G21 Geelong Region Alliance Ltd Financial Report for Year Ended 30 June 2015 The draft copy of the G21 Geelong Region Alliance Ltd Financial Report for Year Ended 30 June 2015 was reviewed by the G21 Audit & Risk Committee at the August meeting. Resolution: That the G21 Board declares that: 1. The financial statements and notes, as set out on pages 1-25 present fairly the company's financial position as at 30 June 2015 and its performance for the year ended on that date in accordance with Accounting Standards and other mandatory professional reporting requirements. 2. In the Directors' opinion there are reasonable grounds to believe that the company will be able to pay its debts as and when they become due and payable. 3. Auditors Independence Declaration: A copy of the Auditor s Independence Declaration as required under section 307C of the Corporations Act 2001 has been received and can be found at the end of the June 2015 Financial Report. Annual Report of the G21 Audit & Risk Committee for Year Ending 30 June 2015 The G21 Audit & Risk Committee Charter requires the G21 Audit & Risk Committee to submit an annual report to the governing body summarizing the committee s activities during the year (G21 Audit & Risk Committee Operating Principals, Section 3.11). 3 b) G21 Sport & Recreation Pillar Priority Projects The G21 Sport and Recreation Pillar reviewed its projects and recommended that the G21 Board adopt the following as new priority projects: G21 Regional Motocross Facility. G21 Regional Soccer Synthetic Pitch Corio Leisuretime Centre (to be included in the Addressing Disadvantage project). Armstrong Creek West Active Open Space (to be included in the Armstrong Creek project). Armstrong Creek East Active Open Space (to be included in the Armstrong Creek project). Resolution: That the G21 Board agrees to add: The G21 Regional Motocross Facility to the 2015 G21 Priority Projects. ITEM 4 Matters for Discussion a) 2015 G21 Stakeholder Forum The G21 Board thanked the CEO, Elaine Carbines and G21 staff for the organisation of a successful 2015 G21 Stakeholder Forum. b) 2015 G21 Stakeholder Survey The 2015 G21 Stakeholder Survey is now available online. The survey is open until Friday 9 th October. A feedback report on the Survey will be prepared and reported to the G21 Board at the November meeting. c) 2015 G21 Annual General Meeting The 2015 G21 AGM will be held on Thursday 12 th November at the City of Greater Geelong at 5.30 pm. Three independent directors are up for re-election. Information packs will be sent out within the next few weeks. d) G21 MOU The current MOU G21 has with our 5 member councils expires on June 30 th The CEO has circulated a draft MOU to the 5 council CEOs for consideration following discussions with each Council CEO. 4 e) CEO Update 1. Finance Report August 2015 Year to date result for G21 is a surplus of $136,548 compared to a budgeted surplus of $122,778 giving a favourable variance of $13,770. Income YTD is favourable to budget by $15,810. Expenditure YTD is unfavourable to budget by ($2,040). MAJOR VARIANCES Note 1 Note 2 YTD Events & Functions (5055) unfavourable by ($12,084) due to the following payments in advance: Guest Speaker for G21 Stakeholder Forum Instalment payment for Venue Booking for G21 Stakeholder Forum. YTD Consultants (6005) unfavourable by ($6,901) due to payment made to Diplomacy for CEO Canberra Delegation. Resolution: That the G21 Board: Notes the August 2015 Finance Report. CEO Report September 2015 G21 Stakeholder Forum The annual G21 Stakeholder Forum will be held on Friday September 25 th at the RACV Resort in Torquay. The focus will be the forthcoming federal election with a range of speakers invited including the Prime Minister, the Leader of the Opposition, and the Leader of the Greens. Confirmed speakers at this stage include: Virginia Trioli, ABC 24 Breakfast Host and Walkley Award winning journalist Hon Bill Shorten, Federal Opposition Leader Hon Greg Hunt, Minister for the Environment Senator Richard Di Natale, Leader of the Greens Clare Amies, CEO of WorkSafe Brad Dunstan, CEO of VCAMM Cr Darryn Lyons, Chair of G21 I will present re G21 priorities including GROW. Leigh McClusky will MC the event. We have so far secured sponsorship for the forum from BTS, RDV, the TAC and Evologic. Tickets are now on sale - $95 G21 members, $150 non-members. Over 215 tickets have been sold so far. 5 Legislative Council Inquiry into the Delivering Infrastructure (Port of Melbourne Lease Bill) I made a submission on behalf of G21 to this inquiry following the G21 Board briefing by Treasurer Tim Pallas. G21 CEOs Delegation to Canberra Two opportunities to further our advocacy on behalf of the region following the recent G21 CEO delegation to Canberra are occurring this month: Following our meeting with the Deputy Secretary of the Department of Communications, I have arranged for Jim Carden, NBN Manager of Government Relations, to attend the September G21 Board meeting. This is a very useful opportunity to brief him on the connectivity issues affecting each municipality. Following our briefing of the Social Services Dep Secretaries re GROW, I have organised for them to visit the region on September 30 th to be more fully briefed on the project. G21 Stakeholder Survey The annual G21 Stakeholder Survey will be conducted on line from September 14 th until mid-october. A link to the survey will be ed to our Snapshots database including G21 Board members, G21 Councillors, MPs, G21 member organisations, G21 Pillar members, Results from the survey will be collated and presented to the G21 Board at the November meeting. G21 AGM The G AGM will be held on Thursday November 12 th at COGG from I