2 INSTRUCTIONS CONTAINED HEREIN ARE SUBJECT TO CHANGE AS PER OPERATIONAL REQUIREMENTS. All Train Service employees must be familiar with this manual and be governed by the Instructions contained therein. The Toronto Tenninal Operating Procedures Manual contains infonnation for Crews arriving and departing Toronto Union Station, and train movements between Toronto Union Station and the Toronto Maintenance Centre, hereafter called the TMC. Train crews operating in the Union Station Rail Corridor will be governed by USRC Operating Manual No.5 dated February 15, Train crews arriving or departing from, Ottawa, Montreal and Montreal Maintenance Centre will be governed by the applicable manual for that location. VIA train crews will comply with the applicable, CN, CP or RA, Canadian Rail Operating Rules, General Operating Instructions, safety rules and operating bulletins while on Railway property. Train consists, equipment cycles, shop and wye moves may be modified resulting from passenger traffic demands, equipment failures, late train operation etc. Crews are to be governed by the instructions of the Yardmaster, T.O.P., OCC and Managers. The Manual has been divided into the following sections: Section 1 General Section 2 Re-issue of Local Notices Section 3 Train Specific Duty Times and Instructions June 2,2013

3 SECTION 1 - GENERAL VIA Toronto South and VIA Capreol Locomotive Engineers will report for duty and go off duty at TMC. Locomotive Engineers leaving, or picking up equipment at Toronto Union Station will be taxied between Hotel, TMC and Toronto Union Station. Locomotive Engineers must be in possession of the applicable TGBOs, DOBs, TSTRs, and other necessary forms for their train prior to departing the TMC unless authorized by TMC Controller, Yardmaster, OCC or Manager. TGBO's are available at Toronto Union Station for trains 52 and 56. CREW ARRIVING AND DEPARTING TORONTO UNION STATION WILL BE GOVERNED BY THE YARDMASTER, THIS MANUAL OR SPECIAL INSTRUCTIONS. Conditional Stops (C): Conditional stops will be identified on a VIA schedule by the letter (c) placed next to the name or station time. When so identified a train need not stop provided there are no passengers to detrain and it has been confirmed through the SM/Delegate that there are no passengers to entrain at that station. Unless authorized by the Operations Control Center, trains must not wye prior to arrival at final destination. 4 ARRIVING TORONTO UNION STATION LEs will call the Yardmaster in advance to report defects, which may prevent the train consist from operating through to another train. Due to various and changing restricted clearance locations within the train shed do not ride the side ladder of an engine or the side of any other equipment when moving within the Union Station train shed. LEs must exercise caution when entraining or detraining on side ladders of stationary equipment and be on the lookout for restricted clearances. SPOTTING TRAINS IN TORONTO UNION STATION Train arriving with passengers will be stopped and spotted to permit de-training passengers access to both arrivals stairwells, unless instructed by Yardmaster to spot train at East-end, center or West-end. After stopping train at required spot, and prior to releasing doors to the SM, LEs are to release train brakes, allow slack to settle, then re-apply (relax the brakes.) This procedure is required to ensure that any subsequent brake release does not result in movement ofthe equipment. LEs will spot trains, ensuring vestibule doors are accessible for wheelchair lift. Trains arriving Union Station that are expected to operate as the trailing halfofa "J" train (ex. 76 ~ 648) may be required to couple onto equipment prior to offloading passengers when directed by the Yardmaster. When required, please be governed by the following: LEs must receive permission from the Yardmaster prior to coupling on to occupied equipment at Union Station CROR 113(h) requires specific actions to be taken prior to coupling to passenger equipment and GOI Section 8, Item 12.10, requires a coupling to be stretched to ensure it is secure. ICLE on arriving train must ensure that SM is not given door release until trains are coupled and movement has made [mal stop. This change in routine is to be discussed with the SM during initial job briefing (when possible) and prior to arrival at Union Station. In the event that a wheelchair lift is required for the inbound train, train is to be spotted for the wheelchair lift, and passengers offloaded, prior to coupling to other equipment. June 2,2013 3

