European and External Relations Committee 28 July rd Meeting, 2016 The Committee will meet at 9:30 am in the Robert Burns Room (CR1) 1. Members' Business motions that have achieved cross party support *S5M John Mason: Automatic Voter Registration That the Parliament notes with interest the calls made during a debate on 29 June 2016 at the UK Parliament for the introduction of a system of automatic voter registration; understands that this debate was held in part due to the problems surrounding registration for the EU referendum, which saw the deadline extended; believes that the introduction of automatic voter registration could make it easier for more people to vote, especially in areas such as the Shettleston parliamentary constituency, while also helping to remove additional barriers to voting that stand in the way of some of the most disenfranchised sections of the population, and notes calls for consideration of automatic voter registration to make it easier for all to participate in the political system. 7 will represent Scotland at the World Baton Twirling Championships in Helsingborg, Sweden in August 2016; notes that Megan and Chloe, who train at the Edinburgh Twirling Academy in the West Pilton Neighbourhood Centre, will participate in individual, pair and team events at the international competition; appreciates that this selection reflects their commitment and dedication and the high standard of training in gymnastics, dance and twirling that the academy provides, and wishes Megan and Chloe all the very best for the competition. Supported by: Miles Briggs*, Gordon MacDonald*, Colin Beattie*, John Lamont*, Joan McAlpine*, Tom Arthur*, Graeme Dey* *S5M Patrick Harvie: Extended Closure of the Glasgow Subway That the Parliament notes with concern the delays with the upgrading work on the Glasgow Subway and the extended closure period as a result; understands that the replacement bus service, which requires the use of exact change fares, has had vastly delayed journey times and uses poorly signposted stops, and is concerned that, because of what it sees as the failure of a private company to meet the terms of its contract, the 35,000 daily users of the service will be left even longer without an efficient and effective means of transportation across the city. Supported by: Alison Johnstone*, Ross Greer* R *S5M Gail Ross: Belladrum Opportunities for North Highland UHI Students That the Parliament welcomes the opportunities offered to students from North Highland College UHI to take part in the 2016 Belladrum Tartan Heart Festival in August; notes that these include the members of the five-piece band from Alness, Dead Zebras, who it wishes the best of luck when they play on the event's Seedling stage, and Nicola McAuley, who is a hospitality graduate and childcare student from Tain, who will be given the opportunity to gain valuable work experience as an entertainment assistant; acknowledges everyone involved in organising and participating in the festival and sends its best wishes to them for this and future years, and pays special tribute to the festival's organisers and North Highland College UHI for offering these opportunities to the students. Supported by: Joan McAlpine*, Douglas Ross*, Kate Forbes*, Clare Haughey*, Pauline McNeill*, Richard Lyle*, Stuart McMillan*, Colin Beattie*, Gordon MacDonald*, Tom Arthur* *S5M Andy Wightman: Edinburgh Airport Consultation That the Parliament understands that Edinburgh Airport Limited (EAL), which owns hectares of land in Lothian and is ultimately owned by companies in Grand Cayman and Luxembourg, has launched a 14- week consultation that will close on 12 September 2016 regarding future airspace usage across Lothian, Falkirk and Fife; understands that there are fewer flight movements today than in 2006 and less freight tonnage than in 1997; is concerned that, given the timescale, communities could face challenges in being able to respond to the consultation and believes that there is very little justification for having it while the Civil Aviation Authority and the Department for Transport are reviewing the Guidance on Airspace Change Processes and Guidance on Environmental Objectives; is concerned that the 2015 TUTUR Edinburgh flight path trial resulted in significant changes in flight path usage and associated environmental impacts that should not be used as the baseline for the consultation; understands that historical flight path data is not being made available to the public; is sceptical of the case for more capacity, given the trends in flight movements and the likely impact on carbon emissions, and urges EAL to pause the consultation until the revised guidance is available, ensure that partners in the consultation are adequately resourced and to base it on a more appropriate baseline of flight path data. 8 *S5M Brian Whittle: I Am Team GB That the Parliament notes the national sports' day, I Am Team GB, which will be held on 27 August 2016 in partnership with the National Lottery, ITV, STV and UTV; understands that thousands of clubs across the UK will open their doors to allow people to take part in a range of grassroots sports and activities free of charge and that, in an unprecedented ITV, STV and UTV will switch off their channels for an hour to inspire everyone to get involved, active and moving; believes that this will be an opportunity for every sports club and activity group to welcome new members and supporters and could inspire people to stay active in the longer term; supports all initiatives that aim to get people active; encourages everyone to strive toward healthier lifestyles, and hopes that the efforts and success of Team GB's sportsmen and women in Rio will inspire everyone to move more and enjoy it. Supported by: Joan McAlpine*, Graeme Dey*, Gail Ross*, Jackie Baillie*, Fulton MacGregor*, Bob Doris*, Clare Haughey*, Ivan McKee*, Richard Lyle*, Tom Arthur*, Annie Wells*, Colin Beattie*, Gordon MacDonald* *S5M Neil Bibby: Sixth Anniversary of the Football Fans in Training Project That the Parliament congratulates the University of Glasgow and the Scottish Professional Football League Trust (SPFLT) on the success of the project, Football Fans in Training (FFIT); understands that it is a 12-week weight management and healthy lifestyle programme that is delivered by community coaches at 32 SPFLT clubs and is a world leader in tackling male obesity; notes that, since 2010, FFIT has been delivered to 4,500 overweight and obese men and that Department of Healthfunded research has shown that the programme helps men achieve positive lifestyle changes and a weight loss of around 5%; welcomes the extension of the programme to 320 women at 16 clubs in Scotland, six clubs in England and up to 12 clubs in Germany between 2016 and 2018; further welcomes the interest in the project shown by other countries and professional sports, including rugby union, ice hockey and Australian rules football, and is looking forward to the imminent publication of the results of a follow-up study that will report on the long-term weight loss of men up to three-and-a-half years after they took part in the project. 9

11 cardiovascular disease in Scotland and the rest of the UK, recognises that it currently invests over 62 million into research across Scotland and is the biggest independent funder of such work; commends the generosity of the public and the hard work and commitment of the BHF's staff and the volunteers, who raise money in the fight for every heartbeat; believes that research is the backbone to this work, and congratulates everyone involved with the BHF and their commitment to tackling coronary heart disease.
