2 Town of Breckenridge June 25, 2018 Breckenridge Open Space Advisory Commission Roll Call Jeff Carlson called the June 25, 2018 BOSAC meeting to order at 5:45 pm. Other BOSAC members present included Craig Campbell, Reed Owens, Jeff Cospolich, Jeffery Bergeron, and Matt Powers. Duke Barlow was absent. Staff members present included Anne Murphy, Tony Overlock, Scott Reid, Mark Truckey, and Peter Grosshuesch. Jeff Zimmerman representing Breckenridge Ski Resort was also in attendance. Approval of Minutes The May 21, 2018 meeting minutes were approved. Approval of Agenda The agenda was approved as presented. Public Comments There were no public comments. Staff Summary Field Season Update June was a very busy and productive month for our program in the field. Our Open Space trail crew completed the following projects: Removing numerous downed trees system wide Armoring and removing false chamomile on the Wellington Trail Aligning and clearing corridor on the new Sidedoor (Backdoor) Trail Repairing 4 O clock Freeride Park Implementing Corkscrew Tract F fire mitigation work Repairing Cucumber Gulch Preserve boardwalks, fencing, and signage Extending fencing and signage on Yellow Brick Rd Trail Installing fencing at top of Gold Run Rd to prohibit camping Mr. Bergeron: Are the bumps on the Sidedoor Trail meant to slow people down or encourage them to go faster? I ve heard from a few concerned citizens they might be encouraging bikers to go faster on a trail with poor sight lines. Mr. Overlock: The bumps actually do both; some folks slow down, while a highly skilled rider might speed up. The new Backdoor Trail we are constructing will help alleviate those concerns by providing a connection to Prospect Rd on a contouring trail with limited downhill traffic. Mr. Cospolich: The trail crew has done a good job of putting features in place with good sight lines. I feel it would be safer if we made the Sidedoor Trail downhill only, instead of downhill recommended. We should have directional information on our new trail maps and trailhead kiosk. Mr. Owens: Barney Flow Trail and B-Line Trail are good examples of where directional trails have worked well. Page 1 of 6 1

3 Town of Breckenridge June 25, 2018 Breckenridge Open Space Advisory Commission Mr. Reid: Yes, but those two trails are solely on Town-owned Open Space property. We are suggesting Sidedoor and Hard Luck Trails be recommended downhill because they are on National Forest and joint Town/Summit County Open Space lands. Our partners at the USFS and Summit County have not previously favored directional trails. Mr. Powers: Staff should work with MTB Project to make information on directional travels available. Recreation Path Detour A very small section of the recpath immediately north of the Fairview Blvd roundabout will be temporarily rerouted for additional work on the water treatment plant and its pipelines this summer. The reroute will extend a couple of hundred feet in length adjacent to the existing recpath on Town land and will be paved to a 10-foot width. After construction and boring occurs, the recpath will be restored to its normal alignment. As the plans for the McCain property and the water treatment plant progress, open space would like to reexamine the recpath location in this area and look for additional connection opportunities. Friends of Breckenridge Trails (FOBT) FOBT held their first event on June 2 nd, National Trails Day on the new Sidedoor Trail (Backdoor), which was very successful with 26 volunteers participating and over 400 feet of new trail constructed. The next FOBT event will be held on Saturday, June 30 th to continue work on the new loop of the Sidedoor Trail (Backdoor). Come join us! Sign up with Tony and meet at the Rec Center at 9 am. Illegal Camping on Open Space Now that summer is in full swing, we ve encountered several instances of illegal camping on our open space properties in the vicinity of the Town. Both Breck PD and the Sheriff s office are working together to enforce our no camping code. The Town and County open space programs are also working together on adding signage and/or buck and rail fencing, as appropriate, to deter camping. Cucumber Gulch Update Cucumber Gulch will open to the public on Monday, July 9 th. Our trail crew has been repairing sections of boardwalk and buck and rail fencing throughout the Gulch, while our naturalist has been busy educating visitors about the closure. The naturalist will soon be starting our beaver and boreal toad surveys. Staff is also working with EcoMetrics on conducting a new wetland delineation this summer, as the water and wetlands have changed over time and we will need this delineation to better guide our management efforts in the future. Mr. Bergeron: Are muskrats bad for the Cucumber Gulch? Do they displace beavers? Page 2 of 6 2

