4 4 Attachment Approval of Previous Minutes Minutes 2.1 PRC15/018 Moved, seconded and CARRIED THAT the minutes of the Parks and Recreation Commission meeting held Wednesday, April 15, 2015 be adopted. 3. Unfinished Business Tourism Subcommittee Report 3.1 Councillor Diana Dilworth provided an overview of the work done by the Tourism Subcommittee over the past year and reviewed the subcommittee s report to Council, including the following key points: Port Moody has unique factors that pose great opportunity for promotion of the City as a tourism destination The City s Tourism Strategic Plan was developed in February 2004 and last updated in October 2005 Community residents and businesses would benefit from implementation of a new, comprehensive Tourism Strategy Challenges: There is not one specific organization or entity championing or coordinating tourism opportunities in Port Moody The City s current marketing and promotional materials are disconnected and don t adequately highlight opportunities There is little information available on the City s website regarding local business or tourism opportunities Opportunities: Promotion of Port Moody s unique features to attract nonresidents to our community Identification of tourism attractions, based on five key theme areas Arts and Culture, Natural Environment, Recreation, Heritage and History, Culinary Delights Integration and Collaboration between existing plans and strategies OCP, City of the Arts Branding, Wayfinding signage and kiosks, Arts and Culture Master Plan, Parks and Recreation Master Plan, Master Cycling Plan Attraction of Port Moody residents and their families, visiting family members and friends, day-trippers within Metro Vancouver, special interest groups (ie: foodies, recreationalists, history buffs) Offer opportunities for 2/4/6-hour events for visitors, diversity of experiences and events (something for everyone), specific aspects for special interest groups, support for local small business economy, support for arts and culture community Parks & Recreation Commission April 15, 2015 # /2015

5 5 Distinct Neighbourhoods: Westport Spring Street Promenade Heritage Commercial District Murray Street Boulevard Oceanfront District Moody Centre Inlet Centre (Newport, Suter Brook, Klahanie) Attachment 2.1 Next Steps: Council commitment to develop a new Tourism Strategic Plan incorporating inventories, opportunities and recommendations Establish a multi-stakeholder Tourism Committee to monitor development and implementation of Tourism Strategic Plan, make further recommendations on implementation and identify additional opportunities to enhance the Plan Identify funds to retain a consultant to assist in development of new Tourism Strategic Plan with staff and Tourism Committee Identify budget in five-year financial plan for tourism purposes Recommendations: Identify partner organizations to work with (ie: Chamber of Commerce, BC Tourism/Hello BC) and ensure they have up-to-date information on Port Moody and its opportunities Consolidate publications where appropriate (ie: Heritage Guide with Stone Markers) Develop on-line directory of local businesses and artists with locations and contact information Strategic use of website to market tourism opportunities based on areas of interest Review inventories and opportunities on annual basis for updating as required Further identify low-medium-high priorities and where easy-wins may be achieved Designate/delegate the inventory or specific inventory items to staff or civic committees for inclusion on annual work plans Identify key stakeholders in the community to participate in the implementation of specific actions. Review existing City plans to identify related and relevant recommendations and strategies Identify duplication amongst plans and develop collaborative actions between staff and/or civic committees Look for opportunities to work together with local businesses and community organizations to maximize resources and create synergies in the implementation of Parks & Recreation Commission April 15, 2015 # /2015

6 6 Attachment 2.1 recommendations Develop a coordinated approach to promoting Port Moody and its offerings Create a complete street map for Port Moody for physical distribution and review through the City s website Create a series of Maps and Apps and brochures focused on specific theme areas that are simple to read and use and include specific activities, events or opportunities Coordinate and integrate branding throughout publications, maps and apps, wayfinding signage, City s website and social media for consistency Create an on-line, annual list or calendar of events/activities within the community and promote throughout the year Create a line of Port Moody postcards highlighting our unique features Market opportunities to special-interest groups throughout the lower mainland (ie: foodies, history buffs, nature lovers, geo-caching participants) Additional suggestions for inventory lists were made as follows: Terry Fox Training Route Scoot Fest Bike Trials Park Skate Park Plod and Paddle Race Rib Fest Off-Leash Dog Parks should be listed under Recreation PRC15/019 Moved, seconded and CARRIED THAT the Parks and Recreation Commission support and endorse the recommendations contained in the Tourism Subcommittee Report, including the additional suggestions offered by this committee; AND THAT the Tourism Subcommittee Report be forwarded to Council for consideration. 