The airport is the busiest single runway commercial service airport in the United States, serving over 20 million passengers per year. The Airport Authority also serves as San Diego County's Airport Land Use Commission, responsible for protecting public health and safety surrounding airports. It accomplishes this by ensuring the orderly development of land around airports and the adoption of land use measures that minimize the public's exposure to excessive noise and safety hazards around airports. With a mission to provide air transportation services to the region with safe, effective facilities that exceed customer expectations, the Airport Authority is committed to operating San Diego's air transportation gateway in a manner that promotes the region's prosperity and protects its quality of life. Airport Development Program The Airport Authority has embarked on a phased Airport Development Plan (ADP) which will take the airport from 51 to 61 gates and features several key elements, including: The phased design and construction of a new Terminal 1 to match the exceptional Terminal 2 facility expansion completed in 2013; Relocation and consolidation of Airport Authority administrative offices, maintenance and aviation support facilities to optimize the use of the constrained site; and Potential for additional capacity for aircraft movement. Industry Recognitions Overall, the Airport Authority can be described as the little Airport that could, having consistently punched above its weight. In October of 2016, the Airport Authority was certified through the Airports Council International s Airport Carbon Accreditation program. The program creates a framework that helps airports identify, manage, and ultimately reduce their carbon emissions. San Diego International Airport has also been recognized for having the only LEED Platinum-certified airport terminal building in the world. The Airport Authority has a strong and diverse leadership team with the recent appointment of Kimberly Becker, formerly the Executive Director of San Jose International Airport, as President & CEO (see Addendum 1 for CEO biography and Addendum 2 for an Airport Authority organizational chart). Passenger Air Service San Diego International Airport currently serves 54 non-stop domestic and 7 international destinations through a diverse mix of passenger air carriers, including: Air Canada Alaska Airlines Allegiant Air American Airlines British Airways Condor Delta Airlines Edelweiss Frontier Hawaiian Airlines Japan Airlines JetBlue Airways Southwest Airlines Spirit Sun Country Airlines United Airlines Virgin America WestJet San Diego International Airport is also served by several cargo and express carriers including DHL, UPS and FedEx. 5 San Diego International Airport Facts Founded in 1928, San Diego International Airport is the busiest single-runway commercial service airport in the nation. The runway is 9,401 feet in length and 200 feet in width. The airport features 51 gates in Terminals 1 and 2. The airport is conveniently located three miles northwest of downtown San Diego and sits on 661 acres, a remarkably small area as compared with most commercial airports. In 2006, by voter referendum, it was determined that San Diego International Airport would remain in its current location with a single runway for the foreseeable future. The airport and affiliated enterprises contribute more than $9 billion annually to the regional economy. Approximately 8,000 employees work for the airlines, support service providers, federal agencies, fixed base operator, cargo operators, concessions, and San Diego County Regional Airport Authority at the airport. In 1976, San Diego International Airport became the first commercial airport in the nation to enact restrictions on late night and early morning takeoffs. While arrivals are permitted 24-hours a day, departures are prohibited between 11:30 p.m. and 6:30 a.m. As a result of the planned retirement of the incumbent, the San Diego Regional County Airport Authority is seeking an experienced leader to guide the execution of key sustainability and development initiatives in the current Five-Year Strategic Plan. As an executive leader, the successful candidate will be responsible for giving the proper strategic direction and effectively sustaining high levels of staff engagement. This represents a tremendous career opportunity for a strong executive leader with airport or other relevant development experience to join the team of a dynamic and growing enterprise. KEY RESPONSIBILITIES The Vice President, Development is responsible for managing Authority departments focused on airport master planning, land use planning, infrastructure and facilities development, airport noise monitoring and mitigation, and environmental sustainability. He/she will need to drive innovation and achieve efficiencies in operations where possible. In addition, the VP will ensure the Airport Authority engages in a proactive and productive manner with relevant stakeholders, both on-and off-airport. The Vice President of Development must exhibit a continuous focus on an enhanced customer experience, an appreciation for the role of a public agency as a steward of community assets, and a relentless drive for results. An ideal candidate will have a business mindset and will be able to see the big picture in a variety of settings. He/she will take action to direct and oversee the development of short- and long-term goals and objectives consistent with the Authority s strategic plan, service development plans, and capital development plans for San Diego International. The successful candidate will also demonstrate an approach to leadership that engages and mobilizes a diverse team of employees in a collaborative, cross-disciplinary manner with the following specific responsibilities: SAN DIEGO COUNTY REGIONAL AIRPORT AUTHORITY Vice President, Development Page 5 of 11