5 SECURING TRAINS IN TORONTO UNION STATION LEs will: Make full application of Independent Brake and Automatic Brake. Extinguish Headlight and Ditch-lights. Remove Reverser handle and place in the refrigerator and isolate the unit Place Generator Field Switchlbreaker in "OFF" position. Switch HEP (Hotel Power) to "Standby" mode. Apply hand brake/parking brake and leave tag "HAND BRAKE APPLIED" on Automatic Brake Valve. Complete defect logbooks. Leave the TSIC form or Train Brake Status Report on the locomotive. Locomotive doors must be locked on equipment left overnight at Toronto Union Station. As long as brake pipe continuity is present and the controlling locomotive is left running (AESS equipped units are to be considered as continuously running) equipment left as above is deemed to be compliant with the hand brake requirements as outlined in the USRC terminal Manual No.5 Item 2.3. INCIDENT REPORTS, and TRAIN SUMMARY TRIP REPORTS will be given to Yardmaster when on duty. Trains will not be released until the Yardmaster has received the required documentation. Yardmaster will fax INCIDENT REPORTS and TRAIN SUMMARY TRIP REPORTS to Operations Control Center at June 2,2013 4

6 PASSENGER TRAINS DEPARTING LEs ARE RESPONSIBLE FOR PERFORMING THE REQUIRED TESTS AND INSPECTIONS. LEs will spot trains, ensuring vestibule doors are accessible for wheelchair lift prior to loading passengers. LEs will perform pre-departure briefing with Service Manager prior to train departure. This briefmg will include all pertinent information as required by PTJ 1.14 and Annex 1. All fields on Regulatory Information Exchange Form (RIEF) must be completed. Locomotive Engineers on duty at Toronto Union Station must have their portable radio on and with them when not in the cab of the locomotive so they can be reached by the Yardmaster. Twenty (20) minutes prior to departure time: - Both Locomotive Engineers must be on the equipment or platform Fifteen (15) minutes prior to departure time: - All pre-departure tests should be completed at this time and train should be ready for an on-time departure. All tests must be complete 15 minutes prior to departure to allow EM personnel time to troubleshoot and resolve any test related issues. Five (5) minutes prior to departure time: - LEs will be available and ready for a door test from the SM (when handling LRC or Renaissance equipment). Radio check with SM must take place before this time. - LE will switch HEP from "Standby" to "RUN", and release hand brake/parking brake. One (1) minute prior to departure. LEs will call John Street or Scott Street TMD to advise ofan on time or late departure. When SM has advised LEs that all doors are closed and secured the train may depart on time. When a Yardmaster is on duty, ALL TRAINS must receive permission from the Yardmaster prior to departing Union station. The radio communication with the Yardmaster must be clearly understood and confmned to the Yardmaster for correctness. Both locomotive engineers must verify with each other that the Yardmaster has released the train prior to departure. Yardmaster, when on duty, will obtain releases from Baggage Staff, OTS, EM and Station prior to releasing train to LEs. Yardmaster, when on duty, will also obtain releases from ESC for trains 56/54, 60, 44,73,644 Sat-Sun, 46, 64, 75/81,83,66,87,48 Mon-Fri, 648 Sun, 79 Train should be moving at scheduled departure time. In addition to all other train brake requirements, a "Running Brake Test" must be performed on all trains departing Toronto Union Station. June 2,

