Invocation Councilman Dobbins Green Cards: Mayor Eisentrout instructed the audience to complete a green card and submit it to her if anyone wishes to address Council. Code Enforcement Officer s Report: Scott Doellinger reviewed his April, 2017 report (copy attached). It was a busy month for signs, particularly Amazon signs. Thirty trash misuse signs were handed out. The majority of residents seem to be agreeable with the new ordinance. Mayor Eisentrout stated there is nothing to report at this time regarding the Yasmin storm water

Mr. Doellinger indicated that he reported to Franklin County Public Health Department, the 2 houses where hoarding is an issue (2717 Wildwood Road and 5167 Lakeland Court). The pole for the Hair Nails sign that was knocked down as a result of a crash and is still in the parking lot of 5100 Cleveland Avenue. Mr. Doellinger will send a letter to Pamela Filsoufi regarding its removal. A sign application was provided to the resident for a new sign, however, the application has not yet been submitted to P&Z. Also as a result of the same crash, a fence was knocked down at 2505 Maplewood and has been replaced. The section running south was installed without a permit, is constructed with 3 difference types of fence materials and has the supporting posts on the outside of the property. He will write a letter to the property owner regarding these infractions. He stated that the owner of 2736 Wildwood who raised the grade of his yard using rocks and newspapers will be issued a letter requiring him to remove the materials that are pressing against his neighbor s fence and raised too high against his garage. They have 5 weeks to accomplish this. Mr. Doellinger asked for Council s assistance in getting ordinances for accessory structures, dumpster screening and fences passed so that he can have those much-needed tools with which to work. He added the International Property Maintenance Code to that list. Councilman Braun asked that Mr. Doellinger address with the owner of 5100 Cleveland Avenue, debris that has been sitting at the south side of the home for some time. Councilman Wolf asked about an issue with windows at 2717 Wildwood that was presented by a resident at the last meeting. Mr. Doellinger stated that he spoke with the owner of 2717 Wildwood about the condition of her windows. She has agreed to have the exterior windows scraped and painted, however the interior cannot be worked on because of the hoarding situation that exists. This is one of the houses that he reported to the Franklin County Public Health Department. Fire/EMS: Chief Hoechstetter stated that his report was been sent via to everyone last week. He indicated that the Academy Day took place last Saturday and was a great success. Its purpose was to assist the newest people to accelerate the provisional training process. Academy Day will be done again once additional candidates are hired. The hydrant at the corner of Wildwood and Cleveland Avenue has been replaced. In answer to Mayor Eisentrout s question, Chief Hoechstetter stated that 5 out of the 6 candidates attended Academy Day. Police: Chief Nuesse indicated that Robert Rinks was promoted from part-time to full-time as of last Monday. There are 2 candidates for whom we re doing background checks, with 1 more candidate to interview for the part-time officer position. Page 2 of 8

Fiscal Officer: Kim Pulley indicated she sent April s financials out last week. Please let her know if you did not receive her Legal: Gene Hollins stated that we continue to work through the closing of 2999 E. Dublin-Granville Road, which raises one of the pieces of legislation we ll be hearing tonight. He stated that the Yasmin Market has a pending case in Mayor s Court. Between himself, Mike Flickinger and Eric Fischer, they are tracking down detailed information of storm water facilities on Cleveland Avenue so that storm water in the Yasmin Market area can be redirected to Cleveland Avenue. They are getting the latest from the City of Columbus regarding the east side storm sewers along Cleveland Avenue. More to come on the Yasmin Market issues. MI is closing on 1 of the 4 Fairview properties. The development is pushing forward at a steady pace. Planning & Zoning: Councilman Braun stated that a shed permit application was approved for 2641 Woodley Road. We ll be working through the rest of the International Property Maintenance Code at the next Planning & Zoning meeting scheduled for Wednesday, May 17 th at 6:30 p.m. The 3 pieces of legislation for accessory structures, dumpster screening and fences will continue to be tabled at tonight s meeting. Village Planning Director: Eric Fischer stated that the MI development is moving along; 15 structures are in the process of being built. Final inspections are coming up and there will new residents in a couple of months. He has 11 additional permits to review that should be done by this Wednesday. There is a total of 26 houses. He worked with Chief Nuesse on getting emergency dispatching information for the development to the proper authorities. Mr. Fischer asked that Council approve passage of Resolution so that construction can begin immediately after closing on 2999 E. Dublin-Granville Road. Because the resolution is written as an emergency, there won t be a 30 day wait until it can be enacted. Page 3 of 8