have invited Hon Jaala Pulford, Minister for Regional Development to speak at the AGM. Pilbara Development Commission G21 has had an informal approach on behalf of the PDC re the opportunity to explore projects of mutual benefit to each region. I have asked that the PDC make a formal approach for our consideration. Deloitte Access Economics G21 has been approached by Frank Kelloway of Deloittes re the possibility of them doing some pro-bono economic analysis work for the region. Following discussion at the August G21 Board meeting, I have supplied Deloittes with some potential topics and useful data inputs. I will advise further as this project progresses. OHS There have been no incidents or injuries this month. The recommendations coming out of the audit of G21 s OHS policy, procedures and practices are being implemented progressively. Staff Movements The recruitment for the new Director of Health and Wellbeing is underway via People at Work. The CEO will commence sick leave on 13 th October. The first meeting of the new committee was held on 25 th September, prior to the G21 Stakeholder Forum with all committee members attending the Forum after the committee meeting. b) BSW RMF Update The next Meeting of the BSW RMF is 12 th November at the Barwon Prison. c) G21 Pillar Updates Meeting No 119_ _G21 Board Meeting Minutes Page 8 of 14
9 ARTS, HERITAGE & CULTURE PILLAR The Arts, Heritage and Culture Pillar met in Bannockburn late August. We were pleased to have Dr Sarah Leach from the Health and Wellbeing Pillar address us on their activities and the opportunities for collaboration. Arts can be used as a bridge to the vulnerable sectors of the community. The arts engagement does provide community connectedness and projects related to mental health and anxiety issues have often had a creative focus. The pillar has worked with Sport and Rec with projects related to improving physical activity. We hope to have further discussion with Education. Surf Coast reported on the Arts Space Feasibility Study that has been recently completed and reported to the Council. The Shire has a vibrant artistic community and the drive now will be for short term pop up spaces and development of a strategic review incorporating the data that is now available. There is an opportunity to reinvigorate existing Council buildings to provide local arts spaces. The submission to the Senate Inquiry on Arts Funding received 2260 submissions, so there is a clear concern about ongoing support. Congratulations are extended to Geoffrey Edwards, Director of the Geelong Gallery and pillar member, for receiving the Individual Excellence Award (paid staff) for his outstanding contribution in developing the significant collection at the Geelong Gallery over his 15 years as Director, and also to Jill Smith, General Manager of GPAC and pillar member for her appointment to the Geelong Development Authority. The next meeting is on October 28 th at the Borough. The Pillar adopted its revised objectives. A Pillar Working Group co-ordinated by Ms Elaine Carbines prepared and submitted a response Education State Review on 31 st July. Thanks to Dr Jude Walker, Cr Nathan Hansford, Greg Leahy, Barbara Abley and especially David Finlayson. Pillar members agreed to suspend the Pillar mapping project pending publication of the mapping conducted by the Barwon South-West School Project. Pillar members were reminded of the importance of active participation in that project. 10 ENVIRONMENT PILLAR The Environment Pillar met in August where it endorsed its new terms of reference. The Pillar also agreed to a new process to re-establish Pillar priorities. Presentations were received by CoGG on Coal Seam Gas and by DELWP on Victorian Government commitments and reviews relating to the environment. Pillar attendance is on the rise and the Pillar welcomes new members CSIRO and Barwon South West Waste and Resource Recovery Group. Gareth Smith (Pillar Leader) Cr Des Phelan (G21 Board Liaison) HEALTH & WELLBEING PILLAR Prevention of Violence Against Women & Children in the G21 Region The Violence Against Women and Children Strategic Plan is being facilitated through a partnership between the City of Greater Geelong, Women s Health and Wellbeing Barwon South West, G21 -Geelong Region Alliance and the Barwon Area Integrated Family Violence Committee. These organisations formed a Project Planning Executive Group to oversee the development of a 5 year Strategic Plan and a 2 year Action Plan. Engagement with representatives from primary prevention, early intervention and response organisations took place in November 2014 and February This consultation captured regional work occurring across the continuum from primary prevention, early intervention and response. It highlighted the strengths of this work and identified that systematically connecting regional organisations and action across the continuum could improve outcomes for women and children. It is expected that the Plan will be finalised in November. A Local Government Leadership Forum has been developed for 30th September This leadership forum is to finalise the development of the Plan. Local Government is a critical partner in our regional approach, with Mayors, CEOs and Councillors from across the G21 region being invited to attend. In addition, VicHealth and the Municipal Association of Victoria will participate in the forum. G21 Affordable Housing Taskforce After the endorsement of the G21 Board in August, a short term G21 Affordable Housing Taskforce has been established comprising of: Representation from each Council Representation from the housing sector A representative of the Department of Health and Human Services. The Taskforce will be responsible for overseeing the development of a directions paper which would enable our region to be represented in the Reform of Federation process which is currently underway. The Taskforce will establish a technical subcommittee to support the drafting of this paper. The first meeting of the Housing Taskforce is to occur on Friday 11th September. G21 and Deakin Health Literacy Forum A Health Literacy and Disability Forum for Consumers and Service Providers is scheduled for the 14 & 15 th October. In partnership with Deakin University, NIDA, Barwon Health and GMHBA this forum is designed to enhance further understandings of aspects of health literacy issues and practice with people with a disability, their families and service providers. 