3 WELCOME The Fire and Rescue NSW Firefighter Championships Association Inc (FCA) wish to thank Fire and Rescue NSW for its continued support of the Association, which enables it to successfully conduct Firefighter Championships. The FCA and Fire and Rescue NSW welcome all firefighters, visitors and Official Guests to the 2018 State Championship, which is hosted by the Dubbo Fire Brigade and we trust your stay will be most pleasurable. A particular welcome is extended to teams and guests from New Zealand, Australian States/Agencies and the NSW Rural Fire Service. Additionally, a warm welcome is extended to the many sponsors of this Championship. It is again our pleasure to entertain you during the Championship. 4 Fire and Rescue NSW Commissioner, Paul Baxter As I prepared for my first Fire and Rescue NSW State Championship at Dubbo- after attending a number of Regional Championships across the state, as well as Waterways Championships in New Zealand- the value and importance of Championship events are reinforced to me. The comradery, skills and teamwork- along with the networking that Championships bring to the crews attending these events - all enhance our service to the communities of NSW. The Championships are one of the many ways we ensure our firefighters are prepared for anything. Safety and team work are key to all eight of our key capabilities identified under our Plus Plan. They also play a crucial role in both community engagement and inclusiveness. Through their preparation and performance at the Championships, the teams have showcased the fact that we have some of the most highly trained firefighters in the world. We should all be proud to be part of a genuinely world-class fire and emergency service. I also recognise that these events require a great deal of work and commitment from all concerned. The host brigade Dubbo has worked tirelessly, along with the Firefighter Championship Association members and Fire and Rescue NSW Championship team to ensure a safe and successful Dubbo State Championship. My sincere thanks to all of you who work so hard to make the Championships a success, you all show the true fabric of emergency service workers striving to ensure your communities are safe. 5 The Championship Environment Championships have been conducted throughout the history of the NSW Fire Brigades, with many records and photographs existing to document the achievements of firefighters in competitive events, since The Championships of today are directly associated with and embody events developed over the past 86 years with constant review and change to mirror the contemporary operational firefighting and emergency response environment. In 2018 as we enter our seventh year as Fire and Rescue NSW. The evolution of Championships will continue to complement Fire and Rescue NSW s new visionary strategic plan based on our reason for being; to protect the irreplaceable. In today s environment this requires us to be prepared for anything, whilst embracing safety as a guiding principle. Being prepared for anything requires us to continually develop teamwork, comradery and skills relevant to our eight core capabilities. The Championships enhance and develop these key attributes with the goal to maintain and develop an efficient and effective emergency service What will also continue will be the focus on skills improvement, safety as well as using the Championships to market Fire and Rescue as a highly effective emergency service, serving communities across NSW. This can be best achieved by displaying our sophisticated vehicles, equipment and operational capability to the community. Additionally, we seek to use Championships to improve community safety by providing fire safety education to a wide audience, including the business sector. Whilst respecting past traditions, I encourage all to engage and embrace the strategic plan of Fire and Rescue NSW as the platform for the Championships continued evolution to be prepared for anything to protect the irreplaceable. 8 Dubbo Fire Brigade Welcome to one and all. The crew of 280 Dubbo and I wish to extend a warm welcome to the Dubbo Region. We have the world famous Taronga Western Plains Zoo, Old Dubbo Gaol and many more great attractions. Hopefully, you and your family will be able to enjoy some of the great things Dubbo has to offer. The members of the Dubbo Fire Station have been working tirelessly to bring the State Championship together, so once again we are able to have a great spirited competition and friendly rivalry. The Dubbo Fire Brigade obtained its first fire station in 1900 before moving to the Darling Street site in In 2000 a new station was built in Wheelers Lane, with the one Station Officer and Retained Crew moving to these new premises. Since then Dubbo Fire Brigade has responded to between 750 and 1300 incidents a year. The Dubbo Fire Brigade has a long history of competing in championships. Dubbo has been competing since the early days of competition, they have been hosts for a State Championship in 1990, assisted Delroy Fire Brigade in 1998, and been involved in hosting numerous Regional Championships over these years. Even though the current team of firefighters, Scott Drady, Brett Smyth, Ben Moore and Joshua Loxley, have only been competing together since 2015, they have achieved good results in both Regional and State Championships, achieving a consistent top ten result in all, also being invited to compete in the Australasian Championship in New Zealand in We would like to thank all of our local sponsors for their great support in