(1) On Monday 27th February, 2017 (hereinafter called Carnival Monday ), from 2.00 a.m. to p.m., vehicular and parking are on the following roads and on all roads lying within and bounded by them: (a) Duke Street, between Belgrade Street and Wrightson Road; (b) Park Street, between Flament Street and Piccadilly (c) Stone Street, between Park Street and Flament (d) Flament Street, between Stone Street and Wrightson Road; (e) Independence Square North, between Wrightson Road and Piccadilly (f) Independence Square South, between Wrightson Road and Piccadilly (g) St. Joseph Road, between Piccadilly Street and Vieira (h) Charlotte Street, between Queen s Park East and West and South Quay; (i) Nelson (j) Duncan (k) Fraser (l) Richmond Citation and parking

(2) On Carnival Monday, from 2.00 a.m. to p.m., parking is on the following: (a) Oxford Street, between Observatory Street and Dundonald and (b) Stone Street. 4. (1) On Carnival Monday, from 2.00 a.m. to p.m., vehicular shall proceed along Stone Street, between Wrightson Road and Park Street, in a southerly direction only. (2) On Carnival Monday from 2.00 a.m. to p.m. and on Carnival Tuesday from 6.00 a.m. to p.m., vehicular shall proceed along (a) Archer Street, between Belmont Circular Road and Jermingham Avenue, in a southerly direction only; One-way

(1) From 2.00 a.m. to midnight on Carnival Monday and Tuesday, vehicular shall proceed in both directions (a) around the Queen s Park Savannah, between Casual Corner and Jerningham Avenue; (b) on Observatory Street, between Quarry Street and Belmont Circular Road; (c) on Belmont Circular Road, between Observatory Street and the entrance to the Port-of-Spain General Hospital; (d) on Oxford Street, between Observatory Street and Charlotte (e) Gaston Johnson (f) Panka Street, between Gaston Johnson Street and Lucknow and (g) Lucknow Street. (2) On Carnival Tuesday only, the Northbound Carriageway of Maraval Parkway shall be two-way between Belle Smythe Street and Wrightson Road. 6. proceeding to the Port-of-Spain General Hospital on an emergency shall proceed along one of the following routes and shall leave by the reverse route: (a) north along Henry Street and east onto New Street into the Port-of-Spain General Hospital; (b) north on Edward Street and east onto New Street into the Port-of-Spain General Hospital; (c) north on French Street onto Maraval Road, east onto Warner Street, south onto Cipriani Boulevard, east onto Melville Street, south onto Dundonald Street, and east onto New Street into the Port-of-Spain General Hospital; (d) north on Long Circular Road onto Maraval Road, south onto Maraval Road, east onto Warner Street, south onto Cipriani Boulevards, east onto Melville Street, south onto Dundonald Street, and east onto New Street to the Port-of-Spain General Hospital; (e) west on Lady Young Road, south on Queen s Park East onto Charlotte Street and into the Port-of-Spain General Hospital via the Maternity Ward Entrance; and (f) east on Sackville Street, north onto Edward Street, east onto New Street and into the Port-of-Spain General Hospital.

