2 2 REFERENDUM CIT COMMUNITY INVESTMENT THIRTY-YEAR HALF-CENT SALES TAX Shall levy a half-cent sales tax for thirty years to be shared with the municipalities and the School Board to finance infrastructure for jails, police and Sheriff s equipment, fire stations, emergency vehicles, school construction, a community stadium, transportation improvements, libraries, parks, trails, stormwater improvements and public facilities. Unincorporated projects include approximately $39.8 million in new water/wastewater and reclaimed water projects to meet the needs of our growing community, more than $62 million in storm water projects to alleviate flooding, and more than $200 million in transportation projects. Not to mention miles of roads that have been resurfaced and miles of sidewalks that have been installed because your county government realizes the importance of maintaining its existing roadway network and improving its pedestrian access. In addition, your Board of County Commissioners has built, or is planning to build, $8.4 million in new fire stations, $86 million in court improvements, $92.4 million in new jails, $7.4 million in new social service centers, $25.8 million in parks improvements, and $13.9 million in new vehicles and equipment for the Sheriff, Fire Rescue and Hartline. An aggressive focus on new transportation enhancements throughout our county is under way, with more than $132 million of CIT funding for transportation projects to be completed by projects cover the entire County... Over the past seven years and nine months, the Community Investment Tax has generated $583.9 million to fund a wide range of improvements that will greatly benefit our community. It is anticipated that the tax will generate approximately $4.7 billion over its thirty year life. The funds are and will be used for capital improvements throughout, including the City of Tampa, Plant City, and Temple Terrace in the following areas: Education, Public Safety, Transportation, Water, Wastewater, Reclaimed Water, Stormwater, Community Stadium, Parks, Libraries, Museums, and other Government facilities. The Community Investment Tax is a half-penny sales tax approved by voters in September Approximately 25 percent of the revenue comes from tourists and visitors to our county. Without the Community Investment Tax, these projects probably would add approximately $213 to the property tax of a home assessed at $125,000. In comparison, the CIT costs the average resident only $10 a year. Schools 25% Hillsborough County Municipalities & Hartline 69% How is the money distributed over 30 years? City of Tampa The first eight years of the Community Investment Tax (CIT) resulted in the funding of over $84 million for vehicle and equipment replacement, and upgrades and capital improvement projects. The City of Tampa's CIT monies were dedicated to fire rescue, police, parks and recreation, public facilities, stormwater, and public works. With these CIT funds, the city has been successful in significantly reducing the average age of the city vehicles which, in turn, has increased the reliability for improved service to citizens and reduced maintenance costs. In public safety, Police Tampa Sports Authority 6% Department marked and unmarked vehicles are now on a seven-year replacement cycle, and the Fire Rescue Department's front line aerials and engines have gone from an average age of 13 years to 4.4 years. Funding was also provided for neighborhood projects such as street resurfacing, sidewalk construction and traffic calming. A bond issue provided funding for a number of projects such as a new Museum of Art ($27 million), Lowry Park Zoo Expansion ($10 million), Roadway ($5 million), and additional parks and recreation projects ($11 million). Temple Terrace The Temple Terrace Library's 20,000-square-foot expansion and renovation was completed in 1998, and its many patrons are enjoying the facility's enhancements. In 2003, the Library s windows were further weatherized with solarized security film to provide hurricane protection. The public safety dispatch computer system and related software have been installed, providing improved communication, monitoring, and reporting within the fire and police departments as well as to the community and other agencies; and the public safety radio system has also benefited from upgrades. Two fully-equipped Fire Department ambulances went into service in 1998 and 2003; a Fire Department brush truck, used to contain vehicle, trash, and off-road School Board Community Investment Tax Revenue Bonds totaling $70 million were issued on December 26, 1996, to build one new elementary school, one new high school, and one new career center. Additions and/or major renovations were done at one elementary school, one middle school, and one high school. The proceeds from the CIT are being used to pay the debt service on the bonds. CIT Cash Reserve funds were used to fund the construction of one new elementary school and a new middle school gymnasium. Some $235.5 million in Community Investment Tax Revenue Plant City The City of Plant City has previously used CIT funds on a new City Hall, Boys & Girls Club, YMCA, and various recreation and playground facilities. In addition, CIT funds were used for property acquisition for the Jenkins Street drainage project, a key component of the city's stormwater management master plan. Plant City's public safety needs are being addressed through the conversion of the former AutoNation property to a new Police Headquarters, Facilities and Vehicle Maintenance complex which is scheduled to open in Spring Recreation and Park projects include the design and development of Ellis-Methvin Park, a new 46-acre regional park, and the construction of tennis courts. Additional improvements are scheduled for Ellis, Gilchrist and Mike Sansone Parks, as well as the Martin Luther King Jr. Recreation Center. Transportation plans include various street resurfacing projects, traffic signal network enhancements, replacement of the Alexander Street railroad crossing, and bike and nature trail improvements. Additional improvements include interior enhancements to the John R. Various Parks Department land purchases and improvements have been made, including the purchase of 6.5 acres of land on Riverhills Drive east of 56th Street for downtown development, the purchase of a 1/4 acre of land on Overlook Drive for a park playground, and various improvements related to the environmental land acquisition and protection program (ELAPP). Bonds were issued on February 5, From these funds the School District is building three new elementary schools, one new middle school, and two adult technical centers. Additions and/or major renovations are also being done at 12 elementary schools, 8 middle schools, and 7 high schools. The proceeds from the CIT are being used to pay the debt service on the bonds. Sports Authority A premier sports facility, Raymond James Stadium, opened with a sold-out crowd. Opening on schedule and meeting the $168.5 million budget, the stadium was a culmination of modern stadium design and groundbreaking innovations. Probably the most recognized and talked about elements of the stadium design are the pirate cove and ship in the north end zone, the picnic areas in the south end zone, the 65,000 square-foot club lounges complete with large multiple screen televisions, and the dual video boards in each end zone.
