The Christian Romany Church is a special use structure which has served the Edgewood community for over fifty years and has been a positive contributor to the community at large and to the Edgewood community in particular. e he City Commission requests that Broward County take no further action to develop this parcel until a review of the number of social service facilities in the area is conducted anld the impact on the surrounding neighborhood is reviewed and there are discussions held with the Edgewood Civic Association and area residents. ~h'e City Commission further requests that the Board of County Commissioners of Broward County approve the request of the Christian Romany Church and Edgewood Civic Association to allow the continuation of the existing use by the church until all plans for the County parcel are complete and all development permits are approved and isdued. WHEREAS, Broward County owns a parcel of property located west of SW 3rd Avenue, south of SW 27'h Street, north of SW 28" Street and east of SW 4th Avenue in Fort Lauderdale, Florida ("County Parcel"); and WHEREAS, Broward County has plans to locate social service facilities on the County Parcel; and WHEREAS, one of the properties within the County Parcel is the Christian Romany Church located at 330 SW 27m Street, Fort Lauderdale, Florida; and WHEREAS, a neighboring residential community represented by the Edgewood Civic Association is concerned about the possibility of the proliferation of social service facilities in a small area near their community and the potential it could have to negatively impact residential property values and quality of life in the area; and WHEREAS, there has also been support for continuing the existing use of the Christian Romany Church; and WHEREAS, these concerns were also expressed by the Council of Fort ~auderdale Civic Associations, nc. in its letter attached as Exhibit 1 ; and
3 RESOLUTON NO PAGE 2 WHEREAS, the Christian Romany Church is a special use structure which has served the Edgewood community for over 50 years and has been a positive contributor to the community at large and the Edgewood community in particular. Tearing down the structure and leaving the property vacant would not be in the best interest of the community; and WHEREAS, the City Commission adopted Resolution No in February 2007 urging the Board of County Commissioners of Broward County to pursue development of a new Rehabilitation Facility without including the Christian Romany Church property. A copy of the Resolution is attached as Exhibit 2; and WHEREAS, the City Commission considers the preservation of residential neighborhoods within the City of Fort Lauderdale of the highest priority; and WHEREAS, the City Commission wishes to take an active role in addressing, the concerns of the Edgewood residential neighborhood; NOW, THEREFORE, BE T RESOLVED BY THE ClTY COMMSSON OF THE ClTY OF FORT LAUDERDALE, FLORDA: SECTON 1. That Broward county should take no further action to develop the County Parcel until a review of the number of social service facilities in the area is conducted and the impact on the surrounding neighborhood of adding additional facilities is reviewed, and discussions with the Edgewood Civic Association and residents in the area about Broward County's proposed plans take place. SECTON 2. That the City Commission of the City of Fort Lauderdale, Florida hereby requests that the Board of County Commissioners of Broward County approve the request of the Christian Romany Church and the Edgewood Civic Association to permit the continuation of the existing use by the church located at 330 SW 27'" Street, Fort Lauderdale, Florida until all plans for the County Parcel are complete and all permits for development are approved and issued.,

At the time Edgewood Civic Association and the Council supported the re-location of BARC on that property. ~ubse~uently, the County has acquired additional land which abuts the parcel originally purchased and identified as the proposed location for the BARC facility (that is currently located and operating in Sailboat Bend) and is now attempting to request a zoning change to the new land acquired with an intent to add additional facilities and services to the project. The additional new facility is Exhibit 1
6 identified to be for a Sexual Assault Treatment Center (that is currently located and operating on SE 4" Avenue). While we applaud the offering of services to the community, the proliferation of SSFR facilities into residential neighborhoods in Fort Lauderdale has become a burden on many of those communities and is impacting property values, quality of life issues and taking advantage of the goodwill of the neighborhood. The Council of Fort Lauderdale Civic Associations joins with Edgewood Civic Association in opposing the zoning change and the additional facilities and services planned for the new location. t should be noted that the County has not yet had any discussion with the neighborhood association or surrounding property owners nor publically disclosed the intent to add the additional facilities and social services. We urge you to oppose this zoning change as it will create an undue burden on this community, was not a part of the original plan presented and is not in the best interest of the surrounding property owners, schools and churches. li should also be noted that a number of years ago, the property being cbnsidered for rezoning, was acquired through imminent domain by the County and the City wrote a resolution to the County opposing the action of acquiring this property in that fashion and for the removal of an active and vibrant church on that property - which remains today as a tenant to the county. Please consider this appeal to reject a zoning change of this property and assist in protecting the Edgewood Civic Association neighborhood from additional SSRFs that will be detrimental to the residents and community at large. S.W. 4th Avenue between S.W 27th and S.W. 28th Street; and 0 WHEREAS, pursuant to Ordinance No. ( , the City Commission approved a rez ning of this property owned by Broward County from 6-3 to CF for this purpose on September 7,2005; and a WHEREAS, in addition to the property approved for rezoning, Broward County has been ttempting to acquire additional property adjacent to this site, and one of those properties is the Christian Romeny Church located at 330 S.W. 271h Street, Fort Lauderdale, Florida; and P WHEREAS, the representative for the Church has strongly opposed its sale and has re eatedly expressed opposition to its acquisition by Broward County and has expressed their desire to remain a church; and. WHEREAS, Broward County filed an eminent domain action in the Broward count$ Circuit Court in an attempt to acquire the Church property; NOW. THEREFORE, BE T RESOLVED BY THE CTY COMMSSON OF THE CTY OF FORT LAUDERDALE, FLORDA: SECTON 1. That the City Commission of the City of Fort Lauderdale.