7 Traffic Restriction (Temporary Provisions) (Carnival) Order, Division 2 Taxi and Maxi-taxi Stands 7. This Division has effect on Carnival Monday from 2.00 a.m. to midnight on Carnival Tuesday. 8. Drivers of taxis assigned to taxi stands on Chacon Street, between Independence Square South and South Quay (Long Circular/Wrightson Road) shall operate from the northern side of Dock Road, between Wrightson Road and the entrance to the Port Authority. 9. Drivers of taxis assigned to taxi stands on South Quay, between Broadway and Abercromby Street (Diego Martin/Petit Valley) shall operate from the southern side of Dock Road, between Wrightson Road and the entrance to the Port Authority. 10. Drivers of taxis assigned to taxi stands on the southern side of Independence Square North, between Abercromby Street and St. Vincent Street and on the eastern and western sides of Cipriani Circle, between Independence Square North and Independence Square South (On-call and Ice House taxis) shall operate on Charles Street, from Scott Bushe Street, facing west. 11. Drivers of taxis assigned to taxi stands on Broadway, between South Quay and Independence Square South shall operate with respect to the San Fernando and the Chaguanas taxi stand, on the northern side of South Quay, between George Street and Nelson Street, facing east. 12. Drivers of taxis assigned to Morvant/Trou Macaque shall operate on the southern side of the east bound carriageway off the Old St. Joseph Road east of Piccadilly Street facing east. 13. Drivers of taxis assigned to taxi stands on Henry Street, between Independence Square South and South Quay (Tunapuna/Arima/Sangre Grande/San Juan and Round-D-Road) shall operate on the southern side of South Quay, between Nelson Street and George Street. 14. Drivers of taxis assigned to the taxi stand at Queen Street and Charlotte Street shall operate from Observatory Street and Charlotte Street. 15. Drivers of taxis assigned to the taxi stand on Duke Street and Charlotte Street shall operate from Belmont Circular Road and Belle Eau Road. Drivers of Route 1 maxi-taxis (yellow band) shall enter the maxi-taxi stand on South Quay via the Beetham Highway and via South Quay, on the southern side, forty metres east of the Beetham Highway. Division 3 Parade of Bands Bands entering and leaving Queen s Park Savannah Competition Centre Bands entering and leaving Adam Smith Square Competition Centre Bands entering and leaving from South Quay Competition Centre 17. Bands proceeding to the Queen s Park Savannah Competition shall do so by way of Charlotte Street, west onto Queen s Park West and north into the Queen s Park Savannah. Bands shall exit the Queen s Park Savannah by proceeding south onto Victoria Avenue and east onto Tragarete Road. 18. Bands shall enter the Adam Smith Square Competition Centre by way of Tragarete Road, turn south onto Pole Carew Street and then proceed east along Ariapita Avenue. 19. Bands shall enter the South Quay Competition Centre by way of St. Vincent Street, then proceed east onto South Quay and north onto Charlotte Street and may either proceed west onto Queen s Park West and into the Grand Stand or may proceed west along Park Street and north across St. Vincent Street onto Tragarete Road. Soca Drome Mas 20. Bands shall enter the Soca Drome by way of Damian Street, south onto Taylor Street, west onto Ariapita Avenue, south onto Maraval Parkway and into the Hasely Crawford Stadium via Castro Gate. Bands entering and leaving Piccadilly Street Competition Centre Entry of vehicles into the Queen s Park Savannah Exit of vehicles from the Queen s Park Savannah 21. Bands shall enter Piccadilly Street Competition Centre by continuing east along Independence Square South, north onto Piccadilly Street and exit by continuing north along Piccadilly Street, turning west onto Park Street, north along Charlotte Street, then west onto Queen s Park West to enter the Queen s Park Savannah. 22. Vehicles shall enter the Queen s Park Savannah at the following points: (a) Queen s Park East, near St. Ann s Roundabout; and (b) Queen s Park West (Casual Corner). 23. Vehicles shall exit the Queen s Park Savannah at Queen s Park West (Casual Corner) or at the direction of a police officer who is on duty.

