The Chairman welcomed Cllr. Llewellyn-Jones to her first Parish Council meeting. 39 Declaration of Interests PECUNIARY - NONE NON-PECUNIARY - NONE 40 Apologies for Absence - Cllr. P. Jones. 41 Public Speaking Cllr. David Robinson from the Kirk Ella & West Ella Parish Council very kindly attended the meeting to talk about pictorial village signs. Members were provided with a sheet explaining the work involved with the manufacture and installation of village signs and gave an idea of the likely cost involved. Cllr. Robinson advised that the positioning of the signs is very important and they are usually located on parish boundaries. Cllr. Robinson was thanked for his attendance at the meeting. 42 Address by Community Police Officer - P.C.S.O. Natalie Bingham attended the meeting to discuss crime in the area and in particular the twenty seven reported incidents for the month of June Shop theft continues to be a problem in the local area, two arrests had been made recently in relation to shop theft. Residents are once again reminded not to leave valuables on show in parked vehicles. 43 Minutes of Parish Council Meeting - The minutes of the meeting held on Thursday 11 th June 2015 were accepted as a true record of what took place and were duly signed by the Chairman. 44 Matters Arising from Minutes Minute 27 (6) - It was reported that there is still a large number of recycling bins located in the car park next to Sainsbury s, Hull Road, Anlaby which are taking up valuable car parking spaces. The Clerk was asked to contact Karen Wagg, Waste and Recycling Officer at the E.R.Y.C. and ask her to re-visit the site to carry out a further review of the bins. Minute 27 (6) - Cllr. Rice reported that the fly-tipping in Anlaby House grounds at the rear of the gardens along Beverley Road is currently unidentifiable due to the height of the nettles present. Minute 27 (12) - The Clerk advised that the E.R.Y.C. had not been able to accept Renton as a proposed street name for the Lowfield Road development as it already exists in Anlaby. It was therefore agreed to submit the name Eaton after the late Beverley Borough Councillor, Betty Eaton. Minute 32 - The Clerk advised that a letter had been sent to Gino s about the uneven pavement outside their premises but a reply had not yet been received. Minute 32 - Cllr. Street confirmed that an additional twenty six Christmas lights would be required to link Anlaby and Anlaby Common along Hull Road. Page 1

2 Minute 33(a) - A timetable had been received from the E.R.Y.C. providing details of the NHS health checks scheduled for Monday 14 th September 2015 in both Anlaby and Anlaby Common. Members agreed that the Wilson Street car park and Hull Road Anlaby Common were suitable locations for the NHS vehicle to park up. Clerk to notify the E.R.Y.C. A small number of leaflets advertising the checks will be available in August for distribution. Minute 33(a) - It was confirmed that the next Residents meeting at Anlaby Common will take place on Thursday 17 th September, 7.30pm at the Ignition Coffee Shop, Anlaby Park Methodist Church, Anlaby Common. Minute 33(c) - Cllr. Shutt advised that the repair to the notice board on Maplewood Avenue is ongoing. Cllr. Shutt was asked to view the notice board outside St. Mark s Church at Anlaby Common to see if that can also be repaired. Action: RS Minute 35 - The Clerk was asked to make contact with Mr. John Hannah, E.R.Y.C. Highways about the flooding problem on the footpath outside the Anlaby Park Methodist Church and also contact Mr. Steve Roberts about the debris in the gullies along Hull Road, Anlaby Common. Minute 35 - Cllrs. Hardy and Street had taken numerous photographs of Anlaby and Anlaby Common for the Clerk to submit to the East Riding of Yorkshire Council archives. 45 Financial Report - The Clerk circulated the July financial report for discussion/approval. 46 Parish Council Cheques - The following cheques were approved:- CHEQUE NO. FULL PLANNING PERMISSION - Change of use from storage/office building to use as 3 residential flats and a mixed use as office, warehouse and retail use together with the erection of two storey and single storey extensions Store Rear of 40 Hull Road, Anlaby - Recommend refusal. 