During 24 September 2003 nfrastructure Steering Group (SG) meeting, SG chairman, Mr. Michael Wynne, DUSD(AT&L), proffered to "claim credit" for work previously accomplished on site selection for the JSF. This provides new direction to the JCSG's Flight Training subgroup assigned the task of selecting the initial training base for the JSF within the Base Realignment and Closure process. Not availing use of previously accomplished work will add significant workload to this subgroup, and enable erroneous conclusions due to the limited time to accomplish the selection. 3 BULLET BACKGROUND PAPER ON JONT STRKE FGHTER MNMUM BEDDOWN REQUREMENT PURPOSE - To list the minimum beddown requirements for the Joint Strike Fighter (JSF) - The requirements listed below are provided by the JSF Joint Program Office's Joint Working ntegrated Process Team RUNWAY -- Two or more parallel runways available for safe recovery of aircraft -- Runway dimensions of 9,000' X 200' to allow for multi-ship formations takeoffflandings -- Field elevation less than 1,000' MSL -- Existing compatible instrument approach equipmentjfacilities -- Single or crossed runway with growth potential for a second parallel runway -- Emergency recovery runway within 50 NM of the main operating base -- Minimum runway dimensions of 8,000' X 150' -- Field elevation between 1,000'-3,000' MSL -- Ability to install required instrument approach equipment and allied support PARKNG -- Parking for 140 aircraft -- ArmDearm areas large enough to support 12 aircraft at each end of runway -- Parking for 75 aircraft but expandable to 140 aircraft Lt Col Kapellas/SAF/EBB/ October 2003

4 -- Armem areas; no pads but appropriate land available to construct pads to meet mission needs AUXLARY FELD OPERATONSCARRER OPERATONS -- Auxiliary Field within 50 NM of main operating base hour operations; Field Carrier Landing Practice (FCLP) capable -- Field elevation less than or equal to 1,000' MSL -- Distance to aircraft carrier less than 600 NM -- Auxiliary Field greater than 50 NM away from main operating base is unacceptable hour operations and FCLP capable -- Field elevation between 1,000'-3,000' MSL -- Distance to aircraft carrier greater than 600 NM is unacceptable ARSPACElRANGE -- More than 3 Low Level routes with entry points within 90 NM of the main operating base; unlimited access 5 days a week -- Simulated Flameout pattern available at both the main operating base and aux field -- Distance to training area less then 120 NM --- Airspace is ACMT/TACTS capable, supersonic approved, and approved to drop chaff and flares -- Air-to-air range areas greater than or equal to 3,200 square miles with 4 areas available for simultaneous use. --- Altitude block available from the surface to 50K -- Air-to-ground range area is larger than 1,600 square miles and collocated with or beside a MOA; area is split into 4 operating areas for simultaneous use --- Altitude block from surface to more than 30K

5 --- Live weapons delivery capable with impact scoring system and threat emitters -- More than one Low Level Route within 90 NM of the main operating base; with limited access -- Simulated Flameout pattern available at either the main operating base or auxiliary field -- Air refueling track within 120 NM and 250 NM of main operating base -- Distance to training areas greater than 120 NM but less than 150 NM from main operating base -- Air-to-air range area between 1,800 and 3,200 square miles --- Altitude block available from surface to more than 25K -- Air-to-ground range area between 250 and 1,600 square miles not collocatedfbeside a MOA --- Altitude block from the surface to not less than 20K --- Can deliver inert weapons and has limited threat emitters, no scoring system WEATHER -- Days where weather is better than 3,000' cloud cover and 3 miles visibility --- Main operating base (at least 300 days), aux field (at least 250 days), range (at least 250 days) -- Days where weather is better than 3,000' cloud cover and 3 miles visibility --- Main operating base (at least 200 days), aux field (at least 200 days), range (at least 200 days) ENVRONMENTAL -- Emissions within attainment -- Noise less than or equal 65 DNL with no residential development

8 - (Substantive) ARSPACEmANGE Section: Due to airspace limitations, desired "altitude block available form the surface/floor to 50K" could lead to acceptance of MOAATCAA without a low altitude capability (floor significantly greater than 500' AGL). Suggest delete 4Woor'' from minimum and desired requirements (Changed) - (Substantive) RUNWAY Section: f ~1,000' MSL is the desired runway elevation, the minimum requirement should be ~3,000' MSL, not 1,000' to 3,000' MSL (The minimum reauirement is to have a field elevation less than 3,000' MSL and the desired requirement of less than 1.000' MSL--this is portraved as a value between 1,000' and 3,000' MSL in the minimum reuuirement section) - (Adrnin) ARSPACE/RANGE Section: A "full scale weapons delivery" capable range might mot necessarily include live delivery capability. f live delivery is desired, suggest replace "full scale" with "live'' and leave "inert" weapons in the minimum requirements (Chanced to "live") - (Admin) AUX FELDjCARRER OPS Section: Having desired requirement of aux field w/in 50 NM and min requirement of not more than 50 NM is essentially the same thing.
