3 CONFIRMATION OF MINUTES OF MEETING ON 28 November 2012 Motion: That the minutes of the meeting held on 28 November 2012 are confirmed as an accurate record of the meeting. Proposed: Bennett Seconded: Karajcic CARRIED UNANIMOUSLY The Charter was initially tabled at Bonnyrigg Town Centre Committee meeting on 28 November 2012 subsequent to being adopted by Council October The Standard Conflict of Interest provision was not included in the previous copy; the new version was adopted by Council February This is now provided to you for your information. 1.0 Fairfield City Council Place Management Park Area Update 1.1 Bonnyrigg Centre Improvement Program Bibbys Place - Stage 2 Construction Completed The Place Manager invited Committee members to submit any feedback or comments relating to this item and suggested that they are able to their feedback. 1.2 Bonnyrigg Vision Key Projects Calender of Events Sponsorship (See budget 5.0 proposed for 2013/2014) All the World Banner project designs included see image 1. - Completed Bonnyrigg Web Portal Launch - completed List of projects for future delivery plan consideration 1.3 Bonnyrigg Vision Action Plan outstanding projects 1. 4 Newleaf raised a question regarding the Place Mural as to whether there will there be a tender. The Place Manager advised that rather than tender, Council would seek various quotations as per Councils procurement policy in respect to the budget amount. Newleaf requested if it was possible to advise an artist that Newleaf are currently working with when quotations for mural project are being sought to give them an opportunity to also quote on this project. 2.0 Future projects 2.1 Bibbys Place Roundabout - Update provided by Traffic Engineers Bonnyrigg Plaza asked if the Roundabout at Bibbys Place is proceeding or is it going back for further consultation. Mayor Carbone advised that RMS had no objection but it still needed to be finalised. The Place Manager provided an updated as per Fairfield City Council traffic engineers being: Fairfield Traffic Committee at its meeting on 14 th of October 2013, considered a report on the subject matter and resolved that: The matter be deferred to an Extraordinary meeting of the Traffic Committee to be held following advice to Council of the outcome of Traffic Management Plan (TMP) submission made to the Roads and Maritime Services (RMS) for the installation of No Right Turn, Vehicles under 9 metres in length excepted restrictions. Approval be granted for the installation of roundabout at the intersection of Bonnyrigg Avenue/Bibbys Place/Bonnyrigg Plaza car park driveway. Council has advertised the proposed No Right Turn restrictions for vehicles over 9 metres in length exiting from Bibbys Place and Bonnyrigg Plaza, in Fairfield Champion seeking comments from the public and interested organisations. The date for submissions close on the 20 th November Outcome of the submissions will be included in the Traffic Management plan (TMP) and will be submitted to the RMS seeking approval for the TMP. If the TMP is approved, a report will be submitted to Fairfield Traffic Committee meeting to be held on the 9 th of December Playground equipment Bonnyrigg Town Centre Park 2014/2015 includes a flying fox 2.3 Wilson Road Reserve, Bonnyrigg Heights 2014/2015 includes park improvement and a 35 space car park 2.4 Air conditioning installed in Community Halls in Bonnyrigg and Bonnyrigg Heights 2.5 Henty Creek Flood Mitigation works Bonnyrigg 2014/2015 (design) construction in 2015/16. 5 3.0 Special Rate Variation Projects Bonnyrigg Childcare Centre Building Upgrade Bonnyrigg Avenue Road Upgrade Humphries Road Road Upgrade Tarlington Parade Road Upgrade Sindel Close Road Upgrade Keeden Place Road Upgrade Nicolas Close Road Upgrade Bunker Parade Road Upgrade Lalich Avenue Road Upgrade The committee were advised that the exhibition period for the 2014/2015 Delivery Program and Operational Plan will be from November 2013 to February They would be on public exhibition in various locations including on Council s website, libraries and Council Administration Building. This would give members of the public an opportunity to provide feedback or comments. 4.0 Update on Members Activities 4.1 Newleaf Communities: Stage 3 has been completed and fully occupied both social tenants and private home owners. With Stages 1-3 have completed a total of 363 new dwellings have been constructed to date. There remain approximately 1800 dwellings to be constructed for Stages Construction on Stage 4 & 5 is currently on hold as the Developer (Becton Property Group) went into Receivership. Stage 4 is 100% presold and Stage 5 has DA approval. Voluntary Planning Contributions which include: amenities building (Tarlington reserve), Community Centre, Community garden and site nursery have been delayed as a result. The Consortium and Land & Housing Corporation (L&HC) are working closely to reach an agreement to: 1. Appoint a replacement developer, 2. Progress Stage 4 & 5 construction program, 3. Remediation works to reinstate 16 dwellings for occupancy in Derry Way near the Bonnyrigg Plaza. 4. Demolition of vacant dwellings Stage 6. Stage 6 includes a number vacant dwellings and it is proposed (subsequent to L&HC and Treasury NSW approval) that a number of these vacant properties be demolished to assist with risk mitigation (vandalism, rubbish dumping etc.). Newleaf Communities has been advised by the Project Company (Bonnyrigg Partnership) that a short-term solution to progress the above works is hopeful of being known by end Bonnyrigg Town Centre Committee Page 5 of 10

