Site Location Plan 2. Site & Surroundings 2.1. The application site relates to a row of three no., two-storey terrace properties located on Gildas Avenue, Kings Norton. All three houses are vacant and boarded up The buildings sit within a small cul-de-sac away from the main thoroughfare of Gildas Avenue and sit within a slightly elevated position along the frontage. All three have small front gardens and private amenity areas to the rear The surrounding area is residential in character with areas already cleared making way for the redevelopment of the whole Three Estates area. 2 4. Consultation/PP Responses 4.1. Transportation Development No objection subject to the submission of a Demolition Management Plan 4.2. Letters of notification have been sent to local resident s associations, Kings Norton Ward Councillors and Planning Committee members from the Northfield Constituency. The applicants have also displayed a site notice. No comments have been received. 5. Policy Context 5.1. The following local policies are relevant. Birmingham Unitary Development Plan (2005) Draft Birmingham Development Plan The following national policies are relevant. The National Planning Policy Framework (2012) Circular 10/95: Planning Controls over Demolition 6. Planning Considerations 6.1. The applicant has indicated that the site would be demolished to BS 6187: 2000, and cleared and graded and the site left clean and tidy and would be secured with appropriate fencing. All trees would be protected during demolition. The site clearance would enable future new development Transportation Development have no objection to the proposal but have requested the submission of a demolition management plan. 7. Conclusion 7.1. The proposed methods of demolition and clearance of the site is acceptable. 8. Recommendation 1. Defer 2. Endorse: That subject to no significant new issues arising from the public consultation, which expires 15 th August 2013, prior approval is required and approved subject to the following conditions: 1 Requires the prior submission of a demolition management plan Reason for Approval 1 Birmingham City Council grants Planning Permission subject to the condition(s) listed Page 2 of 5
