3 WELCOME REMARK GREETING FROM SHITORYU INDONESIA KARATE-DO ( SHINDOKA ) Dear President / Sihan / Sensei of WSKF / Shitokai and All APSKF Country Members, It is a great pleasure and honor to invite you and your delegation leaders, honorable guests, officials, and contestants to attend the 15th APSKF Championships in Jakarta, Indonesia, November The championships will take place at Mahaka Sport Mall, Jakarta, the capital city of Indonesia. Also, we will celebrate together for the 40 th years Anniversary of APSKF in this event. This is the third time for us to be the host for the APSKF Championships at Jakarta, Indonesia. May we assure you that all who are responsible for this event will do their utmost to make your stay pleasant with full of Shitoryu s friendship, joy and treasured memories. All of us will perform together a high quality competition and we hope that you will enjoy your stay in Jakarta, Indonesia, that offers an unique opportunity to visit other many possibilities of beautiful cities, islands, cultural places and recreation centers in Indonesia. In the enclosed documents you will find all necessary information in our first bulletin, regarding official registration, accommodation, the competition venue and programme. This is the first time for Asia Pacific Shitoryu Karatedo Federation (APSKF) Championships will be registered through online. We should experience the registration much easier than before. We are at your disposal for any additional information or clarification that you might need. 10 I.6. TOURNAMENT RULES AND REGULATIONS 1. All participants shall be members of APSKF paid-up Affiliates, JKF-Shitokai, or the organizations practicing Shitoryu Karatedo by direct invitation of the Organizer. 2. All participants shall abide by the rules and regulations; infringement of any rules and regulations will render the entrant to be disqualified and the forfeiture of any trophy or certificate given or to be given. 3. The Organizer reserves the right to decline any application has made after consultation with APSKF Management Committee. 4. The Organizer has the sole and absolute discretion to interpret, alter and amend any of the rules and regulations and to implement additional rules and regulations at any time it considers necessary for orderly running of the Championships; and determine all matters arising out of the Championships and associated event. The decision of the Organizer in consultation with APSKF Management Committee will be final. 5. The latest WKF Competition Rules will be adopted for the championships unless otherwise notified by the Organizer or the Referee Commission in consultation with APSKF Management Committee. 6. There will be a 1-metre wide safety area around the 8m by 8m competition area. 7. Each delegation may enter 2 contestants for all individual events which fall within the age range from 14 to 39 and 1 team for all team events Indonesia, as the organizer, will have the privilege to enter double as usual practice. The numbers of entries for all CHILDREN events of age range below 14 and VETERAN events of age beyond 39 are unlimited. (The age is the actual age on 23 November 2018). 8. In cases of insufficient entries in any competition events, the Organizer has the sole and absolute discretion to cancel, merge or alter any event categories. 9. All Kumite contestants are required to bring along their own protective equipment, such as face masks (approved by referee Commission) for age groups 6 to 13 and WKF approved head guards (for age groups 14 to 15), gum shield, mitts (red & blue), shin pads and foot protectors (red & blue), male groin guards, and female chest protectors, etc., and also their red and blue belts. The Organizer will not provide any of these equipment. 10. Duration of the Kumite bout is defined as 3 minutes for Senior Male Kumite (both Individuals and Teams) and 4 minutes in the individual bouts for medals. Senior Female bouts will be 2 minutes and 3 minutes in the individual bouts for medals. Children, Cadet, Junior and Veteran bouts will be 2 minutes (no additional minute for medal bouts). 10. Only JKF-Shitokai style of Shitoryu Katas can be performed in all Kata competitions. 11. Boys and girls (i.e. age groups from 8 to 13) may repeat their Katas in kata events, but they must not perform the same Kata in two consecutive rounds. 12. All contestants are required to put a copy of their passports (the page with their photos) at the back of their contestants pass for check-in. 9

