Scale The proposed Heritage Route, Bridge to the Clouds, is located entirely in Ontonagon County in Michigan s Upper Peninsula. The route will offer visitors a circle drive highlighting the county s numerous forest-based recreational facilities and activities. The proposed heritage route will combine segments of US-45, M-38, M-26, M-28 and M-64, making an 84-mile continuous loop (See Attachment B: Bridge to the Clouds). The route will bring visitors through the Village of Ontonagon and the unincorporated communities of Mass City, Rockland, Bruce Crossing, Ewen, Matchwood, Bergland, White Pine, Green and Silver City, returning visitors to the Village of Ontonagon. The route s name is developed from two regional icons: the bridge spanning the Ontonagon River opened in 2006 with a unique purpose built pathway designed to accommodate a snowmobile groomer and the Lake of the Clouds in Porcupine Mountain Wilderness State Park, the most photographed lake in the State of Michigan. The Bridge represents the recreational qualities of the proposed heritage route and the Lake represents the scenic and natural beauty of the area. Hence, the aptly named Bridge to the Clouds. The route s proposed designation as a Michigan State Heritage Route is strongly supported throughout the County (See Attachment E: Letters of Support and Resolutions), by Ontonagon County, Bergland Township, Bohemia Township, Carp Lake Township, Haight Township, Interior Township, Matchwood Township, McMillan Township, Ontonagon Township, Rockland Township, Stannard Township, EDC, Chamber of Commerce, County Planning Commission, Friends of the Porkies, Porcupine Mountains State Park, MDOT Superior Regional and Crystal Falls Transportation Service Center, Ottawa National Forest - US Forest Service and Western Upper Peninsula Planning and Development Region. Heritage route activities will be managed by Bridge to the Clouds Heritage Trail Steering Committee. This volunteer committee includes representatives from local units of government, recreational groups and private citizens; member agencies are listed in Attachment D: Management Plan The volunteer committee is member driven and follows Roberts Rules of Order for decision making purposes. There are three families of activities for visitors along the heritage route: nonmotorized activities, motorized activities, and heritage-based tourism and events. Non-motorized activities include biking, backcountry hiking/camping, cross country and downhill skiing, snowshoeing, canoeing/kayaking and picnicking. Facilities adjacent to the proposed route include more than 250 miles of non-motorized trails at a number of sites, such as Porcupine Mountains Wilderness State Park, Ottawa National Forest, North Country Scenic Trail, MDOT Roadside Parks, County Parks, and Township and Village Parks. These facilities also provide more than 300 backcountry, rustic, and semimodern campsites in state, federal, county, and private parks. The Ontonagon River, whose branches wind through much of the proposed corridor, is recognized for its natural and recreational significance under the Wild Rivers Program of the Department of the Interior and has three federal designations: Wild (42.9 miles), Scenic (41.1 miles) and (73.5 miles). Visitors to the route will also enjoy visiting numerous waterfalls, walking along miles of sandy shorelines, exploring hidden pockets of virgin hemlock and white pine stands, taking in the views from scenic overlooks and vistas in

4 ATTACHMENT A: NARRATIVE DESCIPTION OF PROPOSED ROUTE Porcupine Mountains, downhill skiing through forested glens, and riding designated equestrian trails. Within the route s corridor are a number of opportunities for visitors to participate in motorized activities. Ontonagon County has more than 350 miles of groomed and marked snowmobile trails passing through some of the most remarkable scenery in the Midwest. The area has more than 80 miles of designated ATV trails that make connections to neighboring counties and communities. These trails are also known for their natural beauty and scenic overlooks. The Bill Nichols Trail, which follows an abandoned railroad grade, has a number of bridges crossing feet above the Firesteel River. The proposed Bridge to the Cloud s Heritage Trail route itself is a favorite drive in the region for motorists, RVs, and motorcycle enthusiasts. The rural setting, charming communities and escarpments rising out of the surroundings all make for an enjoyable drive at anytime of the year. There are also a myriad of Heritage-Based Tourism activities and events within the route s corridor, and include resources such as historic mine sites, museums, a lighthouse complex and an abandoned mining company community. Sites also interpret past presidential projects in the region such as Lincoln s Military Road (M-45), created to transport copper and supplies to union forces during the Civil War; and a historic ranger station built by the Civilian Conservation Corps as part of President Roosevelt s New Deal. Ontonagon County hosts a number of heritage and cultural events including a folk music festival, a nationally renowned historical reenactment of the fur trade industry, and numerous workshops based on traditional American and Native American crafts and skills. The Ontonagon Theater of the Performing Arts hosts numerous theatrical and musical events throughout the year.

