Recommendation: A. 4 Background: Council s funding programs aim to provide support to encourage and assist individuals and groups in the community to make a positive and ongoing contribution to the community s wellbeing, cultural life, and environmental sustainability through the provision of community events. Alongside the Sponsorship Program and Council's Donations and Financial Assistance Program, this funding scheme provides greater opportunities for funding and encourages event organisers to focus on longer-term event planning. It is envisaged that as a result the quality and patronage of events within will rise. Short Statured People of Australia Incorporated 50 th Annual National Convention, September 2017, Myuna Bay This application is for the annual National Convention for members of the Short Statured People of Australia. Organisers are expecting 150 to 200 convention delegates from interstate and overseas to attend the convention which will be held at the Myuna Bay Sports and Recreation Centre. The convention helps to create positive awareness around dwarfism. As this is a ticketed convention for members of the organisation only, community funding is not recommended. The majority of the expenditure for the event is to cover the NSW governments Sport & Recreation camp hire, including meals and accommodation. The convention organiser has been advised of this recommendation and the event will proceed without Council funding. C2. Sydney Jet Sports Boating Association 2017 NSWPWC PWC Race Series, October 2017, Eleebana Lions Park This is a new supporting event to the Lake Mac Big Weekend Festival and Supa Boats Race. The event will provide two and a half days of jetski entertainment and will attract the best personal watercraft (PWC) racers within Australia, and visitors from across the eastern seaboard. For the 2016 Supa Boats event, Council s Events Team coordinated several additional community events around with a mixture of come-and-try water sports, markets, community displays and children s amusements. This jetski event will complement other activities and events around the lake and aims to increase visitation and tourism to. The recommended funding includes park hire, waste, road closure fees (boat ramp), and equipment

7 C3. Warners Bay Chamber of Commerce Jet & Jive, 13 October 2017, Warners Bay Foreshore This is a new event to activate the foreshore prior to commencement of the annual Music in the Podium series. This event will be an unofficial launch/reopening of the newly upgraded Warners Bay Foreshore Reserve. The event will be an evening of free musical entertainment and family activities including food, music and jetski demonstrations on the lake. The recommended cash funding will assist with performing artists and PA hire. The Council will include park hire and bin servicing on the Saturday morning. C4. Warners Bay Chamber of Commerce Markets & Activities, 14 & 15 October 2017, Warners Bay Foreshore This event is in support of the Supa Boat weekend and will include markets, displays and children s activities. The Chamber has sourced a quote to put PA speakers along the length of the Warners Bay Foreshore to broadcast the live action racing of the Supa Boats. Building on the success of the 2016 Super Boat event, Council s Events Team has worked with the Warners Bay Chamber of Commerce to increase participation from community organisations with three new satellite event sites, and a jetski racing display. The recommended cash is to cover the costs of the hire of the PA system and speakers. Council has already approved a budget allocation to cover the cost of park hire, VMS signage, crowd control barriers, bins and toilet cleaning at this site. C5. Avondale School Avondale Family Festival, 10 September 2017, Avondale School The Avondale Family Festival is an annual event that has been held for the past 15 years. For the past two years Council provided $1,000 and $500 to assist with event costs, however as this is an established event with ticket sale income and existing financial support through the school and commercial sponsorship, it is recommended that Council no longer support this event through the Community Funding program. The event is financially sustainable and is no longer reliant on Council funding for support. The festival organiser has been advised of this recommendation and the event will proceed without Council funding. C6. CanTeen One Day Program, 9 September 2017, The Place Charlestown This application is for a one-day CanTeen program which includes group games, discussion groups, education about mental health and coping, and recreation activities. The day will have expert social workers and educators as well as volunteers to assist participants. As this is a program that is the core business of CanTeen, rather than a community event, it is ineligible for funding through the Community Funding program. The CanTeen Programs Officer has been advised of this recommendation. The event will proceed without Council funding

