2 Why we do? To enhance predictive safety management, flight quality monitoring serves as a vital method for safety assurance, which has won wide recognition among the world aviation industry. CAAC began to sponsor research on FOQA techniques in 1993 Implementation of FOQA project in 1997

3 Why we do? CAAC issued Regulations on FOQA Management in 2000 CAAC issued civil aviation safety directive to implement industry standards of FOQA items for Airbus and Boeing aircrafts in 2007 CAAC issued CCAR-121-R4 in 2010 CAAC issued AC for FOQA in 2012

9 WQAR Installation WQAR installation is required for all aircrafts operated in CCAR 121 from 2017 It is encouraged to update WQAR from 2G to 3G cellular CAAC provides national financial support to airlines before July 31, 2017