making this event possible, and also a huge thanks to Dubbo Regional Council and their involved Staff, Dubbo R.S.L. 16 Official Function Dubbo RSL Memorial Club, 178 Brisbane Street, Dubbo Brigades, competitors and officials assemble for the 2018 State Championship Dinner Function Awards & Presentation Evening Dress Uniform Presentation of major awards & presentations Dinner & dancing MSA Safety Trophy This Trophy is very prestigious with a history from the mining industry in Pennsylvania and West Virginia in the early 1900s there are only four in existence. The Trophy depicts a worker (miner) coming home at the end of the shift to his family. Internationally this Trophy is recognised as one of the highest awards for safety and is call the JT Ryan Trophy in memory of the founder of MSA and their established commitment to safety. JT Ryan experienced directly the impact of a mine explosion in West Virginia in 1913 with a significant loss of life. From that incident came the formation of MSA, the Safety Company in 1914 with the company mission to see that men and women may work in safety and that they, their families and communities may live in health throughout the world clearly something close to all Firefighters. The JT Ryan Trophy remains the premier safety award in Canada. The original mould was broken when a second trophy was struck. The Trophy is provided to the FCA in recognition of the implementation of the new WHS and safety requirements. It was made from the last mould taken from the original trophy in Canada. No more plans are in place to duplicate. The essence of providing this award to the FCA comes from the history of firefighting, the alignment with the MSA mission and the geneses of the award. Firefighters today provide essential search and rescue functions in many environments and are intimately reflective of the desires, concerns and commitments of JT Ryan when establishing MSA nearly 100 years ago. In many ways, today s modern firefighters are kindred spirits in word and deed. It seems fitting the two go together in recognition of commitment and excellence. MSA President P a g e 16

17 Safety Trophy Point Score The Safety Trophy points score is calculated over the past two years of Championships, with the result not being known until after the State Championship is completed. A team is eliminated from the Safety Trophy event if it is disqualified in either the B.A. or Rescue event, during the running of the Championships over the last two years. The penalties incurred by a team at the B.A. and Rescue Events at all the Championships are totalled and divided by the number of times a team has attended Championships. (i.e. If the total penalties a team has incurred in the BA and Rescue events over all the Championships is 40, and they have attended 5 championships then the net points incurred is 8.) The State Championship points and attendance will be added to arrive at the overall score for the team. 19 Regional Championships Review Teams results at Regional Championships provide the best guide for ultimate success at State Championships, along with consistent performances at recent State outings. Can Bega join the brigade of multiple winners; Lithgow 2, Narrandera 6, Orange 3, Yass 4, Finley 7, Port Macquarie 6, Nowra 2 and Kelso 3, or will another Brigade join the single winners, Grafton, Casino, Dorrigo and Bega in Commitment to training and travelling have rewarded those eight multiple winning teams who share 33 of the 37 State titles. The Urban Pumper Disable Event would appear to be between Kelso and Bega, the two teams sharing the five fastest times at 2017/18 Region Championships. Kelso under Dorrigo s record from 2014 by four seconds at Bega was a brilliant run. Wyong joins Bega and Kelso for best times in Urban Pump Collector and Ladder Event. Bega 0.5 secs quicker than Kootingal s State record set at Wyong in The same three teams feature in Urban Pump Booster Valve and High Rise Bag Event, with perhaps Bega and Wyong showing a little more consistency than Kelso. Clinton Towill of Bega and Dubbo s Brett Smyth have both bettered the Ladder Practice State Record of Bathurst s J Platt, during the Region Championships, whilst Wyong s J Mackaway and Bradley Kane competing for Mudgee will provide stiff competition in this event. Kootingal RFS appears to be the team to watch in Urban Breeching Event, setting two of the fastest times, along with Nowra and Kelso. The Urban Pumper BA and Foam Event sees 2016 winners Bega up against Wyong, Nowra and Armidale in just the second running of this event. The Rescue Event times at Region Championships suggest that Bega, who bettered their 2016 State Record by two seconds in May last year and were five seconds quicker than any team since, will be the team to watch winners Trangie, and Kootingal will provide serious competition. Kootingal RFS have dominated in the Hose, Hydrant and Extinguisher Event with the three quickest times in the last two years, Coffs Harbour and Mudgee the next best. Over the last four State Championships Kootingal have finished fifth, fourth, second and first in this event, their times to date suggest another State title would reward their consistency. Hose and Hydrant 4 Competitor Event times over 2017/18 suggest that Wyong, Nowra, Dubbo, Kootingal RFS and Bega will figure in the quickest times. Wadalba RFS with their third place at Wyong two years ago shows that these favourites for the event don t always appear on the dais. Trangie s Urban Pump Suction time at Bega in May 2017, under Tamworth s 2014 State record, along with