Provide evidence that most of the traffic on this route is recreation or tourist related. Name the common theme. HISTORIC Describe setting: historic appearance, historic buildings, and commercial historic district. Show that the sites along the proposed route are either listed in or eligible for listing in the National Register of Historic Places. Resource Name Description Intrinsic Quality Type Mouth of Ontonagon River The Ontonagon River is recognized for its natural and recreational significance under the Wild Rivers Program of the Department of the Interior and has three designations: Wild (42.9 miles), Scenic (41.01 miles) and (73.5 miles). Ontonagon Bridge (M-64 / Ontonagon River) Opened in the October 2006, the new bridge features 13 spans and is nearly 1,700 feet long, including two lanes of traffic and a 12-foot-wide pedestrian lane that will accommodate a trail groomer and snowmobiles in the winter. This bridge replaced the 1939 swing bridge at the mouth of the harbor. Ontonagon Theater of the Performing Arts A 342 seat municipal theater. Hosts theatrical and musical events throughout the year. Cultural Ontonagon County Historical Museum The museum houses collections outlining the development of the region in mining, logging, agriculture, and industry, with special emphasis on Ontonagon's maritime history. There are also displays of minerals, local archeological finds, firearms and weapons, and hundreds of antiques. Ontonagon Harbor Lighthouse Built in 1866 the lighthouse is part of the Ontonagon County Historical Museum and includes interpretive exhibits. Complex is open to visitors seasonally. Historical Village Beach Undeveloped beach area. Historic County Courthouse On the National Register of Historic Places built in 1855 Historical Public Murals A number of murals depicting life in Ontonagon Harbor. Cultural Rose Island Small island located in Ontonagon Harbor home to Edward J. Tousignant Island Shoreline Park and Elmer H Webber Wildlife Area. River walk overlooks the Ontonagon River, marina and circular boardwalk passes through a natural setting.

Ontonagon Township Lakeshore Park Facility offers visitors picnicking, camping, playground, bathing beach opportunities along Lake Superior. Ontonagon Township Park Hiking Trails One mile of nature trail. Ontonagon Golf Club Nine hole course. James Paul Park Small municipal park with sitting benches. Ontonagon Recreation Facility Facility offers visitors ice skating, ice hockey, restrooms, warming shelter, and concession stand. Non-motorized Pathway Paved pathway crossing Ontonagon River, and a combination of sidewalk and sections of 2 3 shoulders along Lakeshore Drive provide access to the Ontonagon Township Park. Old Victoria Reservoir and Historic Mine Site Early mining village includes historical artifacts, located in cabins depicting the early mining days. A scenic trail along nearby bluffs offers a view of the area's only hydroelectric dam. Nearby is the site where the "Ontonagon Boulder," now housed in the Smithsonian Institution, was found. Historical Rockland Community Playground and little league baseball field Facility offers visitors a playground, picnic area, ballfields, bleacher and dugouts. Rockland Historical Museum Museum displays mining and farming equipment, stone hammers from ancient copper mining pits, a section of the Victoria Dam wooden pipeline, the story of Michigan's first telephone system which started in Rockland. Church on the Hill Once a landmark for ships on Lake Superior this site is now owned by the Rockland Historical Museum. Historical Adventure Mining Company Privately operated site offers a variety of underground mine tours of the historic Adventure Copper Mine established in Site also hosts underground mountain bike race. Bill Nicholls Trail Facility is maintained by the Department of Natural Resources. This ATV, snowmobile and mountain bike trail runs 41 miles in length, starting in Mass City and ending Houghton, known for its scenic and natural beauty bridges that are feet over the river. Bob Lake Campground U.S. Forest Service camping area includes interpretive trail.

