4 Introduction INTRODUCTION Meeting 1.1 The combined Sixth Meeting of the South Asia/Indian Ocean ATM Coordination Group (SAIOACG/6) and Twenty-Third Meeting of the South-East Asia ATM Coordination Group (SEACG/23) was held at Bangkok, Thailand from 29 February to 03 March Attendance 2.1 The meeting was attended by 70 participants from Bangladesh, Bhutan, Cambodia, China, Hong Kong China, India, Indonesia, Lao PDR, Maldives, Nepal, Philippines, Singapore, Sri Lanka, Thailand, United States, Viet Nam, IATA, IFALPA, and ICAO. A list of participants is appended at Appendix A to this report. Officers & Regional Office 3.1 Mr. Sylvester Israel, (India) retired as Chairperson of SAIOACG, so an election was held. Mr. Ibrahim Thoha General Manager Air Traffic Management, Maldives Airports Company Ltd was nominated by India, which was seconded by Bhutan. As there were no other nominations, Mr. Thoha was elected as the new Chair of SAIOACG. 3.2 Mr. Raymond Li, (Hong Kong, China) also retired as Chairperson of SEACG, so an election was held. Singapore nominated Mr. Chhun Sivorn, Director of Air Navigation, Standards and Safety, SSCA of Cambodia, which was seconded by Hong Kong, China. As there were no other nominations, Mr. Sivorn was elected as the new Chair of SEACG. 3.3 Mr. Len Wicks, Regional Officer ATM, ICAO Asia and Pacific Office was the Secretary for the combined meeting. Opening of the Meeting 4.1 Mr. Ibrahim Thoha and Mr. Chhun Sivorn welcomed participants to the meeting. 4.2 On behalf of Mr. Arun Mishra, Regional Director of ICAO Asia and Pacific Office, Mr. Len Wicks also welcomed participants to the ICAO Regional Office. Documentation and Working Language 5.1 The working language of the meeting and all documentation was English. There were 12 Working Papers (WP), seven Information Papers (IP), and six Flimsies considered by the meeting. A list of papers is included at Appendix B to this report. i

5 Introduction Draft Conclusions, Draft Decisions and Decisions of SAIOACG and SEACG Definition 6.1 SAIOACG and SEACG recorded its actions in the form of Draft Conclusions, Draft Decisions and Decisions within the following definitions: a) Draft Conclusions deal with matters that, according to APANPIRG terms of reference, require the attention of States, or action by the ICAO in accordance with established procedures; b) Draft Decisions deal with the matters of concern only to APANPIRG and its contributory bodies; and c) Decisions of SAIOACG and SEACG that related solely to matters dealing with the internal working arrangements of these bodies. 6 Report on Agenda Items REPORT ON AGENDA ITEMS Agenda Item 1: Adoption of Agenda (WP01) 1.1 The provisional combined agenda (WP01) was adopted by the meeting. The List of Papers (IP01) was noted. 7 Report on Agenda Items Agenda Item 3: Review of Current Operations and Problem Areas Review of FIR and SRR Descriptions (WP03) 3.1 ICAO presented updated information on Asia/Pacific Flight Information Region (FIR) and Search and Rescue Region (SRR) descriptions being considered for incorporation into the electronic Air Navigation Plan (eanp). Meeting participants were invited to review the FIR/SRR information relevant to their administration, and were requested to provide feedback to ICAO on the accuracy of the data. 3.2 Thus far, two State Letters had been issued with 11 of 30 administrations responding (only 36.7%) to the first, and 14 administrations to the second (46.7%). A further [customised] State Letter would be issued after the SAIOACG/SEACG meeting to provide each administration with their specific details, for comment prior to the ATM/SG/4 meeting in June When conducting initial analysis of State responses, it was noted that with regard to FIR boundaries, common problems were apparent: ICAO s Geographic Information Service (GIS) data showed overlapping descriptions; near geographical features such as coastlines, ICAO s GIS data was inaccurate (so States must provide more accurate, surveyed waypoints in these cases); some States appear to have made internal changes to FIR boundaries but it is unclear whether a formal Proposal for Amendment (PfA) had been submitted for the changes, so the ICAO Council could approve it; and some data was not available in the ICAO GIS. 3.4 Cambodia mentioned the difficulties of defining the national boundaries between nations. The Secretariat clarified that the national boundaries do not need to be identified in terms of