Armidale, Bega and Kelso would appear to be the teams competing for the State Title in this event. The Hose and Hydrant 2 Competitors would appear to be almost a foregone conclusion, Kootingal RFS have three firsts, two seconds, three thirds and a fifth from the five State titles contested in this event State Record holders, Thompson and Madden finished just 6/1000ths behind team mates Laurie and Barton at Wyong in 2016; training sessions at Kootingal must be very entertaining! Armidale the only team to post a time during 2017/18 close to Kootingal s efforts, whilst Wyong s Loader and Spilstead and Nowra s Dun and Ison, with a win and a third in this event at State should not be discounted. The Alfred Webb cup winner for 2018 would appear to come from last year s winner Bega, Wyong, Kelso, Kootingal RFS and Nowra. Whilst a team might surprise, the last two years Regional Championships results suggest otherwise. From these six championships, Bega has two overall wins, two seconds and a third, Wyong two firsts and a third, Kelso a first and Kootingal RFS a first, three seconds and a third. Kootingal RFS would be very popular winners, with a second, a third and two fourths from the last four State Championships saw them just 49 points behind winners Bega, 1576 to Wyong would also be worthy winners, finishing in the top five at the last two State titles. Hosts Dubbo, with over 130 years of competing at, and hosting of Demos/Championships will provide an excellent venue for this our 38 th State Championship. 22 Discipline/Groundmanship Event Object and Eligibility The Discipline Event has been redesigned to reflect a more modern format that includes not only marching but also the important disciplines of sportsmanship, conduct, work ethics and dress code. Background State and Regional/Metropolitan Championships are consistently reviewed and developed to reflect current FRNSW needs. With the recent transition of the five days, State Championship to a three day State Championship, current events required a further review to ensure a full three-day program could be successfully conducted. The Discipline Event was identified as one event that should undergo a review, as it would enable the FCA to save time for both Competitors and Officials. The Discipline Event has been modified to accommodate the three day State Championship program. Over the past seven years, the Regional/Metropolitan Championships have provided a Discipline Award in which Firefighters are judged on the following measures both on and off the track: Sportsmanship Conduct Work ethics Dress code (wearing of safety gear) Result To ensure a component of the original Discipline Event is maintained for State Championships, nominated judges will assess each team s ability to march onto the track for the Official Opening, thus ensuring competitors are judged on their ability to march, display appropriate sportsmanship, conduct, work ethics (track clearance) and the wearing of correct uniform over three days of competition. The Director, two Assistant Directors and the President of the FCA will judge the Discipline Event at the State Championship as they currently do at Regional/Metropolitan Championships. Note The listed Officers do not march in the Official Opening Ceremony and therefore are capable of adding this task to their current lists of duties that they similarly perform for Regional/Metropolitan Championships The Director, two Assistant Directors and the President of the FCA shall confer prior to the conclusion of the Championship to decide which team will receive the Discipline Award for the Championship. Trophy, Prizemoney, Medals and Certificates will continue to be awarded, however, no points for this event will be awarded. Presentation will take place at the Official Presentation Evening. 24 Event 2. Booster Valve and High Rise Bag The first target on the ground simulates an initial attack with water carried on the pump from outside a building which is not adequate to reach the fire. Once this target has been struck the isolating valve on the booster must be turned off then target two is struck with a hose line and water from an internal hydrant cabinet that has been boosted through the pump. 26 Event 4. Urban Pumper Collector and Ladder The object of this drill exercise is to extinguish a fire in a second storey building. A crew of four firefighters will work as a team to use hydrant water relayed through the pump, into two lines of delivery hose and up two ladders. Time is taken when the second stream of water hits the finish target. The team achieving the fastest time is declared the winner. Urban Pump Disabled A team of four firefighters using an urban pumper commence connecting a delivery line from pumper to internal manifold and using hose from first floor hose cabinet to extinguish a fire. After the fire is extinguished, the pump becomes disabled and the crew extinguish a second fire at ground level using the portable pump. Hose and Hydrant - 2 Competitors This Event provides training for the two firefighters to work as a team by shipping a standpipe into the fire hydrant then connecting a length of hose with a branch attached to strike the target to stop the clock. Hose, Hydrant and Extinguisher This event is used to simulate an attack on a fire in the first instance with a water fire extinguisher followed with one line of hose, which then needs to be lengthened to go deeper into the fire. Time is calculated by adding the time to hit the first disc with extinguisher water and the third disc with water from the two lengths of hose.