22 I.11. REGISTRATION OF DELEGATIONS 1. Registration must be done via online: starting from 1 April October Each country is required to appoint a team manager who will be responsible for team registration regarding the event. The team Manager must register athletes, coaches, officials, referees, and examiners through the online portal. 3. All registration will then be put on waiting list until payment is made. 4. Verification will be carried out during office hours at the Hotel Santika Kelapa Gading as scheduled below: Date Time Venue : 21 and 22 November 2018 (Wednesday - Thursday). : 8:00 a.m. 17:00 p.m. : Santika Hotel Kelapa Gading (Headquarter Hotel). 5. Failure of completion will result in disqualification. I.12. WEIGH-IN FOR KUMITE COMPETITORS FOR WEIGHT CATEGORY EVENTS 1. All Kumite competitors for weight category events are required to complete a weigh-in within the timeframe as detailed below: Date Time Venue : 23 November 2018 (Friday). : a.m a.m (for 23 November2018 competitors) a.m p.m (for 24 November 2018 competitors). : Mahaka Sports Mall. 2. Any Kumite competitor for weight category event, who failed to complete weigh-in within the timeframe will be disqualified and withdrawn from the Kumite competition. 3. Any Kumite competitor, whose weight is outside the range of the weight category from the weigh-in checking, will be disqualified and withdrawn from the Kumite competition. 21

23 I.13. TECHNICAL KATA SEMINAR TO BE INFORMED 1. With the support and assistance of APSKF Senseis will be conducted the Technical Seminar (to be informed), which consists of Kata session as scheduled below: Date Time Venue : 21 November 2018 (Wednesday). : 9:30 p.m. 12:00 p.m (Kata session). : Santika Hotel Kelapa Gading (Headquarter Hotel). 2. The entry fee is US$80, which covers the seminar fee, a lunch on 21 November 2018 and a participation certificate. I.14. REFEREES & COACHES CLINIC AND EXAMINATION 1. APSKF Referee Sub-Committee led by Sensei Nghia Tran will conduct the Referees & Coaches Clinic and Sensei Con Kassis will conduct the examination based on the latest WKF competition rules, as scheduled below: Date Time Venue : 21 November 2018 (Wednesday). : 1:00 p.m p.m, Referees & Coaches Clinic p.m p.m, Referees & Coaches Examination. : Santika Hotel Kelapa Gading (Headquarter Hotel). 2. All the coaches are compulsory to join the Referee Clinic. 3. The entry fee is US$50, which covers the clinic fee, and a lunch on 21 November 2018 and a participation certificate. 4. The examination fee is US$30, which covers the examination fee, the registration as APSKF Referee / Judge, and a registration certificate. 5. Each delegation is advised to send a minimum of TWO Referees / Judges to the Referees & Coaches Clinic and Examinations to ensure that sufficient Referees / Judges will be available for the Championships. 6. All participants are required to wear the official uniforms with the new APSKF ties and emblems. The new APSKF ties and emblems can be purchased at the Event Office of the Official Hotel during office hours at the prices of US$15 and US$35 respectively. 7. All participants are required to bring along the latest WKF competition rules and whistles to the Referees & Coaches Clinic. 8. All Referees / Judges for the Championships have to complete the Referees & Coaches Clinic and obtain a recognized grade of APSKF Referee / Judge from the examination. 9. The APSKF Referee Sub-Committee will announce the details of the examinations later. 22

24 I.15. WSKF EXAMINATION 1. The WSKF Examination will be held as detailed below: Date Time Venue : 21 November 2018 (Wednesday). : 7:00 p.m. 10:00 p.m. : Santika Hotel Kelapa Gading (Headquarter Hotel). 2. Each exam participant must register online via and provide the necessary information as required. 3. Each exam participant must complete the payment in full online. 4. Exam participant must provide the latest diploma during re-registration for validation purposes. 5. Only the verified and validated will be accepted to enroll for the exam. I.16. APSKF CONGRESS 1. Each affiliated Delegation can nominate not more than TWO representatives on their behalf to attend the APSKF Conference as scheduled below: Date Time Venue : 22 November 2018 (Thursday). : 2:00 p.m. 2:30 p.m, Registration. 2:00 p.m. 4:30 p.m, APSKF Congress. : Santika Hotel Kelapa Gading (Headquarter Hotel). 2. Attendance is limited for delegation leaders attending the APSKF Conference (2 representatives from each country). 3. Delegates are required to register on without any exception. I.17. APSKF EXECUTIVE DINNER 1. APSKF Executive Council Members, Honorary Advisors and Technical Advisors, JKF-Shitokai Senseis, Delegation Representatives (Head of Delegation, 1 per country/region), and all Referees are invited to attend the Executive Dinner as scheduled below: Date Time Venue : 22 November 2018 (Thursday). : 7:00 p.m. 9:00 p.m. : Mahaka Sports Mall. 23