8 C7. Garden Club - Arts Trail and Open Gardens, 2 & 3 September 2017, Various Locations The Garden Club will host the Arts Trail and Open Gardens on 2/3 September at gardens in Speers Point, Bolton Point, Blackalls Park, Toronto, and Coal Point. It will feature open gardens with an artist in residence at each location and visitors will have the opportunity to wander through private gardens, both established and recently planted, and watch artisans create their craft up close. There will be a range of artistic genres including painters, print makers, sculptors, potters, felt workers and calligraphers. The recommended funding will cover printing by Lakemac Print (banners, corflute signs, brochures, posters). C8. Indian Association of Newcastle - Festival of Lights Diwali Mela, 30 September 2017, Cameron Park Community Centre The Diwali Mela Festival of Lights is an annual event celebrating Indian culture through markets, food-stalls, games, Bollywood dances, Henna and handicrafts. It will be held at the Cameron Park Community Centre on 30 September 2017 and the recommended funding will assist with hiring the venue. C9. Music Society Eisteddfod, 5 August 9 October 2017, Performing Arts Centre The Eisteddfod is an integral component of the cultural development of young performers, musicians and industry practitioners in. It includes speech, drama, piano, vocal, strings, woodwind and brass, and is again being held at the Performing Arts Centre. The recommended funding will cover the cost of the hire of the Performing Arts Centre, and the printing of programs through Lakemac Print. C10. Eleebana Lions Club Community Displays and Interactive Activities, 14 & 15 October 2017, Eleebana Foreshore This event is in support of the Supa Boat Racing weekend and will consist of community displays and interactive activities. The displays will showcase other local community groups such as scouts and guides and will also provide interactive activities for participants such as a rock-climbing wall and arts/craft activities. Building on the success of the 2016 Super Boat event, Council s Events Team has worked with local community organisations including Eleebana Lions Club to increase participation and attendance with three new satellite event sites, jet ski racing, and aerobatic displays. The recommended funding will assist with the cost of the hire of infrastructure, a PA System and interactive activities. C11. Australian Sailing Ltd 2017 Youth Championships, 29 September 2 October 2017, South Amateur Sailing Club, Sunshine The 2017 NSW Youth Championship sailing regatta is held annually and incorporates all youth sailing classes. The goal of the event is to promote sailing in the area by increasing participation, fostering the development of junior and youth sailing, mentoring, and up-skilling volunteers

9 The recommended funding will cover the cost of portable toilet hire, barrier boards, park hire fees, and a temporary road closure fee. LMG1. Sailability NSW Belmont 16 s Games Disabled Sailing, 13 August 2017, Belmont 16 Footers. This event is the 36 th Games for disabled sailors. Informal races between state-wide sailing teams, meeting similar sailors with a disability within the community. The recommended funding will cover the hire of three safety boats, as well as 40 Lake Macquarie Games certificates. LMG2. NSW Rogaining Association Rogaine, 5 August 2017, Watagan Mountain The Rogaine is a 12-hour event with a 6-hour option and is held annually in the Watagan Forest or the Sugarloaf Range. It allows competitors of all ages and abilities to experience rogaining, and promotes rogaining and the area. The recommended funding will ensure entry fees are set at an affordable level, help expansion to include an elite level 24-hour event, and allow more categories to be included to ensure fairer competition. Specifically it will cover the hire of portable toilets, and the provision of Games medals and certificates. LMG3. Charlestown Netball Association Schools Netball Competition, 15 September 2017, Jack Stewart Netball Centre This annual netball competition for schools has over 60 teams participating each year at Jack Stewart Netball Centre, Charlestown. The recommended funding will cover 1,000 certificates and 200 Games medals. LMG4. Westlakes Archers Inc Games Archery Championships, 6 August 2017, Fassifern The Games Animal and FITA Field Archery Championships is registered with Archery NSW and Archery Australia to allow archers to post a score to be ranked in the state and compete on the NSW state team. The recommended funding includes 70 Gamers medals. LMG5. Toronto Croquet Club Games, Golf and Ricochet Croquet Three-Day Event, 6 September 2017, Toronto Croquet Club The Toronto Croquet Club invites participation from all croquet players from all NSW clubs to compete in a three-day golf and ricochet croquet tournament with entry open to all age groups. The event will attract visitors from around NSW to and will increase the knowledge of the sport and health benefits from a low-impact activity. The recommended funding will cover additional mowing, rolling and line marking after day two of the event, as well as Games medals. LMG6. Samurai Judo Academy Friendly Judo Tournament, 27 August 2017, Garden Suburb Community Hall. This event is a friendly Judo Tournament with the Ube (Japan) Judo team visiting Lake Macquarie from 24 to 28 August The event has been part of the - 9 -

