1 Aviation Committee MINUTES OF MEETING May 23, 2016 Meeting of the Aviation Standing Committee of the Chemung County Legislature Minutes of a meeting of the Aviation Committee of the Chemung County Legislature held in the Legislative Chambers, 5th floor, Hazlett Building, 203 Lake Street, Elmira, New York, on Monday, May 23, Members and officials present: John Pastrick, David Manchester, L. Thomas Sweet, Joseph Brennan, Kenneth Miller, Brian Hyland, Dr. Neil Milliken, Peggy Woodard, William Fairchild, Martin Chalk, Paul Collins, Richard Madl, Donna Draxler (Chairman of the Legislature), Rodney Strange, Richard Keyser, Karen Miner, Michael Krusen, Robert Dieterle, Michael Mucci, Steve Wilber, Jennifer Stimson, Andy Avery, Craig Southard, Matthew Hourihan, Robert Harris, John Brennan, Chad Nixon Legislator excused: Aola Jackson The meeting was called to order by the Committee Chairman, David Manchester. Chad Nixon, Vice President of McFarland Johnson ( MJ ), was in attendance, noting MJ will be providing management services for the airport while a search is conducted for a new Director of Aviation. In response to questioning, he advised the position may be tough to fill. However, there are a lot of good things happening at the airport, which will attract quality candidates. Motion was made by Sweet, seconded by Brennan, and unanimously carried, to authorize an agreement with McFarland Johnson for the provision of administrative staff to the Elmira Corning Regional Airport ( ELM ) during the search period for a new Aviation Director at a cost not to exceed $19,900 through July 31, Mr. Sweet asked if costs shown for the proposed agreement with ADK Consulting and Executive Search ( ADK ) include the advertising expenses. Mr. Mucci confirmed they do. The cost of ADK s services will be paid in three installments, and their services include prescreening and background checks of the potential candidates for the position of Director of Aviation. ADK includes an airport study, so job seekers can review the material and determine if ELM is a good fit for their skill set. Mr. Krusen requested the Chairman of the Aviation Committee be a part of the search committee interviewing the finalists for the position. An agreement with ADK Consulting and Executive Search was approved on the motion of Sweet, which was seconded by Collins, and unanimously carried, to conduct a comprehensive full service search for the position of Director of Aviation for the Elmira Corning Regional Airport at a cost not to exceed $28,000. Motion was made by Sweet, seconded by Collins, and unanimously carried, to authorize the application for and the acceptance of Airport Improvement Program Grants from the Federal Aviation Administration and the New York State Department of Transportation on behalf of the Elmira Corning Regional Airport ($7,500,000 - $6,750,000 Federal share, $375,000 State share, $375,000 local share) for the construction of the parallel taxiway project (Phase 1). A public hearing to consider the renewal of a lease agreement with the Chemung Canal Trust Company (ATM in the terminal building) on behalf of the Elmira Corning Regional Airport was approved on the motion of Collins, which was seconded by Sweet, and unanimously carried.

2 The proposed amendment of the concession agreement with Republic Parking to increase certain parking rates was reviewed. Mr. Sweet voiced his concerns that raising the fees would cause travelers to use another airport. Mr. Madl agreed, and he noted the chart shows use remaining the same. However, he feels increased rates will reduce the number of vehicles. Dr. Milliken echoed those concerns. Mr. Nixon acknowledged the concern airports have trying to meet the supply and demand for parking spots. The rates charged at ELM, however, are extremely low. This increase in fees, he advised, will not be enough to make people change their travel plans, and the airport needs the additional revenue to construct more parking areas. He feels the actual revenue will exceed expectations. Mr. Krusen stated the County is leaving revenue on the table at this point. This rate increase should generate roughly $400,000, more than one percent on the tax rate, he added, and it does not place the airport at a disadvantage. The rates at ELM are significantly lower than other neighboring facilities. Mr. Brennan stated that he agreed with Mr. Nixon and Mr. Krusen, and did not feel the increase in the parking rate would price-out travelers. Mrs. Woodard agreed, adding most travelers do not know what the parking rate is now. The business travelers will know, but the expense is covered by their companies. Mr. Krusen, at the request of Mr. Manchester, will provide a report on the current split in parking revenue between the County and Republic. Mr. Sweet requested a report of the parking revenues next year to ascertain the true impact of the fee increase. Motion was made by Collins, seconded by Sweet, and unanimously carried, to call for a public hearing relative to the proposed amendment to the airport parking concession agreement between Chemung County and Republic Parking to increase certain parking rates at the Elmira Corning Regional Airport. Motion was made by Sweet, seconded by Collins, and carried with Manchester abstaining, to issue a Negative Declaration of Significance relative to the State Environmental Quality Review of the proposed Airport Terminal Parking Lot Expansion and Access Improvements Project. The meeting was adjourned on the motion of Collins, seconded by Sweet, and unanimously carried.

