1 April 2018 View from the N40... From Your PRESIDENT S PEN As summer months approach, many of our folks move toward planning for vacations and extended travel. Several of our snowflakes will be on the road to their summer nests. And the HOA Board will be focusing on the budget issues and planning for the continued maintenance of our campus. Like any business, the Board invests time and talents into the ongoing up keep of our community. It is a Great Team effort. In a recent Board discussion about the privileges that each resident owner/ renter or leaseholder has as indicated in our governing documents, it was determined that an investment owner/non-resident, releases his or hers right and privileges to the recreational areas of the campus to the resident renter/leaseholder. These rights and privileges are restored when the property is no long under a rental/lease agreement. This position gained the consensus of the Board of Directors present for the April meeting. Special kudos's are in order for the special efforts of the Anita Noiva for taking up the responsibility of the over-site to complete the walk over bridge repair. has had his hands full with the pool pump going south and needed extensive repairs. Additionally, the west fountain has had a severe anomaly with designed operation. Kudos's to Bill and his team for their continued support of the community. The J&M Irrigation Team has their hands full with the irrigation system. Special thanks to their continued efforts to maintain the irrigation system. When Sonny Boy (the Golden Retriever) and I take our walk-about, we have noticed several areas on the campus were pet owners are not picking up after their pets. While this is an age old concern that particular practice of not pickup after your pet is also a violation of a city ordinance. The recent Volunteer Breakfast was well received and many of worker bees enjoyed the morning get together. Thirty plus folks enjoyed the fellowship and food a good time was had by all. Special thanks to Jamie and her team of helpers. As you can see by now,that without the Team 40 volunteers our everyday maintenance would fall to a compensated management group. The personal touch offered by each of these individuals ensures the best outcome. Team 40 going forward. If you have a desire to help on any of our committees contact any Board member or me. 2 COMMITTEE REPORTS ARCHITECTURAL CONTROL 1 - Replace Deck 1 - Replace Windows 1 - Reroof Mike Baran CLUBHOUSE COMMITTEE We had 2 rentals last month Nothing else to report Sherry Armstrong / Barbara Utley ELECTRICAL COMMITTEE We replaced the wiring harness for the pool pump. We continue to check the LED bulbs. The fountain-lighting system has been moved to the South end of the bridge where they will be run for 24 hours per day for a couple of months. Before digging a trench from bridge to power pole, I want to make sure the bridge voltage source is much cleaner than the pool pump voltage source. If the lights are still bright after a couple of monthsthat means that the bridge is a much better power source. There is a lake-fill pump and sprinkler system pump in the shed from which the bridge voltage is supplied so we can t be sure if it is clean enough until we test it out. Melanie Woginiack GRIEVANCE GROUNDS & LANDSCAPING Hopefully, our efforts over the past 6 weeks are beginning to pay off as the grounds and lawns of our community are looking pretty nice. We still have a few areas of dead grass that will be raked out and sodded next week. Also we'll be continuing out battle against weeds. It's all an ongoing process.in these dry days, much credit is due also to the Irrigation Committee in maintaining excellent water coverage. Now is a good time for residents to look around their homes to see what they need to cut, rake, mulch or trim of their shrubs, bushes and flower beds. It all goes a long way in helping to have a community to be envied. Roger Lee BRIDGE / FOUNTAINS /LAKE Fountains: The fountain in the West lake stopped working and has been replaced with a new fountain. Thanks to Tom Ziegler for using his kayak to tie the fountain (with new motor) into position. The lights system is still under test but indications are that voltage spikes (from the source at the pool equipment box) kept greatly shortening the life of the LED bulbs. New bulbs would go very dim after only a couple of months use on the West fountain running 4 hours a day. Our guess is that it is voltage spikes which are generated by the pool pump that are quickly ruining the fountain lights which are connected to the same voltage source. The new bulbs under test in my garage have lasted at least a month running full time and are still bright. The solution is most likely going to be to run a new power line to feed the fountain and lights. Bridge: We have started construction on the bridge, closed signs are posted on the mail kiosk and online, due to the bad weather it has been delayed a few days, hopefully it will be finished by the weekend. Please do not attempt to use the bridge until the orange barricades are down. Anita Noiva Lake: The Biozyme tank operation is very difficult to check but it appears that it is not feeding the solution to the lake as regularly as needed. We cannot use pressurized city water to feed the tank because the chemicals in city water will kill the bacteria in the Biozyme sack. The only other option is to purchase a dedicated pump to provide water from the lake as needed to fill the tank. underway on this topic. Discussion is 2