Betty Ann Zimmerman did a wonderful job and was very organized. The new Easter Bunny costume was very much appreciated. Dick Busick, Jean McCall, Lisa Craddock Thitoff and Bob Gale were honored at the NCC banquet for their tireless volunteer efforts on behalf of the Village. Monaco s Palace has closed down. Lisa Craddock Thitoff has secured 2 new properties for the Garden Tour which will take place on July 9 th. The Village directory is complete and is now being printed. Volunteers are needed for distribution. The Veteran s Memorial dedication, with correct date and time, will be distributed with the directories. The fence is up at the community garden. Eight plots have been paid for. Councilman Dobbins shared news from Hawthorne Elementary. The Community Garage Sale is May 20 th. The deadline for registration is May 13 th. The new Hospitality Team Co-Chairs are Pam Park-Curry and Lisa Brugger. The deadline for applications for the MPCA scholarship is May 30 th. Mr. Fischer suggested that since MI will be alerting us when residents are taking possession of their home, perhaps we can have packets ready for delivery at that time. Mayor Eisentrout stated the welcome bags for the new development will be slightly different that the ones for the rest of the Village. NCC: Mayor Eisentrout stated that she had no report from Bob Gale. Mayor s Report: Mayor Eisentrout stated that there was a short dam improvements construction progress meeting today, which we ll have every 2 weeks until the construction is finished. They will be finishing the construction entrance at the driveway at the southeast entrance to the old golf course parking lot. They will finish dewatering the lakes. Instead of grinding stumps along the earthen dam, they are going to leave them intact and pull them out. Daily reports are being submitted to Shawn Arden, the EMH&T engineer in charge of the project, and will be distributed to the ODNR and to her. The chain of documentation is submittal of these reports on Friday and they reach Shawn by Wednesday or Thursday. Snow fence has been installed around the old amphitheater. The schedule for the next 2 weeks will include clearing vegetation from the site, adding a temporary drainage channel by excavating soil and installing rock channel protection along the earthen dam. Demolition activities should begin the week of June 12. This will include removing the asphalt Page 4 of 8

Regarding the East Shore Court project, Winford spoke to TLV, the surveying company, this morning. Everything should be signed from their end but they asked him to send over all the information one more time to make sure they had all of the latest information such as the scope, agreement and proposal and they are all current. Winford and Mike will follow up with then in the morning. Community: Councilman Dobbins had nothing new to report. A discussion ensued regarding the removal of debris and Councilman Dobbins obtaining quotes from companies to perform that service. Financial: Councilman Michels stated he received Mayor s Court financials. Revenues through April total $15, and General Fund expenditures through April are $91, Councilman Michels indicated he sent an to Council regarding a spot check of the financials for the first 4 months. Focusing on the General Fund, the monthly expectations we set versus the actuals, revenues coming in on a monthly basis are approximately 11% above and General Fund expenditures are almost 18% below our monthly expectations. There were 3 funds he brought to the attention of Council that are performing exceedingly well; 100% or more than was expected. Those funds are 2909 water, 2910 sewer and 9903 sewer tap-in. Ms. Pulley explained that the 9903 fund is an agency fund. When we collect the tap fees for the sewers, we collect the portion that goes on to Columbus and we remit quarterly to them. That is a $3034 per home fee for Columbus, so nothing is done with that money, as it goes back out to Columbus is the water fund coming in at $2,750 fee per home and the sewer comes in at $4,544 per home. We ve received tap-in fees for about 20 homes to date. She stated this is a finite resource as it will end with the total build-out of the MI development. These funds are restricted for water line and sewer line maintenance. The Service Committee will be able to put those funds to good use. Streets: Council Braun had nothing new to report. He is in the process of evaluating streets, noting some of the problems he has found so far. Mayor Eisentrout stated he should have his project list together in the next couple of weeks. Service: Councilman Wolf stated the Service Committee met the first Monday of the month and had a large attendance. The first item discussed is the next segment to be scoped or televised, which he indicated on a map. The last segment televised was Jordan Road and Park Lane Court. Mike Flickinger will develop a scope of work and will focus on the section Councilman Wolf indicated on Page 5 of 8

We still need to discuss trash and leaf removal, which will take place at the next Service Committee meeting on June 19 th, at 6:00 p.m., right before Coffee with Council. Safety: Councilman Hansan stated they discussed some No Parking signs that need to be installed. Mayor Eisentrout indicated the signs will be ordered this month. He indicated that the oil leak on Alder Vista was taken care of by the Columbus Fire Department. Chief Nuesse indicated the need for speed signs on Minerva Lake Road coming in from Westerville Road on both sides of the street. She added that they will be deploying the radar trailer in the next few weeks, beginning on Alder Vista. Councilman Hansan will some possible dates to determine when the next Safety Committee meeting will take place.
