WELCOME Mr. Bossle called the ANAC meeting to order at 6:00 p.m. He stated that Dr. Richmond had a conflict due to a class he was teaching and had asked him to chair the meeting. He then asked the attendees to introduce themselves. Page 1 of 3

APPROVAL OF MARCH 2013 MINUTES, Mr. Cannicle stated that he received an from Mr. Del Negri, from the FAA's Airport Traffic Control Tower (ATCT) requesting a cor_rection to _Paragraplr 4 of the Committee Comments and Questions section of the March 2013 ineetin! minutes,wheremr.luedtkehadaskedaboutsureofthesouthruilvayunderthe P._*.I a1ry-ort ]ay9r1-and future closure of the diagonal runwa! under'the n6w airport layout. The draft miriutes stated: "Jr4r. Del ltl9g1s1i-a_0elays mostly affect private planes. Carriers were told there would 6e delays, so they went to other airports." Mr. Del Negri requested amending the minutes to state, "Private/general aviation' airdraft are expected to take the same delay as.the air carrier traffic arriving and departing from the airp-ort, which may lead to some general aviation aircraft operating into or out of other airports. Air canier opelations should remain consisient at FLL." M-r. Cannicle also reported that Mr. Del Negri had notifiedhim that Ms. Linds-ay Adrian is the new ATCT Manager. Mr' Siegrist made a motion to approve the meeting minutes with the correction. Mr. Luedtke seconded the motion. The committee approved the minutes unanimously. M.s. Sandler reported_that she did not receive the PowerPoint presentation for the March 2013 meeting and it is not on the Airport's website. Mr. Baldwin and Mr. Cannicle said they wbuld investigate and ensure that all presjntations are posted. 3. OLDBUSINESS Mr. Cannicle reiterated that comments and inquiries regarding the airport expansion should be submitted to Mr. Allan Siegel who h,ad a conflict and could not attencl the curr6nt me-eting. Mr. Field requested that Mr. Siegel summarize the most frequently asked -guestions and BCAD's responses. Mr. BosslE suggested that Mr. Siegel prepare iwritten report for the ANAC members if he cannot attend the meetihgs. Mr..Beaumier gave a status report on the Voluntary Residential Sound Insulation Program. BCAD had invited 648 residents to participate and 555 had accepted. They will implement a 100-home "package; in August and additional 100 home packages every three months aftei that. Mr. Bossle asked about citizen reiponse-. Mr. Beiumier stated there had not been any complaints and residents noted very high levels of satisfaction with th6 improvements. The Courty has gone through three appraisals with Sheldon Mobile Home Park and will submit an offer^to purchase it. Whenihe B-oard approves.that process, the County will offer mitigation packages to the 98 mobile home owners, which will include combinations of unit purchase, replacement, and-relocaiion eipenses, as appropriate. The attomeys for the Ocean Waterway Mobile Home Park land owner and co-op have formally requestedlhat ihe County start the appraisal process. Once acquire_d, tle Coqnty will work with the City of Dania- Bedch to rezone the pr6perties froin residential to commercial. Mr. Beaumier invited ANAC members to contact him with any additional queitidns regarding the Program. 4. NOISE OFFICE TIPDATE Mr. Cannicle rypo$g{ that Runway l3l31 was offrcially decommissioned on May 6, 2013 and that Runway 9Ll27Ris now Runway l0l/28r, effective fray 2,2013. Additionally, effective on May znd,tie assigned west depar{.:re heading,b-ecalne 275 degree for Runway l0l/28r instead of the previously assigned h6ading of 270 degree for Runway 9Ll27d. ti" lhqq Plelgntgd a.powerpoint slide titled "West Departure Tiacks"-that showed runway diparture comparisons for 2001, 2011, 2072 and ,PRESENTATION -Runwav Headinss. Runwav Numberins. and Flisht Headines Mr. Baldwin made a PowerPoint presentation that is posted on the noise information section of the BCAD website at The presentation is in response to questions raised at the March 2013 meeting. It was noted thai the FAA airport diigram on the "FLL Layout Considerations" slide shows the south runway at its pre-extension length, even though it is under construction. Mr. Fisher stated his understanding that the runway is listed as "un-operational';and maintainid on the chart in its old configuration because it has not been decommissioned. When the runway is reopened, the diagram will show the new configuratlon. Mr. Field asked if runway headings [referring to the "FLL Heading Assignments" slide] are somewhat obsolete because global-positioning-satellite (GPS) guidance would do the same thiirg. Mr. Baldwin reiponded that FAA is developing 4rea_ Navigation (RNAV) procedures that will use very precise GPS guidance. The FAA also is conducting a South/Central Florida Optimization of Airspace Procedures in the Metroplex loefu) study -anto develop those procedures. Mr. Reasoner pointed out that the third item in the "FLL Heading Assignments" slide has error. Ii reads '?.n aircraft d.qgarting 9ir.R11nway 28 that is assigned to'fly heading 280'wlll turn approximately 3.6 degrees to the south..." The slide should indicate that the aircraft will turn to the north. Mr. McKeevef pointed oul that the second item in that same slide also has an error. It reads, "An aircraft departing on Runway l0 that is assigned to 'fly heading 100' will tum approximately 3.6 degrees to the north..." The slide shbuld indicat6 that the aircraft will turn tb the south. Mr. Baldwin will correct the slide before the presentation is posted to the website. 