3 Objectives of the Exercise Observation To help participants understanding of the comprehensive methods and procedures for nuclear or radiological emergency response, especially for NPP. To provide chances for participants to watch a nuclear emergency exercise in Japan and to discuss the way to improve their emergency response. 3
4 The Nuclear Disaster Countermeasure Exercise of Hokkaido This exercise is the first one in Hokkaido after the Establishment of the Nuclear Regulation Authority s New Nuclear Emergency Response Guideline following the Accidents at Fukushima Nuclear Power Stations. New Procedure on emergency response and population protective action at a Nuclear Disaster will be examined in the exercise. 4
5 Exercise Scenario Outline The Exercise scenario is Based on a severe nuclear power station accident. An large earthquake with seismic intensity of 6+ hits the Tomari Nuclear Power Station and causes loss of the Off-site power. The earthquake also hits the Hokkaido Off-site Center. The Nuclear Regulation Authority (NRA) decides establishment of the Alternative Off-Site Centre in town of Kutchan. 5
6 Location of the Related Facilities 30km 20km 10km Hotel 5km Tomari Nuclear Power Station Hokkaido Off-site Center Alternative Off-Site Centre in Kutchan Tomari Nuclear Power Station 5km: PAZ (Precautionary Action Zone) Airport 30km: UPZ (Urgent Protective Action Planning Zone) 6
7 Exercise Scenario Outline 2 Then, one of two emergency diesel Generators is inoperatable at one of three units of the Tomari NPS. NRA declares Alert and starts up of the Emergency Response Center (ERC). The survived emergency diesel Generator stops and it cause the loss of all AC power. NRA declares Site Area Emergency. People who need special support for their evacuation are recommended evacuation over the PAZ. 7
8 Exercise Scenario Outline 3 Coolant supplied to the steam generator stops due to error of the ECCS pomp. NRA declares General Emergency, Then the Prime Minister declares the state of nuclear emergency. People in the PAZ are instructed immediate evacuation and those in the UPZ are instructed sheltering. People who need special support for their evacuation are recommended to prepare of evacuation over the UPZ. We will observe these activities at Alternative Off-Site Center (AOFC) in Kutchan Town. 8

10 Observation of the Exercise 1 Alternative Fukushima Off-Site Daiichi Center Nuclear (AOFC) Power in Kutchan station - The central point of field emergency Fukushima Prefecture Off-site Center (OFC) Environmental Radioactivity Monitoring Center of Fukushima (ERMCF) response - The emergency response room is in the 2nd floor 10
11 Exercise Scenario Outline 4 Then, an notification that suggests the core melting is received. The pressure of the containment building is going to exceed the limit and radioactive materials is suggested. The Nuclear Emergency Response Headquarters decide evacuation of a part of the UPZ on the basis of the results of the environmental monitoring of Radiation. Residents in four additional towns in the UPZ are instructed evacuation to Otaru and Sapporo. Buses, ships and helicopters are mobilized for the evacuation. 11

14 Exercise Scenario Outline 5 Contamination survey for evacuees will be required due to the post-release evacuation. Aid Center for evacuees is established in the Evacuee Reception Center in Otaru. Contamination survey (Population Monitoring) and Decontamination will be conducted at the Aid Center. We will observe these activities at The Evacuee Reception Center in Otaru. 14
15 Observation of the Exercise 2 The Evacuee Reception Center in Otaru - The Evacuee Reception Center (reception center) is established with an Aid Centers for evacuees. - We will observe the inhabitant evacuation drill, that is, Monitoring, Registration, Medical check and Decontamination. - We may observe the arrival of the helicopter transporting evacuees, if our arrival coincide with it. 15
16 Exercise Scenario Outline 6 Buses transporting evacuees are caught in traffic jams on the way to Otaru. It takes very long time to get out of it. The local nuclear emergency response headquarters request to the stores lining the route providing foods, water and toilet to Evacuees. The local nuclear emergency response headquarters direct to supply necessary goods to Evacuee Reception Centers. Falling rocks blocks the evacuation route and isolate a settlement. A helicopter is dispatched and transports the residents. 16
17 Questionnaire Questionnaire A Memo for Observing the Nuclear Emergency Exercise of Hokkaido are distributed respectively. Please fill out it during/after the observation and return to the secretariat of WS by noon on the 3 rd day, October 9. Your filled Questionnaire will be returned you before the session of Comments on the Exercise observed on the 2nd Day at 10:00 on the 4th day, October
