2 Page 2 1. CALL TO ORDER Chair, Mayor Anne Eadie called the meeting to order at 10:36 a.m. with a roll call. 2. DELEGATIONS & PETITIONS None noted. 3. ADOPTION OF PREVIOUS MINUTES Motion # Moved By: Seconded by: Doug Smith Andrew Barton THAT the minutes of the Tuesday, May 12, 2015 meeting of the Municipality of Kincardine Emergency Management Coordinating Committee be adopted as printed. Carried. 4. BUSINESS ARISING FROM THE MINUTES 4.1 The CEMC distributed a draft copy of the Emergency Management Program Committee Terms of Reference (TOR) for the committee to review. A lot of the information was taken from the Emergency Management Civil Protection Act. The TOR is short enough to work with but detailed enough to provide the necessary requirements. Primarily looking at membership vs. supporting agencies and what this committee needs to do. Comments and suggestions were made by the committee and changes will be made accordingly before going to council for approval. 5. CORRESPONDENCE None noted. 6. REPORTS (around the table) 6.1 OPP - The Joint Traffic Control Centre is now located at the Kincardine OPP Detachment and is set up in the board room if required. 6.2 Grey Bruce Health Unit - Dr. Ian Arra is assisting with a three (3) month health risk assessment regarding environmental changes in the area.

3 Page 3 - The health unit is governed by the Health Protection Promotion Act and is covered by the standards and protocols within the act and Regulations which are revised every five (5) years. - New requirements for HIRA to identify high risk population groups and specific habits with the different groups. - Received, in September, the new Public Health Emergency Plan Protocol with some changes made. 6.3 Chief Administrative Officer, Municipality of Kincardine - Reactivated the recruitment program for a Director of Public Works 6.4 Bruce County CEMC - Last Friday an Emergency Exercise at the County was held. Five lower tier municipalities participated. - Used the WEB EOC which worked well and is a lot easier to follow along with. - Coordinated great efforts with the lower tier municipalities. Their level of confidence is up. - Integrate lower tier with the county to step up the exercises and be all on one level. - Jeff Coulson of Environment Canada did a weather scenario, mimicked the events of 1954 with Hurricane Hazel. - 2 of the participants were from this committee - IMS training and WEB EOC updates were held before the exercise. - Waiting for comments from the lower tiers involved to complete a report on the outcome of the exercise. - The county has GPS on the ambulances and plows for tracking at any given time. 6.5 Ministry of Transportation - Revisions were made to the 511 system. - Easier to find out when a road is closed for a winter event, instead of a dot a line is now used. - A feature is to be added for where MTO plows are located in your area (maybe in 2017). - Cameras on 400 series can view visual road conditions (live feeds). - Trying to get more cameras on Highway 21 within the next few years. 6.6 Bruce Power 2016 Exercise - Bruce will be the site of the 2016 Provincial Nuclear Emergency Exercise. The date of the exercise as not been determined but will be in the Fall. - Meeting has been scheduled with OFMEM on November 24, 2015 to discuss the Exercise Scope and Level of Play.

4 Page 4 - Bruce Power will support any level of Play that Kincardine would like for this Exercise. Operational Safety and Review Team (OSART) Visit - Bruce Power will be hosting an OSART mission which will be review many areas of Bruce Power including Emergency Management Program from December 1st to 16th, This is an international group that will be reviewing our programs against the International Atomic Energy Agency (IAEA) Standards. They may want to see the Off Site Centre s. Off-Site Centres - Bruce Power worked with the Host Municipality to drill the Alternate Reception Evacuee Centre on September 24th. This was the first time the alternate location was tested and one of the objectives of the drill was to test the DRAFT layout for vehicle and evacuee flow. Opportunities for improvement were identified to further streamline the evacuee flow. - Bruce Power has ordered storage cabinets & security lockers for the alternate Reception Evacuee and Emergency Worker Centres in the Town of Saugeen Shores (Host Municipality). This order also includes replacement storage to upgrade the existing storage currently at the Davidson Centre. A review with the CEMC and Facility Manager at the Emergency Worker Centre in Kincardine will result in no new storage requirements, but a re-organization. TCD for new storage to be delivered is December 2016 to January Annual Severe Weather Program review - The annual meeting is set for Tuesday, November 3rd at the Municipality of Kincardine Administration Building, 2nd floor. The purpose of this meeting is to meet with external partners to review the current plan, process, required actions and to discuss opportunities for improvement and lessons learned from the previous season as part of the preparedness activities for the upcoming season. Public Notification: - Bruce Power has been working closely with the Municipality of Kincardine to support the distribution of Alert FM Receivers to residents located within 10Km surrounding the Bruce Power site. This is to help support bridge the gap between residents who are replacing their land-line phones in favor of cellular technology and the time in which cellular public alerting technology becomes available to all. - Work is ongoing to address the need for Wireless Service Providers (WSPs) to implement cellular public alerting technology in Canada. Bruce Power has supported this effort with a Part 1 Application to the CRTC requesting WSPs be mandated to put in place cellular alerting now. We are currently awaiting the CRTC decision.