9 Traffic Restriction (Temporary Provisions) (Carnival) Order, (1) Notwithstanding any enactment to the contrary, motorists attending the parade of bands at the DRAG may park their vehicles on the Queen s Park Savannah during the period commencing three hours before the start of the function and exit three hours after the closure of the function. (2) Parking on the Queen s Park Savannah shall be in accordance with the directions of a police officer who is on duty. Division 4 Traffic Lights 25. Automatic lights are not in operation from 2.00 a.m. on Carnival Monday to midnight on Carnival Tuesday. PART II ST. JAMES 26. This Part has effect on Carnival Monday and Carnival Tuesday from 4.00 a.m. to midnight. 27. Parking is on (a) Western Main Road, between Damian Street and Mucurapo Link Road; (b) Matura Street, between Western Main Road and Mucurapo Road; (c) Mucurapo Road, between Mucurapo Link Road and Ana (d) Damian Street, between Western Main Road and Ariapita Avenue; (e) Long Circular Road, between Western Main Road and Delhi (f) Delhi Street, between Long Circular Road and Kathleen (g) Kathleen Street, between Delhi Street and George Cabral (h) Salazar Street, between George Cabral Street and Church (i) Church Street, between Salazar Street and George (j) George Cabral Street, between Western Main Road and Long Circular Road; (k) Bournes Road, between Western Main Road and Patna and (l) Fitzblackman Drive, from Maraval Parkway to Hamilton Holder Street. (1) On Carnival Monday and Carnival Tuesday, from 4.00 a.m. to midnight, persons can access (a) Port-of-Spain taxis at the corner of Long Circular Road and Barbados Road, St. James; and (b) taxis heading west on the corner of Coronation Street and Western Main Road, St. James. (2) During the hours of 3.00 a.m. and a.m. on Carnival Monday only, persons can access taxis on Mucurapo Road and Audrey Jeffers Highway, St. James. Emergency routes Alternate route Evacuation plan Muster point 29. In case of an emergency, persons can access (a) the St. James Medical Facility by proceeding along Long Circular Road between Western Main Road and Delhi Street, west along Delhi Street onto Kathleen Street and south onto the Western Main Road to the St. James Medical Facility and in the opposite direction; and (b) the Port-of-Spain General Hospital facilities via Saddle Road, Maraval or Barbados Road. 30. During the period that any Mas Band passes through the Western Main Road, St. James, motorists shall use Mucurapo Road and Patna Street, St. James. 31. In the event of an emergency, masqueraders and spectators shall be directed to evacuate the area via any of the emergency routes referred to in clause 29, on which police officers shall be deployed to assist with the flow of both vehicular and pedestrian. 32. The muster points are (a) the Training Ground; (b) the National Stadium; and (c) the St. James Police Station. PART III SAN JUAN Parking and vehicular 33. (1) Parking is on Sunday 26th February, 2017 from noon to 8.00 p.m., on Carnival Monday between the hours of 4.00 a.m. and a.m. and then from 4.00 p.m. to 9.00 p.m and on Carnival Tuesday between the hours of a.m. and midnight on (a) First Avenue, between First Street and the Eastern Main Road; and (b) First Street, between First Avenue and the Eastern Main Road.

11 Traffic Restriction (Temporary Provisions) (Carnival) Order, (2) On Carnival Monday and Carnival Tuesday between the hours of a.m. and midnight, parking and vehicular are on (a) the Eastern Main Road, between First Avenue and Aranguez Main Road for vehicles proceeding east; (b) the Eastern Main Road, between Aranguez Main Road and Saddle Road for vehicles proceeding west; (c) Saddle Road, between the Eastern Main Road and First (d) Second Street, between First Avenue and Saddle Road; and (e) Coldatina Avenue. (3) is along Saddle Road, between the Eastern Main Road and First Street on (a) Sunday 26th February, 2017 between noon and 8.00 p.m.; (b) Carnival Monday, between 4.00 a.m. and a.m. and between 6.00 p.m. and midnight; and (c) Carnival Tuesday, between a.m. and 2.00 p.m. and between 4.00 p.m. and midnight. PART IV SANTA CRUZ 34. On Carnival Monday between the hours of 4.00 a.m. to a.m. and 2.00 p.m. to midnight, and Carnival Tuesday between the hours of 4.00 p.m. to midnight, parking and vehicular are on Cantaro Road Extension, between Bass Street and Stollmeyer Street. PART V MARACAS BAY 35. On Wednesday 1st March, 2017, between the hours of 6.00 a.m. to midnight, parking is on the east and west bound sides of the North Coast Road, between the roundabout of fishing village and Tyrico Bay. PART VI TUNAPUNA J OUVERT 36. Clauses 37 to 39 have effect on Carnival Monday between the hours of 4.00 a.m. and a.m. Parking and vehicular Parking

Parking is on (a) Tunapuna Road, between the Eastern Main Road and Green (b) Green Street, between Tunapuna Road and El Dorado Road; (c) Sheriff Street, between Fairley Street and Tunapuna Road; (d) Lackpat Street, between Fairley Street and Tunapuna Road; and (e) the Eastern Main Road, between Tunapuna Road and Harrinauth Street. Tunapuna Parade of Bands routes 40. Clauses 41 to 46 have effect on Sunday 26th February, 2017 between the hours of noon and 6.00 p.m. and Carnival Monday between the hours of 3.00 p.m. to midnight and Carnival Tuesday between the hours of 2.00 p.m. and midnight. 41. is on (a) the Eastern Main Road, between El Dorado Road and Tunapuna Road; and (b) Fairley Street from Sheriff Street. 42. proceeding (a) east along the Eastern Main Road, shall turn north along Tunapuna Road, east along Green Street, south along El Dorado Road, east along Lackpat Street, south onto Harrinauth Street and continue east along the Eastern Main Road; and

