(3) On Monday 7th February, 2005, from 4.00 a.m. to midnight and Tuesday 8th February, 2005, from 9.00 a.m. to midnight, parking is on the following: (a) the portion of South Quay and the Eastern Main Road, between Viera Street, Port-of-Spain and Bushe Street, San Juan; and (b) Abattoir Road, with the exception of the taxis specified in clauses 13 and (1) On Monday 7th February, 2005, from 3.00 a.m. to 9.00 p.m., vehicular shall proceed along Stone Street, between Wrightson Road and Park Street, in a southerly direction only. (2) On Monday 7th February, 2005, from 4.00 a.m. to 9.00 p.m. and Tuesday 8th February, 2005, from 6.00 a.m. to 9.00 p.m., vehicular shall proceed on (a) Archer Street, between Belmont Circular Road and Jerningham Avenue, in a southerly direction only; (b) Cadiz Road, in an easterly direction only; and (c) Viera Street, from St. Joseph Road to Abattoir Road, in a southerly direction only. 5. Notwithstanding any enactment to the contrary, from 3.00 a.m. on Monday 7th February, 2005 to 6.00 a.m. on Wednesday 9th February, 2005, vehicular may proceed in both directions (a) around the Queen s Park Savannah, between Cadiz Road and Queen s Royal College Roundabout, by way of Circular Road and Maraval Road; (b) on Observatory Street, between Quarry Street and Belmont Circular Road; and (c) on Belmont Circular Road, between Observatory Street and the entrance to the Port-of-Spain General Hospital. Vehicles proceeding to the Port-of-Spain General Hospital on an emergency shall proceed along one of the following routes and shall leave by the reverse route: (a) north along Henry Street, east onto New Street and onto Belmont Circular Road to the hospital; (b) south from the Queen s Park Savannah, south on Dundonald Street, east along Gordon Street and south on Charlotte Street to the hospital; (c) east from Belmont Circular Road and Observatory Street to the hospital; and (d) from Adam Smith Square and Victoria Square, north on French Street, north on Maraval Road to Circular Road and Queen s Park East to the hospital. Division 2 Taxi and Maxi-taxi Stands 7. This Division shall have effect from 3.00 a.m. on Monday 7th February, 2005, to midnight on Tuesday 8th February, Long Circular/ Wrightson Road taxi stands 8. Taxis assigned to taxi stands on Chacon Street, between Independence Square South and South Quay (Long Circular/Wrightson Road) shall operate from the northern side of Dock Road, between Wrightson Road and the entrance to the Port Authority. Diego Martin/ Petit Valley taxi stands 9. Taxis assigned to taxi stands on South Quay, between Broadway and Abercromby Street (Diego Martin/Petit Valley) shall operate from the southern side of Dock Road, between Wrightson Road and the entrance to the Port Authority. Marine Square/ Ice House taxi stands San Fernando/ Chaguanas taxi stands Morvant/Trou Macaque taxi stands 10. Taxis assigned to taxi stands on the southern side of Independence Square North, between Abercromby Street and St. Vincent Street and on the eastern and western sides of Cipriani Circle, between Independence Square North and Independence Square South (On-call taxis) shall operate from Ajax Street, facing south. 11. Taxis assigned to taxi stands on the southern side of South Quay, between Broadway and Abercromby Street shall operate with respect to (a) the San Fernando taxi stand, from the northern carriageway of the Beetham Highway, west of Broadway, facing east; and (b) the Chaguanas taxi stand, from the northern carriageway of the Beetham Highway, east of Broadway, facing east. 12. Taxis assigned to Morvant/Trou Macaque shall operate on the northern side of the Eastern Main Road, east of the flyover.

