Chairman s Review/Report for the year ACTION I took over as Chair in May last year and we were faced immediately with the recruitment of a new Clerk. At the same time we lost several Councillors but during the year we managed to get up to a full complement. (although that is dwindling fast due to illness and some technicalities) so we need to recruit again. Given all of these challenges I honestly do believe we now have a Parish Council that is forward looking, cohesive and effective. We are constantly looking for ways to improve the Parish and to this end we are trying to forge links with the various organisations within the villages. We have assisted with funding to both Bacton and Edingthorpe churches and the gardening club and now have a close working relationship with the Bacton Village Association who actively support our endeavours with both manpower and funding. Our achievements in the last 12 months are: Erection of fence around play area and the safety netting Additional play equipment Clearance of the old play area at the rear of the Pavilion with assistance from Shell Bench for Cecil Wilkins in recognition of more than 20 years service through the Parish Council Bench and picnic table donated by the Bacton Village Association Refurbishment of the Pavilion Obtained funding from Your Parish Your Decision for 250 for the gardening club s promotional items for the village show Obtained funding for the flooring in the Pavilion of 250 Funding from Shell for the Lego Club of 300 and Multisports 500 Funding for the Children s Christmas Party from the 4 companies at the terminal ( 600) The long term aim is the re-development of the Pavilion The Lego Club started on 1 st May Multisports will start on May 18 th I would like to thank Charlie and June who unfailingly attend our meetings. Jaine for her patience and giving her time for the Village News. Graham Thompson and the MOD Police for their help and support. Dani and Kirsty for organising the Children s Christmas Party. Thanks also to Richard Barr for setting up the website and for his wise counsel. Thanks to the Playing field working party. John for the time he has spent drawing plans. Hannah for using her decorating skills during the pavilion refurbishment and for organising meetings and last but certainly not least Nigel Lee for all the various work he has undertaken. Patrick Self for looking after the allotments. To Ian for keeping us on the straight and narrow with footpath issues. To Ian and Patrick for handling planning applications. 1

2 Richard Kimble for his work in supporting the retention of the flood sirens and his assistance with repainting the pavilion. Richard Hollis for his funding of the gifts for the Children s Christmas party. A special thanks to Elaine, our Clerk, who came forward and bailed us out last year and who has done an amazing job of work for us. The future We are supporting the village show and the August Bank Holiday fete Refurbishment of the bus shelter via funding Promotion of the village to help bring visitors to the local businesses Refurbishment of Edingthorpe Village sign I trust and hope that the next year will be even more productive in getting the Parish Council established as a useful organisation for Bacton and Edingthorpe villagers. Jim Turner 2. Receive annual reports from local organisations Sally Hogden reported for the Theatre Group. The Theatre Visits Group is open to all in the area who are interested in the theatre and in attending with like-minded people. We have a programme that caters for all tastes and all pockets. We devise this programme at monthly coffee mornings held in Bacton Village Hall where all suggestions are considered and most taken up. I then these to those I can whilst others who are interested are invited to phone me to book tickets. I do the bookings and make transport arrangements. In the past year we have visited the Theatre Royal, Sewell Barn, Maddermarket, Assembly House all in Norwich and also the Sheringham Little Theatre. We have enjoyed many amateur and professional productions of plays, both comedic and serious; for different ballet companies, each with their own styles; two musicals on tour for the West End and one other. Each evening or matinee performance has been well received by the majority allowing for discussions and reminiscences. Individuals choose which they wish to attend. If for some reason they cannot use their ticket then between us we usually find another taker. Failing to do so on some occasions the theatres have returned most of the money. This year we joined forces with the Play Reading Group, which operates monthly in people s homes, to have a shared meal with entertainment. This event was enjoyed by all who attended, performers and audience alike. The Play Reading Group consists of about ten people. We order sets through the Millennium Library which are then picked up from North Walsham. We take turns to read parts and discuss what we have done. It is another fun way to share enjoyment in the theatrical. You may not know this but there is also a small poetry group which tries to meet monthly to read poems by known poets and some they have written themselves. Bacton Village Association Jenny Gooch Outlined that there were 7 Members of the BVA which originated from the Cubitt Memorial Association who undertook practical work on the recreation ground and general fund raising for good causes within the village. The Parish Council then took over the general maintenance of the recreation ground and the BVA was going to be disbanded but everyone wanted to remain as a fund raising group for the Community. The BVA has financially paid for the Play Equipment fencing, Picnic benches, Lego Club and a seat by the village pond and donated money towards Bacton Cricket Club. Funding has also 2