Parking is on (a) Tunapuna Road, between the Eastern Main Road and Green (b) Green Street, between Tunapuna Road and El Dorado Road; (c) Sheriff Street, between Fairley Street and Tunapuna Road; and (d) the Eastern Main Road, between Tunapuna Road and El Dorado Road. 44. proceeding to the Priority Bus Route in the case of an emergency shall proceed on the following routes: (a) south along Pasea Road; (b) south along Cemetery and (c) south along Macoya Extension Road to the Priority Bus Route. 45. proceeding onto the Eastern Main Road shall proceed north onto Pasea Main Road. 46. proceeding onto the Priority Bus Route shall proceed south along Pasea Main Road. PART VII AROUCA 47. This Part has effect on Sunday 26th February, 2017 between the hours of noon and 6.00 p.m. and Carnival Monday between the hours of 4.00 a.m. and p.m. and noon and midnight and on Carnival Tuesday between the hours of a.m. and midnight. 48. proceeding (a) east along the Eastern Main Road, shall enter the Priority Bus Route at Five Rivers Junction and exit at Second Crossing and proceed east along the Eastern Main Road; (b) west along the Eastern Main Road, shall enter the Priority Bus Route at Second Crossing and exit at Five Rivers Junction; (c) south along Lopinot Road, shall turn west onto the Priority Bus Route; (d) north along Golden Grove Road, shall turn west onto Old Golden Grove Road at the first entrance or east onto Albert and Parking Emergency routes Ingress route Egress route routes

Parking Emergency route 49. is on (a) the Eastern Main Road, between Old Golden Grove Road and Waterloo Road; (b) Back Street, between Lopinot Road and the Eastern Main Road; (c) Golden Grove Road, between Albert Street and the Eastern Main Road; (d) Mann Street, between Albert Street and the Eastern Main Road; (e) Royal Promenade, between Albert Street and the Eastern Main Road; (f) Victoria Street, between Albert Street and the Eastern Main Road; and (g) Trinity Street, between Golden Grove Road and Victoria Street. 50. Parking is on (a) Old Golden Grove Road; (b) St. Vincent (c) Waterloo Road, between the Eastern Main Road and Albert and (d) Lopinot Road, between the Eastern Main Road and the Priority Bus Route. 51. may proceed onto the Priority Bus Route in case of emergency. Ingress route Egress route 52. shall proceed south along Lopinot Road onto the Eastern Main Road. 53. shall proceed north along Lopinot Road onto the Priority Bus Route. PART VIII ARIMA 54. This Part has effect on Sunday 26th February, 2017 between the hours of noon and 6.00 p.m., on Carnival Monday between the hours of 4.00 a.m. and a.m. and noon and midnight, and on Carnival Tuesday between the hours of a.m. and midnight.

(1) shall proceed from the (a) west, along the Eastern Main Road, north onto King Street, along Sanchez Street and north along Prince Street to El Carmen Street, east along Columbus Street to Moreno Street, onto Guanapo Street and onto the Eastern Main Road; (b) east along Guanapo Street, south onto Quesnel Street, west and then south onto Pro Queen and (c) south along Cocorite Road and west onto Quesnel Street. (2) Vehicles shall enter the Arima Fire Station and the Arima Police Station via Green Street and by proceeding east along Broadway, respectively. 56. (1) Parking and vehicular are on (a) Broadway, between King Street and Raglan (b) Queen Street, between Sorzano Street and Hollis Avenue; (c) Hollis Avenue, between King Street and Queen (d) Prince Street, between Sorzano Street and Broadway; (e) Cocorite Road, between Broadway and Quesnel and (f) Woodford Street, between Hollis Avenue and Sanchez Street.
