1 M-s-n GOVERNMENT ASSISTANCE FOR STUDENTS All of Swaziland's 1963 and March 1964 matriculants who applied for Government assistance to take higher education have been awarded Government scholarships. Twentyfour of the students are at the University for Basutoland, the Bechuanaland Protectorate and Swaziland, one is taking an electrical engineering course at the Universtity of Natal and one is being trained as a teacher at the Johannesburg College of Education. In addition to preparing students for its own degrees the University of Basutoland, the Bechuanaland Protectorate and Swaziland is also preparing students for entry to other universities for courses not offered at U.B.B.S., such as agriculture, veterinary science and engineering. Swaziland Government scholarships are financed from Commonwealth Development and Welfare funds. An advertisement calling for applications for scholarships in 1965 is currently appearing in the Times of Swaziland. (Issued by the Information Office No.61/64. 8th July, 1964.
2 ia A* JULm' NEWS FROM SWAZILAND SWAZILAND EDUCATION AND AGRICULTURAL OFFICERS RETURN FROM U.K. In the next ten days four officers in the Swaziland Government are due to return from Britain where they have been on 10-month training courses. They are Mr. Richard I. Mdladla, Supervisor of Schools, who will arrive in Swaziland on July 8; Mr. Samuel W. Ndlangamandla, Head Teacher, Dwalile Central School, who gets home on July 13, and two agricultural officers Mr. Mdungazwe J. Sukati and Mr. Paul M. Dlamini who return on July 17. Mr. Mdladla and Mr. Ndlangamandla were awarded Commonwealth Teacher Training Bursaries for a course for Head Teachers and Administrators in primary schools at the University of Birmingham Education Department and at the University of Leeds Institute of Education. Mr. Sukati and Mr. Dlamini have been training in agriculture at the Herts Institute of Agriculture, Hertfordshire. Their course included farm management, crop husbandry, animal husbandry, poultry husbandry, veterinary hygiene, science and machinery. During his course Mr. Mdladla and other students from the University of Birmingham went on a study tour to Holland and Germany where they.visited educational institutions and other places of interest. 3 CANNERY AND COTTON GINNERY MAY BE ESTABLISHED A meat packing and canning works and a cotton ginnery are likely to be established in Swaziland soon, said Her Majesty's Commissioner, Mr. P.A. Loyd, when he opened the Swaziland show at Manzini this afternoon. Mr. Loyd said; "Swaziland is certainly developing very fast, particularly in agriculture, where the Government intends to spend over a quarter of the money available for development. In addition we hope soon to have a cotton ginnery established at Matsapa; sugar exports are likely to double in the r\ear future; and I hope that the marketing difficulties for citrus will soon be overcome and so enable this fast increasing crop to continue to expand, " "The export of canned and processed meat should also now go ahead well, because I am confident that a start will be made this year on the construction of a meat parking and canning works. This project is of course particularly important because it will not only provide a means for owazi cattle owners to dispose of their animals here in Swaziland but it should enable them to do so at a higher price." Mr. Loyd spoke of the rapid recent development in all spheres in Swaziland. We have now got a fine new highway through the middle of the country, the railway is almost completed, the hydro electric station is in operation. And here I should like to pay a warm and very sincere tribute to my predecessor, because obviously without his vi3ion and determination it would not have been possible to achieve such remarkable list of major developments in such a short time., "But we cannot sit back and be complacent. We must expand and increase these services." In this connection Mr. Loyd mentioned the apparent remoteness of the southern part of the country, which, he said, seemed to be almost literally cut off from the rest. "Such a separation is clearly a major disadvantage to the people of the south and to Swaziland as a whole," he said. "Probably the most effective way of solving this problem is by the construction of another highway which will bring Goedgegun into direct and quick contact with the centre.