3 IRRIGATION Our attempt to located and replace if needed, the donuts around the sprinkler heads have been detained once again due to severe breaks in the watering system. One valve needed to be replaced for it was always active. This valve had a history of issues and deemed to be irreparable, and has been replaced as of this writing. The system had to be shut down for a few days for its repair. It is important to have homeowners keep us informed as to their issues with the irrigation system. We have found many clogged nozzles as well as major cracks in the piping, all from the observances of you, the homeowner. Please report these issues for damage pipes, sprinkler heads or anything unusual, affects us all. We will continue to keep the watering on as much as possible. And make adjustments to the needs of the community as soon as we are able. Hopefully the rain will be forth coming and aid in the greening of our neighborhood. A new watering schedule is now available to download from the website. It has columns designating your - zone, address, start time & duration as well as the two days that your zone will be on. Jay Jay1949@gmail.com Mike karenmankowski@att.net Jay Armstrong / Mike Mankowski NOMINATING COMMITTEE REPORT APRIL 9 th 2018 Per the request by the HOA Board of Directors at the March 2018 meeting, the 5 member Nominating Committee met for the purpose of identifying and recommending an appropriate and willing candidate that would assume the remainder of the term vacated by board member Mike Loveless. After careful consideration, this committee is proposing Vinny Fitzpatrick. Vinny has previously served on the Board and is fully prepared and knowledgeable of his required role on it. We feel that he will make a fine addition. John Taylor PAINTING COMMITTEE John will not begin painting or cleaning of residences until he has completed construction work on the bridge and has painted the clubhouse. We have a $425 quote for painting the mail kiosk in 2018 but in the interest of holding down expenses this year; we could delay that job for a year. John expects to begin work on the residences sometime in May. The schedule will be posted at the mail kiosk. RECREATION COMMITTEE Pool: Warren Willits has formatted a new sign for pool rules and will soon be ordering the new sign. Anita has prepared a standard letter to be sent to addresses of persons found guilty of violating pool rules. The annual pool equipment cleanup was performed on 31 March. The following people assisted: Jay Armstrong, Vinny Fitzpatrick, Roger Lee and. Prepared & installed 10 gauge wiring harness for pool pump. It was necessary to purchase a new motor and mount for the pool pump. Additionally, it was found that the impeller and fuser were also bad and were replaced. The pool was re-opened on 30 March. Tennis/Pickleball Court: Nothing to report. Shuffleboard Court: Nothing to report Picnic Area/Shuffleboard Court: Nothing to report 3

4 Recent Activities: SOCIAL COMMITTEE Saturday, April 7th - Volunteer Appreciation Breakfast Our community would be LOST without our dedicated Volunteers! The Social Committee hosted 32 members of our Volunteer Squad with a lovely and delicious breakfast with good conversation and fellowship. Board members, committee chairs and other workers spent the morning just having their crowns polished! (You know, the kind the angels wear).thanks to ALL Volunteers who serve so faithfully but were unable to attend. You are appreciated. Thanks also to all who helped that morning with set up, cooking, serving, clean up and with ALL the little things that go on behind the scenes" to make an event happen. You are the BEST:) Upcoming Activities: Sunday, April 22 nd, Monthly Bunco Game Night at 5:00 pm Come join us for our monthly fun game of dice rolling and counting - who s counting? Bring $ 5.00 for the pot and a snack, dessert or drink to share. You must call Jamie Hawes to attend ph: ,as we need 4 persons per table to get an even count. Saturday, May 5th Kentucky Derby Day at 5:30 pm (may adjust this according to race Post Time) Get your fancy hats ready for an afternoon of fashion, fun and of course The Greatest 2 Minutes in Sports ". Four more dead trees were removed from between BB, between DLC, and the rear of 199 DLC. Trees were trimmed from around 150 DLC, and 169 DLC. I am in the process of surveying the City of Ormond Beach and the County of Volusia to see if our numbers of dead trees are in line with the rest of the county. We will be starting work on the Palm trees soon. Tom Galloway TERMITE REPORT No Report Maurice McKinney TREA$URER$ REPORT Our assets at the end of March are $318,099. All 1st quarter dues are in and about 1/3 of the 2nd quarter are in. There were no closings this month but we do have a new tenant at 19 Big Buck Trail, Mr. Dimitri Lieberman and family. Statement for wind insurance is in, annual premium is $1374. A $36 increase from last year A copy of the first quarter budget has been sent to Warren to post on line. Anita Noiva Special Board of Directors Meeting Minutes March 19, 2018 Directors Present: Ken Hawes, Jay Armstrong, Mike Baran, Anita Noiva, Pat Pecoraro, Walt Pietrak, Rose Roberts, Carol Stone. Meeting called to order by Pres Ken Hawes. Pledge of Allegiance. Special Meeting called to discuss the repair/reconstruction of the bridge. 4