4 Town of Breckenridge June 25, 2018 Breckenridge Open Space Advisory Commission Ms. Murphy: Staff will look into this situation, but I don t believe there is a negative interaction between beavers and muskrats Mr. Bergeron: Are people entering the Gulch who are attending weddings at the Nordic Center? Ms. Murphy: Staff has not heard of any unwanted traffic from the weddings entering the Gulch. We ve been working with Daytons to ensure any fencing that is temporarily moved is put back in an approved location. Mr. Reid: Staff has also installed a number of interior fences with signage, informing visitors about the closure of the Gulch. Peak 8 Hotel Proposal Cucumber Gulch Lionheart BGV is recommending providing two specific community benefits for Cucumber Gulch if their proposed hotel development at the base of Peak 8 moves forward. The first is a one-time $125,000 donation to the Town for Cucumber Gulch at the time of the Certificate of Occupancy (CO). This amount approximately equals our annual costs to monitor, research, and manage the Gulch. A second, on-going stream of revenue for either Cucumber Gulch or a dedicated conservation fund would be provided through an approximately $2/paid guest night fee with the hotel. Staff will continue to update BOSAC as the proposed development project progresses. Mr. Cospolich: What is the yearly revenue generated from the $2 guest night fee? Mr. Grosshuesch: It s around $40,000-$50,000. Mr. Bergeron: Does the $2 guest night fee sunset in 10 years? Mr. Grosshuesch: Yes, this was recently decided. Update on Open Space & Trails Concessionaires The new process to review applications and provide license agreements for commercial and nonprofit use of Town open spaces and trails has streamlined management of these uses. Staff approved and provided license agreements to the following entities: COMMERCIAL Colorado Adventure Guides Summit Endurance Academy Alpine Sports Ridden Breck Bike Guides NONPROFIT Breckenridge Heritage Alliance Breckenridge Outdoor Education Center Keystone Science School Staff also met individually with each commercial operator to discuss requirements, expectations, and available trails. These license agreements extend until October 31, During the fall, staff will work on a timeline and process for reviewing winter licenses, which would run from November 1, 2018 through April 30, Page 3 of 6 3

5 Town of Breckenridge June 25, 2018 Breckenridge Open Space Advisory Commission Staff also recently received a request from Meta Yoga to conduct stand up paddleboard yoga on Rounds Park and Pond next to the golf course maintenance facility. While this was an unusual request, we were able to vet this request and provide them with a license agreement that includes limitations on numbers of people, strong emphasis on safety, and fees. While we expect every operator to follow the rules, which they have agreed to, we are prepared to revoke license agreements for any verifiable violations. Mr. Cospolich: How is Mountain Wave permitted to run tours on the recreation path? Mr. Powers: They have a permit with the Forest Service to conduct unguided tours. Ms. Murphy: The Open Space license agreements target fee-based guided tours on Town-only open spaces and trails. Mr. Carlson: Is Pedego allowed to conduct e-bike tours on public roads? Ms. Murphy: Yes, public roads are okay for Pedego to use. Mr. Cospolich: It would nice to see pictures of the uniforms each outfit is using, that way BOSAC members would be able to help monitor their activities. Mr. Owens: MTB Project is providing an option for a MTB guru, which is local rider that provides mountain bike tours on their local trail system, similar to Uber for cars. For example, someone in Breckenridge signs up to be a MTB guru and can take people out on a mountain bike tour for money. This might be something to keep an eye on. Mr. Cospolich: Why does Meta Yoga want to use Rounds Pond? Ms. Murphy: They encountered access issues on Maggie Pond and the Sawmill Reservoir is problematic because of parking issues and programing that BOEC conducts on the reservoir. Swan River Restoration The Swan River restoration site, jointly owned by the Town and County, is adjacent to private land upstream that is leased to Peak Materials. Peak Materials, in support of the restoration effort, has been removing rock from their site in such a way as to accommodate a future river alignment and restoration. Both project sites generate truck volume on Tiger Road. The Upper Blue Planning Commission recently denied a rock-crushing permit to Peak Materials, citing concerns about truck volume on Tiger Road. Recently, several residents of Tiger Road have expressed concerns to the Mayor and Council about the number of trucks per day on the road. Gravel and rock removal is largely market driven, resulting in unpredictable truck volume. What may be more predictable is the number of trucks delivering fill and other materials to the Swan River restoration site and Peak Materials Page 4 of 6 4