coordinates, except where a coordinate was required to indicate the start and finish of the description, or it joined other coordinates in the High Seas. 3.5 The meeting noted the importance of States and administrations carefully analysing the data provided, to match it with their data and adjacent boundaries where possible (while also noting WP03 Attachments D and E, which provided information on whether ICAO had a record of the FIR or SRR being formally approved). The meeting was advised that ICAO would circulate the WP03 information by State Letter, and responses were needed as a matter of priority. Viet Nam ATM Activities and Operational Issues Update (WP12) 3.6 Viet Nam advised that the average traffic volume during 2015 was approximately 1,755 flights per day, which was an increase of 17.6% comparing with In December 2015, average traffic volume had increased to approximately 2,250 flights per day. 3.7 Viet Nam described successful implementation of Automatic Dependent Surveillance- Broadcast (ADS-B) and ATS Inter-facility Data-link Communication (AIDC) as well as the operation of Automatic Dependent Surveillance-Contract (ADS-C) and other ATM improvements. The new Area Control Centre (ACC) at Ha Noi had been supported by a re-sectorization of Ha Noi and Ho Chi Minh airspace to cope with the increasing traffic. 2

8 Report on Agenda Items 3.8 The meeting noted several operational issues addressed by Viet Nam, including the finalisation of operational Letters of Agreement (LOAs) for ATM contingency planning, noncoordinated traffic flow restrictions, the need to further reduce ATS surveillance spacing minima and unidentified aircraft affecting the safety of civil flights along ATS routes within the Ho Chi Minh FIR, according to Viet Nam. 3.9 The SAIOACG6/SEACG23 meeting discussed the ATM difficulties mentioned by Viet Nam, which were caused by short notice operational restrictions in the area. Singapore, Hong Kong, Lao PDR and IATA all agreed that the issue continued to cause major disruptions within their airspace. Hong Kong, China stated that they had tried to have a meeting with Guangzhou and Shanghai Area Control Centres (ACCs) to discuss the issues but so far this had not been possible ICAO noted that similar concerns had been raised at past ATM/SG meetings, and urged States to use the opportunity to conduct a meeting to discuss this matter. It was recognised that this may be difficult at a civil level, given the civil/military issues that appeared to be a cause of the problems. China agreed to further analyse the issue but it was clear that this may not be solved without the involvement of senior military officers. ICAO would attempt to address this at a planned civil/military cooperation conference in China Regarding the issue of unidentified aircraft, ICAO urged States to ensure that their aircraft are compliant with the flight plan provisions of Annex 2 and Procedures for Air Navigation Services Air Traffic Management (PANS-ATM). Addressing of FPL and ATS Messages (Flimsy 03) 3.12 Flimsy 03 presented information on the correct Aeronautical Fixed Telecommunication Network (AFTN) addresses prescribed in PANS-ATM, and discussed procedures implemented by some Asia/Pacific Region administrations that had led to complaints had been received by ICAO. The States concerned noted that if these were found to be non-compliant practices, they may receive an APANPIRG deficiency. 3

9 Report on Agenda Items Agenda Item 4: Implementation of New CNS/ATM Systems Seamless ATM Monitoring Update (WP04) 4.1 ICAO presented the status of the Seamless ATM Reporting process since November 2015, and the regional picture as of 16 February It reflected the implementation progress of air navigation improvements in the Asia/Pacific Region against the objectives set forth by the Global Air Navigation Plan (GANP) Aviation System Block Upgrades (ASBU) Block 0 and Seamless ATM plan version A total of 22 States/Administrations (52%) of administrations had submitted one or more report(s) on the ICAO Seamless ATM Reporting portal. Of those, nine had updated their progress on a regular basis. A total of 29 administrations had nominated their Points of Contact (POC). However, 13 administrations had not reported their POC. Seamless ATM Plan Update (WP05) 4.3 ICAO presented proposed changes to the Asia/Pacific Seamless ATM Plan as a result of the on-going 2016 review. Following the Global Air Navigation Plan (GANP) ASBU framework