3 Naming Lower Super Output Areas in Leicestershire & Rutland What is a Lower Super Output Area (LSOA)? Lower Super Output Areas (LSOAs) are a level of geographical boundaries developed by the Office for National Statistics (ONS), using groups of existing census output areas. Each LSOA is made up of approximately four to six census output areas. They have a minimum size of 1,000 residents and 400 households, averaging about 1,500 residents. LSOA boundaries are coterminus with the with the current electoral ward boundaries. However, LSOAs will not be updated to reflect any subsequent changes to electoral ward boundaries. This means that LSOA boundaries will increasingly diverge from electoral ward boundaries. LSOA Names From April 2005 LSOA have been allocated names (by ONS). These names are generated as follows Example Name Local Authority District Name Charnwood 022A Charnwood 022 A Middle SOA Label Single character for identifying individual LSOAs within MSOAs Why use LSOAs? Historically ward boundaries have been used as a standard geography for the comparison of areas. The problem with wards are their inconsistency in size and subject to frequent boundary changes. One of the key features of LSOAs is that they will not be subject to frequent boundary changes, so they are better for comparisons over time. Also, as LSOA are built on existing data available for output areas it is possible to drill down to a greater level of detail. Applications of LSOAs The first data to be published using LSOAs were the ODPMs Indices of Deprivation The Neighbourhood Statistics Service (NeSS) also provides 2001 census data for both lower and middle layer SOAs. As part of the development of the Local Area Agreement in Leicestershire, LSOAs have been selected as the appropriate level of geography to identify target areas/neighbourhoods. LSOA Codes There are a total of 396 LSOAs in Leicestershire. Each LSOA has a unique 9 character code, which is generated as follows: Example Code E E Problem with ONS LSOA Names Though the LSOA names generated by ONS are applied consistently across England and Wales they do not provide any geographical reference to the towns, villages, suburbs, etc that they relate to, other than the Local Authority District. Based on a LSOA code or name alone it is not possible to determine which area of a Local Authority District it is referring to. With the increasing use in this level of geography this will prove a problem for users who do not have access to a map in order to cross reference the LSOA code or name. Previous Attempts Other organisations have made attempts to name LSOAs in England and Wales. One of the largest undertakings was by the Data Unit for Wales, which was an attempt to make the results of the Index of Multiple Deprivation easier to understand. Then the Data Unit used electoral wards names to apply to LSOAs where there was a 1:1 relationships. Where there was more than one LSOA within a ward they allocated a numerical sequence e.g. 1, 2, 3 based on the LSOA code sequence. The Gloucestershire Local Information Network (GLIN) have also named each of the LSOAs in the Gloucestershire using the same approach, resulting in a strict naming convention aimed to standardise the use of LSOA names across the county in order to aid consistency and comparison. An attempt to name LSOAs has also been applied by Herefordshire County Council using a more subjective approach. Herefordshire CC used local knowledge and parishes to name LSOAs and were reluctant to use ward names as they are liable to change. E represents country (England) 2 digits represent the SOA layer 01 = Lower Layer Unique 6 digit tag for each area

4 Proposed Solution for Leicestershire LSOAs For Leicestershire and Rutland, the approach involved taking the characteristics of Leicestershire as well as previous attempts into consideration to produce LSOA names based on the settlements, wards and geographical features which are contained within the LSOA. Where it has been difficult to do this and produce unique names, the application of North, South, East and West references have been added (see Diagram 1 below for an explanation of the proposed naming approach). This method has been applied to each of the 396 LSOAs in Leicestershire and the 23 LSOAs in Rutland to allocate a name. Appendix C presents the proposed LSOA names for each district as well as supporting information which was used to name each LSOA. On the following pages are maps of individual Leicestershire districts and Rutland County, with the locations, numbers and names of all LSOAs indicated.