7 Traffic Restriction (Temporary Provisions) (Carnival) Order, Taxis assigned to taxi stands on Henry Street, between Independence Square South and South Quay (Tunapuna/Arima/Sangre Grande) shall operate from the southern side of Abattoir Road, east of Viera Street. 14. Taxis assigned to San Juan/Round-the-Road shall operate from the northern side of Abattoir Road, east of Viera Street. 15. Taxis assigned to the taxi stand at Queen Street and Charlotte Street shall operate from Observatory Street, and Charlotte Street. 16. Taxis assigned to the taxi stand at Duke Street and Charlotte Street shall operate from Belmont Circular Road and Charlotte Street. 17. Taxis assigned to the taxi stand at Green Corner shall operate from Duke Street and Stone Street. 18. Route 1 maxi-taxis (yellow band) shall enter the maxi-taxi stand on South Quay by way of the Beetham Highway and exit by way of South Quay, on the southern side, forty metres east of the Beetham Highway. Division 3 Parade of Bands 19. (1) Subject to subclause (2) bands shall enter the Queen s Park Savannah Competition Centre through the entrance on Queen s Park West and shall leave through any exits on Queen s Park West, for example, opposite Victoria Avenue, Stanmore Avenue and Cipriani Boulevard. (2) Bands from Belmont shall enter the Queen s Park Savannah from Queen s Park East. 20. Bands shall enter the Adam Smith Square Competition Centre by way of Tragarete Road, turn south onto Pole Carew Street and Ana Street, then proceed east along Ariapita Avenue. 21. Bands shall enter the Victoria Square Competition Centre by proceeding east along Ariapita Avenue and turning onto Park Street and shall leave by proceeding east along Park Street and south along Richmond Street or St. Vincent Street. 22. Bands shall enter the South Quay Competition Centre by way of St. Vincent Street onto South Quay, then exit north along Broadway and proceed east along Independence Square North, north onto Duncan Street or north onto Piccadilly Street Extension. 23. Bands shall enter Piccadilly Street Centre by way of Piccadilly Street Extension onto Piccadilly Street and continuing onto Charlotte Street. Vehicles shall enter the Queen s Park Savannah at the following points: (a) Queen s Park East, near St. Ann s Roundabout; (b) Queen s Park West, opposite Dundonald (c) Circular Road, opposite President s House; and (d) Maraval Road, opposite Whitehall. 25. (1) Notwithstanding any enactment to the contrary, motorists attending the parade of bands at the Grand Stand may park their vehicles on the Queen s Park Savannah during the period commencing three hours before the start of the function and ending three hours after the closure of the function. (2) Parking on the Queen s Park Savannah shall be in accordance with the directions of the police officer on duty. Division 4 Traffic Lights 26. Automatic lights shall not be in operation from midnight on Sunday 6th February, 2005, to midnight on Tuesday 8th February, PART II ST. JAMES and parking routes 27. This Part shall have effect from (a) 6.00 a.m. to midnight on Monday 7th February, 2005; and (b) 6.00 a.m. to midnight on Tuesday 8th February, (1) and parking are on the Western Main Road, between Long Circular Road and George Cabral Street and all streets intersecting with the Western Main Road, between these two points are closed. (2) Parking is on the following: (a) Long Circular Road, between Delhi Street and the Western Main Road; and (b) George Cabral Street, between Kathleen Street and the Western Main Road. 29. shall proceed as follows: (a) vehicles proceeding west along the Western Main Road shall divert north onto Long Circular Road, west onto Delhi Street, onto Kathleen Street, south onto George Cabral Street and then re-enter the Western Main Road; and

PART III SAN JUAN 30. (1) On Monday 7th February, 2005 and Tuesday 8th February, 2005, from a.m. to midnight vehicular and parking are on the following: (a) Saddle Road, between Real Street and the Eastern Main Road; (b) First Avenue, between the Eastern Main Road and First (c) Colda Tinda Avenue; and (d) Second Street, between First Avenue and First Street. (2) On Sunday 6th February, 2005 from noon to 8.00 p.m., Monday 7th February, 2005, from 6.00 a.m. to 9.00 p.m., and on Tuesday 8th February, 2005, from a.m. to midnight. parking is on Saddle Road, between Prizgar Road and the Eastern Main Road. (3) On Sunday 6th February, 2005, from noon to 8.00 p.m., vehicular is on the following: (a) Saddle Road, between Real Street and the Eastern Main Road; and (b) Real Street, between Saddle Road and Calvary Hill. PART IV TUNAPUNA 31. This Part shall have effect on (a) Monday 7th February, 2005, from 6.00 a.m. to a.m. and noon to p.m.; and (b) Tuesday 8th February, 2005, from a.m. to 8.00 p.m. 32. shall proceed as follows: (a) vehicles proceeding east along the Eastern Main Road shall divert north along Auzonville Road, east along Hendrickson Street, east along Connell Street, east on Francis Street, north along Tunapuna Road, east along Green Street and south along El Dorado Road, east along Lackpat Street, south along Kadan Street and east onto the Eastern Main Road; and and parking routes