implementation, the review in 2016 included reference to the expected Block 1 ASBU modules and new Regional elements, to enhance safety and efficiency in the Asia/Pacific Region. Significant changes proposed were: extension of the expected implementation date of Phase II Preferred Aerodrome/Airspace and Route Specifications (PARS) and Preferred ATM Service Levels (PASL) items by one year to 07 November 2019; a new PARS and PASL Phase III, expected to be implemented in 2022; and new regional elements o B1-SAR; o Human-performance-language proficiency; o Ballistic rocket launch/space re-entry management planning; o Voice communications over IP between ATS units (VoIP); o Common aeronautical Virtual private network (CRV) and o Airport Master Plans. 4.4 The meeting discussed the process States were expected to use so that the draft Plan could be amended and presented to the ATM/SG/4. Meeting participants were asked to review the material provided, and to submit any comment to the ICAO Regional Office. Viet Nam and IATA stressed the need for the ATS surveillance coverage diagrams to be updated to reflect the current situation at the same time. BOBCAT Operational Update (WP06) 4.5 Thailand provided an analysis of westbound flights via the Kabul FIR associated with the Air Traffic Flow Management (ATFM) Bay of Bengal Cooperative Air Traffic Flow Management System (BOBCAT) system from commencement of operations in July 2007 until December The review encompassed implementation of enhanced Flexible Use of Airspace (FUA) in Afghanistan and full implementation of RNP10 50NM separation on 30 September

10 Report on Agenda Items 4.6 WP06 demonstrated that Estimated Elapsed Time (EET) inaccuracy was becoming the major cause of flights not entering Afghanistan airspace at Slot Allocation Flight Level. This was a significant trend change from previous reports when departures punctuality was major cause of flights not operating in accordance to Slot Allocation Flight Level. Accordingly, it should be communicated to airline and ANSP staff involved that aircraft should attempt to adjust flight to enter Afghanistan airspace within the 5-minute window after Estimated Time Over (ETO) at Afghanistan airspace entry waypoint in their BOBCAT slot allocation. 4.7 Figure 1 indicated that the percentage of flights operating at their preferred (or better) flight level continued to be between 83 93%. The major causes of aircraft unable to achieve their preferred flight level were: Estimated Elapsed Time (EET) inaccuracy (47%), tactical ATC issues (17%), departure punctuality (15%) and unknown more data required (20%). 100% 90% 80% 70% 60% 50% 40% 30% 20% 10% 0% Percentage Achieving Same or Better FL Figure 1: Percentage Achieving Preferred Flight Level 4.8 Between January 2014 and December 2015, an average of only 27% of flights entered Afghanistan airspace within five minutes of their compliance window, according to the BOBCAT Slot Allocation. This implied that, in the short term, the current 5-minute slot allocation buffer cannot be further reduced. Nevertheless, even with low airspace entry compliance, aircraft operators and ANSPs managed over percent of flights entering Afghanistan airspace at same or better flight level when compared to BOBCAT slot allocation. 4.9 Analysis of ATFM data from October to December 2015 showed an average of 16% decrease in delays, compared to the same period in This is associated with an average of 9% increase in slot request traffic demand in that period, indicating improvements in ATM such as FUA and availability of flight levels The meeting noted that the departure punctuality for Hong Kong, China was less than 40%, which was due to Hong Kong controllers not being aware of BOBCAT slot allocation departure times. ICAO noted that BOBCAT had been a very useful tool for more than a decade, but its ability to manage complex air traffic situations and the tactical needs of ATC was limited, and that the situation required a proper ATFM system (India would operationalise an ATFM system in mid-2016). Chennai FIR ANS Improvement Update (IP02) 4.11 India highlighted major initiatives within the Chennai FIR to enhance safety, efficiency and airspace capacity within a Seamless ATM environment, new ADS-B sites, use of Mode S to display aircraft identification (and thus relieve the shortage of Mode A codes), new ATC sectors, implementation of 30NM separation, Departure Clearance (DCL) and the Integrated ATS Simulator (IATS), and AIDC trials. 5