5 NEWS PROM SWAZILAND *iq UNITED STATES APPOINTS CONSUL AT MBABANE Mr. Richard St. F. Post has been, appointed Consul of the United States at Mbabane with jurisdiction in the Bechuanaland Protectorate and Basutoland. Mr. Post is likely to arrive in Swaziland towards the end of August. For the last two years Mr. Post has been working on Ethiopian and Somali affairs in the Bureau of African Affairs at the State Department. Mr. Post was born in 1929 and graduated from Harvard in After three years in Addis Ababa he was in Hong Kong from 1955 to He then spent a year at Boston University on an African Area Study before being assigned to Mogadishu, where he was until I960. 7 TOWN MANAGEMENT BOARDS TO BE ESTABLISHED Valuation of immovable property for rating purposes will begin in Mbabane next week and in M::nzini in September. Elected town management boards will be established as soon as valuation rolls have been completed and electoral rolls drawn up from them. In the meantime the Government proposes to appoint boards to take office as soon as regulations have been made under the Town Management Board Proclamation, This is likely to take place about the end of August. The appointed boards will have full powers under the proclamation and the intention is that they should prepare the way for elected boards to take over early next year. The valuation rolls will be completed about November or December. The main tasks of the appointed boards will be to draw up estimates for the financial year 1965/66, to appoint staff and to discuss with the Government the type of contribution the Government will be asked to make to the local authorities for public buildings not rateable under the law (thu Secretary of State for Colonial Affairs has accepted the principle that the Government will pay rates on all its residential properties). It is possible that the appointed boards will consider levying a partial rate for the period between their appointment and the end of the current financial year. At present all urban areas in Swaziland are administered by the Central Government through district commissioners, who are in most cases advised by non statutory advisory committees. 8 9 UG t964 A NEW ROLE FOR MAHAMBA HOSPITAL The Mahamba Methodist Hospital is shortly to be rented from the Methodist Mission and run by the Swaziland Government as a tuberculosis hospital. The number of beds reserved for tuberculosis patients in existing hospitals is inadequate, and the additional beds which will become available at Mahamba Hospital will play an important part in the struggle against tuberculosis, which remains Swaziland's chief health problem. The W.H.O. /UNICEF assisted Tuberculosis Control Team at present working in the Manzini area is attempting to find the best and most economical method of daaling with the problem in Swaziland and while its recommendations are likely to be based on a system of domiciliary treatment, there will always be some cases of tuberculosis which are best treated in a hospital. However, it has been shownlthat with modern drugs home treatment is as effective as hospital treatment in the great majority of cases*, which is fortunate, as Swaziland cannot afford sufficient hospital beds to deal with all cases of tuberculosis on an in-patient basis. The Mahamba Methodist Hospital, which has played an important part in the medical set-up in southern Swaziland for many years, was closed as a general hospital at the end of 1963, although the out-patient clinic has continued to operate. HIGH COMMISSION TERRITORIES NURSING COUNCIL The results of the examinations conducted by the High Commission Territories Nursing Council in May and June have now been released. In the preliminary examination for general nurses there were 23 passes out of 32, while in the final examination for general nurses there were 6 passes out of 11. All seven midwifery candidates passed. The successful Swaziland candidates, who were trained at the Raleigh Fitkin Memorial Hospital, were G. Nkambule, J.B. Shabangu, E. Simelane, N.C. Dlamini and M. Langwenya in the preliminary examination, M.R. Dlamini and B.M. Chalale in the final general nursing examination, A.J.N. Nakeni and M. Mathamba in midwifery (part I) and G. Bujela and D. 9 BACK FROM COURSE IN UNITED STATES Mr. R.E. Oldham, Senior Assistant Secretary (Development) in the Swaziland Government, has returned from leave after completing a three-month course on industrial and financial development with the Economic Development Institute of the World Bank, in the United States. The institute is described as a staff college for senior officials of less developed countries who are concerned with the formulation and administration of policies, programmes and projects related to economic development. The course was attended "by representatives