Sheedy to recommend to the County tore evaluate the existing No Parking from Here to Corner on Velp Avenue limited to site distance on the West side only from Riverside Drive to the South Health Safety Minutes

4 Motion by Sheedy to direct Village Staff to work with County engineering or a private engineering firm to realign the intersection at Velp Avenue and Riverside Drive Second by Steenbock 7 Old Business No Old Business presented Discussion on Future Agenda Item s and The Bar Regarding Urban Edge development i Fire lanes eliminated at Suamico Bowling Alley ii Re directed traffic toward sitting area in front of Bar iii Confusing flow of access across public parking lot 9 Set Next Meeting Date The next meeting will be Tuesday October at430 pm if needed 10 Adjournment Motion by Nelson to adjourn at620 pm second by Dantoin Motion carried40 Health Safety Minutes