6 Plans, integrates and evaluates the work of assigned departments to ensure that facilities and services comply with the policies and strategic direction set by the President/CEO, Board of Directors; Participates in formulation of the Authority s strategic plan and other long-range operational, route service, facilities and resource plans consistent with the Authority s vision and values; Provides leadership and works with assigned management team to develop and retain highly productive, customer-oriented staff through selection, compensation, training and day-to-day management practices which support the Authority s mission, vision, values and operating objectives; Directs and oversees the planning, engineering design and construction of major airport facilities and maintenance projects, ensuring adequate facilities to meet the growing needs of the San Diego region; Interprets President/CEO and Board of Director instructions and requests; makes interpretations of federal, state and local ordinances, policies, and applicable laws and regulations to ensure compliance within assigned areas of accountability; and Within departmental areas of accountability, serves as the Authority s representative to professional, industry and community groups and customers and to other agencies, organizations and individuals. YEAR ONE CRITICAL SUCCESS FACTORS Advance the Airport Development Plan (ADP), achieving aggressive upcoming milestones and setting in place future deliverables. Assure on-time, under-budget completion of a new Federal Inspection Services (FIS) facility to accommodate current and anticipated international air service. Assure on-time, under-budget completion of a new Terminal 2 Parking Plaza to accommodate customer parking and related services. Develop a keen understanding of San Diego International Airport, its culture, stakeholders, and the community it represents. Ensure successful completion of the $800 million capital improvement program and other projects and initiatives that are already in process. PROFESSIONAL EXPERIENCE/QUALIFICATIONS Ideal Experience and Qualifications Direct experience in commissioning new airport infrastructure, new terminals, new concourses, new roadways, and the like. Brings at least 10 years experience in an airport operations environment including activation of complex airport construction projects which have included a customer interaction component. Given the criticality of this role in the project, this role requires someone who has been there and done that in the airport development context. Brings a strong track record of successful project management as related to planning and executing flawless operational transitions for new airport facilities. This experience could have been gained through a shorter list of larger projects (e.g., 10-gate terminal expansion) or through a series of smaller but well executed capital projects over a longer period of time. 7 Possesses a deep knowledge of all facets of airport operations and systems, both landside and airside, with an appreciation of how operations affect all stakeholders such as airlines, the TSA, the FAA, law enforcement, concessionaires, and ground transportation. Strong and proven planning and project management skills including a demonstrated ability to lead multi-disciplinary teams. A proven ability to partner effectively with all airport stakeholders. Very strong communication skills, both verbal and written, including outstanding listening skills. The legal right to work in the United States. The successful candidate is likely today working in one or more of the following contexts but, regardless of his/her current organizational affiliation, he/she should bring the key core competencies below: A leading edge and well-regarded airport operating organization (private sector airport operator, airport authority, city/county airport administration) that has successfully undertaken and commissioned material new infrastructure. The facilities department of a well-respected airline that has taken lead oversight for the development and commissioning of material new airport infrastructure. A well regarded third party airport program management/construction management provider that has played a key role in commissioning new airport infrastructure. Prior experience with public private partnerships (P3) and alternative financing and delivery methods specifically within an airport/aviation setting will ensure successful deployment of projects. 10 ADDENDUM 1: President & CEO Biography Kimberly J. Becker President & CEO Kimberly J. Becker was appointed President/CEO of the San Diego County Regional Airport Authority on May 1, She brings with her nearly 30 years of experience in the aviation industry. As President/CEO, Ms. Becker is responsible for management oversight of the Airport Authority and San Diego International Airport (SAN). This includes the Airport Authority's annual operating budget and five-year capital budget. According to the most recent economic impact study, SAN generates about $10 billion annually in economic impact for the region. Ms. Becker served as Director of Aviation for Mineta San Jose International Airport from , and held increasingly responsible positions at that airport since 1995, including Chief Operating Officer and Assistant Director of Aviation. Her career in aviation and airport management also has included operations and environmental positions at Lockheed Air Terminal in Burbank, Calif., and Teterboro Airport in New Jersey. Ms. Becker has served as President of the California Airports Council representing 33 Commercial Service Airports across the state and is on the Board of Directors for the SW Chapter of the American Association of Airport Executives. She previously served on the Board of Directors of the San Jose Silicon Valley Chamber of Commerce, Joint Venture Silicon Valley and on the Advisory Board for San Jose State University's Aviation Program. Ms. Becker holds a bachelor's degree in business administration from Indiana University of Pennsylvania, and a master's degree in business administration/aeronautics from Embry-Riddle Aeronautical University in Daytona Beach, Florida.