7 Connecting Trains Departing trains will not hold for inbound conne(;ting trains unless authorized by the Operations Control Centre. Yardmaster, Manager Train Operations, Customer Experience Manager or OCC will advise the crew. Train Movements to TMC and Wye Before departing Toronto Union Station for the TMC or Wye: Obtain release from Yardmaster, on radio channel 3. Advise Yardmaster if you require transportation to Hotel. Yardmaster will arrange Shuttle. Yardmaster will obtain release from Baggage staff, EM staff and Station staff, as required. Perform the required tests prior to departure. Equipment moves from Toronto Union Station to TMC or Wye. With OTS Staff: SM or SSA will inform LEs all doors are closed and secured. Without OTS Staff: LEs will ensure all doors are closed and secured. Call John St. Tower TMD. Request signal: Advise TMD of your train and track number, and your train's destination (wying, north lead, south lead, etc.) Approaching Mimico, call the TMC controller on Channel 3. Request a track at the TMC. If you are going straight in, once stopped, Release train to TMC Controller. Advise OTS Staff, if any. OK to open doors left/right side at TMC. Secure train. If you are wyeing your train prior to arriving at the TMC. Request a track after leaving the main line from the TMC Controller. Stop at Main Gate to detrain OTS Staff, if any. Advise OTS Staff, OK to open doors left/right side at Main Gate. SM or SSA will advise all OTS Staff clear of train. Wye the equipment. Once stopped. Release train to TMC Controller. Advise OTS Staff, if any. OK to open doors left/right side at TMC. Secure train. June 2,

8 TRAIN MOVEMENTS FROM TMC Locomotive Engineers must be in possession of the applicable TGBOs, DOBs, TSTRs and other necessary forms for their train prior to departing the TMC. Equipment moves departing the TMC. LEs will be responsible to: Obtain Locomotive number and location of the train. Required equipment (flagging kits, first aid kit, etc) is on board. Perform a Continuity Brake Test and record it on TSIC. Test radios. Release hand brakes/parking brake. Perfonn Bearing Monitoring Test. Equipment moves from TMC. With OTS Staff, SM or SSA will infonn LEs all doors are closed and secured. Without OTS Staff, LEs will ensure all doors are closed and secured. LEs will meet with Service Manager prior to train departure. Test Radios. If the train is not released, the crew will be governed by the instructions of the TMC Controller. LEs will advise the Yardmaster of delay with reason for delay. When train is ready to proceed from the TMC: TMC Controller is to be advised and he will contact the RTC and arrange for signals. Contact Yardmaster, when on duty, to obtain track and spotting instructions for Union Station. LEs are responsible to spot train so that the doors are accessible for wheelchair lifts. LEs will place HEP in "standby" when the train is spotted and secure the unit when LEs are not in the locomotive. The Locomotive Engineer will notify the Yardmaster, when on duty, when the train is spotted. June 2,2013 7

9 INSTRUCTIONS TO BE FOLLOWED IN THE ABSENCE OF A YARDMASTER: Yardmaster Coverage: Daily (No Yardmaster ) In the absence of the Yardmaster, all emergencies not pertaining to railway operations (employee or passenger injury, fire, etc.) should continue to be communicated to the Com-Ops. Rail operations emergencies (ie signal passed without authority, improper sequencing of signals) will continue to communicated to the TMDs within the USRC as is the present practice. Com-Ops Contacts: Radio- SM Channel/Phone In the absence of the Yardmaster all non emergency matters will be handled as follows: Base Plan (All trains to/from TMC): I) Trains arriving to offload passengers then proceed to the TMC: Trains will be spotted straddling stairwells/escalators and in a position to allow wheelchair lifts as per Toronto Tenninal Operating Manual Release doors to SM as per PTI procedures If handling baggage car: ICLE to personally contact Baggage In Charge to release baggage car to baggage department Secure any required documentation (DaB) or equipment (back-up horn) from Yardmaster's office If handling baggage car: ICLE to personally contact Baggage In Charge to receive release of baggage car back to LEs. Receive confinnation that doors secured from SM as per PTI procedure Contact TMC Controller (CN Channel 3 / Phone ) for yarding instructions at TMC Call TMD John St to advise of planned departure and required routing for TMC (inbound or outbound when applicable) If handling baggage car: ICLE/LE to confinn with each other that baggage car has been released prior to train being moved. On arrival at TMC fax TPRITSTRIIncident Reports to OCC and leave documents in basket designated for this purpose in the TMC bullpen. June 2) Trains arriving ex TMC to load passengers then depart for destination: Trains will be spotted straddling stairwells/escalators and in a position to allow wheelchair lifts as per Toronto Terminal Operating Manual Release doors to SM as per PTI procedures If handling baggage car: ICLE to personally contact Baggage In Charge to release baggage car to baggage department If handling baggage car: ICLE to personally contact Baggage In Charge to receive release of baggage car back to LEs. Call TMD John St to advise of planned departure If handling baggage car: ICLE/LE to confinn with each other that baggage car has been released prior to train being moved. Receive confinnation that doors secured from SM as per PTI procedure 2,2013 8

