2 METROPOLITAN AIRPORTS COMMISSION FULL COMMISSION MINUTES SCHEDULED MEETING Tuesday,, 1:00 p.m. Room 3048A Lindbergh Terminal Wold Chamberlain Field Minneapolis-St. Paul International Airport Call to Order A scheduled meeting of the Full Commission, having been duly called, was held Tuesday, January 22, 2013 at Room 3048A Lindbergh Terminal, Wold Chamberlain Terminal, Minneapolis-St. Paul International Airport. Sara Thompson, Mpls, MN. spoke to the Commission regarding her concerns about the proposed RNAV implementation. PRESENTATION Mosaic Unveiling Jana Vaughn, Executive Director of the Airport Foundation MSP, addressed the Commission regarding the latest art projects at the airport. Four mosaic walls have been installed as part of the restroom development project on the E and F Concourses. She invited Commissioners to tour the mosaics following the Commission meeting. Diane Dombrock, Program Director for Airport Foundation MSP and Alan Howell, MAC Architect, provided an overview of the development project. Mosaic artists Barb Keith and Michael Sweeney, spoke to the Commissioners regarding the art they designed. Delta Air Lines MSP Update Bill Lentsch, Sr. Vice President Minnesota Operations provided an update regarding where Delta Air Lines stands today in Minnesota with particular focus on MSP. The key themes that he asked Commissioners to keep in mind were: 1) MSP is a key component of the Delta hub portfolio, 2) MSP

3 Page 2 operations and Delta Air Lines are running very well, and 3) Delta is focusing on investing in the facilities and their employees for the long term future of this operation. Questions and comments from Commissioners were as follows: People in the business community would like to see some international destinations added. What is Delta looking to MAC for assistance going forward? The baggage claim area could use some improvements. What do you think we will be seeing here as far as fleet mix is concerned? What are the pilot and flight attendant base numbers and what is your perspective of how that has changed over the last couple of years? With regard to the shortage of pilots that will occur over the next several years, what is Delta's perspective on that? Is there a program for recruitment? In Delta's deliberations regarding fleet mix is there any thought about what affect it might have on the environment? When you attend a leadership meeting in Atlanta, what are the issues from an industry standpoint does Delta worry about for the future that may involve MSP? You provided some conflicting trends and how best to deal with them. You indicated that MSP enjoys a lot of destinations because of the number of connections at MSP. Also, Delta will be going to larger aircraft which might suggest that you won't be able to serve some smaller markets and also the trend as to where essential air service going, etc. Please comment on how all those trends might impact MSP in the years ahead? Approval of a consent to assignment and assumption of the Airline Operating Agreement and Terminal Building Lease Agreement from Jazz Air LP to Aviation General Partner Inc. Approval of an amendment to replace Hot Dish with Ike's on Summit as a test site for electronic pull-tabs through the Airport Foundation MSP. Approval of an amendment to the HMS Host Batch 7 Agreement at Terminal 2 to establish a small bar concession located near gates H1 and H2. Approval of an amendment to the Sterling Works Retail Kiosk Lease Agreement retroactive to November 1, 2012 to incorporate the operation of two carts into one agreement.

Approval of a lease termination and new aircraft storage lease for R.P. Air, Mendota Heights, Lot 25A and a new issuance of a new aircraft storage for Lot 25A to C&P Aviation, Blaine, MN. Flying Cloud Airport Approval of a lease transfer from K&I Aviation, Lot 92 to DRMD Leasing, Eden Prairie, MN. Approval of a commercial sublease with Inflight Pilot Training, Eden Prairie, MN. Approval of a lease transfer from Air Rangers, Inc., and Peter Dahl, Lot 40A to A-4 Services, New Brighton, MN. Approval of a commercial sublease for Kurt Schendel, Lot 9, 11A and 13 with Inflight Pilot Training, Eden Prairie, MN. Commissioner King questioned whether this transaction is because of a change of ownership with Inflight? Commissioner Rehkamp questioned the amendment with HMS Host for Batch 7 and asked staff to explain the amendment. Anoka County-Blaine Airport Approval of a lease transfer from Brad Storch, Lot 82A to SRI Properties, Ham Lake, MN. AUTHORIZE THE LEASES, CONSENT OF TRANSFERS, AMENDMENTS, ASSIGNMENTS, CONSENT TO SUBLEASES, LICENSES, AND OTHER ACTIONS AS INDICATED. ALL SUCH APPROVALS ARE SUBJECT TO PAYMENT OF ALL RENT OR MONEY OWED THE COMMISSION, COMPLIANCE WITH THE TERMS OF ALL EXISTING AGREEMENTS AND PAYMENT OF APPLICABLE ADMINISTRATIVE FEES, IF ANY. AUTHORIZE THE EXECUTIVE DIRECTOR OR A DESIGNATED REPRESENTATIVE TO 110CUTE THE NECESSARY DOCUMENTS. Approval of Minutes Approval of the Minutes of the December 17, 2012 Scheduled Commission Meeting Financial Report - Board File No. Approval of the amount of $18,852, Commissioner Rehkamp questioned items regarding the baggage claim system, jail fees and Glock purchases. Commissioner Harris asked for further information from Staff regarding Kutak Rock LLP Bond Counsel Services. OLD BUSINESS - Board File No. Performance Based Navigation (PBN) Process Recap and Insights & Ongoing Efforts to Inform the Public on Airport Noise Related Topics Chad Leqve, Manager, Noise Environment & Planning, provided a lengthy review of the following issues: Level of environmental review under NEPA and FAA Orders EA and EAW versus EIS - MSP 2020 Improvements