6. COMMITTEE MEMBER COMMENTS AND OUESTIONS Mr. Johnson commented that the runway construction photos displayed outside the ANAC meeting conference room are excellent and suggested everyone take a look at them. 5 Airport Noise Abatement Committee June to,2o!3 Meeting Minutes Mr. Baldwin distributed copies of the report titled "Total Hourly Operations." Mr. Luedtke said the report addressed his questions at prior meetings regarding the typical hourly distribution of arrivals and departures. Mr. Luedtke asked for clarification of Mr. Cannicle's statement in the March 2013 minutes that departures off the extended runway would go along Griffin Road. Mr. Cannicle responded that the statement was in reference to his observation that departures to the west off the runway would be approiimately parallel to and just north of Griffin Road. Mr. Field asked about the high number of "Unknowns" on the Loud Events Report for RMT #5. Mr. Cannicle responded that those operations were mostly general aviation flights departing from Runway for which no aircraft or flight identification data are available. Ms. Sandler stated there has been an increase in helicopter operations over Melaleuca Gardens. Mr. Cannicle responded that based on information he received from the control tower, the helicopter trafhc is almost entirely law enforcement agencies. However, for security reasons, they cannot disclose which agencies and what they are doing in the area. Mr. Field commented that helicopters need to be restricted due to safety concerns. Mr. Cannicle responded that news helicopters at North Perry Airport have consolidated and use the same feed. Mr. Bossle asked about the timeline for the new noise monitors. He believes there will be more complaints once the extended runway is open. Mr. Field asked how many new monitors would be installed. Mr. Cannicle said the County has started the process that will lead to new monitors. There will be one to the east and one to the west of the extended runway. Mr. Siegrist and Ms. Sandler asked about the locations. Mr. Cannicle answered that the potential locations are on centerline in John U. Lloyd Beach State Park for the east location and north of Griffin Road for the west location. 7. CITTZEN COMMENTS AND OUESTIONS Mr. Counts commented that airplanes are still flying below 600 feet when they reach RMT #8 in Lauderdale Isles, and one plane was meunured at 97 feet. Mr. Cannicle explained that the RMTs report the altitude of an aircraft when it creates the maximum noise level at the site. For landings on Runway 9L, that could be when the aircraft is on final approach south of the site. Altitudes around or below 600 feet would be expected. In some occasions, wind, weather, or other conditions may cause the maximum level to occur when the aircraft is very close to the runway end when the aircraft are lower. For Runway 9L departures to the east, the maximum noise level at RMT #8 may be when the aircraft has first lifted off the ground. Mr. Baldwin said he and Mr. Cannicle will develop some examples of this type of event for the next meeting. Mr. Counts also asked about the "Unknowns." Mr. Cannicle reiterated the response he provided to Mr. Field. Mr. Baldwin commented that certain information is not available if the pilots do not file flight plans. Ms. Wright commented that some planes from the north runway are still veering [referring to the "West Departure Tracks" slide]. Mr. Cannicle responded that those tracks are propeller general aviation aircraft, not jets. Mr. Baldwin noted that the FAA often assigns divergent headings to lower performing aircraft, to help them get out of the way of faster moving aircraft that takeoff after them, especially when an airport is down to one runway. Ms. Wright asked if that would be eliminated when the south runway is completed. Mr. Baldwin replied that would be determined by the FAA as they develop new procedures for the airport when the runway is reopened. Mr. Bossle requested that the new tower manager or a tower representative attend the September meeting. He or she could be listed at the top of the agenda so they would not have to stay the entire meeting if that is an issue. Mr. Cannicle said that he would pass the request along to Ms. Adrian. Mr. Reasoner asked about the flight paths for the increased number of southbound departures that go to the Caribbean, Central Americ4 South America, and Mexico. Mr. Baldwin said routing the aircraft to coordinate with operations at Miami International Airport (MIA) is a key factor. One reason for the OAPM study is to design procedures so that the airports can operate independently. Mr. Baldwin stated the team will do presentations as the OAPM moves forward. Mr. Fisher formally introduced himself to the attendees. He stated that he is with the Airport Expansion Project and is responsible for the Terminal 4 Project and the Noise Mitigation Program. Mr. Fisher stated that he is willing to attend ANAC meetings as needed to provide updates regarding the runway construction project.