11 Report on Agenda Items 4.12 The meeting congratulated India on the work undertaken to maintain air navigation services during the recent flooding in Chennai India confirmed that there were plans to install extra ADS-B stations, including at a naval base in Campbell Bay (Andaman and Nicobar Islands, India). There was also a discussion about the possibility of ADS-B installation on an Indian naval ship, using experience from the United States. Implementation of ADS-B (IP03) 4.14 IP03 discussed the implementation of ADS-B in the Maldives. In November 2012, four ADS-B stations (Figure 2) were installed to enhance surveillance capability within Male FIR. In November 2013, the ADS-B facilities were integrated with the ATM system. ADS-B was approved for operational use on 07 January 2016, covering up to 90% of the Male FIR above FL The Maldives further noted that ADS-B coverage was possible beyond 200NM. India invited the Maldives to share ADS-B data from the two northern sites, and would consider sharing India s data in return. This would be discussed at a forthcoming meeting. 12 Report on Agenda Items Manila ADS-CPDLC AIDC Implementation Update (IP05) 4.16 The Philippines was conducting ADS-C/CPDLC trials in the eastern portion of the Manila FIR. The first phase started on 20 July 2015, with CPDLC used as the primary means of communications and HF as secondary from 17 September Phase 2 covering the western portion of the Manila FIR will commence, as soon as technical issues were corrected. Problem Reports (PRs) were submitted to FIT-ASIA CRA for analysis. The meeting congratulated the Philippines for the progress, and commended the use of PR following the endorsed process Subject to the resolution of technical issues, trial operations of Phase 3 covering the North Sector and Phase 4 covering the South Sector should be accomplished by Q With the completion of the New CNS/ATM Systems Development Project scheduled in 14 December 2016, full ADS/CPDLC services in the Manila FIR were anticipated by Q AIDC tests have been conducted with Singapore, Ujung Pandang, and Taipei ACCs to check interoperability. The Philippines advises that operational trials with Singapore ACC would commence as soon as technical issues were resolved. The meeting congratulated the Philippines on the progress. Indonesia and Hong Kong, China advised their willingness to test AIDC when possible. Distributed Regional ATFM Network Operational Trial (IP04) 4.20 Australia, China, Hong Kong China, Indonesia, Malaysia, Singapore, Thailand, CANSO and IATA provided a paper to update the meeting on the progress and development of cross-border ATFM initiative within the Asia/Pacific. Following Stage 1, the project moved to Stage 2 of the Operational Trial with the aims of validating Level-3 ANSPs demand prediction capabilities, and developing procedures to operate collaborative ground delay programmes through Calculated Take-Off Times (CTOTs). This was being achieved through local and cross-border table-top exercises, and demonstrating procedures through a series of scripted demonstration flights India asked how the different Traffic Management Initiatives (TMIs) or ATFM Measures might be handled when different States might be using different measures. IATA clarified that this was just a trial to establish the capability of the multi-nodal system, so matters like priorities of different TMIs would be considered later. ICAO remarked that it was important for someone to have responsibility for the longer term picture on how to establish full ATFM capability, in accordance with the Seamless ATM Plan (including capacity enhancement measures, TMI other than CTOT, management of disruptions such as weather events and civil/military cooperation) Hong Kong, China asked about training and qualification of ATFM personnel. The meeting was informed that the Asia/Pacific Framework for Collaborative ATFM (Appendix E) had extensive material on training expectations. The meeting was further informed that the European experience indicated that air traffic controllers could easily manage acceptance and implementation of CTOTs. Collaborative Air Traffic Flow Management over SAMAR- CATOS (Flimsy 05) 4.23 India discussed their plans India s efforts to address the issue of non-availability of suitable flight levels at SAMAR for westbound flights exiting Delhi Flight Information Region via position SAMAR during day time to be managed by the CATOS - Collaborative Air traffic flow Management over SAMAR. This Internet based application was capable of indicating availability of available levels to participating user airlines on first-come-first-served basis. 7

