It was not published in the August 5th issue and I do not believe it will be published. Some of the content you may be aware of but a lot of it will be fresh reading for you. t f:, In the July 29th ed ition of the Optimist there appeared a very one sided story about the inability of the current owner of the Roycroft Grant Residence to obtain endorsement from a pair of civic committees. I have taken a great deal of interest in this particular project since it is directly across the street from where I live. In order to keep current with the process of this subd ivision application I have attended the CPAC meetings and the HAC meetings as an observer along with other neighbors who have a vested interest in this proposed development. We have listened to the developer, Mr. Harvir Lalli, describe himself as na'lve wh en he bought the building. Perhaps he was and perhaps he wasn't. In the early days, after the bargain basement sa le of the property at approximately half of the original asking price, we heard via the grapevine that the house was to be relocated across 48B St. onto a much sma ll er lot. This did not seem likely and indeed it did not happen. 1 What did happen is that the owner allowed the building to sit unattended by any security measures and soon a pane of glass was broken in an east side downstairs window. Wh en it had not been repaired after severa l months I took photographs and sent them to the Heritage Advisory Committee. I was concerned at what might happen to the interior of the house as a result of this large gaping hole which could be enlarged to permit entry into the house. I know that the developer was advised of the broken

3 window but only some plastic and tape was put over and around the hole and to this day the broken pane has not been replaced. Then a small group of vagrants began using the front porch and an area at the back of the house to congregate with their attendant shopping carts of belongings and other items gleaned from the area garbage cans on Monday nights. At this point some neighbors and I started our own patrols around the building and we observed people's clothing and bedding strewn around the rear garden along with discarded cigarette butts and an empty cigarette package. Jokingly we called ourselves The Friends of La Belle Auberge. However it was no joke as we saw the steady deterioration of the property. This time I took photos of the piles of lumber and other detritus heaped against the rear entrance to what was the commercial kitchen. In the rear garden.section a large pile of lumber and other items was heaped. I had been told by a neighbor in Marina Park that she had seen a female vagrant squatting to defecate or urinate in the bushes at the front of the house and soon after I heard from another neighbor of similar sightings. I chose not to investigate these occurrences. During the past eighteen months several calls have been made to the Police on account of noise from drunken sounding people camped out on the front porch and yelling across the street and at people passing by. As the very hot weather commenced I became concerned that the lumber and dried grass at the rear might be set alight by carelessly discarded Cigarettes and I called the Fire Prevention Officer. Although the piles of lumber have not yet been removed a security fence was, at last, installed two weeks ago. Mr. Lalli, stated at a July 2nd CPAC meeting that he had 28 letters of support from members of the community. It is my understanding that these were letters prepared by him and presented to individuals to sign. At the same meeting Mr. Lalli stated that some people were going around with a petition against the plans for the property and were giving out false information. Since this was not a Public Hearing I could not refute that statement publicly but immediately after the meeting I confronted Mr. Lalli and old him he was wrong... what we showed people was a diagram of the property showing the number of houses to be erected on the property with one house beside the Royston Grant residence and three being behind it. We also showed people a copy of the June 3rd HAC minutes which stated: 2

4 THAT the proposal not be supported due to concerns related to density, massing, and the loss of heritage character to the area overall. The article in the July 19th Optimist article did not include information about the petition against the proposed development plan which was.circulated by neighbors to people living in close proximity to the proposed redevelopment. I was only one of the people who knocked on doors with the petition. Sixty nine people signed this petition which was given to the Planning Department. Only one person elected not to sign, and of those signing two sa id they had previously signed Mr. Lalli's prepared letter but had not seen any documentation. Finally I want to say that from my own observations at the various committees the members have shown a great deal of diligence and concern that they get it right. Their sole interest is in seeing that the heritage of Ladner and its uniqueness is preserved. I applaud their hard work in dealing fairly with developers whose primary interest is in profit.