6 4.2 Lao Buddhist Society NSW Preparations for the Bodhi Tree Festival on 1 December 2013 (1st Sunday of the month) are being undertaken. Celebrations will be held inside and outside the temple and will be open to the general public. No official invitations will be distributed and there will not be a VIP event this time. 4.3 Bonnyrigg Plaza Christmas events have been organised. Santa will be arriving on 21 November Other events include Primary schools performing and Breakfast with Santa, The Christmas decorations are all up in the centre. 4.4 St John s Park Bowling Club Progressing well with renovations with completion of the new bar area. Completion of the front foyer scheduled for early December and the food area by mid Club Babylon Still in the construction phase including the hall with 1000 person capacity. This will be available for community members for any functions. 4.6 Bonnyrigg Public School Bonnyrigg Public school has completed evaluations of programs and has exceeded targets by 80%. There is community involvement with Newleaf including the Indigenous art project.there is a Joint project funded by Department of Education, Employment and Workplace Relations (DEEWR) where Playgroup children as well as adults work with indigenous artists/elders to create ceramic tiles/art work in school grounds. The Breakfast program has been extended 2 days a week providing breakfast for students. The Kindergarten drama group performed at the regional drama festival last year, however this year they made it to the State drama festival. Considering they were the youngest group with the next youngest being Year 5 and 6 they have done extremely well. The School Dance group have performed 3 times in the School Spectacular. This is the 30th Anniversary and there is very strong competition so they did very well making it into the competition. It will be held on 30 November and broadcast on Channel 9. Kindergarten enrolments have increased and the school boundaries now include the entire Newleaf area. Bonnyrigg Town Centre Committee Page 6 of 10

7 4.7 Crust Pizza Focusing on more brand awareness. Around 70% of customers don t know where Crust Bonnyrigg is located. The focus will be on increasing customer knowledge as with home deliveries many customers are not aware of the actual store location. Recent advertising included flyers (distributed to 42,000 homes with a free garlic bread offer) and bus signage. The main aim of this campaign will be to increase customer knowledge of the store location. It will include billboard advertising, Crust Pizza is happy to advertise in conjunction with other committee members if an opportunity arises. 5.0 BONNYRIGG TOWN CENTRE BUDGET Budget was presented to the meeting for discussion and endorsement. 8 6.0 Planning issues Significant Development Applications in Bonnyrigg/Prairiewood Smithfield Road, Edensor Park Council resolved to defer the application to allow the applicant 90 days to submit amended plans (20 January 2014). In the event that the information is not submitted by this date, the application was submitted be determined at the February Council meeting. Discussion: Bonnyrigg Plaza asked if this DA was subject to another economic Study. Mayor Carbone advised that the development planners in Council will determine if required. Bonnyrigg Plaza queried if the DA had expired for a property located across the road from Bonnyrigg Plaza next to the tyre centre. It was suggested that a response can come back to the committee. Bonnyrigg Plaza was asked if their DA was still current and proceeding. The committee was advised the DA is still active. Crust Pizza inquired about the status of Smithfield Road and whether there will be a widening to 2 lanes. Mayor Carbone said this may considered as part of a new LEP. Group Manager, Place Assets and Strategy also added that the number of entry and exit roads onto Smithfield Road will need to be kept to a minimum or reduced. 7.0 Meeting dates 2014 Proposed Committee dates 14 May and 12 November - Every six months Newleaf advised that Bonnyrigg Town Centre Committee members will also meet as a working group at other times throughout the year. The Place Manager will be invited to attend. Some dates will be set shortly. 8.0 GENERAL BUSINESS 8.1 Mayor Carbone advised that a Banner Program was being implemented to engage Residential areas in the Fairfield City Council LGA, to give them a stronger identify. Flags will be at key traffic entry points to make residents proud of where they live. Bonnyrigg Town Centre Committee Page 8 of 10

9 The Committee queried the logo on the bottom of the blue Christmas banner. It was noted that this represents the Council s corporate branding, identifying Bonnyrigg Town Centre with Fairfield City Council. Newleaf queried the wording Merry Christmas on the blue banner, and whether it should it read Seasons Greetings. Mayor Carbone advised the Committee that it is appropriate and Fairfield City Council embrace all religions, festivals and events and this is standard around the Local Government Area. The Place Manager advised that there is a two year life on banners and suggested that the Committee can change designs and wording in two years. 8.2 The Special Rate variation (SRV) was explained to the Committee. Newleaf advised that they may hold community information forums to inform residents about other community related issues and will invite Fairfield City Council to attend. 8.3 Crust Pizza raised concerns about safety in Bonnyrigg Park. It was advised it was a Police matter and was suggested to report any undesirable activity it was also suggested attending the Safety and Crime Prevention meetings. Details were to be passed on to Crust Pizza. It was requested to officially note in the minutes that the Bonnyrigg Town Centre Committee raised concerns about crime in area and this be further investigated.