10 M-28: Bruce Crossing - Bergland US-45: M-26 Intersection Bruce Crossing M-38: Ontonagon to M-26 ATTACHMENT C: ROADSIDE INVENTORY FOR RECREATION OR HISTORIC ROUTES Ontonagon County Fairgrounds Site hosts annual county fair in last weekend in July. Riddle Junction Ski Trails Privately owned and operated facility offers 5K of groomed and tracked cross country ski trails. Stenson Park Greenland Township Park with picnic facilities. Adventure Mountain Speedway Privately owned 1/3 mile semi-banked clay oval raceway. Caledonia Mine Military Road / Military Hill This historic mine site offers visitors an opportunity for hands on experience. The mine is open for mineral collecting mid-may through early September. US-45. Abraham Lincoln commissioned the Military Road from Green Bay to Fort Wilkins as a military highway to secure copper supplies for Union Forces. Historical Historical MDOT Roadside Park Military Road Historical Marker MDOT Roadside Park has picnic facilities, dog run and vault toilets. Park has plaque on stone pillar commemorating President Lincoln Military Road. O Kun De Kun Falls and Trail O Kun de Kun Falls is one of the largest of the waterfalls in Ontonagon County, offers access to upper and lower falls with a 3 mile round trip hike. North County Trail: Trail Head Trail head for North County Trail. Trail crosses US-45. Part of a 4,600 mile trail stretching across seven states from New York to North Dakota. Big Spruce Golf Course Privately owned and operated 9 hole course Stannard Township R.V. and Recreation Park Township park includes 13 RV sites, ballfields, pavilion, concession building with bathrooms, volleyball courts, horseshoes, sewer and water. Ontonagon River Crossing Ontonagon River is recognized for its natural and recreational significance under the Wild Rivers Program of the Department of the Interior and has three designation: Wild (42.9 miles), Scenic(41.01 miles) and (73.5 miles) Norwich Mine and Cemetery An underground copper mine located near Norwich, MI. A rich vein of copper was discovered in 1846 near the Ontonagon River and work was started in Historic Norwich Trail Multi-use Trail though the heart of the Ottawa National Forest. Cascade Falls MDOT Roadside Park Non-motorized Pathway Cascade Falls is on Cascade Creek just before it enters the West Branch of the Ontonagon River in the Ottawa National Forest. MDOT Roadside Park includes picnic area and vault toilets. Unpaved pathway connecting Ewen to the school on the west end of Ewen and sections of 8 shoulder within community along M28.

