4 1. WELCOME Dr. Richmond opened the meeting by introducing himself and asking each attendee to introduce themselves. 2. APPROVAL OF DECEMBER 2013 MINUTES Debra Van Valkenburgh moved to approve the September 8, 2014 minutes. Rae Sandler seconded the motion. The committee approved the motion unanimously. 3. OLD BUSINESS Winston Cannicle stated that preparation of the quarterly noise reports was temporarily placed on hold during contract negotiations with HMMH. Dr. Richmond noted lengthy contract negotiations are normal. Mr. Cannicle said distribution of quarterly reports will resume in advance of the March 9, 2015 meeting, using the normal distribution methods. Dr. Richmond requested that the reports be uploaded to the website as soon as possible. Mr. Cannicle agreed to do so. Mr. Cannicle announced that Jay Field resigned from the committee as a result of moving out of the area. Mr. Cannicle asked for recommendations to replace him as the representative for Remote Monitor #3. Pat Wright (currently the Monitor #3 Alternate) volunteered. Bud Johnson and Rae Sandler spoke highly of Mr. Field and his 23 years of service on the committee. Dr. Richmond shared a resolution presented on behalf of the committee to request that the BCAD recognize Mr. Fields service. Mr. Johnson moved to approve the resolution and Rae Sandler seconded. The motion passed unanimously. Dr. Richmond requested that Mr. Cannicle process the resolution through the appropriate channels. 4. NOISE OFFICE UPDATE Mr. Cannicle provided overviews of the ANAC mission and of his responsibilities as Noise Information Officer. The committee s purpose includes discussion of citizen concerns and of potential actions to address those concerns. He is charged with providing information and education on the status and possible solutions to airport noise issues. He cannot enact or change policies. He noted that neighbors often expect immediate improvements. He is committed to responding to inquiries as soon as feasible, but requests that residents recognize the need for patience with regard to change. Attendees then asked a number of questions that fell into eight major issue areas, with questions, responses, and action items as follow. Since there was a significant amount of give-and-take (between committee members, BCAD staff, advisors, and audience members), many repeat questions, and the fact that some audience members did not give their names, these summaries do not identify every questioner. Issue #1: New noise monitor installations Question: Where and when will the BCAD install new monitors off the ends of the south runway? Response: They will be installed at the Eastside Community Hall in Davie (4300 Southwest 55 th Avenue), and at the south end John U. Lloyd State Park in Hollywood. The BCAD has just received approvals from the Town of Davie and the Florida State Park Service. General Discussion: Christine Douglas asked what the RMTs measure. Mr. Baldwin explained that the monitors record a broad range of aircraft and community noise levels. Mr. Luedtke requested that Mr. Baldwin and Mr. Cannicle investigate the possibility of installing a vibration gauge on monitor(s) # 2 and/or #3 for the helicopter traffic. Action item(s): The BCAD will start the noise monitor procurement process shortly, following County procurement procedures. Installation is anticipated to start in the first quarter of Issue #2: Noise complaints Questions: Have the number of complaints gone up? Can you shorten the message on the complaint line? Responses: The runway opened for east-flow use on September 18 and for full use in mid-november. Complaints increased from the typical rate of about 30 per month to 162 in September, 213 in October, 632 in November, based on the calls to date it is anticipated that the total number for December will significantly exceed the number of calls received in November. One person has submitted approximately 60% of the complaints. The BCAD is investigating implementation of an automated system to permit simpler submission of complaints via telephone and the internet. Action items: BCAD will continue reporting complaint statistics at ANAC meetings and seek to implement the automated complaint system as soon as feasible. Page 2 of 4
5 Issue #3: Use of south runway to and from the west Question: Approximately what percent of departures are on the south runway? Why isn t the south runway just used to and from the east, with operations to and from the west on the north runway? Response: The FAA Tower Manager replied that approximately 30% of the 700 total departures occurring each day are on the south runway, or approximately 200 overall. The south runway must be used for both arrivals and departures to minimize delay, as described in the EIS. Action item: FAA will continue to use both runways in both directions, as required for efficient operations. Issue #4: Nighttime preferential runway use program Question: Does the prior nighttime preferential runway use program still apply? Response: No. In the Record of Approval for the EIS on the new runway, the FAA clearly stated that runway use could not be restricted in a formal manner. Remember that the FAA approved the prior program on a voluntary and informal status. The BCAD has requested that operators voluntarily refrain from using the extended south runway from 10 p.m. to 5 a.m. Mr. Delnegri noted that heavy Thanksgiving weekend traffic required night use of the south runway. General Discussion: Ms. Hansen asked if the inter-local agreement between the city and county regarding the new Part 150 noise analysis proposes to revisit the topic of voluntary night closures and if the voluntary night closures could end. Mr. Cannicle advised that the recommendation can be made but, the decision would be that of the FAA. Action item(s): The BCAD will continue to coordinate with operators and FAA to minimize night use of the south runway. Informal and formal runway use options including potential changes to the existing voluntary measure will be considered in the Part 150 update, as required by the FAA. Issue #5: Diverging departure headings Question: Departures are not following the former noise abatement procedure which called for departures to maintain runway heading for three miles from