1 SUTTON WEAVER PARISH COUNCIL Minutes of a Meeting of Sutton Weaver Parish Council held at St Peter s Church Hall on Wednesday 7 December 2016 at 7.30pm Sequence 153 Commenced 7.30pm Present Apologies Minutes 1. Items Raised by the Public Finished B Starkey(BS)W Watson(WW)P Huskisson(PH)Allan Griffiths (AG)P Parry(PP) S Richards(SR)I Derbyshire(IAD) R Austin (RA) family illness The minutes of the last meeting were approved unanimously and signed by the vice-chairman M56 Noise Fence Clive Davies thanked the parish clerk for updating him on the M56 noise fence issue. IAD then read out the main extract from Balfour Beatty s letter indicating that after their feasibility work, the noise fence would not represent value for money. Only 2 properties would benefit significantly and for it to be justifiable, it would need to be 8 properties. The most appropriate solution would be lower noise surfacing but the carriageway along this section means that it would not need renewing until at least Clive Davies asked to be informed if the parish council hear anything more in the future which the clerk agreed to. Dog Fouling Graham Gregson thanked the parish clerk for her work regarding this issue. Letter had been received from the Eye Vets advising that they had spoken to their employees about walking their dogs and that they had not realised they were trespassing on the field and that it wouldn t happen again. G Gregson advised that he had noticed that they weren t using the field and now had bags with them. Regarding the other 2 vehicles which visit the village on a regular basis with their dogs, the registration nos of these cars have been passed to the PCSO. Unfortunately he has now left his job but advised that he would forward the information onto whoever replaces him. PC have not been advised who this is yet. Mr Gregson also advised that one of the vehicles is not taxed. Parish clerk had sent some information around during the month on the Pink Poo campaign 9.04pm Action contact the Police for an update on PCSO and on the vehicle registrations advised to them.

2 2. Matters Arising Page 2 supported by Ches West, whereby dog poo is sprayed with pink paint to draw attention to it. Discussion ensued but was thought not appropriate for the village. PP advised that she had received complaints that a resident living in a property on Chester Rd was letting his dogs run wild, especially in Beech Road. Road Signs Tony Long advised that the new road signs recently installed did not state leading to Sycamore Drive. IAD asked Tony Long to her with which signs were incorrect and what should be stated. Litter Bin. IAD had chased the matter regarding an extra bin to be sited near the entrance to the church hall. Ches West advised that it was in hand. IAD was also reminded about ensuring we obtain a licence for the bin. Property in Chester Rd-Lorraine Jones had advised Ches West about this matter (cuttings from hedge left on pavement). No action had been taken to date. SID IAD advised that Mark Jones (Engineer from Ches West) had contacted her after Ralph Oultram had asked him to. Mark Jones is still adamant that the information he has requested is still required i.e.drawing of signface with all dimensions:details of posts, fixings, solar panels and foundations. It was felt that as Mark Jones is the engineer he should be telling us what is required to comply. Any further problems we are to speak to his superior. Playground Fungi John Baldacchino from Sutton Weaver Community Group had advised that the fungi had been treated and he would be checking on its progress. Tree and Signs for Playground PP advised that tree had been planted and signs were up. Cedar Avenue -Ches West Social Team advised they were unable to visit the resident without his prior permission. Environmental Health had also been contacted regarding the rats seen around the garden but the PC had had no confirmation that they had visited. IAD also advised that the house did not belong to Dane Plus Housing and it was suggested Weaver Vale Housing. write to resident concerned IAD chase contact M Jones chase Environ Health contact Weaver Vale

3 Page 3 It was also suggested that it might be a good idea for the neighbours living close by and who were being most affected to also speak to Weaver Vale Housing. M56 Junction 11a Reminder that Highways England will be at the January meeting to address residents issues. Notice also in the newsletter. 3. Windfarm WW attended a meeting on the 18 November. A Community Benefit Fund panel has now been formed which seems to be made up of mostly Peel Energy representatives and at that meeting, it was felt that there should be more local councillors on it. All turbines are now erected and 15 have been commissioned with the rest due by February The area that the community benefit fund covers includes Sutton Weaver albeit on a small scale. If there is a project that Sutton Weaver requires funds for in the future, it could be put before the panel to consider. 4. Christmas Lights Competition 5. Planning Applications 6. Accounts For payment Judging of the best decorated house at Christmas will take place week commencing 17 December and will be done by someone independent of the village. PP will advise IAD of the results before Christmas so that the winners can receive their prize money. One received 4 Meadowgate Single Storey side extension. AOB Indie Fest Organiser Neil Howard had telephoned BS during the month to apologise about the Security Guards at the event in July. Has assured BS that he will employ a professional company for next year s festival which will take place on Sutton Fields again. Neil Howard will be invited to attend March 2017 meeting to discuss the event. Electoral Roll Lists Up to date copies requested Planters PP asked if Gleaves could be authorised to attend to the planters around the village which were in need of replenishing. IAD advised that she had cont.. PP No objection IAD send reminder to Neil Howard IAD

Halton Curve PP asked if anyone had heard about a meeting regarding Halton Curve no-one had. Community Speedwatch WW asked when the next speedwatch would take place on Chester Road, It was thought that this was not happening on a regular basis due to the village having no PCSO. Parking PP raised the issue of parking on the corners in Cedar Ave and Cedar Ave/Beech Rd. Inconsiderate parking was making the area dangerous. Discussion ensued but no agreement was reached on a solution. Christmas Tree IAD asked who should be contacted to take Christmas tree down on January 6 th.
