1 ADDENDUM NO. 1 TO REQUEST FOR PROPOSAL FOR EUCLID CREEK PUMP STATION / LAKESHORE BOULEVARD RELIER SEWER (CONTRACT ECPS/LBRS) FOR THE NORTHEAST OHIO REGIONAL SEWER DISTRICT July 8, 2011 PROPOSAL DUE DATE FRIDAY, JULY 29, :30 PM (OFFICIAL LOCAL TIME) Addendum No. 1 consists of three (3) pages and two (2) attachments as follows: Attachment A: Pre-Bid Conference Sign-In Sheet Attachment B: Pre-Proposal Conference Slide Show ATTENTION PROPOSERS Proposers are instructed to take the following into account in rendering any proposal for the Euclid Creek Pump Station / Lakeshore Boulevard Relief Sewer project. I. PRE-PROPOSAL CONFERENCE A Pre-Proposal Conference was held at 10:00 a.m. Local Time on Thursday, June 30, 2011 in Conference Room C at the Northeast Ohio Regional Sewer District s Environmental & Maintenance Services Center, 4747 East 49 th Street, Cuyahoga Heights, Ohio. The purpose of the conference was to provide the potential proposers with an overview of the project and the opportunity to discuss all aspects of the Request for Proposal with the District. The Pre-Proposal Conference Sign-In Sheet is provided on the District s website. A typed version of the sign-in sheet is provided as Attachment A.

2 II. PRE-PROPOSAL CONFERENCE MINUTES At approximately 10:00 a.m. Mr. Steve Janosko welcomed the conference attendees. Other District representatives present at the conference included: Mr. Tim O Rourke, Program Management Office Mr. Terry Bolden, Assistant Contract Compliance Officer Mr. Janosko then gave a presentation accompanied by slides. The pre-proposal conference slide show is provided as Attachment B. The presentation outlined basic project information, District expectations regarding proposal content, and the proposal evaluation process. For specific details, see the slide show in Attachment B. Questions asked during and after the pre-proposal conference, and the NEORSD s responses, are provided below in Part III. The pre-bid conference concluded at approximately 10:45 a.m. after the question and answer session. III. PROPOSERS QUESTIONS Q1: When can we see the pre-proposal conference sign-in sheet? A1: The pre-proposal conference sign-in sheet will be posted on the District s website as soon as possible (it was posted to the District s website on the afternoon of June 30 th, 2011). Q2: Referencing Section of the RFP (Page 41), is it a strict requirement for the Construction Administrator to have a two-year degree in Construction Management? A2: That is a minimum requirement, an individual with an engineering degree and/or professional engineer s license is certainly acceptable. Q3: How do you count page numbers? A3: Each printed side of an 8.5 x 11 counts as one page. Each printed side of an 11 x 17 counts as two pages. Q4: What constitutes Local Participation? A4: The District defines Local Participation as Consultant employees that are subject to local income tax by communities within the District s service area.

SITE VISIT A site visit will be held at the Euclid Creek Pump Station from 9:00 a.m. to 10:00 a.m. on Thursday, July 14, Mr. Steve Janosko will be present to provide access to the inside of the pump station (since the station s wet well is a confined space, access to it will only be provided if SSMO personnel are available). Parking on site is limited visitors are advised to park in the parking lot of Cleveland Lakefront State Park, which is on the opposite side of Euclid Creek from the pump station.