17 May 3, 2016 Donna Draxler, Chairman Chemung County Legislature 203 Lake Street Elmira, New York RE: Recruitment of Director of Aviation Dear Donna: As you know, Ann Crook, the Director of Aviation, has resigned her position effective May 3, Ann is relocating to Martha s Vineyard in Massachusetts, where she will become the new Director of Aviation for their Airport. I have talked with Chad Nixon, Senior Vice President and Business Development Officer for McFarland Johnson, about steps that need to be taken to begin the recruitment for a new Director of Aviation at the Elmira Corning Regional Airport (ELM). In order to fill the void while we go through this very important process, Chad has also agreed to be available to oversee the management of the ELM until we successfully fill the vacancy. He performed this function for us in the past, specifically, when we were looking for an Airport Manager in The Director of Aviation is a very critical position in County government. The ELM has become the premiere Airport in the Southern Tier of New York. We now have over 50 percent of the total passenger service of this region which includes the Ithaca and Binghamton Airports. The ELM has also become a major factor in the economic development component of the Southern Tier economy. Most importantly, the airport provides extensive commercial air service through the three airlines that operate at our facility. It is also the base of operations for Corning Incorporated s aviation fleet. In an effort to help us recruit the type of individual that we need to secure as our Director of Aviation, I am recommending that we do a national search. I am also recommending that we use the ADK Consulting & Executive Search Company that specializes exclusively in recruitment for airports. They come highly recommended by McFarland Johnson Item # 2

18 and have an excellent track record in recruitment. I am attaching a proposal for Chemung County from ADK and am recommending that we contract with this company for a comprehensive full service search costing approximately $28,000. If you have any further questions, please do not hesitate to contact me. My staff will be available at the next Aviation Committee meeting to answer any questions the Legislators may have. 21 CHEMUNG COUNTY ROUTE SLIP * PERSONNEL REQUISITION Resolution authorizing application for and acceptance of Airport Improvement Program grants from the Federal Aviation Administration and NY State Department of Transportation on behalf of Elmira Corning Regional Airport Resolution #: 03 Slip Type: SEQRA status GRANT Explain action needed or Position requested (justification): In 2013 and 2015 Chemung County was awarded grants from the Federal and State Airport Improvement Programs to fund the design of a taxiway parallel to our main runway. The existing taxiway does not meet the FAA standards for a full parallel taxiway and it's location creates congestion at the terminal parking apron. This construction project is expected to take three years to complete under two separate grants. Once it is complete the taxiway will be completely compliant with standards and a long standing "modification to standards" will no longer be required. The full-length construction is estimated to cost about $13 million. This year we will begin construction of Phase 1, which should be about $7.5 million total project costs. This project will be paid with 90% Federal Share (grant amount of $6.75 million) and 5% NSYDOT (grant amount $375,000). The remaining 5% local share will be funded through airport passenger facility charge collections. Your director of aviation recommends authorizing the County Executive to apply for and accept AIP grant funds from the FAA in an amount not to exceed $6.75 million and NYSDOT in an amount not to exceed $375,000 for the construction of New Parallel Taxiway "A" Phase 1. Director of Aviation Elmira Corning Regional Airport Suite 1, 276 Sing Sing Road Horseheads, NY Dear Ann, Part of the services that we provide to you is a rate analysis of your rates and the Airports in your region. After we gather the information we compare your rates ELM is charging customers to park with the Airports in your region. We also look at other factors at your Airport when considering whether or not to make a recommendation for a rate increase. Some of the factors that we look at are current Airline activity, known future air traffic increases, effective date of the current rates, and capacity within the parking lots. When we review these categories with respect to ELM they are all very positive indicators. I put the rates for ELM and the four Airports in your region in the graphs below for your review. As you can see the rates that are currently being charged put ELM on the lower tier of the graphs. Other than Buffalo none of the other Airports in your region have an Economy lot so I put that rate on the same graph as the long term. The Buffalo Airport does have a third lot like ELM, but customers are required to ride a shuttle to and from the lot. So for that reason it was excluded from the graph since it is not as convenient as the Economy lot at our Airport. Item # 5

It is important to note that any increase or decrease in activity will affect these projections. We are currently in the process of designing a significant expansion of our existing short term and long term parking lots. While use of the parking lots at the airport is increasing our parking rates remain among the lowest in the region. Additionally, rates have not been increased for five years. The last increase was adopted by Resolution , which authorized an agreement with Republic Parking System (agreement expires August 31, 2017). A modest increase of $1.00 per day in the Economy Lot and $2.00 per day for Short and Long Term would keep us competitive with other regional airports and raise an estimated $350,000 in annual revenues for the Airport. The attached analysis from Republic Parking shows comparative rates at other airports and the total revenue estimate. Twin Tiers residents are choosing ELM over other airports because of our improved facility and level of service. By not keeping our parking rates at market levels, we are giving up revenue and forcing Chemung County taxpayers to shoulder more than their fair share of the cost of the Airport. Repeat this process for each Part 2 question where the impact has been identified as potentially moderate to large or where there is a need to explain why a particular element of the proposed action will not, or may, result in a significant adverse environmental impact.
