2 PRESENTATION Today s presentation will include: Brief outline of APEC policies and PNG proposed policy initiatives Papua New Guinea s plans for hosting APEC Venues Logistics

4 POLICY IMPERATIVES DRIVING APEC ECONOMIES APEC policies have evolved over time since its inception in 1986, but underpinned by two policy pillars: Global trade LIBERALISATION and investment flows including abolishing tariff barriers, deregulation of financial markets; Member Economies to strive to improve physical barriers such as infrastructure at the border and behind the border.
5 PNG s Proposed Host Theme for 2018 APEC CREATING INCLUSIVE OPPORTUNITIES, EMBRACING THE DIGITAL FUTURE Taking into account diversity of APEC member economies No need to start from the beginning with digital technology; challenge for emerging economies such as PNG but offers opportunities Enabling seamless flows of trade and investment in the region Urgent need for inclusive social and economic development.
6 APEC LEADERS CONTINUE TO PLEDGE SUPPORT TO STRENGTHENING OF MULTILATERAL TRADING SYSTEM Expanding product coverage of Information Technology Agreement (ITA) Endorsing APEC Cross-Border e-commerce Innovation and Development initiative APEC Connectivity Blueprint (ACB) sets pathway to advance efforts connecting the Region through building on past initiatives to allow for a seamless and interconnected ASIA-PACIFIC

9 APEC COORDINATION AUTHORITY Established in 2015 by an Act of Parliament; Tasked to deliver logistics for all APEC meetings concluding with AELM 2018; Draws staff from the public and private sectors, and international advisors.
10 ORGANISATIONAL STRUCTURE AND RECRUITMENT Staffing Structure Staffing model based on successful structures in previous APEC years; Limited staff during initial planning phase; Expand during Capacity Strengthening Phase; Reach full strength in Delivery Phase.

13 STRATEGIC APPROACH Planning Phase 2 Capacity Strengthening (Jan 2017 Nov 2017) 2018 Head Contracts to tender in Q2 for awarding by Q3; Expansion of APEC Authority staffing; Q1 assessment of skill capacity in all engagement areas (Protocol airports, hotels etc); Q2-4 delivery of capacity building programs; Final operational planning for Delivery Phase; Stakeholder Engagement and Communication emphasis.
14 STRATEGIC APPROACH Planning Phase 2 Capacity Strengthening (Jan 2017 Nov 2017) Importance of Communications in Phase 2 Expectation Management: Articulate why host APEC; APEC will not change the nation overnight; APEC establishes foundations for stronger development and growth; Provides an injection of foreign spending; Raises the profile of the nation.

18 MEETING VENUES Most meetings, including SOMs, to be in Port Moresby; ISOM, some Ministerial Meetings and some fora to be held in other locations; Port Moresby meetings to include regional visits at the conclusion of the formal meetings.
19 ROAD NETWORK AND TRAFFIC MANAGEMENT Uncomplicated APEC road network that facilitates rapid movement of VVIP motorcades; Wide streets with limited high-rise buildings; All accommodation is along the Primary Road facilitating ease of road movement timing; More than 300 buses rotating between venues for delegates and media.

28 AELW AIR MOVEMENTS Jackson s International Airport is undergoing a further redevelopment; Capacity to manage peak days inflow and outflow; Sufficient parking space for at least 4 Code E (B-747), and a range of smaller aircraft; Additional aircraft will fly-on to nearby airports (similar to 2007).
29 SAFETY AND SECURITY The Joint Security Task Force (JSTF) established; Draws on Papua New Guinea security agencies with security partners; Deployed from October 2017 to November 2018; Personnel training underway and assets being acquired; Security legislation will go to Parliament in January 2017.
30 HEAD CONTRACT ENGAGEMENT Transportation Venues Interiors Venues Audio Visual Hospitality and Catering Healthcare Branding Security
31 EXPECTATIONS International perceptions that Port Moresby is unsafe; Security remains a priority and ongoing training and capacity building programs are ongoing with security partners; Delegates will have the opportunity to meet and enjoy Port Moresby and regional centres in a safe and secure environment.
32 TAKE-HOME POINTS PNG s policy proposals intended to reflect the unique development challenges and opportunities we face while supporting APEC initiatives; Papua New Guinea has sufficient venues and accommodation to host APEC Economic Leaders Week building two more venues plus cruise ships; Jackson s Airport has sufficient parking for 4 Code E aircraft and peak passenger movements; Security forces are receiving ongoing training and equipment to be interoperable with partners.