11 M-64: Silver City to Ontonagon M-64: Bergland to Silver City M-28: Bruce Crossing - Bergland ATTACHMENT C: ROADSIDE INVENTORY FOR RECREATION OR HISTORIC ROUTES South Branch River Landing Site Department of Natural Resources maintains a canoe landing site near Ewen. Bergland to Sidnaw ORV Trail Facility is maintained by the Department of Natural Resources. This multi-use ATV, snowmobile and mountain bike trail runs 44.5 miles connecting the communities of Bergland, Ewen, Bruce Crossing, and Trout Creek. Ontonagon County Park The facilities include a boat launch with loading dock, 43 semi modern campsites, restrooms, picnic and swimming area. Pioneer Trail Multiuse Trail Multi-use Trail though the heart of the Ottawa National Forest, connecting the Bergland to Sidnaw ORV Trail with the Bill Nicholls Trail. Bergland Ski Trail Two loops create a 6.6 mile system through hardwoods and firs forested areas. Bergland Township Park Campground Township Park includes 15 semi-modern campsites, vault toilets and picnic areas. Historic District Ranger Station / Heritage Center Site owned and maintained by the US Forest Service, the Historic Bergland Ranger Station was constructed in 1936 by the Civilian Conservation Corps (CCC,) and was one of the first administrative offices built for the Ottawa National Forest. Site also serves as the Bergland / Matchwood Township Heritage Center. Historic Gogebic Range Hiking Trail Nine mile trail in the Ottawa National Forest. Difficult hiking trail joins with the North Country Trail. North County Trail: Trail Head Trail head for North Country Trail. Trail crosses US-64. Part of a 4,600 mile trail stretching across seven states from New York to North Dakota. EHLCO Mountain Bike Complex Site owned and maintained by the US Forest Service; 27 mile bicycle trail uses a network for forest roads and trails to create a looped user experience. Silver City Silver City is the home to the Porcupine Mountains Wilderness State Park. It all began with the scuttle about mining silver between 1872 and Business investments were made to start the silver mining process and build mills, but dividends were slim. The town had been named Iron River, then Silver City, then Beaser and back again to Silver City, which it is still named today. Porcupine Mountain Wilderness State Park Michigan s largest state park (59,060 acres), features Lake of the Clouds and includes over 90 miles of hiking trails, 78 backcountry campsites, 183 semimodern and rustic camp sites, 42 km of cross country skiing, backcountry cabins and yurts, alpine ski area, historic mine sites and adits. Carp Lake Mine Adit One of 40 copper claims made in the Porcupine Mountains, Carp Lake was first mined in Historical Porcupine Mountain Winter Sports Complex The 42 downhill runs include views of Lake Superior and back country terrain, and 42 km of cross country ski trails in the state park s wilderness area.

12 Sites on Spur Routes M-64: Silver City to Ontonagon ATTACHMENT C: ROADSIDE INVENTORY FOR RECREATION OR HISTORIC ROUTES Non-Motorized Pathway Green Park 8 shoulders along M64 from the Village of Ontonagon to Silver City and 107th Engineer Memorial Highway (formerly M107) has 6 shoulders from Silver City to the Porcupine Mountains State Park. The park located on Lake Superior; facilities include gazebo, fire pits, and vault toilets. Park offers broad sand swimming beach and agate picking. Green Church and Cemetery The Green Evangelical Lutheran Church was organized in 1905 by the first settlers of Green, and a cemetery was consecrated the following year. A replica of the church is located next to the cemetery on the Townline Road. This is the only cemetery within the township. Historical Bonanza Falls Overlook These falls on the Big Iron River are unusual, thin layers of shale are tilted up at an angle to the wide riverbed, so water winds around the scalloped layers, 600 feet downstream is a second, smaller set of falls. Big Iron River Park and Boat Launch Park located on Lake Superior at mouth of Big Iron River. Union Bay Beach Large bay and white sand beaches located on Lake Superior. Green Settlement Panama Steamer Shipwreck / Sand Flats Lake Superior Sportsman Club Historic Finnish farming community first settled in 1903 on cutover lands of the C.V. McMillan and Bro. Lumber company and names after this company s General Manage,r Thornton A. Green. The community has a historic town hall, which is the oldest public building in use in the township. Historic wreck site of 1888 oak hulled steamer. Sunk near the Mineral River in Parts of the hull can be seen from shore. This privately owned facility is open to the public and includes indoor archery/shooting range and outdoor shooting range. Historic Historic Numerous River Crossings along M- 64 Ontonagon River Dreiss Creek Wiegel Creek Potato River Floodwood River Cranberry River Little Cranberry River Town Line Creek Halfway River Duck Creek Pine River Mineral River Big Iron River Little Iron River Ash Creek Mud Creek Union River Bond Falls Bond Falls is a scenic waterfall created as the middle branch of the Ontonagon River tumbles over a thick belt of fractured rock, dividing it into numerous small cascades. Roadside parking and picnic tables are available near the top of the falls. An accessible boardwalk with six viewing locations. (Approximately 10 miles south of proposed routes). Paulding Light Mysterious light and natural phenomena whose source has not yet been determined, located in the Ottawa National Forest. This site is popular for visitor and residents alike and has been showcased on the popular television show Unsolved Mysteries. (Approximately 10 miles south of proposed routes).