7 7 Attachment New Business The Superintendent of Parks and Roads entered the meeting at this point. Trail Development Maintenance 4.1 John Williams, Superintendent of Parks and Roads, reported that two labourers look after trail maintenance on a seasonal basis. The budget for the two seasonal labourers is approximately $60,000. If there are emergencies at other times of the year, crews get pulled from other areas to look after those situations. He noted that, in terms of winter maintenance such as snow and ice control, the trails are not a priority and are only maintained once other priority areas have already been looked after. With regard to lighting on trails, Mr. Williams explained that there are no plans to fully light the trails. He also noted that, at this point, there is no overall plan outlining locations for improvements to be implemented, but paved asphalt paths are inspected annually and repaired as necessary. Discussion ensued and it was noted that there are two bridges in Parkside (just north of the Wilkes Creek subdivision, and between 101 and 103 Parkside) where the wood has deteriorated and becomes very slippery, posing a risk for slip and fall injuries. PRC15/020 Moved, seconded and CARRIED THAT consideration be given in the 2016 budget deliberations to increase the budget for maintenance of the trails system in Port Moody, putting an emphasis on safety. Discussion ensued with regard to the concrete path in Rocky Point Park and whether it could be widened. It was suggested that it might be beneficial to conduct a review of the park usage overall. PRC15/021 Moved, seconded and CARRIED THAT, due to increased usage of Rocky Point Park, consideration be given in the 2016 budget deliberations to 1) review overall usage of Rocky Point Park, and 2) widen the paved section of the Shoreline Trail in the Park. 8 8 Attachment 2.1 Safety Around Parks and Facilities 4.2 Discussion ensued with regard to establishing a joint subcommittee of the Parks and Recreation Commission and the Transportation Committee to review safety around parks and facilities, including the implementation of CPTED design concepts. PRC15/022 Moved, seconded and CARRIED THAT a joint subcommittee with representatives from the Parks and Recreation Commission and the Transportation Committee be established to review safety in and around parks and facilities; AND THAT Sarah Carlos and Tyler Brown be appointed as Parks and Recreation Commission representatives on the joint subcommittee. The Superintendent of Parks and Roads left the meeting at this point. Vegetation Removal Process in Parks Family Membership Fee Review Marketing Campaign for Social Bookings Public Art for Rocky Point Park Pier General Manager of Engineering and Parks, dated April 16, 2015 The from the General Manager of Engineering and Parks was reviewed. Discussion ensued and it was agreed that staff should be given discretion to make the best decisions for the parks in terms of vegetation removal. 4.4 Memo: Manager of Recreation, dated May 4, 2015 File: Staff explained that a family rate for Recreation Complex admission was implemented in 2014, but it is too early to determine the impact of that change. It was agreed that this item would be brought back to the Commission for review in the fall of this year. 4.5 Spreadsheet: Facility Rentals Marketing Plan Staff reported that a campaign will be implemented to better market social bookings of city facilities, including social media updates, buck slips, Happening Guide ads, posters and bus shelter ads. 4.6 Staff reported that a small committee choosing public art for the Evergreen Line has been working with a local geologist who provided a write up and images that he is willing to donate to the City. The committee decided not to include the artwork at the Evergreen Line stations and suggested that it might make a nice interpretive sign at the end of the pier at Rocky Point Park. Discussion ensued and the Commission agreed that more information would be needed about the concept, including how the display would be set up on the pier, before a decision could be made. 9 9 Attachment 2.1 Student Pass 4.7 Councillor Lahti explained that she had received an inquiry from a resident about the rationale behind the age limit that is currently applied to the student pass. Staff explained that the age limit of 25 may have been determined as the age at which a student would generally be once they have completed an undergraduate and a Master s degree. Discussion ensued and staff were directed to investigate what is being done in other municipalities and bring back more information for discussion. Council Update 4.8 It was reported that, at its May 12, 2015 regular meeting, Council approved the provision of recreation programs at Moray Place Housing Complex in July and August 2015 in partnership with Metro Vancouver Housing Corporation (MVHC) and SHARE Society. In this partnership, MVHC will provide the program space for free and promote the programs to their residents. SHARE Society will support those residents requiring assistance with the registration fee through the Canadian Tire "Jump Start" program. Staff will be meeting with staff at Moray Place to work out the details and will report back to the Commission. 5. Below is a summary of which cities charge student rates and what qualifies someone to get the student rate. For Port Moody, 25 years old was chosen as the cut off for the student rate because this is the age when students must pay for their own benefits.