25 2. The invitation is NOT transferable; additional Welcome Dinner tickets for other guests or companions could be purchased at a rate of US$50 each. 3. Dress code: smart casual I.19. INSURANCE The Organizing Committee strongly urges the delegates to consult their medical insurance company prior to traveling to Indonesia to determine whether the policy applies overseas and whether it covers emergency expenses. It is obligatory that all participants and members of delegations must ensure their own medical insurance and personal trip insurance. I.20. DOPING 1. Doping is strictly prohibited. 2. Failure to pass doping test will result in severe punishment. I.21. NATIONAL FLAG 1. Each Delegation is required to bring along a national flag of their country/region or Olympic flag, if appropriate, and bring it to the Event Office during registration. 2. The size of the flag should not be larger than 150 cm x 100 cm. 24

31 I.27. LEISURE Jakarta is a city with a lot interest places to be visited. Herewith, we would like to recommend you few places to be visited for recreation and shopping malls. To have a more complete recommendation, you may visit: Most popular are the Ancol Dreamland or Taman Impian Jaya Ancol Park, the Taman Mini Indonesia Indah (Indonesia in Miniature Park), the Ragunan Zoo, Kidzania for the young and Waterbom for who love swimming. Located along the northern coast of Jakarta, Ancol Dreamland is a vast area that offers beach, and beach sports, it has a theme park with lots of exciting rides, a sea Aquarium with salt water pool where dolphins perform regularly, there are Disney-like pavilions with rides, one of which is the Palace of the Dolls, or Istana Boneka, and plenty more for the entire family to spend a fun-filled days. Taman Impian Jaya Ancol Taman Mini Indonesia Indah, on the other hand, offers more cultural and scientific presentations, providing an insight into the whole of Indonesia in museums and pavilions. Here you can stroll and study the various houses typical to Indonesia s many islands. Thousand Isles near Jakarta has been a favorite destination for ages. Paradiso, containing four island's Kahyangan (formerly known as Cipir), Bidadari (used to be called Sakit), Onrust and Kelor offer spectacular views of the forest and the sea. The name Paradiso indeed comes from Paradise, for 'Kahyangan' in Indonesian means 'Heaven' in English, and 'Bidadari' means 'Angel'. GENERAL INFORMATION It is an honor to be the host again (2 nd time) for APSKF Championships on November In other to give the best for all participants, below will be some important information may be useful for participants during the time in Indonesia. ABOUT INDONESIA Indonesia is an independent republic consisting of more than 17,500 islands spread over 3,400 miles along the Equator. The main islands are Java, Sumatra, Bali, Kalimantan (Borneo), Sulawesi (Celebes), Papua, Halmahera and Seram. The capital city of Jakarta lies in the lowlands of West Java, the most populated island. The country has approximately 260 million people (mid 2017) and more than 300 ethnic groups. Indonesia is a developing country with a growing economy, it has many tourist destinations associated with the country s cultural diversity and natural resources. The following is some useful highlights about Indonesia: History The name Indonesia derives from the Latin Indus, meaning "India", and the Greek nesos, meaning "island". The name dates to the 18th century, far predating the formation of independent Indonesia. In 1850, George Earl, an English ethnologist, proposed the terms Indunesians for the inhabitants of the "Indian Archipelago". As early as the first century BCE Indonesian vessels made trade voyages as far as Africa. Indonesia's strategic sea-lane position fostered inter-island and international trade. For example, trade links with both Indian kingdoms and China were established several centuries BCE. By the time of the Renaissance, the islands of Java and Sumatra had already enjoyed a 1,000-year heritage of advanced civilization spanning two major empires. During the 7th- 14th centuries, the Buddhist kingdom of Srivijaya flourished on Sumatra. At its peak, the Srivijaya Empire reached as far as West Java and the Malay Peninsula. Also by the 14th century, the Hindu Kingdom of Majapahit succeeded in gaining allegiance from most of what is now modern Indonesia and much of the Malay archipelago as well. 32

