3 ITEM 8 TRAFFIC AND PARKING from a resident Thankyou for looking into the car parking problem on the pavement outside the pharmacy. whereas a layby would be an ideal solution combined with bollards,it all sounds expensive enough for the Leicester council to delay the proposal for a long time. however a much cheaper and easier solution surely would be the placement of just one bollard on the corner to stop cars and delivery vehicles form mounting the pavement. If and when next years budget allows for the layby and bollard plan, all that has to happen is to add it later, Please give this proposal your consideration.
4 ITEM BUS SERVICE Suggested note to go on the back of the bus timetable leaflet Bus Service-747 Use It Or Lose It Campaign This is your local bus service. Unless you use it, it will stop Current subsidies only last until early January After that date there will be NO bus service, unless you use it All bus users will help the service to survive. Even 'free' bus pass users add to the bus company's revenue Houghton-on-the-Hill Parish Council is working with other councils to promote bus use, and to assist in continuing this bus service
5 Councillor Lutman s notes I have done some work on the cost base of the 747 route. The National Bus Company developed a costing formula based upon variable, semi-variable and fixed costs using the number of operating hours, the number of miles operated and the number of peak-hour vehicles required. I estimate that the attached timetable involves 7,370 operating hours, 2 buses and 147,380 miles per year. If LCC is able to furnish the unit cost per item and the annual revenue (inclusive of cash, season tickets and all forms of concessionary passes) we can then determine the financial performance of the route. For reasons only Centrebus can explain, the 06:45 Houghton to Uppingham journey and the 19:22 Uppingham to Houghton journey (both marked cc on the timetable) only start or finish at Station Road Thurnby. There are no connections at this point at these times. However at Colchester Road (junction near Catholic Church or Scraptoft Lane) there are connections. Centrebus drivers have been observed returning to their Depot via Colchester Road. The suggested timetable offers new connections between Uppingham and all villages to Billesdon at 09:58; 11:58 and 13:54 for shopping trips to Oadby, with return trips at 10;58; 12:54 and 14:54. The interchange would be at Houghton Cooperative Store. Proposals by HDC which form part of the Houghton on the Hill Neighbourhood plan anticipate the construction of up to 170 new houses north of the A47 increasing Houghton s population to ca. 2,000. These proposals maintain the 2-hourly headway for Uppingham and all the villages to Billesdon, restore the hourly headway between Houghton and Leicester to cater for a growing population and offers a new link for the whole corridor to the four large supermarkets in Oadby. It also restores an off-peak service for Stoughton and Bushby / Thurnby to Oadby.

7 ITEM 13 VILLAGE MAINTENANCE Dear Steve, just to report briefly on the site meeting held at 12 noon on Friday 17 th February between myself, Peter Lutman and John Kemp from HDC. As we met up at Mr Keal came out of his house to talk to us, and was present for all the meeting. After a careful inspection of the site and a discussion of the relative merits of a stile, offset barriers, kissing gate, single gate, and various other options the following points were agreed by all present: 1. Some form of barrier was necessary to prevent free access for cycles along the pathway. 2. A stile would be effective but also present some difficulties for the less mobile members of the community, and is not generally regarded as good practice from accessibility considerations. 3. A swinging gate would be potentially noisy for neighbouring properties. 4. The option of offset barriers was recommended by John Kemp and accepted as a good solution by all present. Looking at an installation in detail, there is a manhole cover immediately at the end of the pathway where it enters St Catharine s green. To avoid obstructing access to this, offset barriers should be mounted 1 to 2 metres back into the pathway. Barriers should have a good overlap to make riding a bicycle through very difficult. Although for wheelchair access a gap of 1200 mm is recommended, since the pathway terminates in a grassed area and is not suitable for wheelchairs this need not apply. Wheelchairs and child buggies have an alternative route only slightly longer following the road footway. Since the meeting a short web-search has located some formal referenced guidelines, and a supplier of appropriate barriers with prices (see attachment). Metal rail barriers can be concreted in position mounted only in the ground, not touching the single-brick garden walls which form the sides of the pathway. I offer these notes and the attachment for discussion at the next PC meeting. Ian Ian Hill
8 Information on design of footpath Barriers. nclusive-mobility.pdf 3.5 Barriers on footways Where it is necessary to provide staggered barriers across footways and footpaths in order to prevent conflict with other forms of traffic (for example at junctions with main roads) the barriers should be constructed of vertical bar sections 1200mm high and colour contrasted with their surroundings. An offset between the two barriers of 1200mm allows wheelchair users convenient passage but discourages the riding of bicycles. My partner Nick and i are country,forest,beach and mountain walkers and we have both decided to help make changes that will help our planet and wild animals, we opened a new Face book page called Nurture Nature _ We have both noticed the country roads overflowing with litter again and we just cannot do this all by ourselves anymore, would you be interested in publishing our article? or helping to us to organise Bag it & bin it meet ups? bringing local people together on set dates and times so we can all help? 17 Subject: RE: HOT FRIENDS Letter for March PC Meeting Dear Jim, Thank you for the ed documents which will be dealt with as correspondence items at next week s Parish Council meeting. So that Councillors have all necessary information available to them, perhaps you could address the points below. The Parish Council s insurers will permit the Parish Council to add items to its policy which are in its ownership. Are you offering the items at Flagpole Spinney and St. Catharine s Green to the Parish Council? If that is not the case, the Parish Council s hands will effectively be tied and it will be unable to agree to the request. Assuming an affirmative response to the first point and the agreement of the Parish Council, the insurers will need a list of insured items and their value. From your letter, I understand the following:- History Plaque for Flagpole Spinney Comprises plaque, base and post. Cost: over 500. Can an accurate figure, which the insurer will require, be provided please? Diamond Jubilee Plaque, St. Catharine s Green Comprises plaque, base and post. Cost: project and gift to the village will have cost roughly 200 not including the plaque itself or the Diamond Tree (both gifted by the Tree Council). Again, the insurer will require accurate figures. Are you requesting that the insurance needs to be in respect of the plaque (albeit gifted) base and post? I look forward to receiving your reply. Please note, as with the plaque in given to the village through the Parish Council - these two new plaques are again, gifts to the Village in perpetuity through the Parish Council. As the representatives of the Village the Parish Council receives/takes ownership of these plaques on behalf of the village and therefore the gifts may be added onto the Parish insurance.