10 116 Traffic Restriction (Temporary Provisions) (Carnival) Order, 2005 (b) vehicles proceeding west along the Eastern Main Road shall turn south along Macoya Road, west along the Churchill-Roosevelt Highway, north along the entrance to the University of the West Indies, along Watts Trace, north along Evans Street and onto the Eastern Main Road. Parking 33. Parking is on the following: (a) Macoya Road; and (b) the Eastern Main Road, between Caura Royal Road and St. John s Road. PART V AROUCA routes 34. This Part shall have effect on (a) Monday 7th February, 2005, from 4.00 a.m. to a.m. and noon to p.m.; and (b) Tuesday 8th February, 2005, from a.m. to midnight. 35. shall proceed as follows: (a) vehicles proceeding east along the Eastern Main Road shall enter the Priority Bus Route at Five Rivers Junction and exit at Second Crossing and proceed east along the Eastern Main Road; (b) vehicles proceeding west along the Eastern Main Road shall enter the Priority Bus Route at Second Crossing and exit at Five Rivers Junction; (c) vehicles proceeding south along Lopinot Road shall turn west onto the Priority Bus Route; and (d) vehicles proceeding north along Golden Grove Road shall turn west onto Old Golden Grove Road or east onto Albert Street. 36. Traffic is on the following: (a) the Eastern Main Road, between Old Golden Grove Road and Waterloo Road; (b) Back Street, between Lopinot Road and the Eastern Main Road; (c) Golden Grove Road, between Albert Street and the Eastern Main Road; (d) Mann Street, between Albert Street and the Eastern Main Road;

Parking is on the following: (a) Old Golden Grove Road; (b) St. Vincent (c) Waterloo Road, between the Eastern Main Road and Albert and (d) Lopinot Road, between the Eastern Main Road and the Priority Bus Route. PART VI ARIMA 38. This Part shall have effect on (a) Monday 7th February, 2005 from 4.00 a.m. to 9.00 a.m. and noon to p.m.; and (b) Tuesday 8th February, 2005, from a.m. to p.m. Division 1 Traffic and Parking 39. (1) shall proceed as follows: (a) from the west, along the Eastern Main Road, north onto King Street, along Sanchez Street and north along Prince Street to El Carmen Street, east along Columbus Street to Moreno Street, onto Guanapo Street and onto the Eastern Main Road; (b) from the east, along Guanapo Street, south onto Quesnel Street, west and then south onto Pro Queen and (c) from the south (i) along Cocorite Road, west onto Quesnel and (ii) along O Meara Road, east onto La Chance Trace, north onto Subero Street, east onto Koon Koon Street and north along Malabar Road. (2) Vehicles proceeding to the Arima Fire and Police Stations shall do so by way of Green Street and the Police Station s southern gateway, respectively. Parking routes

(1) Parking and vehicular are on the following: (a) Broadway, between King Street and Raglan (b) Queen Street, between Sorzano Street and Hollis Avenue; (c) Hollis Avenue, between Industry Street and Pro Queen (d) Prince Street, between Sorzano Street and Broadway; (e) Cocorite Road, between Broadway and Quesnel and (f) Woodford Street, between Hollis Avenue and Sanchez Street. (2) Parking is on the following: (a) Quesnel Street, between Guanapo Street and Pro Queen (b) Moreno Street, between Guanapo Street and Columbus (c) Sorzano Street, between King Street and Columbus (d) Sanchez Street, between King Street and Prince (e) King Street, between Hollis Avenue and Sanchez (f) Anglican Street, between Industry Street and King (g) Green Street, between Cocorite Road and King (h) Farfan Street, between Cocorite Road and King (i) Prince Street, between Broadway and Sorzano (j) Raglan Street, between Guanapo Street and Sorzano Street, with the exception of maxi-taxis whose terminus is on this street; and (k) Lopez Street. Division 2 Buses, Maxi-taxis and Taxis Bus routes 41. Public Transport Service Corporation buses shall proceed as follows: (a) buses proceeding to Arima from the east along Guanapo Street, shall proceed west onto Quesnel Street, south onto Pro Queen Street, west along Wallen Street, north along Railway Road, onto Queen Mary Avenue and Hollis Avenue, then onto the terminus;

