3 Issue Highlights IFPP: Resources to complete the work programmeare becoming more and more of an issue.. Delivery dates continue to slip to the right. ICAO and IATA are pushing hard for standardized VPT criteria. ICCAIA wants to make sure the adopted concept does not require aircraft equipment changes to implement. FLTOPSP Development of Visual Guided Approaches will require close coordination with the IFPP and PBN SG. FLTOPSP is leading the development of a ConOps. This effort has evolved into a joint working group with a focus on Visual Approaches with Prescribed Track (VPT) using RNAV. This is an item of interest to ICCAIA as the recommended use of ACAS (TCAS) mode has been an issue of debate over the past year. The ICCAIA position is that we do not wish for changes to be made to current checklists and procedures regarding the use of ACAS during an Emergency Descent. The desire to simplify and embed PBN into traditional operations will have an impact on ICCAIA with respect to operational approvals, PBN capabilities, and training. This effort has been led by EASA and ICCAIA has contributed significantly to the development of training syllabi for pilots. Continued coordination is required with DG Panel on requirements for carrying Li Batteries. The ANC agreed that further work regarding safety risk assessments and developments on the transport of lithium batteries will be led by the FLTOPSP with the support of the DGP and the AIRP.

4 Issue Highlights SASP The evolution of the Longitudinal, Lateral and Vertical separation standards, as well as the associated Safety assessment methods are key to airspace capacity, flight efficiency, and Safety. Some SASP work continues to progress safety assessments predicated on presumed or observed GNSS performance without consideration of PBN specifications, e.g. issues of integrity as well as accuracy. Since industry relies on PBN requirements for certification and operational approvals, such system performance is not guaranteed nor maintained by industry practice. Industry needs to continue to help educate the operations-safety community on aircraft and operator performance and how these should be credited in air traffic operations that are inclusive of specific required performance of aircraft systems. There is growing pressure for use of airborne data (e.g. FMS information), but little recognition of the cost or capability for retrofit for such systems. ICCAIA can benefit from sharing information on fleet capabilities in ADS-C, ADS-B, CPDLC for FMS information datatlink, and potential relative costs of mandates vs. using available sources of data or manual entry as compared to projected system benefits. Increase in SADS-B interest is pushing for rapid deployment of surveillance systems without a well-considered use plan nor technical requirement definition. Deployment of SADS-B without systemic considerations may cause industry to be forced into the expense of system improvements to meet these requirements.

5 Issue Highlights ATMOPSP/WTSG: Wake Turbulence Study Group: FAA and Eurocontrol have suspended their collaborative work on wake vortex separations and RECAT 2 due to various disagreements on methodologies and results. This may result in 2 different matrices for separations, and nonoptimal use of airspace. Status discussed during the 2 meetings. During October meeting, all parties agree that the activity of this group should restart. Secretariat was tasked to take the appropriate actions. But no progress today. VGA (RNAV Visual Guided Approaches): Briefing during April meeting. No real enthusiasm of ATMOPS at this stage. Communications Panel (CP): Data link services, technology and applications are key to all ATM modernization programs. The decision to delay by 2 years the publication of ATN Baseline 2 CPDLC and ADS-C requirements and procedures, is leaving little margin for ATN Baseline 2 initial deployment in Europe. Data Link Implementation Strategy and the development of Future SATCOM Standard.

