5 Infrastructure Transformation (KIT-1) Background Vision 2020 for Karnataka seeks to propel a holistic growth by promoting equitable development of sectors and districts, by providing employment to all sections of people and regions of the State. Karnataka aims to grow its State GDP at 9%, which requires infrastructure investment of 9% year on year. Since the public funds may not be adequate, Planning Commission has articulated 50% of the fund requirement to come from the private sector. While studying the State Project Development Machinery, several constraints for developing PPP projects by state Dept./ agencies were noticed viz.: Limited Capacity in Dept./ Agencies to start a program Too few idea generation Poor project studies Higher cost of undertaking each pre-feasibility study No objective way of deciding on taking projects forward Handover for next stage is not proper Unfilled MIS database No Stakeholders Consultation in design stage Information availability on Projects to Investors Unavailability of any Master Plan for most of the sector Lack of funds and ideas to start the poject development in any sector Strategy Karnataka had identified that to bring in investment in Infrastructure through PPP route, the State has to adopt a program based approach, given the huge demand for infra projects in various sectors. To overcome the above issues and to build sustainability in Infra Project Development in the State, Karnataka Infrastructure Transformation-1 (KIT-1) was designed with project shelf development, PPP institutionalisation, Initial Capacity building, MIS updation and Sector inventory and profile preparation. 6 KIT-I program integrates Institutional Building, Capacity Building, Management Information Systems and Project Development to sustainability generate projects in the long term. KIT-I has the following seven components. Conducting stakeholder Workshop to generate ideas Undertake pre-feasibility study for 5 project types located in 3 places each Procurement Plan for TA / Tech Consultant selection Create PPP cell in each of these Departments/Agencies Capacity Building in PPP cell personnel on studies Updation of PPP MIS database Preparation of Sector Brochure for GIM 12 4 Consultants have been selected for 12 departments to undertake this assignment spanning over 12 months Consultant imacs Crisil Deloitte Feedback Infra Departments / Agencies DMA, Education, Health BDA, Commerce and Industry BBMP, Energy, DULT, PWD Transport, IDD, Tourism Key features of the Program The PPP development cycle in the country is only evolving and has several issue and gaps. The KIT-I was designed to overcome these ills. The program has the following key features to its credit: 1 st Multi-sector Programme in the Country for scaling up to meet the infrastructure gap High replicability of an idea in multiple places helps to broad base infrastructure to different regions High replicability of this program in other States / Country Democratise consulting by using TA panel on a large scale Integrated project development, institution and capacity building for sustainability of the program Helps in bottom-up reforms in a sector to bring in efficiency The programme covers 8 sectors, 12 Departments / agencies Key Features of the KIT-1 6

7 Benefits of the Program The program has given the following benefits: Creation of 120 (approx.) projects through one programme in a span of 120 days Initial Investment potential in these 120 projects are worth ` 1,01,206 crores Creation of 12 PPP Cells leading to sustainability of procurement through the PPP route Updated MIS system for the state infra projects Creation of 12 Sector profiles to showcase projects to investors Value Proposition of the program to other stake holders The project offers different value proposition to different stakeholders as below: Karnataka 140 Pojects, Rs. 1 Lakh Crore Investment Touching lives of Nearly all Karnataka Citizens To People of Karnataka: With 120 projects under this program, atleast one project is envisaged to impact the life of each person in Karnataka To Nation: The model can be replicated to meet the target of generating $ 500 Bn investment in infra projects through PPP route To other States: Each State could benefit from possible replication through various multipliers To DEA: As a nodal agency, it can use this model to replicate across States To ADB TA Project: Increase in contribution from ADB Technical Assistance and ADB can replicate across other geographies across Asia Other States + Nation DEA + ADB Replicability in other States Replicability in National Projects Program to bring in 30-50% of Investment through PPP Program for other Asian Geographies Key Benefits of Various Stakeholders 7

8 Program Multipliers In order to achieve the current scale of projects and invetments, the program incorporates several multipliers as below: Multiple sectors under this program- 8 nos. Multiple Departments / Agencies in the program - 12 & counting Multiple pre-feasibilities in each Departments / Agency- 5-6 pre - feasibilities Multiple places a type of project will be developed: For geographical spread of infrastructure, initially it was envisaged to develop a typical project in 3 places, but in certain projects, the replicability is much higher. (Eg. For MRI scanning machine, the replicability will be at 20+ places in one go). It may be a good idea to employ the next multiplier, of repeating this exercise (KIT-1) every 2 years. Program Status The program generated 120 project ideas in 4 months time with active support and guidance from Chief Secretary, Economic Advisor to Hon ble CM, Principal Secretary-Finance, Secretary-IDD; and Head of the Departments/ entities in Education, Health, Commerce and Industry, Energy, PWD, Transport, Tourism, DMA, BDA, BBMP and DULT IDD has conducted nearly 20 nos. of consultation programs to collaborate between consultants and 12 Departments / Agencies and to shape these projects Initial progress has been made on the deliverables of the program for the 12 entities as below 8

10 Brief Summary of all PPP projects including KIT The KIT-1 program has generated 120 projects spread over 7 sectors and 12 entities. Subject to the final PFR, the total project value of these projects is ` crores. 11 In addition to the projects generated under KIT-1, there are 69 additional earlier projects of ` crores which are at various stages of development. The Sector wise details on these PPP infra projects are provided in Annexure II along with the KIT-I projects. A brief on these projects are provided in below table. 12 The development of PPP Projects in Karnataka started around 8 years back. But in the last 3-4 years 33 of these have gone into implementation and operation as given below. 13 Way Forward Through KIT-1 Karnataka has made a good beginning in identifying and going ahead with preparation of a shelf of 120 projects. However the following challenges remain to be addressed to bring these projects to bidding by investors: Addressing the policy issues for the long gestation projects - implementation of Special Investment Region act for SIRs; amendment to current Solar Policy to accommodate solar rooftops; and Toll Policy for major bridges; Functioning of PPP cells with personnel in each entity at the earliest to take the programme forwards Procurement of TA / Tech consultant at the earliest for taking forward the project; Project Management plan for each sub-program and project for going to the market for selection of developer at the earliest. 13
