2 GENERAL INFORMATION & REGULATIONS 1. CONTROL OF ENTRIES AND ACCREDITATION: The control of entries and issuing of accreditation cards will take place at Royal Hotel: * Thursday July 27, 2017 from 09:00 to 21:00 At least one team official and maximum two must attend the accreditation in order to confirm the delegation. Without this confirmation in time, a nation/club will not be put into the draw and will not be allowed to compete. Passports or photocopies of passports from all competitors must be available on request (national ID Card showing nationality and date of birth or a copy is also accepted). An accreditation card with a photograph will be issued to competitors and officials. 5. COMPETITION RULES : The competition will be conducted in accordance with the latest IJF SOR and IJF Refereeing Rules. Competition systems for different number of participants: 1) In case of 6 and more entries: Elimination (KO) system with the quarterfinal (last 8) repechage. 2) In case of five (5) or less number of athletes, the article 2.2 of the IJF SOR for IJF Ranking Events will apply. In order for an athlete to obtain points for the IJF Cadets Ranking List, her/his weight category should have participants from at least 2 different countries. If this is not the case, the competition can still be held, according to the organiser s decision. 4 6. PARTICIPANT : is open for all JUA/IJF Member Federations. There is no limit of entries per country/region in each weight category. There is no limit of entries per country/region in each weight category. The competitors must be of the same nationality as the National Federation, which enters them. Note: (1) Competitor can only be entered in one weight category, but can take part in both Cadets and Junior if he/she fulfills the respective conditions. (2) Only entries of National Judo Federations IJF members will be accepted Contestants Age: Cadet : Boys and Girls must be 15 years old or above and under 18 years old (must be born between 2000 and 2002) Junior : Men and Women must be 15 years old or above and under 21 years old (must be born between 1997 and 2002) Reminders : For contestants under 18 years old, the secondary entry must be countersigned by their parent / guardian. 7. JUDOBASE REGISTRATION : All participants and delegates must be registered for this event in the IJF Registration System (JUDOBASE): Deadline for JUDOBASE Registration is Monday July 10th After the deadline further registrations (late entries, replacements) are exclusively handled during accreditation according to the following rules: NO IJF Official ID Card Athletes Entry NOT Possible Other delegates (Head of delegation, Replacement NOT Possible Coaches, Physios, Doctors, ) Late entry Replacement IJF Official ID Card: YES IJF Official ID Card: YES Please note: Above mentioned penalties have to be paid in cash on spot. Persons without IJF ID Card can only be entered on spot, if IJF ID Card will be ordered until end of Accreditation. Persons, who are banned by their Federation cannot be entered as late entry or replacement. 8. The top eight (8) from the entered competitors in each weight category will be seeded according to the current IJF Cadets World Ranking List. (b) Each National Federation must send a delegate to attend the Draw, a maximum of 2 delegates per National Federation will be authorized. The dress code for draw is formal. 10. WEIGH-IN : The official weigh in of athletes will be scheduled the day before the competition at 20:00 (see program). Athletes are not allowed to weigh-in naked. Boys must wear at least underwear and girls at least underwear and a T-shirt. Additional 100g will be allowed for their weight category limits. Athletes must present accreditation card and his/her passport (National ID Card Showing nationality and date of birth are also accepted). Random weight checks of 4 (four) athletes per weight category (except for the + categories) with the same rules as the official weigh-in can be organized before the first fights in the morning of the competition. The athletes present their accreditation card. The weight of the athlete cannot be more than 5% higher (without judogi) than the official maximum weight limit of the category. 11. REFEREES : Each federation may enter 3 referees with IJF continental or international license. The organizing federation may enter as many referees as required for the realization of the tournament. 12. LAND TRANSPORTATION : The organizer will provide transfers between the Airport/ Macau ferry terminal and official hotel which is near the competition venue at 2 minutes of walking distance. Transportation will be

6 offered only to those participants who are accommodated via the organizer. 13. Reservation is on a first-come-first-served basis. RESERVATION FOR ACCOMMODATION NOTE: Hotel reservations are made ONLY through the Organizer on a first come first served basis. Hotel reservations must be made before June 10, 2017, by bank transfer or Full payment must be paid on arrival in CASH, subject to the following terms and conditions. (Bank transfer account please refer to the below information). Delegates accommodated in non official hotel will pay Accreditation Fee 100 per athlete and delegate. Cancellation fees: up to 20 days before the hotel payment deadline, full refund. From days before the arrival 50% of the payment. After the July 10, 2017 any cancellation of rooms reserved or no-show will result in 100% of the charge of the hotel costs that must be paid by the participating National Federation. Cancelations of the rooms cannot be made at the check-in. Injuries, visa problems or sickness are not valid reasons for cancellation of rooms. IMPORTANT: All damages to property of hotels or venues resulting from the stay of a national delegation shall be charged to their federation and paid in full. 14. INSURANCE : Each National/Regional Federation/Association will assume all responsibility for accident and health insurance as well as the civil liability for their contestants and officials. The Judo Union of Asia, the Organizing Committee of the JUA Cadets and Junior Macau 2017, and The Macau Judo Association will not be responsible of any claims of illness, injury and death, of any participants/officials whatsoever. Nevertheless the National/Regional Federation/Association taking part in the JUA Cadets and Junior Hong Kong 2017 shall take all necessary actions to provide insurance coverage against civil liability for the entire duration. 16. JUDOGI CONTROL a. Approved Judogi: All Judoka must compete in IJF Approved Judogi (supplied by one of the following manufacturers: Greenhill, SFJAM NORIS, DANRHO, MIZUNO, Double D Adidas, HAYAKAWA, Fighting Film, Budo Sport AG, ESSIMO, MATSURU B.V.). b. Judogi Control: It will be operated with a Sokuteiki prior to the fight. Judogi must have an IJF Official Label APPROVED JUDOGI with an optical code which cannot be falsified. The label can be controlled with an optical lamp. Each of the competition clothing articles (jacket, trousers and belt) must have an IJF official label. c. Backnumber : Each competitor taking part in the JUA/IJF events is obliged to have sewn on the back of his Judogi the official IJF backnumber bearing his surname and his National Olympic Committee abbreviation. The backnumber can be ordered from or (Attention: production and delivery takes around 4 weeks). The SPONSOR part (if needed) will be given to the head of delegation during registration, and the athletes can stick it themselves using the special glue on the back number. d. National Emblem: Athletes can have their national emblem on the left front part of the jacket within a space of 100cm ANTI DOPING CONTROL The gold medal winner and one of the key medalists in each category of JUNIOR will participate in doping control. 18. VISA Except for nationals of the designated countries, applicants can apply for visas at any PRC embassy, consulate or representative office. However, we suggest that applicants submit applications in the countries in which they reside. 8 Date of Birth] to us not later than June 12, NATIONAL FLAG AND ANTHEM: Each Member Federation is required to bring two (2) National Flags (120 X 180 cm) and National Anthem (short version in CD ).