6 Town of Breckenridge June 25, 2018 Breckenridge Open Space Advisory Commission leased site, which adds to the number of trucks on the road. The Town and County are working to address the issue with Tiger Road residents and identify possible solutions. Mr. Cospolich: Is the County watering the dirt section of Tiger Road? Mr. Lorch: The County has increased the amount of watering and offered to asphalt the road until the last house but homeowners are more concerned about the amount of traffic and noise. Mr. Bergeron: The Town has suggested lowering the speed limit to reduce the noise. City of Steamboat Springs BOSAC Field Trip Staff is coordinating with the Parks & Recreation department of the City of Steamboat Springs to set up a BOSAC field trip sometime this fall. The field trip will allow us to interact with City staff and visit their open spaces and trails. BOSAC unanimously agreed a field trip to Steamboat Springs, mid to late September was a good idea. Jeff Carlson suggested scheduling it on a Friday. Open Space & Trails BreckCreate Trail Mix Series As BOSAC recalls from its January meeting, BreckCreate will be continuing its Trail Mix series on Town trails during the Breckenridge International Festival of Arts (BIFA) from August 10th- 19th. Art installations are planned for the Iowa Hill, Moonstone, Illinois Creek, and (western) Wellington Trails. The art installation planned for the western portion of the Wellington Trail is a giant surrounded by dredge rock who appears to have built a cairn of large rock in front of him. Mr. Campbell: The longer it is up, the greater the chance of vandalism. Mr. Powers: There should be a defined route to the giant so people don t get lost. Ms. Murphy: BreakCreate plans to use a combination of their traditional trail mix signage and rock cairns for way finding. Mr. Bergeron: I think we should leave it up as long as possible. Mr. Owens: Should we be concerned about people parking at the end of the Wellington neighborhood to access the giant installation. Mr. Overlock: BreakCreate have been instructed to contact the Wellington HOA and coordinate proper signage to address the parking issue. Page 5 of 6 5

They are in favor of an extended duration of the art installation, but want the opportunity to revisit it if deterioration, vandalism, or safety issues arise. Ms. Murphy: For our July site visit, we would like to take BOSAC to the Breckenridge Ski Resort to inspect drainage infrastructure. Mr. Zimmerman: We can help facilitate that. Executive session Mr. Cospolich made a motion to enter into Executive Session to discuss property acquisition and negotiations at 6:36 pm. Mr. Campbell seconded the motion. Mr. Bergeron made a motion to exit Executive Session at 7:21 pm. Mr. Campbell seconded the motion. Mr. Carlson made a motion to adjourn the BOSAC meeting. Mr. Campbell seconded the motion. 8 Memorandum To: From: Re: Breckenridge Open Space Advisory Commission Open Space & Trails Staff July 23, 2018 Meeting Staff Summary Field Season Update The summer field construction season is in full swing. The following projects are completed or underway: Higher Ground Earthworks is currently constructing the Hard Luck Trail with a completion date expected in mid-august. Higher Ground Earthworks completed a small reroute on the Discovery Hill Trail. Our local Rocky Mountain Youth Corps for Summit High School constructed 500 feet of trail on the Back Door Trail. Opened Cucumber Gulch Preserve on July 9 th. Installed two boardwalks and replaced the bridge on the Sawmill Trail. Aligned and cleared the corridor on the new Nightmare Trail extension. Constructed 1,600 feet of buck & rail fencing on the McCain Property. Conducted 4 O clock Freeride maintenance and clean up. Completed fire mitigation work on the Corkscrew open space parcel. Friends of Breckenridge Trails (FOBT) Several Friends of Breckenridge Trails (FOBT) projects have been recently completed or are upcoming. Those include: 27 volunteers attended the June 30 th Back Door Trail event and constructed 500 feet of new trail. 3 volunteers with Breckenridge Bike Guides spent the afternoon constructing new trail on the Back Door Trail. 16 volunteers participated in the McCain Property event and pulled 16 bags of false chamomile and constructed 1,700 feet of buck and rail fence. 22 Town employees, in conjunction with the Leadership Development Team, constructed 500 feet of new trail on the Back Door Trail. Our largest volunteer event of the year in partnership with Summit County Government, Summit Huts, and Volunteers for Outdoor Colorado (VOC) is scheduled for July on the Nightmare on Baldy Trail. Staff encourages all BOSAC members to attend the VOC event, or another volunteer date, to better understand and participate in the Friends of Breckenridge Trails volunteer work. The FOBT program continues to produce measurable results across the open space system while also supporting a strong stewardship work ethic among residents and visitors. Trail Symposium Staff, in conjunction with Jefferson County and the City of Boulder, is planning the first trail symposium on October 11th to provide high-quality education and networking opportunities for governmental trail professionals, particularly the boots on the ground professionals. Participants will engage with leading trail experts for trainings and discussions on the latest advances in trail design, construction, 7