10 Trains Cycling/Servicing at Union Station: 3) Trains arriving to offload passengers then being Jeft at Union to cycle to an outbound train: Trains will be spotted straddling stairwells/escalators and in a position to allow wheelchair lifts as per Toronto Terminal Operating Manual Release doors to SM as per PTI procedures ICLE to contact Conununication Operator (Comm Ops) on SM Channel ICLE to advise Comm Ops that train is released to station staff (ESC, EM, Baggage) Train must be secured as per PTIJToronto Terminal Operating Manual LEs must not then move that train unless or until train has been released from Conun Ops as per item 4) below. 4) Trains originating at Union: ICLE to contact Comm Ops on SM Channel ICLE and Conun Ops to confirm together that releases have been obtained from Depot Car Foreman, ESC Lead Hand, and Baggage In Charge (if handling baggage car.) ICLE contact TMD to advise of planned departure ICLE receive confirmation that doors secured from SM as per PTI procedure June 2,

11 USE OF ALTERNATE TRACKS AT UNION STATION Due to ongoing construction at Union Station, the use of alternate tracks will continue. The following items will provide direction and guidance to best use of these alternate tracks: Track 1 : - Effective June 1 51 track I has been temporarily removed from service for construction purposes Track 6: - Renaissance equipment cannot be accommodated on this platform. All passengers to platform 12/13 (south side,) all special needs/limited mobility to platform 10/11 (north side) for GO elevator. Eastward trains spot 1 51 car at VIA escalator on 12/13; if handling baggage car, it must stay west of the GO ramp at centre on platform 10/11. Westward trains spot last car at VIA escalator. Avoid spotting any doors where a wheelchair lift will be required adjacent to the railings on the GO ramp or by the GO elevator on platform 10/11.. Track Track 7: - Renaissance equipment cannot be accommodated on this platform. - All passengers to platform 12/13 (north side,) all special needs/limited mobility to platform 14/15 (south side) for GO elevator. 13/14: - Renaissance equipment cannot be accommodated on this platform Both tracks served by island platform 26/27 at the extreme south end of the VIA concourse From track level the two stairwells located immediately east and west of the GO platform, and the elevator, access the VIA concourse All other stairwells access the GO concourse or the York and Bay St teamways, and are not a desirable access for our passengers When spotting on tracks 13/14 place eng on GO ramp at centre. This should keep the majority of our customers adjacent to the VIA elevatorlstaiiwells Please discuss any spotting and/or loading/off-loading issue with the SM during your pre-departure briefing and/or prior to arrival at Union. Please also note that the above instructions may be superseded by instructions received from the Yardmaster. June 2,

12 Yardmaster Specific Instructions The following instructions are in addition to those listed above that concern the Yardmaster's actions within those processes: 1400 Yardmaster will be expected to stay on duty to coordinate the departure of any train delayed beyond Yardmasters to ensure that sufficient supplies of Metro DOBs are printed and available in the Yardmaster's office for trains arriving after the Yardmaster's shift. Ifin doubt as to whether the Yardmaster must stay beyond their scheduled shift to deal with late arrivals, departures, or any other service disruption, Yardmaster must contact the Train Operations Duty Officer and be governed by their instructions. Yardmaster can use radio or eng cell phone to contact trains arriving after shift end times to relay any special instructions. Ifcontacting crews by eng cell phone Yardmaster must ftrst ask ICLE if he/she can talk at that time prior to relaying any instructions. ICLE can call Yardmaster back if other duties permit. Yardmasters must communicate any planned changes from track allotment to applicable TMD prior to end of shift, including any change to track assignment for 52/50 the following morning. Yardmasters must leave written transfer at end of each shift with relevant information for next scheduled shift. This transfer must be notated with time and date and signed by the outgoing Yardmaster. It will be retained in an office file. Yardmasters must supervise the coupling of engs or trains to any occupied equipment at Union Station (including equipment occupied by, or being worked on, by VIA employees.) Any passengers or employees must be advised prior to such coupling taking place: ~ Yardmaster will be directly responsible to communicate with EMlBaggage/ESC employees as per current protocols. ~ With reference to passengers, Yardmaster will be responsible to communicate with SM and confirm that SM of standing train is ready for coupling prior to authorizing such coupling. (Note: SM's responsibility will be to make ensure doors are closed and to make necessary onboard announcements.) June 2,2013 II