34 Islam arrived in Indonesia sometime during the 12th century and, through assimilation, supplanted Hinduism by the end of the 16th century in Java and Sumatra. For most of the colonial period, Dutch control over the archipelago was tenuous outside of coastal strongholds; only in the early 20th century did Dutch dominance extend to what was to become Indonesia's current boundaries. The Japanese invasion and subsequent occupation during World War II ended Dutch rule, and encouraged the previously suppressed Indonesian independence movement. On August 17 th,1945, Sukarno, an influential nationalist leader, declared independence and was appointed as the 1 st president of Indonesia. Area Indonesia consists of 17,508 islands, about 6,000 of which are inhabited. These are scattered over both sides of the equator. The five largest islands are Java, Sumatra, Kalimantan (the Indonesian part of Borneo), New Guinea (shared with Papua New Guinea), and Sulawesi. Indonesia shares land borders with Malaysia on the islands of Borneo and Sebatik, Papua New Guinea on the island of New Guinea, and East Timor on the island of Timor. Indonesia also shares borders with Singapore, Malaysia, and the Philippines to the north and Australia to the south across narrow straits of water. The capital, Jakarta, is on Java Island and is the nation's largest city, followed by Surabaya, Bandung, Medan, and Semarang. At 1,919,440 km² (741,050 sq mi), Indonesia is the world's 16th-largest country in terms of land area. Its average population density is 134 people per km² (347 per sq mi), 79th in the world, although Java, the world's most populous island, has a population density of 940 people per km² (2,435 per sq mi). Climate Lying along the equator, Indonesia has a tropical climate, with two distinct monsoonal wet and dry seasons. Average annual rainfall in the lowlands varies from 1,780 3,175 millimeters ( in), and up to 6,100 millimeters (240 in) in mountainous regions. Mountainous areas receive the highest rainfall. Humidity is generally high, averaging about 80%. Temperatures vary little throughout the year; the average daily temperature range of Jakarta is C (79 86 F). Population and Language Most Indonesians are descended from Austronesian-speaking peoples whose languages can be traced to Proto Austronesian. The other major grouping are Melanesians, who inhabit eastern Indonesia. There are around 300 distinct native ethnicities in Indonesia, and 742 different languages and dialects. The largest ethnic group is the Javanese, who comprise 42% of the population. The Sundanese, ethnic Malays, and Madurese are the largest non-javanese groups. Chinese Indonesians comprise 1% of the population. A sense of Indonesian nationhood exists alongside strong regional identities. The official national language, Indonesian, is universally taught in schools, and consequently is spoken by nearly every Indonesian. It was constructed from a lingua franca that was in wide use throughout the region, and is thus closely related to Malay which is an official language in Malaysia and Brunei. Most Indonesians speak at least one of the several hundred local languages (bahasa daerah), often as their first language. Religion Religious freedom is stipulated in the Indonesian constitution, while the government officially recognizes six major religions: Islam, Protestantism, Roman Catholicism, Hinduism, Buddhism, and Confucianism. Indonesia is the world's most populous Muslim-majority nation, with 86.1% of Indonesians declared Muslim according to the 2000 census, 8.7% of the population is Christian, 3% are Hindu, and 1.8% Buddhist or other. 33

35 Time zone GMT + 7. Electricity The standard electrical voltage in Indonesia is 220 volts AC, 50Hz. The majority of electrical outlets take rectangular two-pin plugs; adapters are available at shops and supermarkets. Currency The local currency is the Indonesia Rupiah (IDR), the currency sign is "Rp". The exchange rate of USD 1 is approximately Rp 9,500. All major currencies and travelers' cheques can be exchanged at banks, hotels or moneychangers with handling charges. Credit cards are widely accepted in Indonesia. SOEKARNO HATTA INTERNATIONAL AIRPORT Jakarta International Airport (Soekarno-Hatta) is the main airport serving the greater Jakarta area on the island of Java, Indonesia. The airport is named after the first President of Indonesia, Soekarno, and the first vice-president, Mohammad Hatta. The airport is often called Cengkareng by Indonesian. Its IATA code, CGK is originated from the word Cengkareng, a subdistrict located to the northwest of the city. The land area of the airport is 18 square kilometers (6.9 sq mi). It has two independent parallel 3,600- meter (11,800 ft) long runways connected by two cross taxiways. There are three main terminal buildings; Terminal 1 (domestic flights only), Terminal 2 and Terminal 3. There is also a freight terminal for domestic and international cargo. After renovations and expansions of Terminal 3, current capacity of Soekarno Hatta is 51 million, but the airport served 54 million passengers in 2015, making it the 18 th busiest airport in the world, and the busiest airport in the Southern Hemisphere. There are nonstop flights to a large number of destinations in Asia and Australia, and several flights to Europe daily, ranking as the 17th most connected airport in the world, and the largest mega-hub in Asia according to OAG.