the runway end or until at 3,000. Response: The EIS noted that departures would be assigned headings that diverge up to 30 to permit simultaneous use of the two runways. The FAA has adopted headings that diverge 15. Runway 10 headings (takeoffs to the east) are 075 and 090, and Runway 28 headings (takeoffs to the west) are 285 and 270. General Discussion: Mr. Luedtke requested a graphic of the preferred flight paths. Mr. Cannicle presented a plot of actual departures on December 7, 2014, which showed that the airlines typically adhere to those paths. Chris Johnston expressed his opinion that flights should follow tracks and not headings. Mr. Luedtke requested that written notice be sent to airline supervisors to enact change for pilots who deviate from the established flight path. Mr. Johnston noted countries outside the U.S. are very strict when it comes to flying outside of departure tracks and the result could be losing landing slots. Pat Wright asked what the FAA is doing about flights in the U.S. that fly outside of the departure tracks. Mr. Delnegri noted that airlines are contacted when the pilots fly outside of regulated flight paths, but that penalties to airlines are handled by other parts of the FAA. Mrs. Wright asked if fireworks interfere with flight paths. Mr. Delnegri commented that he has never encountered fireworks interrupting flight paths. Airport security noted that any witness to fireworks should make a report to the authorities because use of fireworks is illegal. Action item(s): FAA will continue to use the diverging headings. Mr. Delnegri stated he would seek approval to use a single departure heading from 10 p.m. to 5 a.m., to minimize overflight of residential areas, with the understanding that the request might be disapproved. Issue #6: Short turns onto final approach Question: Some arriving aircraft are turning onto final approach close in to the airport. Corporate jets seem to be the most common jets conducting these operations. Response: Mr. Delnegri noted that standard procedures call for the Miami approach control to assign seven-mile finals to FLL approaches. He agreed to investigate any shorter finals. Page 3 of 4
6 Action item(s): Residents should report short finals to Mr. Cannicle. He will research the operations using the flight tracking system, and pass the information on to Mr. Delnegri for further investigation into potential reasons for the nonstandard operations. Aircraft operators and controllers will be contacted as appropriate for further information or training. Issue #7: Noise contours and future noise mitigation program eligibility Question: When will new noise contours be prepared to reassess the mitigation program boundary? Will the contours be based on noise measurements? If so, are there enough monitors? How long will it take to prepare the new contours? Response: New noise contours will be prepared under the Part 150 update that is projected to begin approximately 18 months after the south runway reopened (i.e., late 2016 or early 2017) and take approximately two years to complete. As required by FAA, the noise contours will be developed using the Integrated Noise Model. The FAA does not allow use of measurements to prepare contours, since it is impossible to have enough monitors for the purpose. The contours will be developed using actual flight track, runway use, and fleet mix information collected by the monitoring system. Action items: In 2015 BCAD will begin the process of preparing a request for proposals or qualifications to select a consultant to conduct the Part 150 update. Until then the current program boundary will be followed. Issue #8: Mitigation under the current program boundary Question: Who can answer questions about the current program, such as whether my residence is eligible, when it might be treated, how many properties have been treated, whether I have to make building modifications at my own expense to meet FEMA flood plain requirements, etc.? Can the program be accelerated? What is the status of the sales assistance and conveyance and release ( CAR ) programs? Response: Start by checking the website ( The website has answers to the types of questions raised at the meeting. If you still have questions, go to the Mitigation Program Outreach Center, 200 East Dania Beach Boulevard, Suite 103, Dania Beach. The BCAD has determined that there are insufficient resources to accelerate the mitigation program. The County Commission is in the process of approving the highest ranked firm to allow negotiations for a contract for the sales assistance and CAR programs. Action items: BCAD will keep implementing the current program within the existing eligibility area. The eligibility area may change based on the Part 150 results. Program status is updated regularly on the website. Individual homeowners are responsible for addressing code issues, such as Dania Beach codes related to updated FEMA floodplain boundaries. 5. PRESENTATION Jacques Beaumier gave an update on the sound insulation program. To date 1,168 home owners have been contacted to participate in the program, 955 of those home owners have or are currently participating and a total of 1,700 are eligible for the program. The next group of residents will be invited to the program in January Approximately one hundred homes in the sound insulation program were affected by the most recent FEMA flood maps that have been updated. Individual homeowners are responsible for addressing code issues, such as Dania Beach codes related to updated FEMA floodplain boundaries. Eighty-five of those homes have been approved to receive some type of installation and fifteen are no longer eligible for the program. The program office will work in conjunction with the homeowners and the county to reach some type of solution. The County Commission is in the process of approving the highest ranked firm to allow negotiations for a contract for the sales assistance and CAR programs. The Sales Assistance and Conveyance and Release contract is in the process of being approved by the County Commission. 6. COMMITTEE MEMBER COMMENTS AND QUESTIONS Mr. Gary Luedtke requested that Mr. Cannicle include in his research from complaints coming from the Griffin Road area (411) about aircraft altitudes.