13 YARDMASTER PROTOCOL FOR HANDLING OF PEDESTRIAN CROSSINGS ON TRACKS AT UNION STATION When Station Staff require the use of the pedestrian crossings on Tracks 8,9,10, the Station employee in charge of these crossings (Crossing Guard) will contact the Yardmaster to request permission to use a specific crossing or crossings. Yardmasters must contact both the John St. and Scott St. TMDs and request that the signals at centre of each track to be used be blocked at Stop. When confirmation has been received from both the John St. and Scott St. TMDs that such signals have been blocked at Stop, Yardmaster can give permission to Station Staff to utilize the crossing(s) so protected. When Station Staff no longer require use of each crossing, the Yardmaster must be advised. The Yardmaster may then advise the TTR TMD(s) that they can release blocking on the specific track identified. Yardmaster may choose to leave blocking in place until such track is required for train movements. Yardmasters must record the following information, on the form provided, for each track requested, each time a request is made: 1. Track number(s) being requested 2. Time that John St. TMD confirms signal blocked at Stop 3. Time that Scott St. TMD confirms signal blocked at Stop 4. Time that the Crossing Guard releases each track back to the Yardmaster 5. Time that each track is released back to the TMD 6. Any tracks still blocked at Stop at end of shift must be transferred on Yardmaster transfer sheet and copy of log sheet left with transfer. If necessary, Yardmasters can use more than one log sheet for each shift. June 2,

14 FAMILIARIZE YOURSELF WITH DERAILS AT THE TMC: TRAINS DEPARTING TMC FROM DEPARTURE YARD ("D" YARD) I) Approach outbound derail and stop equipment at stop board on the west side of the derail. 2) Press the push button. 3) Observe that derail is in non-derailing position. 4) Proceed eastward over derail. 5) The holding circuit will maintain the derail in the non-derailing position until the last piece of equipment clears the circuit. 6) Then the derail will automatically return to the derailing position. TRAINS ARRIVING TMC VIA THE DEPARTURE YARD ("D" YARD) I) Approach outbound derail prepared to stop short of derail but occupying the bond on the east side of the derail. 2) Unlock the switch lock and manually place the derail into the non-derailing Position. 3) Restore the derail handle to automatic position and place foot pedal to power operation and reapply the switch lock. 4) Observe derail and confmn that the derail remains in the non-derailing position, while the derailing switch is in power operation. 5) Proceed westward over the derail and into the yard. 6) The holding circuit will maintain the derail into the non-derailing position until the last piece of equipment clears the circuit. 7) Then the derail will automatically return to the derailing position. Should the Derail fail to function as per either of the above procedures, TMC Controller must be notified immediately. Where necessary, the requirements ofcror Rule paragraphs (c) and (d) will be considered fulfilled after using the self-restoring derail departing the TMC, when advised by the TMC Controller, that the derail has been restored to normal or will be protected by the TMC Controller. Train crews must advise the TMC Controller that they will be using the derail to determine that the TMC Controller is able to observe or protect the derail. ===============================================~============= The Crossover just west of Signal 068S 1, between VIA TMC North Lead and VIA TMC South Lead, is now equipped with a CN switch lock. CROR 104(0) and special instructions are applicable at this location. Semi-Automatic switches on VIA Property must be operated by hand from December 15 to March 15.(Switch must be lined by hand for all trailing movements) June 2,