5 Do we do minimum repairs or do a renovation of the structure, minus the floor replacement Anita gave estimate from two contractors. Both gave similar scope of job to be done. Both estimates did not include replacing the floor. Jay suggested that the wood underneath the floor not in good condition. There are loose boards now on the deck (floor)- Mike thought valid concern about condition of wood underneath the bridge. When the boards are taken off, it would be easier to inspect wood underneath. There was discussion about quality of work of both contractors. No issue with John s ability but question the ability of his workers. Jay had an issue with John and vacant house at 183 DLC 4 years ago, Jay thought he should have repaired the porch, but Anita explained he had to get permission from homeowner. Board Member and Residents have had work done by both contractors and seemed to be no major issues with either. A Motion was made to give John (the painter) Shaw the contract to replace the bridge. It was seconded and 7 board members voted yes and 1 board member, Jay Armstrong, voted no. Money is available to replace any future wood. Sherry asked permission to have film on the windows in club house replaced for $ The current film is flaking and peeling. Anita said to bring this up in the next budget meeting. It was motioned, seconded and vote to adjourn the meeting. Carol Stone MINUTES (Mar/2018) Meeting was called to order by President Ken Hawes at 7 PM and Pledge of Allegiance was given. Board of Directors that were present: Ken Hawes, Anita Noiva, Pat Pecoraro, Jay Armstrong, Walt Pietrak, Carol Stone, Mike Baran, Rose Roberts. Mike Loveless resigned. It was moved, seconded and voted to approve report. Secretary Report Minutes from Jan Meeting were accepted as submitted. The meeting minutes were moved, seconded and voted to accept Jan Minutes. Reports from Standing Committees Architectural 10 re-roofs, 1 garage door, 1 window replacement. Some residents are not getting approval from Architectural Committee before going forward with project. All projects must be brought before the committee for approval and to make sure they are a reputable contractor. Clubhouse See attached new verticals installed. Estimate for new film on windows. Grievance See attached Electrical committee met to discuss light bulbs in wet fountain. see attached Grounds& Landscaping see attached Walk grounds with vendor Blow leaves from house and go out. Also include fenced areas. Lakes& Fountains - see attached report Painting no report Pool Maint not present Recreation Area new sign for pool rules April Social Events see attached report Sprinklers Jay see attached Change to Irrigation report Termites-no report Trees See attached. Old Business See attached report on bridge repair Over view of Bridge repair plan Anita Noiva A lot of deterioration is occurring to the bridge. No permit is required to replace the bridge. Have to decide to repair or replace, minus floor. Underside need to be pressure washed yearly. Recommend that John the Painter take over yearly maintenance even if he doesn t get the job for replacement Funds are available to move forward with this project. Both quotes stated that it is not known what will actually be need until job is underway. Discussion followed Anita s report. 5

6 Moved 2 nd and vote to approve to continue until another full replacement quote is received from John, and then the board will meet again in special meeting to discuss results and decide to repair or replace the bridge. The quote will not include replacing the decking at this time. Pool security open dialog Ken Hawes, Incidents of kids climbing over the fence, people at pool that do not live or belong here. Need to find a way to manage this beyond the fobs. It was suggested that the fob reader on the system be able to tell who and what timeresidentsenter to pool area. Additional hardware and wiring is needed to be able toaccomplish that. Cameras do capture images, but the problem is identifying the individuals violating rules and regulations it does recognize some but not all. We need to find a way to enforce rules we already have in place. When someone has not complied and violated rules, the board needs to take action to remove access to pool for those that violate rules and regulations. First action is to send a letter to responsible party that a first notice is being given because of pool rule violation. Need clear record of first and second violations, etc. Even send certified mail. The next step is to retract access to pool at the discretion of the board as to one month or longer. It was suggested that the violators be required to sign that they have received, read and understand that the letter is a warning and that if violation is repeated, further action will be taken. With a signature on file, they cannot say they didn t know of rules and nobody spoke to them about the problem. If refused, the board needs to take action to restrict access to the pool. Rules and times are posted on each gate to the pool. It was recommended that pool hours be set by season, summer hours and winter hours. Summer hours - Mar thru Oct, 7am 9 pm, winter hours - Nov thru Feb, 9am 5pm. Overall result of discussion, put in security reader, change pool times, utilize camera system to recognize rule violators along with fob recorded and board to send letter to violators. New Business Nominating discussion for the vacant board seat, nominating committee to make recommendation for replacement. Motion made to ask nominating committee to make recommendation for board replacement at the next meeting. The motion was 2nd and voted to accept. There was recommendation from a community resident that when the new directory, hand book and service directory is delivered, it must be signed for. That way there is no question that everyone got a copy. Adjournment It was motioned, 2 nd and passed to adjourn at 8:35.