13 Traffic Restriction (Temporary Provisions) (Carnival) Order, (b) buses proceeding to Sangre Grande shall proceed north along King Street, east along Sanchez Street, east along El Carmen Street onto Moreno Street, then east onto Guanapo Street and onto the Eastern Main Road; and (c) buses proceeding to Port-of-Spain shall proceed north along King Street, west along Lopez Street, onto Industry Street, then west onto the Eastern Main Road. 42. Buses proceeding east along the Priority Bus Route shall turn north onto Railway Road, north onto Queen Mary Avenue and west on John Shaw Avenue, onto the stand on the southern side of John Shaw Avenue, facing west, in front of the Health Centre. 43. Maxi-taxis proceeding east along the Priority Bus Route shall turn north onto Railway Road, north onto Industry Street, east onto Anglican Street, north along King Street, east onto Sanchez Street, south onto St. Joseph Street and into the Priority Bus Route maxi-taxi stand. 44. Main Road maxi-taxis proceeding to Arima shall proceed north onto Industry Street, east along Anglican Street, north onto King Street, east onto Rose Street, north onto St. Joseph Street and onto the Main Road maxi-taxi stand. 45. Maxi-taxis shall operate as follows: (a) Sangre Grande maxi-taxis shall remain on the eastern side of Raglan Street, facing south, between Sorzano Street and Guanapo (b) Main Road and Priority Bus Route maxi-taxis shall remain on their respective stands on St. Joseph and (c) San Rafael/Talparo/Carapo maxi-taxis shall be relocated from De Verteuil Street to Pro Queen Street on the western side, facing south. 46. Taxis shall operate as follows: (a) Port-of-Spain taxis shall operate from the southern side of lower Broadway, between St. Joseph Street and King Street, facing west; (b) Mausica Old Road taxis shall operate from Broadway, on the southern side, facing west, between King Street and Gordon (c) Mt. Pleasant taxis shall operate from higher Prince Street, facing north, on the western side, between Sanchez Street and Church Priority Bus Route buses Priority Bus Route maxi-taxis Main Road maxi-taxis Maxi-taxi stands Taxi stands

14 120 Traffic Restriction (Temporary Provisions) (Carnival) Order, 2005 (d) Calvary Hill taxis shall operate from higher Woodford Street, on the western side, facing north, between Sanchez Street and Church (e) Cumuto/Sangre Grande/Pinto Road taxis shall operate from Guanapo Street, facing east, on the northern side, between Raglan Street and Quesnel (f) Cocorite Road/La Horquetta taxis shall operate from Cocorite Road, on the eastern side, facing south, between Maurice Avenue and Quesnel and (g) Malabar/Carapo taxis shall operate from Loubon Street, on the southern side, facing west. PART VII SANGRE GRANDE routes 47. This Part shall have effect on (a) Monday 7th February, 2005, from 4.00 a.m. to 9.00 a.m. and 2.00 p.m. to p.m.; and (b) Tuesday 8th February, 2005, from noon to p.m. 48. shall proceed as follows: (a) vehicles proceeding east along the Eastern Main Road shall divert north onto Ramdass Street, east onto Adventist Street, north onto Ojoe Road, east onto Neil Street, south onto Sukhram Street, south onto Foster Road, east onto River Street, south onto Henderson Street, east onto Brierley Street and south onto Boodooville (b) vehicles proceeding west along the Eastern Main Road shall divert north onto Savi Street, west along Toco Road, north along Henderson Street, west along Brierley Street, north along Foster Road, west along River Street, north along Ojoe Road, west along Adventist Street, south along Picton Road, west along Railway Road, south along Ajim Baksh Road and west along the Eastern Main Road; (c) vehicles proceeding north along the Cunapo Southern Main Road towards the Eastern Main Road shall proceed west onto Juteram Street, north onto Paul Street and west along the Eastern Main Road; and (d) vehicles proceeding onto the Cunapo Southern Main Road shall proceed south onto Paul Street, east onto Mary Street and south onto the Cunapo Southern Main Road.