from India, Pakistan, Iran, Brazil, Colombia, Philippines, Turkey, Jamaica, Costa Rica, Israel, United Arab Republic, Malaysia, Argentine, Sudan, Jordan, Korea, China and Swaziland, Apart from regular sessions in the Economic Development Institute, meetings were arranged with the various international agencies in the United States and participants were able to visit a number of American industrial concerns and financial institutions. The coarse is sponsored by the World Bank, which meets the cost of travelling expenses and providss an allowance towards the costs of living expenses of participants, PROCEDURE FOR BURSARY APPLICATION TO BE REVISED At the conclusion of a meeting of District Commissioners and District Officers in Mbabane on July 27, the meeting agreed that the Director of Education should issue instructions on the new procedure revising the applications for bursaries. The new procedure is that District Education Officers will be sent into districts to distribute and complete bursary forms. They will also attend the Central Bursary Committee to give local advice and be briefed by local ad hoc committees at these meetings. District Commissioners will help in saeing that all scholars are made aware of the existence of bursaries. Medical reports will be omitted from the forms. FIRST MEETING The first meeting of the National Joint Consultative
10 Council has been held in Mbabane. This body, composed of employer and employee representatives, is advisory and has as its major functions the promotion of consultation and co-operation between employer and worker organizations on matters of mutual concern, and may submit recommendations to interested parties, including Government. The Chairman of the council is Mr. M.J. Fairlie, Labour Commissioner, and its secretary is Mr. O.J. Mason, Industrial Relations Officer. 11 SWAZI STUDENTS LEAVE FOR AMERICA Two Swazi undergraduates are due to leave by air from Johannesburg on Thursday, July 30 for America to study. They are Mr. Selby V. Dlamini, of Mbabane and Miss Constance T. Simelane, of Kwaluseni. Mr. Dlamini is to study for Bachelor of Science degree at Rockford College,Illinois and Miss Simelane will proceed to the Roosevelt University in Chicago where she will study for a B.A. degree in Social Science. Both have been awarded scholarships under the African Scholarship Program of American Universities, which include all tuition and living expenses. The Swaziland Government is responsible for their fares to and from the U.S.A. Mr. Dlamini was to have left for America two years ago with Mr. A.S. Dlamini, who received a similar scholarship to study Geology at the University of Denver, Canada, but could not do so due to health reasons. During this period Mr. Dlamini has worked for Drs. Compton, Stephens & Tredway, of Mbabane as a clerk where he has been able to see these doctors at work. Mr. Dlamini says this has been a great inspiration to him since his ultimate aim is to be a medical doctor. After their arrival in the United States, Mr. Dlamini and Miss Simelane together with other students, will attend an orientation programme arranged by ASPAU lasting about a week. During this course they will be instructed, besides other things, how they must help families with housework and family chores during their Homestays, where students are placed in homes at least fifty miles from their colleges. Last year Miss Simelane was at the University of Basutoland, Bechuanaland and Swaziland in Basutoland, where she was already studying for her degree. She is one of the daughters of Mr. James L.F. Simelane, principal of the Manzini Central School. Mr. Simelane has recently returned from the University of Reading in the United Kingdom, where he has been doing a course on educational administration. RETURNING FROM AUSTRALIA Mr. Makula A. Shongwe, clerk in the office of the District Officer, Mbabane, is due to arrive by air in Johannesburg on August 2 from a six months training course in public administration at the University of New South Wales, Sydney, Australia, His course of study included visits to organisations connected with development, welfare and regional government;
12 \ inspection, of industry at Melbourne; attending a seminar on problems and techniques of development administration at the Australian School of Pacific Administration and attachments in country areas. Mr. Shongwe, who is the first Swazi to study in Australia, was awarded an Australian scholarship together with Mr. Jotham B. Shabangu, teacher at the Mbabane Central School, who is on a 12-months study course in the teaching of English as a second language at the University of Sydney. Mr. Shongwe is well known throughout Swaziland having served as a clerk at the Swaziland Irrigation Scheme at Eranchi and with the Swazi National Courts.