5 Page 5 Interoperability: - Bruce Power helped support the creation of a Regional Interoperability Committee made up of a number of municipalities in the region looking to enhance interoperability among responder organizations. Bruce Power and the Municipality of Kincardine are key supporters of this effort. The mandate of the Committee looks to address interoperability enhancements with communications among the Tri-services and support organizations in the region. This approach is aligned with the Canadian Interoperability and Technical Interest Groups (CITIG) objectives and has been expanded to look at other areas where interoperability can be enhanced. Currently the Committee is working to establish Governance and short and long-term plans that focus on enhancements. - Bruce Power is sponsoring and supporting the 9th Annual CITIG Conference being held in December in Toronto. Updated on Public Notification and Interoperability will be provided at the conference. Preparedness Support: - Bruce Power will commission a study to look at Evacuation Time Estimates 10 Km area surrounding the Bruce Power site to take place in This will be conducted by a third-party specializing in this field of expertise. - KI Pre-distribution efforts are now complete. Work is now focusing on updating plans to ensure sustainability of the effort achieved. 6.7 Public Works - Snow equipment have GPS on them but not for live time, they are for record keeping only. - A few construction projects to complete for the year. - The leachate treatment plant will be continued into next year. 6.8 Fire Department - The Fire Chief attended the Bruce County Sector meeting in place of the CEMC. - Discussed business continuity planning for the future of industries and municipalities, are we prepared. - Presentation from the Ministry of Municipal Affairs on the Ontario Disaster Relief Assistant Program (ODRAP) for 1. Ontario 2. Municipal. This is a 50 year old program that is being redeveloped. - Presentation of the Emergency Management review that MTO is working on, a comprehensive review of MTO, system and emergency planning - Debris management program, MTO is going to sector meetings with questionnaires during these sessions. Review what MTO's definition of transportation is under the Order of Council for the Emergency Planning Act. - Environmental Canada forecast for a milder winter this year

6 Page 6 - Interoperability Committee - a strong working group, continuing to grow and expand. - The rescue command unit has been around to different agencies for show and tell. - The agenda has been tweaked for these meetings. Got away from identifying people and put in positions and will go with the round table discussion for reports CEMC - Videos of the Emergency Worker Centre and Reception Centre are complete and available for training - IT has repaired the municipal website, can now upload links to BePreparedGreyBruceHuron.com, Ontario.ca, Alert FM and other documents to the website. - Working on updating/inputting phone numbers into the Rapid Notify System - EOC laptops and phones are now hardwired - Alert FM delivery is in progress, the 3 km is complete and the 10 km is in progress. - Working on updating the Municipal Plan to include Alert FM & KI Tablets - Attended the Reception Centre Drill in Saugeen Shores. - Spoke with OFMEM to have the sector maps updated to include siren locations 7. NEW BUSINESS 7.1 Frank Merkt was introduced as the new CEMC for the Municipality of Kincardine with a brief report of his background. 7.2 Annual Review of Emergency Management Program/Plans i. The committee reviewed the Municipality of Kincardine Hazard Identification & Risk Assessment (HIRA). It lists the type of hazard, specific hazard to the type, lead time (advanced notice), the probability of the occurrence and the consequence of each hazard. Comments and suggestions were made by the committee and changes will be made accordingly. ii. iii. The committee reviewed the Municipality of Kincardine Critical Infrastructure Identification. It lists the sector, type of infrastructure, components, locations, owner/operator, contact information and priority number. Comments and suggestions were made by the committee and changes will be made accordingly. Public Education/Awareness Review - On going with KI Tablets and Alert FM