13 Report on Agenda Items 4.24 ICAO queried whether this system was consistent with the expectations of the Asia/Pacific Seamless ATM Plan, whereas the airspace near SAMAR was fully surveilled and thus a system that imposed procedural restrictions was not an expected solution. India clarified that the longitudinal separation minima applicable would be in agreement with neighbouring States IATA asked when the CATOS would be consulted with airspace users and when it was expected to be used. India replied that consultation with users would be undertaken (no set date for implementation was available). The meeting noted that there might be an option to simply extend the BOBCAT tool to cover SAMAR. Thailand asked that a paper about this proposal be presented to the ATFM/SG/6 meeting in June AIS-AIM Transition Plan (Flimsy 01) 4.26 Cambodia presented Flimsy 01, which was an overview of progress from Aeronautical Information Service (AIS) to Aeronautical Information Management (AIM). The meeting appreciated Cambodia s efforts to enhance AIM and noted that Cambodia was in a process of identifying a vendor to provide a database-driven solution for the Aeronautical Information Publication (AIP). Progress on PBN Implementation in Cambodia (Flimsy 02) 4.27 Flimsy 02 provided an update on the status of terminal PBN implementation at the main airports within the Phnom Penh FIR. This paper also discussed the implementation of PBN en-route parallel routes connecting major airports. ICAO noted the use of RNAV 5, which may not be capable of supporting such a network if the geometry of the navigation aids was inappropriate. Cambodia would consider the use of RNAV 2 as a navigation specification for the routes. 8

14 Report on Agenda Items Agenda Item 5: ATS Route Developments ATM Improvements within the Hong Kong FIR (WP07) 5.1 Hong Kong, China advised the meeting that with the decommissioning of CH Doppler Very High Frequency Omnidirectional Radio Range (DVOR) in 2017, all conventional ATS routes within the Hong Kong FIR would be re-designated as PBN routes. ICAO commended Hong Kong, China for its consultation process and consideration of a joint application with other affected FIRs to amend the routes on a uniform basis, instead of having different route designators on the same route segment. ATS Route Catalogue (WP08) 5.2 The Secretariat presented draft Version 15 of the Asia and Pacific Region ATS Route Catalogue for review and update. Report of the South China Sea MTF Review Group (Flimsy 06) 5.3 The Third meeting of the South China Sea Major Traffic Flow Review Group (SCS/MTFRG/3) was held from February 2016 at the ICAO APAC Regional Office. The meeting was attended by 28 participants from eight States and administrations, and two International Organizations. Relevant presentations and documents from the meeting were available at The SCS/MTFRG/3 considered that the title of the Group was not consistent with the expectation of review that encompassed more than the Major Traffic Flow routes. Therefore the SCS/MTFRG/3 submitted the following Draft Decision, which was endorsed by the SEACG: Decision SEACG/23 1 South China Sea Review Group Title That, the name of the South China Sea Major Traffic Flow Review Group be Expected impact: amended to South China Sea Traffic Flow Review Group (SCSTFRG) and Political / Global references in the Terms of Reference (TOR) duly amended. Status: Closed Who: States APAC RO ICAO HQ Other: 5.5 Thailand (Monitoring Agency for the Asian Region) conducted an analysis of traffic movements using the Traffic Sample Data. The visualization of this data was found to be very useful for participants to visualise the Major Traffic Flows and associated problem areas. 5.6 As one of the main objectives of the Group was to review the Flight Level Allocation Scheme (FLAS) to align it with the standard Flight Level Orientation Scheme (FLOS) in Annex 2. ICAO presented an overview of the existing non-standard FLAS /FLOS that had been in operation for many years. The meeting was of the opinion that this needed to be amended especially in the light of the safety issues caused by non-standard direction of flight, changes in traffic flows as well as the possibility to transition towards surveillance-based separation standards, supported by newer PBN navigation specifications. 9