9 maintenance, interpretation, volunteerism, and management. Participants will be encouraged to explore new, collaborative opportunities and engage in productive, meaningful, and inspiring dialog. 10 Special Events Updates Breck Epic The Town Council recently discussed a proposal from Ironman, who intended to purchase the Breck Epic event and repurpose it as a premier event and qualifier for the Cape Epic in South Africa. Council listened to concerns from the general public and stakeholders at an open house earlier this month. Concerns were voiced over anticipated number of riders, trail degradation, cost to the Town, and a large international presence. Breck Epic founder and organizer, Mike McCormack, ultimately decided not to sell Breck Epic to Ironman. He intends to continue Breck Epic in an effort to keep the event smaller and more local. This year s Breck Epic will be held August 5 th -10 th. Spartan Race The Town has recently been in discussions with the Spartan Race organizers in preparation for their August event. The event is primarily hosted on Breckenridge Ski Resort property and trails. In January 2017, BOSAC reviewed Spartan s proposal to use Town trails and the Sawmill Reservoir. BOSAC stated that the Spartan Race is not a good fit for our Open Space & Trails system due to trail degradation and disruption of the general public s use of our trail system. BOSAC requested that Spartan make every effort to find space for their race event on Breckenridge Ski Resort s extensive network of trails, but we would allow them to use the Sawmill Reservoir so long as Spartan has extensive safety measures in place. Staff was not aware that in 2017, Spartan organized a kid s course on two of our Town trails Columbine and Warrior s Mark. We recently learned that Spartan intends to offer the same adult course, using our Sawmill Reservoir, as well as a kid s course on Columbine and Warrior s Mark Trails in Due to miscommunication with the special events committee, both events will move forward this year on the open space and trails described above. We will work to ensure that the area and trails are restored post-race and that we adhere to BOSAC s recommendation of only allowing use of the Sawmill Reservoir for any future Spartan races. Cucumber Gulch Update Cucumber Gulch Preserve opened to the public on Monday, July 9 th. Over the past month, staff has been working with our contractors on monitoring, research, and visitor education. After the first beaver survey of the season, it appears that only one lodge is active with at least two beavers. In coordination with CPW, staff and EcoMetrics began working with a local trapper to relocate a nuisance beaver into the Gulch. Because tularemia disease is of great concern, our trapper has been looking for a beaver in the vicinity of Breckenridge, Frisco, and Dillon. On Friday, July 13 th, our trapper successfully relocated a beaver to the Upper Gulch. He is hoping to find another beaver or two to add to the system. This relocation is timely because we will have to do significant hand work to repair and maintain these upper wetlands without the aid of beavers. 9

11 The beaver released into Cucumber Gulch on Friday, July 13th City of Steamboat Springs BOSAC Field Trip Staff is continuing to work on a fall BOSAC day trip to visit the Parks & Recreation Department of the City of Steamboat Springs. Two tentative dates are Friday, September 21st or Friday, September 28th. Staff requests that BOSAC check calendars and provide feedback on the proposed dates. 10

12 Open Space and Trails Open Space Pro Forma Staff members have been working with the Finance Dept on an updated Open Space Pro Forma following the 2017 financial audit. Please see the attached Pro Forma, which includes a detailed breakdown of revenue and expenses and a simplified summary with graph of the net fund balance, revenue, and expenses. Staff requests that BOSAC review the Pro Forma and answer the following questions: 1. Does BOSAC have any questions about the current budget or forecasted predictions? 2.