6 Issue Highlights Navigation Systems Panel (NSP): SARPS validation for Ground Based Augmentation Systems to support CAT II/III closed at NSP/3 Reviewed and accepted by ANC. Fragmentation of GNSS services: if states could mandate or preclude the use of specific GNSS elements (e.g. specific constellations or augmentations) in their airspace. NSP is developing a Concept of Operations (ConOps) for Multi-Constellation/Multi-Frequency (MC/MF) GNSS in an effort to address these concerns. However the interests of States to preserve their ability to mandate specific GNSS elements seem to be resulting in a very complex ConOps which may make implementation of MC/MF GNSS expensive. Remotely Piloted Aircraft Systems Panel (RPASP) The main focus of the ICAO panel is to develop the SARPS in accordance to the ideas in the RPAS manual. Also of high interest are the assumptions and the CONOPS that are under development. Three categories are worldwide being developed: Open, Specific and Certified operations are being developed within JARUS and on national level. ICAO will only approve the category in Certified operations. However, some activities has started within ICAO to address issues of small, low level flight (below 500ft) and very high altitudes (above FL500). There has been no change to the predicted 2017/2018 date for RPAS standard and recommended practices. However, this timeframe might be difficult to achieve.

7 Issue Highlights PBNSG: As a result of ICCAIA efforts to ensure issues concerning the PBN approach procedure name change from RNAV to RNP, a paper was presented at the 39 th Assembly. The paper suggested that ICAO rewrite the Circular covering the subject. The suggestion was adopted by ICAO and the PBNSG was tasked with assisting the Secretariat with rewriting the Circular. RNP AR Departure Procedures are being included in the RNP AR APCH NavSpec. This Nav Spec and the RNP AR Departure criteria and standards are highly desired by the commercial aviation community. The new NavSpec material is of great concern to the manufacturers and ICCAIA actively participates. It s expected that there will be a significant amount of editorial changes to the PBN Manual. A thorough review of the drafts will be required to determine if there is anything of concern in the update. The Visually Prescribed Tracks (VPT) concept, previously known as RNAV Visuals, is still in work by the Flight Operations Panel (FLTOPSP). There have been revisions to the concept and the PBNSG, as well as other panels, has provided significant comments. The concept is an attempt to standardize visual operations by having an ICAO adopted standard criteria included in PANS OPS.

8 Issue Highlights Global Aeronautical Distress and Safety System Advisory Group (GADSS-AG): The Global Aeronautical Distress and Safety System (GADSS) Concept of Operations (CONOPS)is driving improvements within ICAO Standards and Recommended Practices (SARPs). The developed SARPS facilitate, amongst other things, an up-to-date record of the aircraft progress and, in case of a forced landing or ditching, the location of survivors, the aircraft and recoverable flight recorders. In 2015, ICCAIA responded to State letters AN 11/ /12 and SP 55/4-15/15. In the responses to these state letters from ICCAIA and others during the development of Annex 6 Operation of Aircraft SARPs, it was found there is a need to update the GADSS CONOPS in an evolutionary manner to reflect the development of the SARPS, complementary provisions and guidance material. This group is updating the ConOps and planning additional ICAO work to implement GADSS The Aviation System Block Upgrade Project Panel Team (ASBU PPT) As part of a effort to update the Global Aeronautical Navigation Plan (GANP) ICAO has formed this project team. The goal of the activity is to review the ASBU framework to make it a useful framework for all aviation stakeholders to enhance their air navigation capabilities based on their specific requirements and operational scenarios. The group is working toward two deadlines: The Symposium on Air Navigation Implementation Strategies (SANIS) and the Global Air Navigation Industry Symposium (SANIS): both in the week of Nov 2017 (2.5 days each) The Air Navigation Conference: September 2018 (Final Draft)

9 Activities Beyond Panel Support Beside engagement in ICAO Panels, the CNS/ATM Committee did the following: Coordinated development of a working paper to the 39th ICAO Assembly concerning approach naming conventions. Introducing this paper served to move ICAO from an entrenched position to agree to revise guidance and consider issues associate with the transition to the new naming convention. ICCAIA continues to be engaged with this issue through IFPP and the PBN SG. Developed ICCAIA policy statements for Interoperability and New Technology. Monthly status briefings on Panel activities. Coordinated positions to State Letter E 3/5-16/90 Draft ICAO Position on items of interest to aviation on the agenda of the International Telecommunication Union (ITU) World RadiocommunicationConference (2019) (WRC-19) No comments were generated
