2 Brickwork Ratings Govt. of Karnataka (Dept. of Tourism) Empanelled Credit Rating Agency Brickwork Ratings, a credit rating agency founded by bankers, former regulators, and credit rating professionals, is a SEBI registered credit rating agency with its corporate office in Bengaluru. It is also empanelled by NSIC and accredited by RBI for carrying out SME and bank loan ratings respectively. It has a country-wide presence through its branches at Ahmedabad, Chandigarh, Chennai, Guwahati, Hyderabad, Kolkata, Mumbai and New Delhi along with representatives in 100+ cities. The promotion of financial literacy is one of the primary objectives of Brickwork Ratings. In a world where scarcity of useful information, complex structured transactions and use of a language that is still foreign to most retail investors, Brickwork Ratings aims to provide information in a manner that facilitates them to make informed decisions. Brickwork Ratings has received the permanent registration from SEBI as per the SEBI circular No. SEBI/MIRSD/DR-2/ SRP/Cir-2/2005 dated January 4, 2005 The RBI has accorded Brickwork Ratings, the ECAI (External Credit Assessment Institution) status under Basel norms approving BWR as an eligible CRA for bank loans/facilities.
3 Tourism Ratings Introduction The Department of Tourism (DoT), Government of Karnataka (GoK) has proposed a Karnataka Tourism Policy which sets the direction for the Karnataka tourism industry over the next five years, with the key objective of increasing the tourism sector contribution to the State GDP through large scale investment which is expected to generate over 4.3 million additional jobs. The tourism policy highlights incentives and concessions to facilitate equitable regional development, local community development, employment opportunities and encourages developments in lesser known/ visited tourism destinations of the state. The Tourism Policy specifies that all the tourism facilities and services in the state should be certified by a Rating Agency, to ensure delivery of quality services to tourists at acceptable standards. The Policy identifies around 18 tourism products ranging from services like eco-tourism to hard infrastructure like hotels/resorts/youth hostels/yatri niwas, for availing incentives and concessions from the government. Approximately 30,000 tourism products are expected to be benefited from this Rating program. The tourism products, when rated* through a certified Accreditation Agency have undergone rigorous assessment to ensure that they deliver a quality experience. Such accreditation would help develop effective and impactful tourism initiatives in Karnataka. The ratings would be used for the easy implementation of the tourism policy for providing various benefits like grants, tax exemptions, subsidies etc and promoting various tourism products through promotion channels available with DoT. Tourism - Karnataka Tourism is one of the priority sectors identified in the Government s overall growth strategy for the state. The tourism potential of Karnataka is immense and Karnataka aims to be in the top 2 tourism destinations in India and top 50 in the world. Karnataka, the eighth largest state in India has been ranked as the fifth most popular state in the country for tourism. The Unique Selling Proposition of Karnataka Tourism is that it is a Mini Incredible India in its tourism offerings. While it is the Cradle of Stone Architecture, it is also the Silicon Valley of India. As a One State Many Worlds destination, Karnataka has an abundance of natural resources from dense forests to breath taking beaches, rich heritage from historical monuments to religious and cultural centres, diverse forms of tourism from adventure sports to nature retreats to experiential tourism. Tourism is a critical sector for economic development and for sustaining employment, in both advanced and developing economies. Improving and sustaining the standards of the tourism service sector is hence pivotal to achieving the above objectives Tourism Department, GoK has empaneled Brickwork Ratings India Pvt Ltd, for Rating of Tourism facilities and services in Karnataka. *Ratings is generally used in the context of Credit Ratings. However, with respect to rating of tourism facilities and services, ratings or gradings can be used interchangeably.
4 Rating Of Tourism Facilities And Services Brickwork Tourism Ratings is a rating service designed to provide tourists and travellers, government agencies and service providers with an independent and unbiased opinion on the quality of tourism related facilities and services offered in the state. Brickwork Ratings is meant to provide useful information to tourists about the quality of tourist facilities available in Karnataka. The aim is to recognise quality, differentiate levels of facilities and services and make potential tourists aware about what they can expect before they actually travel. Brickwork Ratings help the tourism business owners to benchmark their business with their peers in the industry and work towards achieving excellence in their facilities and services. Brickwork Ratings is a collaborative partner in the Karnataka Tourism's efforts to attain and maintain high standards for Tourism Facilities in Karnataka. List of Tourism Facilities to be Rated 1. Home Stay s 10. Hotels and Resorts 11. Infrastructure and facilities available at tourism destinations 12. Intepretation Center / Tourist Information Kiosk / Tourist Information Center 13. Museums and Galleries 14. Rural Tourism Project 15. Tour Operations 16. Tourist Information center 17. Vocational Training Institutes (Training and HRD Infrastructure) 18. Wayside Amenities 19. Wellness / Holistic Health Center 20. Yatri Niwas Benefits of Ratings for Tourism Facilities and Services Increased credibility, visibility and reputation in the tourism market place. Improved customer confidence and satisfaction, leading to repeat business. Nomination of awards - Ratings of products will directly help in identifying and recognizing the stakeholders in tourism. Recommendations to GoI and International agencies on tourism destinations and products. Easy implementation of Karnataka tourism policy for providing various benefits like grants, tax exemptions, subsidies etc. Filing projects for approvals before any parastatal body such as Karnataka Udyog Mitra etc. Promoting various tourism products through promotion channels available with Department of Tourism (DoT). Process Tourism facility organisational Self - Assessment Review of tourism facility functioning, process, adherence to norms by DoT and financial documents Visit to Tourism facility site and independent assessment of services Management Discussions Qualitative Analysis Rating Report Publication of Rating As a GoK empanelled Rating Agency, BWR shall follow the standardized parameters, predefined and agreed upon with GoK for rating the tourism products and also its own unique criteria for the rating of tourism facilities. Tourism Products located within Karnataka will be rated. The ratings would be disseminated on the Department of Tourism (DoT) web portal and the website of our organization. Duration Minimum of 3-4 weeks from the mandate date Duration can vary if there is any delay in receipt of data.
5 Deliverables A Rating Letter A detailed Rating Report Dissemination of Rating in the website of Brickwork Ratings Surveillance The Rating of each tourism facility shall be applicable for three years as specified by DoT, subject to annual surveillance. It is the responsibility of the units to maintain the level and quality of the facilities so that it does not fall below the rated category. Surveillance shall be done at the request of the management of the business entity. Tourism Rating Scale As specified by DoT, the rating of tourism facilities would be carried out on the scale of A to E with modifiers as (+) or (-) to reflect comparative standing within the category.