Trout Creek Mill Pond Popular fishing access at pond. Abbot Fox Community Park Historic steam engine at site and picnic area. Hazel Sliger Museum and Library Public library and museum. Maple Grove Township Hall Haight Townships most photographed building. The Township hall was built in 1904 and is still used today to host community events and receptions. Historic Site Misery Bay Public beach with MDNRE boat launch ANNUAL EVENTS: Ontonagon Lake Trout Classic Event held each year in late May and includes chili and barbeque cook-off. Miner's Revenge Mountain Bike Race Mid-July underground mountain bike race through the historic Adventure Copper Mine, Greenland, MI. White Pine/Bruce Crossing 4 th of July These communities host a traditional 4 th of July events annually including parades and activities. Lake Superior Day - Event is held the third Sunday in July. This event encourages people to take action to help protect or restore one of the world's largest freshwater lakes. Events are held in communities across the Lake Superior Basin including the Village of Ontonagon. Ontonagon County Fair Event is held the fourth weekend in July. Annually event hosted by the County 4-H and MSU Extension. Trout Creek Pond Fest Event is held second week in August at the Abbot-Fox Park. Festivities include a variety foods, music and dancing. Mid-West Primitive Rendezvous for National Rendezvous and Living History Foundation Inc. Starts last week of July. This traditional living festival celebrates fur trading industry from Porcupine Mountains Music Festival-The festival features folk, blues, bluegrass, zydeco and contemporary music from nationally touring artists as well as up and coming Michigan artists. Agate Beach Jamboree Acoustic music festival held on Agate Beach on Lake Superior the first weekend in August. Old Victoria Craft Fair -Third weekend in August; more then just an event selling arts and crafts, the historic settlement hosts a regionally known fair and features homemade cinnamon rolls baked-in-the-woodstove, a lunch of mojakka (beef stew) and reiska (Finnish bread), and old-fashioned outdoor games oriented for children on the lawn of this historic site. Lake Gogebic Walleye Tournament Event is held the second weekend in September on Lake Gogebic. Labor Day Festival - Ontonagon, as a union town, host a regional renowned festival celebrating Labor Day.

14 ATTACHMENT C: ROADSIDE INVENTORY FOR RECREATION OR HISTORIC ROUTES Hunting Harvest Festival - Porcupine Mountains Wilderness State Park hosts weekend events in mid- September activities focus on hunting, safety, conservation, camping, and outdoor sports. Ewen Log Jamboree 4th weekend in September; Events celebrates the impact and culture of the timber industry for the settlement of Ewen. Ontonagon Hometown Christmas First weekend in December. Festivities include fireworks display, parade, and live reindeer. It is the hope of the committee to reach these milestones within five years (December 2015). These objectives focus on developing and enhancing the capacity of the steering committee, promoting the route and surrounding areas, developing and supporting of collaborative projects, unification of signage, and identifying interpretive themes. Objective 1: To build a sustainable, strategic and collaborative organization endorsed by local governing bodies and agencies alike by December Identify partners Define purpose/mission/ vision of committee Develop long term strategic plan Develop appropriate governing tools and documents (i.e. bylaws, MOUS, policy, procedures, subcommittees) Objective 2: To collaboratively promote the recreational assets and intrinsic values of the Bridge to the Clouds State Heritage Route through three promotional events by December Develop promotion materials (logo, website, route brochures, etc.) Identify regional and national promotional partners Develop promotion strategy Work with local businesses and groups to leverage promotional funds regional (county) Identify/Support additional designations (example National Scenic Byway)