11 PLANNING & SERVICES PILLAR The G21 Planning and Services Pillar met on the 25 th of August at COGG. The agenda included: Geelong/Werribee Settlement Break Strategy G21 Further Investigation Areas Torquay Jan Juc Sustainable Futures 2040 Plan Colac 2050 Plan Growing Winchelsea Plan G21 Land Supply reporting & monitoring Geelong Planning Authority Portarlington Safe Harbour State Government policies Metropolitan Strategy Regional Growth Plans Infrastructure Victoria Saleyards Cr Michelle Heagney (Pillar Leader) Cr David Bell (Deputy Leader) Sue Wilkinson (G21 Board Liaison) SPORT AND RECREATION PILLAR At the last G21 Sport and Recreation Pillar meeting we completed a priority projects planning session and identified a pipeline of regional infrastructure and planning priorities to enable G21 councils to leverage state and federal investment within a strategic regional framework. This is a unique and valuable approach to ensure collaboration regarding key regional sport and recreation priorities. The Pillar has determined our key priorities as: 1. Regional Infrastructure: Motocross (to be proposed as a Board Priority project). 2. Regional Planning: G21 Regional Netball Strategy (to be submitted to SRV for funding, with LGA contributions as outlined in the proposal). The Pillar acknowledged that while the High Performance Elite Training and Pre Competition Event Destination has significant potential and was judged the preferred regional strategy/planning project, it is not ready to be put forward to SRV for funding this round. The Pillar will continue to support this project and engage with Deakin University around this as a specific opportunity. We will also connect with the Economic Development pillar as potential joint project. The Pillar is looking forward to meeting with Hon John Eren, Minister for Sport and local member to discuss the G21 regional priorities at our October meeting. Libby Mears (Pillar Leader) Ian Seuren (Deputy Leader) Keith Baillie (G21 Board Liaison) TRANSPORT PILLAR Last meeting 10 th August 2015 PILLAR UPDATES a. Port of Melbourne Lease The Pillar was briefed on the Port of Melbourne Lease by Treasurer the Hon Tim Pallas. The Treasurer advised that the Government is committed to take a 50 year lease to market with an option for the Government to extend the lease term for up to 20 years, there are no restrictions on the State to develop new ports as when the Port of Melbourne capacity is exhausted a second port will be required or trade will be lost. Infrastructure Victoria The Treasurer advised that when established, Infrastructure Victoria will be independent of the Government and will have a clear brief to ensure Victoria's immediate and long-term infrastructure needs are identified and prioritised based on objective, transparent analysis and evidence, this will be done by the development of a 30 year infrastructure plan with a 5 year rolling plan. c. Road Transport Plan VicRoads advised that the draft Road Transport Plan has been circulated for comment. Once finalised the plan will be presented to the Pillar. OTHER ITEMS OF BUSINESS a. Feedback on the Revised Bus Services The Pillar was advised that the City of Greater Geelong and Deakin University met with the PTV and there has been good community feedback both positive and negative. PTV advised that there has been a 7% increase in patronage with challenges in the Lara and Bellarine areas. There are concerns around how future consultation will take place as it was felt that it needs to be face to face meetings rather than being on line. It was also commented that some changes have been made without consultation. b. Deputy Pillar Leader Selection Mark Koliba was appointed as the Deputy Pillar Chair after the departure of Phil Corluka from the Pillar. c. Agriculture Infrastructure and Jobs Fund The Pillar was advised that Guidelines are currently being developed with the funding directly supporting the agriculture industry in Victoria with a strong focus on local loads to allow the movement of freight from the paddock to the port. The next G21 Board Meeting will be held on 27 th November at the Borough of Queenscliffe. b) G21 Meeting with Hon Lisa Neville MLA re rate capping Monday 5 th October c) G21 Meeting with Richard Bolt, Secretary Department Economic Development, Jobs, Transport and Resources Thursday 8 th October The G21 CEOs are to prepare a brief re issues within each municipality. d) James Baird from Strathouse contacted G21 regarding the FedCATs delegation to Canberra on 2 nd December The G21 Board agreed that it would not attend this year due to the G21 Board and G21 CEO s visit to Canberra in March and July of this year. e) Cr Frank Buchanan briefed the G21 Board on his suggestion to councils to review the MAV membership. f) Rod Nicholls thanked the G21 Board for their get well and best wishes letter. Rod informed the G21 Board that he would be on sick leave as of 3 rd November for a further six weeks.