10 Games for the last 20 years, and is offered free to judoka (practitioners of Japanese martial arts) in the region. The recommended funding includes 120 Games medals. Consultation: Council's Communications team and Governance team have been consulted in relation to sponsorship and donations. All event organisers have been contacted in relation to the individual funding recommendations, and have indicated that their respective events will proceed with these amounts. Implications: Policy Implications: The recommendations were assessed under Council's Community Funding Program Guidelines. There are no additional policy implications. Environmental Implications: There are no environmental implications resulting from the funding recommendations. Environmental implications from individual events are assessed through the event application process. Social Implications: By funding a range of community, cultural and sporting events Council contributes to the development of social capital and quality of life for residents and visitors in the City. Infrastructure Asset Implications: There are no infrastructure asset implications associated with this report. Financial Implications: The 2016/17 nominal budget for the Community Funding Program (including Lake Macquarie Games) is $130,000. Community Funding Guidelines state that all applications must be financially viable and a budget and financials are provided, Council officers take into account this information when providing a recommendation. Budgets and remaining funds are as follows: Community Funding (incl. Games) 2017/18 Budget $130, July 2017 (recommended) $27, Remaining funds $102,

11 Risk and Insurance Implications: All events and activities carry their own insurances and must provide copies of such cover, and risk assessments as part of the event application process for events that occur on Council land or in Council venues. Options: 1. The preferred option is to adopt the recommendations as outlined in this report. 2. Council may choose to determine alternative levels of funding for the specific events. This option is not recommended as it may not align with the Community Funding Guidelines Conclusion: Community, cultural and sporting events provide residents and visitors with activities and experiences to enrich their lives and increase the capacity of community organisations. By funding the events as recommended in this report, Council demonstrates its commitment to community building as well as enhancing the cultural and sporting landscape of. 12 17BUD023 Requests for Donations & Financial Assistance under Section 356 of the Local Government Act 1993 Council Ref: Report By: C2017/ D Governance Administration Officer - Angela Lamb Précis: This report advises the Budget Committee of one (1) request for a donation or financial assistance under Section 356 of the Local Government Act Recommendation: Council resolves not to provide a donation or financial assistance to the following: A. Trees in Newcastle. Background: Request A - $594 Request A is from Trees in Newcastle, seeking $594 for Awaba Waste Management Facility fees. Trees in Newcastle is relocating from Parry Street Newcastle to Belmont Wetlands State Park, due to a request to vacate the Parry Street site by the owner. Prior to vacating the facility, they were required to clear the site at Parry Street. The fees are a result of two loads of material delivered to the Awaba Waste Management Facility. Trees in Newcastle is a not-for-profit organisation, whose purpose is to provide bush regeneration, native plant cultivation, community and school project assistance and education. Council s Donations and Financial Assistance Policy states: Reimbursement for any Council fee or charge relating to the disposal of waste at any of Council s Waste Management Facilities will not be considered under this policy. Proposal: It is proposed that Council resolve not to provide a donation or financial assistance to the group referenced in Part A of the recommendation, as they do not meet the requirements of the Donations and Financial Assistance Policy. Consultation: Consultation has occurred with the Executive, Governance Coordinator and the Manager Organisational Performance. Implications: Policy Implications: The recommendation is consistent with Council s Donations and Financial Assistance Policy Version

13 Environmental Implications: There are no direct environmental implications associated with this report. Social Implications: There are no direct social implications associated with this report. Infrastructure Asset Implications: There are no direct infrastructure asset implications associated with this report. Financial Implications: Council currently has $50,000 available for donations and financial assistance for the 2017/2018 financial year. Risk and Insurance Implications: There are no direct risk or insurance implications associated with this report. Options: The Budget Committee can: 1. Endorse the recommendation to not approve the donation outlined in the report; 2. Change the recommendation to provide $594 to Trees In Newcastle; or 3. Amend the amount recommended, keeping in mind funding available. Conclusion: Request A does not meet the requirements of the Donations and Financial Assistance Policy.