15 Report on Agenda Items 5.7 The meeting discussed a proposed South China Sea Operational Concept, with an expected implementation of 09 November 2017 (Appendix C). The meeting noted that the principles of the Operational Concept could be amended to accommodate specific problems, and agreed it was a useful means of identifying a common vision that was in line with the Asia/Pacific Seamless ATM Plan. SEACG/23 agreed to the following Draft Conclusion, for consideration by the ATM/SG/4: Draft Conclusion SEACG/23 2 South China Sea Operational Concept That, the South China Sea (SCS) Operational Concept appended as Attachment C to the Report be adopted as planning guidance, and posted on the ICAO Regional Office website. 16 Report on Agenda Items PBN Highways (IP06) 5.9 IP06 provided information on planning for inter-regional Advanced Inter-Regional Air Traffic Services (ATS) Route Development Task Forces (AIRARD/TF), designed to use the most efficient PBN specifications, a degree of prioritisation, and end-to-end planning between major urban centres. Importance of Regional Co Operation In Development of ATS Routes (Flimsy 04) 5.10 Flimsy 04 presented India s initiative to co-operate with adjacent States to introduce new ATS routes in the Bay of Bengal area. The meeting commended India on its approach to increase capacity and ADS-B/VHF capability with an emphasis on shared facilities. Agenda Item 6: ATM Contingency Plans and Search and Rescue 6.1 There were no papers presented under this agenda item. Agenda Item 7: ANSP Coordination and Civil/Military Cooperation Civil/Military Cooperation Seminar 7.1 Prior to the SAIOACG6/SEACG23 meeting, a civil/military cooperation seminar was held on 29 February 2016, which included presentations on the following: ICAO Policy on Civil/Military (Circular 330); Regional Civil/Military Expectations (Asia/Pacific Seamless ATM Plan); Enhanced FUA, the European Experience (EU-AATIP); Civil-Military Cooperation in the United States (USA); Key points from the CMAC FUA Seminar Workshop (RSO); Airspace User Perspectives (IATA); and Flexible Use of Airspace (FUA) Manual Template (India). Rocket Launch/Space Re-Entry Activity Management (WP09) 7.2 ICAO presented an overview of issues affecting airlines, due to the poorly coordinated closure of large portions of airspace for rocket launches and space re-entry activities, caused by space and missile activities in Asia/Pacific Region. WP09 recalled the issues presented by IATA during ATM/SG/3 and presented draft guidance material on launch/re-entry activity for evaluation by SAIOACG/SEACG and the ATM/SG/ IATA thanked ICAO for its work in developing the draft material, commenting that India had noticeably improved their management of such activity. India expressed its appreciation to Indonesia, which had worked closely with India to fine tune the system, especially the expeditious cancellation of airspace restrictions. 11

17 FUA Manual Template (WP11) SAIOACG/6 and SEACG/23 Report on Agenda Items 7.4 India provided a template of a Flexible Use of Airspace (FUA) for consideration by the region, which was based on the Indian FUA Manual. 7.5 ICAO stated its appreciation to India for the draft template, commenting that this would form the basis of useful material for States that did not have mature civil/military cooperation. The material would be reviewed in detail by experts from Europe and the United States, under the aegis of the RSO and be represented to the ATM/SG/4. Agenda Item 8: Review of SAIOACG / SEACG Task List SAIOACG and SEACG Task Lists (WP10) 8.1 ICAO presented WP10, which contained the Terms of Reference (ToR) and SAIOACG/SEACG Task Lists (Appendix D and E respectively) of both SAIOACG and SEACG for review. Agenda Item 9: Any other business Update on EU AATIP Activities (IP07) 9.1 IP07 contained a brief description of the activities carried out by the European Union (EU) ASEAN Air Transport Integration Project (AATIP) since SEACG/22, including workshops and conferences on traffic modelling and simulation, change management and AIS-AIM. The meeting recognised the excellent support that the EU-AATIP project had provided to the ASEAN States. Agenda Item 10: Date and Venue of the Next Meeting 10.1 The next meetings of the SAIOACG and SEACG were tentatively scheduled for February 2017, at Bangkok, Thailand.
