4 PURPOSE AND NEED STATEMENT The Purpose and Need statement is a brief statement that identifies the reasons for proposing a major transportation improvement project. PURPOSE: The purpose of the Northwest Rail project is to implement fixed guideway mass transit service between Denver, Boulder, and Longmont with the least-environmentally damaging, practicable alternative. NEED: Improve mobility Address increasing congestion Provide effective transit service Provide multimodal travel options Increase trip capacity

PROPOSED STATION TRAFFIC MITIGATIONS SOUTH WESTMINSTER/71 ST AVENUE Left turn at 71st Ave/Federal Blvd will be eliminated by 235. Station access intersection to Federal Blvd will be signalized in 215. Southbound right turn lane at Federal Blvd/7th Avenue will be converted to a shared through/ right by 235. BROOMFIELD /116 TH Teller Street/12th Avenue intersection will be signalized in 215. DOWNTOWN LOUISVILLE No mitigation required if SH 42 improvements implemented prior to station construction If SH 42 not improved the following mitigations will necessary in 215: Eliminate the left turns from Harper onto SH 42. Eliminate the left turns onto SH 42 and the through movements across SH 42 from Griffith Street. Signalize the SH 42/Short Street intersection. Restripe to add a northbound and southbound left turn lane. Eliminate the left turns from South Street onto SH 42. EAST BOULDER The West Access/Arapahoe Avenue intersection will have left turns eliminated from minor street (in 215), and the East Access/Arapahoe Avenue intersection will be signalized in 215. A northbound right turn lane will be added to the intersection of Westview Drive/Arapahoe Avenue in 215. BOULDER TRANSIT VILLAGE 3th/Bluff Street intersection will be signalized (215). DOWNTOWN LONGMONT The Main Street/Boston Avenue intersection will be signalized in 215.