3 been allocated towards the basketball net which is yet to be purchased together with the Football Nets. Jenny extended thanks to Charlie, Jim and Nigel for their physical work and support throughout the year. June Fuller The Pensioners Club The Pensioners Club / WRVS meeting every Tuesday at the Lighthouse for lunch and currently has 20 members Karen Dimmock Badmington Club The group is well supported and the equipment was funded by O2. Currently have 6-12 members. Nobby Cobb - Bacton Cricket Club The 2009 Season saw the formation of a new Cricket Team in Bacton who wished to play Saturday Cricket. They approached Bacton Cricket Club and explained their financial position and requested the use of the Square and various club facilities. Whilst agreeing with the request, PC approval was sought (and given) and the two sides co-existed with very few problems. Unfortunately the Saturday side (Bacton Sabres) soon realised the full cost of playing cricket and so a merger with the more financially stable Sunday side was proposed. This was discussed at the AGM and approved. Both sides are now one club although they play under different names in different competitions. On the playing side, both sides did extremely well with the Sabres finishing second in their division and the Sunday side third in theirs. Unfortunately due to major re-organisation of the Saturday league the Sabres were not promoted however, the Sunday side were promoted to division 3. The annual 20/20 game against a team from our major sponsors Shell UK took place in June and was a great success and is scheduled for 14 th July this year. Once again the playing surface and the outfield were well maintained and received favourable comments from all the visiting sides. Quite a few remarked that this had not always been the case in the past. Support from the village for the team has been superb and most of the businesses in Bacton have contributed something to the Club. This year it has been even better. Relationships with the PC have been excellent and the Club is pleased that the PC sees the Cricket Club as an asset rather than a drain on its resources. The Club for its part has arranged for a purpose built cricket net to be available for general use and is holding a fun 20/20 competition between four businesses within the village from Wednesday 2 nd June up until 7 th July. Nick Taylor from Bacton Bowls Club sent in the following report which was read out: This season has started well with five new members joining the Club but some have left leaving a membership of 22. We are always interested in any people in the village or surrounding area wishing to learn to play or who have moved into the area and are looking for a friendly club atmosphere. We are in two leagues. 1 County Federation Triples and North Walsham Triples. We also enter a team in the County Cup and Cawston Floodlit League which extends the playing season slightly. While our facilities are not perfect at present we are hopeful that by the start of the next playing season (May 2011) plans which are in motion via the Parish Council and other groups using the playing field will mean purpose built buildings for all concerned. The playing 3

4 surface will need some attention also at the end of this season, probably hollow tinning, top dressing, re-levelling and re-seeding but with everyone pulling in the same direction we are convinced the village bowling green will continue to be an amenity which can be used by generations to come. When our facilities are completed we wish to start a youth programme in conjunction with the County Bowls Association who would be happy to supply coaching lessons to the players of tomorrow. Bacton Art Group report read out The Art Groups which meet on a Monday afternoon and Tuesday evening have had a very good year, our membership just keeps growing and we now have more than thirty members. We hold two exhibitions during the year being the end of May and August Bank Holiday, we have been on outings to East Ruston Gardens, and this year we plan to visit Munnings Museum in Suffolk, demonstrations and painting days have also been enjoyed by our members. We feel that the art group is very important as it provides company for people who live alone and also the facilities are good for the disabled; the hall is excellent for art work as it has good light. 3. Review possibility of finance - 50k from the Public Works Loan Board to Fund the extension of the Pavilion for the use of the Bacton Playgroup/Sports Hall/Cricket Club and Bowls Club. The members of the public present were pleased with the Council s progress and thought that it was a sound and good idea to bring back Bacton Playgroup to the village. The Sports Hall would be an excellent addition for the children of the village and the structure would encompass the Cricket Club and Bowls Club. The Clerk outlined that a 50k funding document had been put forward to NCC and that we were waiting to hear the outcome. If this is not successful and when full costs are known it may be necessary for the Council to take an additional 50k from the Public Works Loan Board to Fund the full development. Those present had no issue with this and thought that it was a positive step in the right direction for the Council and for the Community. 4. Floor open to Parishioners It was asked why the Play Group had moved to Walcott Village Hall? The Chair responded that it was now an Ofsted requirement that Playgroups needed outside space and the village hall no longer had this facility. Suggested that the Parish Council gauge the public opinion from members of the electorate via the Village News. Meeting closed at 7.30pm and continued with the Bacton and Edingthorpe Annual Meeting of the Parish Council. 4