48 Update from Working Groups a) Community Events Best Kept Front Garden Competition - All Councillors were provided with details of which roads/streets they are to judge for the competition. Two of the best gardens in each area and three runners up addresses must be submitted to Cllr. Braithwaite or Cllr. Hardy by Thursday 18 th July. Final judging will take place, by last year s winner, on Thursday 23 rd July. Winners will be announced early August. The Clerk was asked to purchase National Garden gift vouchers to the value of 30 for first prize and 20 for second prize and provide Cllr. Hardy with fifty congratulations letters, envelopes and stamps for sending to the runners up. Action: All Cllrs/Clerk Christmas Events - Cllr. Braithwaite gave an update on the arrangements for the switching on of the 2015 Christmas lights. It was confirmed that the date for the switch on will be Friday 27 th November, 5.00pm at Anlaby and 6.15pm at Anlaby Common. Cllr. Llewellyn-Jones gave details of the prices for hiring a sleigh with reindeer, it was explained that discounts are available if booked early. Cllr. Llewellyn-Jones was given approval to book a sleigh and reindeer for the event. Action: ALJ b) Environment Anlaby Common - Dog walkers had been seen walking across the common. Heron, deer, foxes and hundreds of frogs had also been seen. Springhead Lane Concrete Slabs - It was reported that residents are happy with the concrete slabs which were installed to stop travellers returning to the grass mound. It was therefore agreed to take no further action at present. Cllr. Hardy reported that a two-way traffic sign had appeared along Springfield Way. c) Safety, Street Scene and Facilities Sandbags, Tranby Lane Cemetery - It was reported that a resident of Tranby Lane now has a key to gain access to the sandbags which are stored in the defunct toilet building at Anlaby Cemetery. 4 Cllr. Hardy explained that sandbags have a shelf life of between 2-3 years which means after this time the pallet of sandbags may well have to be replaced. It was agreed that the Parish Council pay for this at an estimated cost of 120. Pedestrian Crossing opposite Morrisons - Cllr. Kingston reported that she is currently working with the E.R.Y.C., to raise awareness of drivers entering and exiting Morrison s car park to pedestrians crossing the uncontrolled crossing on Morrison s land and the zebra crossing on the estate access road. d) Communication Approval of Newsletter Each member had been given a copy of the draft newsletter for discussion/approval at the meeting. The Clerk advised that delivery will now be carried out by Door 2 Door commencing 27 th July. Cllr. McLeod was thanked for his excellent work with the preparation of the newsletter. The Clerk was asked to arrange for it to be printed and delivered to the distributors. e) Administration Notes from Admin Working Group Meeting - Cllr. Hardy provided each member with a copy of the notes from the meeting of the Admin Working Group held on 25 th June A review of the Parish Council budget had taken place and after discussion was agreed by all members present. Clerk to adjust financial report accordingly. Cllr. Wood was asked to look at sites for new/replacement seats and litter bins and repair/painting of existing seats. Cllr. Shutt to provide costs for repairing one, possibly two notice boards. Cllrs. McLeod and Llewellyn-Jones to meet with Mr. Tony Clarkson to discuss the provision of metal tables for the play area at Haltemprice Leisure Centre. Cllrs. Braithwaite and Street (if required) to meet with the Lighting Officer at the E.R.Y.C. to discuss the possible placement of additional Christmas lights. Action: VW/RS/AM/ALJ/FB/DS The Clerk was asked to amend the strategic plan for presentation at the October Parish Council meeting. Emergency Plan - Nothing to discuss at present. 49 Clean-up of Area around the Shops, Hull Road, Anlaby - Cllr. Kingston reported that E.R.Y.C. had carried out a clean-up of the area around the shops on Hull Road, Anlaby. 50 E.R.Y.C. Issues Temporary Closure of St. Thomas More Road - Notice is hereby given that the East Riding of Yorkshire Council intends not less than seven days from the date of the notice (2 nd day of July 2015) to make an Order, the effect of which will be to prohibit any vehicle from proceeding along St. Thomas More Road, Anlaby Common (from the Hull boundary [Hull City Council]) to the end of the road [dead end] commencing Tuesday 21 st July 2015 to enable carriageway resurfacing works to be carried out. The road closure is necessary to enable the works to be carried out in a manner consistent with ensuring the safety of the public. Page 4

5 The East Riding of Yorkshire Council (On Street Parking Places) (Civil Enforcement) (Consolidation) (Amendment No. 29) Order 2015 No Waiting at Any Time restriction and No Waiting Monday to Friday between 8am and 6pm restriction, Wolfreton Drive/Pryme Street/North Street - The East Riding of Yorkshire Council proposes to make the above Traffic Regulation Order pursuant to Regulation 4 of the Local Authorities Traffic Orders (Procedure) (England and Wales) Regulations After discussion it was agreed to make no comment. Parking Places for Residents, Pryme Street, Anlaby - Cllr. 6 54 Date and Time of Next Meeting - The next meeting is scheduled for Thursday 10th September 2015, 7.00pm at the Anlaby Community Care Centre, First Lane, Anlaby. Cllrs. Jones, Kingston and Wood were delegated to authorise cheque payments and make recommendations on planning applications in the absence of an August meeting.