6 Page 5 Performance-based navigation (PBN) process recap and insights & ongoing efforts to inform the public on airport noise-related topics - Public information following the September 19, 2012 NOC meeting - What is next and process insights - Ongoing efforts to inform the public on airport noise related topics - Noise Oversight Committee collaboration - Website: - latest news updated bi-weekly - "MSP Noise News" Newsletter - Quarterly Noise Public Input Meetings - Noise Complaints and Information Hotline - Briefings to City Councils and City Airport Relations Commissions - Development and Publication of Extensive Monthly Operations and Noise Reports The following questions and comments from Commissioners were as follows: The term "significant environmental effect" how is that determined? Provide a perspective on what would be required to trigger that change within the 65 DNL? There is a lot of talk in the community regarding RNAV and including RNAV in the EA. RNAV is an FAA program that we have nothing to do with. How or why would we include RNAV in our EA? You stated that the EIS would not develop any further information. How do we convince people to that fact when they have been led to believe that the EIS is the end all of everything and we are saying the EIS isn't needed. Performance based navigation includes RNAV? Confused as to what authority MAC has to decide whether to proceed with an EIS versus what is the FAA's authority. Is the answer that MAC could choose to do one if we so wish? Is it a better course of action to try and convince people that what we have done is everything that an EIS contains? Want to be sure that if we take the position that we don t want to proceed with an EIS that we do so with open eyes in terms of what kind of criticism we will get. After the vote that impacted the recommendation of the northwest departures, what actions has the FAA taken to date? It is the responsibility of the City Council to inform the community. Does staff have a regular plan to get on the recorded agenda of the City Council's and try to look for those city council members that represent areas that are affected and do a secondary reach out to them? Want to see some focus on the City Council and Mayor level on the actual agendas. Diane Miller, City of Eagan, Liz Petschel, City of Mendota Heights, John Bergman, City of Apple Valley, and Tom Fitzhenry, City of Richfield addressed the Commission and provided background on their efforts to inform their communities with regard to area navigation. These individuals are all members of the NOC Committee. Additional questions and comments continued: As a Commissioner I have offered to make presentations to Councils in my district at any time period, whether annually or semi-annually. I work with Councils in Richfield, Bloomington and Minneapolis. The other city's I represent are Golden Valley, Edina and St. Louis Park and has never been asked for a presentation until recently. I think there is renewed interest because of RNAV and I will renew my efforts to maintain more frequent and better communication with those Councils.

7 Page 6 A core challenge with communications is that this issue is definitely a neighborhood issue and even at a City Council level it is challenging for City Council members. It takes a lot of work to engage those issues with neighborhoods. Who is the owner and who is the messenger. What is going to compel the FAA to own this next round? What is it we are going to do about 30L and 30R? It was a little unclear in the presentation in terms of are we waiting for the FAA to approach us or will we take a proactive roll? Chair Boivin stated that after the November Commission meeting he asked Jeff Hamiel to get more involved with the FAA in Washington to find out what we can and can't do and how we can move things along. Jeff Hamiel, Executive Director/CEO, provided an update of his week long meetings with the FAA in Washington last week. Questions and comments followed: When is the earliest that we might see something for 30L and 30R? This is a national effort to update our air traffic control from 50's and 60's technology to today's technology. Because we were looking at the issue from the perspective of environmental assessment we have focused mostly on noise. We should be looking at this in a broader context by looking at all the factors. That might be helpful in terms of educating folks in Minnesota about what some of the benefits will be and that may have gotten lost in our past dialog. Commercial airlines are going to be required to invest billions of dollars in new technology and in terms of our future status as a hub if we don't achieve the benefits that Nextgen offers, I think we threaten our status as a hub in the future. I have had many calls saying that RNAV procedures are being done just for the benefit of the airlines. This is an opportunity to go forward and put some better information on the table. Once completed either the EIS or the EA would inhibit this body from moving forward with action. I think there is some thought in the community that somehow they would stop whatever action we feel as a body we need to take for the good of the airport. What is the timeframe for completing the memorandum to the FAA? It is pretty clear that the EA and EIS questions has been conjoined with the PBN question and what is the roll of this body under NEPA or MEPA in resolving ultimately that the EA and EIS question was completely answered? We need to pursue the social media plan. In meeting I had with the City Council in Hopkins, they appear concerned about the impact on their community. By the time the airplanes get to the Hopkins area the average altitude was 3800 to 4200 feet which is pretty high up by the time the planes are passing over. We should be talking to folks about altitude. Steven Chavez, Met Council, stated that one of the things he is engaged in at Met Council with the MSP 2040 project is social media and he recommend to the communications team at MAC to embrace that. This was an information item. No Commission action was requested. ANNOUNCEMENTS Chair Boivin adjourned the meeting at 4:22 p.m.
