9 3.0 COMMENT 3.1 The performance figures for the year generally follow the excellent performance last year. The development management service has exceeded all three national targets by a significant margin. 3.2 The Service continues to achieve top quartile nationally (local target) across two of the three categories of planning applications (minors and others), which is highly commendable representing a consistently high level of performance. The speed with which the major applications are being determined has fallen below the top quartile standard achieved last year (73% achieved, 79% target). Given that about 45 decisions on major applications were made in the year, the 6% shortfall against target is just 3 decisions out of time. 3.3 During the year officers have sought to improve overall performance in three main ways: a) Increase the capacity of professional planning officers by training the support team to carry out some of the tasks currently undertaken by planning officers e.g. appeal questionnaires and associated documentation, b) The more junior planning officers are being developed to enable them to take on some of the more difficult cases thereby freeing up senior officers to focus on the larger scale schemes, and c) A general enquiries phone number has been set up which is operated by Support Team officers. This has had the effect of reducing the number of general calls taken by planning officers which allows them to focus on the professional work for which they are trained. This year it is also intended to change the focus of a senior planning officer (part time) from general applications to major applications to improve major performance. 3.4 Planning appeal performance is no longer a national performance indicator. It is however a good indicator of the quality of decisions taken by the Council and as such this will continue to be monitored and reported to Members. Overall performance this year was similar to the national average (33%) and is not a cause for concern. The overall figure does however disguise some more specific areas where performance is far below the national average. The fact that 7 of appeals against the decisions of South Area Planning Committee and 63% of those of Central Committee were allowed does indicate an area that needs to be monitored and addressed. Officers and the Chairmen and Vice- Chairmen of all 4 planning committees consider the issue at their quarterly meetings. As members are aware it is also a factor in recent discussions at Better Services Advisory Group on a proposal to disband the Area Planning Committees and introduce two district wide planning committees. 4.0 RECOMMENDATION 4.1 Members are requested to note this report. 3