To approve outstanding Minutes Bacton & Edingthorpe Ordinary Parish Council Meeting Monday 12 th April 2010 Resolved that the Minutes be signed. 5. Co-option of new Councillor(s) The Clerk read out a letter of application from Jenny Burgess and it was resolved that Jenny Burgess be co-opted onto the Council. The Clerk read out a letter of application from Nobby Cobb and it was resolved that Nobby Cobb be co-opted onto the Council. Clerk to inform NNDC and arrange Member s Interest Forms. 6. Resolution to adjourn the meeting for public participation (15 mins), Norfolk Police, District and County Councillor Reports Resolved to open the meeting No members of the public wished to raise anything and it was therefore, resolved to close the meeting to the public. 5

Consideration of plans for the Pavilion from the Playing Field Working Party to include: 7.1 Update on work undertaken Recent work undertaken by the working party was the installation of the safety netting together with the Springer for the children. Future projects included the installation of the 50 metres of green Mesh fencing purchased. The placement of the wall cabinets and new towel machines. A doormat was to be sourced to stop mud and grass being trod all over the new flooring. Jim Turner and the Clerk had cleaned the Pavilion and purchased ancillary items. 7.2 Funding bid for 50k The Clerk reported that no further information had been received on this. 8. Planning 10/0408 Village Hall, Coast Rd, Bacton 10/0508 Unit adjacent to Café Bacton Erection of wind-turbine and photovoltaic panels Change of Use adjacent unit at Café Bacton No objections No objections 10/0257 Sunnicote, Mill Lane Erection of replacement side ext GRANTED 8a Resolved to open the meeting to the public Graham Jones (NCC) outlined the need for everyone to be aware of older people in the village and urged everyone to report anything they come across. Residents who are frail are entitled to have an assessment by the NHS. Information would be placed onto the website. Resolved to close the meeting to the public. 9. To report on Matters Arising (updates and for information only) 9.1 Shell Community Project Clerk informed Shell the location for the donated bench and this bench was due to be placed by McKinnon s shortly. The Clerk had put forward a Community Project to Shell the installation of composting structures for the grass and the clearing out of the Pond. 9.2 Flooding in Village NCC are clearing the pipe (better weather) Clerk to find out if this had been done. 9.3 Flood Sirens Richard Kimble Attended meeting at NNDC regarding Flood Sirens. Essentially funding stopped on 31 st January 2010 and the disconnection of the siren took place supposedly at Easter although we have not as yet heard if our business plan to retain the Sirens has been accepted. 18 th May there is a meeting between NCC and Defra who are trying to beef up the warning system. NNDC have questioned the Police regarding Sirens and 3 senior officers have stated that if a need arose they would sound the Sirens if they were there. 6

7 9.4 Football nets Clerk applied for funding via NCC. It was hoped that the PC s application had been successful for the football nets. It was anticipated something had been awarded but the necessary paperwork had not been received. 9.5 Land at Edingthorpe No further update 9.6 Police Report 2 PC s were now allocated to Bacton and Edingthorpe. PC Paul Gwynn and PC Tony Perretta. The Police were due to attend but at the last minute sent their apologies via PCSO Bill Kerr. There had been 1 criminal damage during the last month in Bacton and one for Edingthorpe. 9.7 Update on Multisports if any Progress was being made with the recruitment of volunteers. The meeting on 10 th May to finalise the details was successful and it will commence on 18 th May 2010 at 5.45pm. Richard Kimble has agreed to assist with this along with Jim Turner. 9.8 Website update (Richard Barr) The website was doing extremely well with 2610 hits however, needs information from commercial organisations and photos. 9.9 Update from gas liaison officer John East John East attended the Gas Liaison meeting on behalf of the Parish Council. Concerns were raised with the routes transport companies were using. They are going to look into this and ask for better signage. In July Perenco will work 24 hours Footpaths update Jim Turner and Ian Witham FP12 Paul Ryan had written to the land owner on this trying to resolve the outstanding issues. Mr Loads letter in connection with the footpath running through the Chalet Park was discussed. It was suggested that the Clerk ask NCC if when the gate is removed and the area widened that a staggered barrier could be installed to stop the cars/motorbikes using the footpath. Clerk to investigate Bin at the Village Hall Nigel Lee had undertaken this work Review of BMX bike track No response had been forthcoming Clerk to write again Bacton Village Traditional Show September Jim Turner and the gardening club were working on this Update of joint Bacton & Edingthorpe Village Fete 2010 with Bacton Village Association (August Sunday 29 th Bank Holiday Weekend) Jim Turner this is currently being worked on with the BVA Consideration of working with the Gas Terminal and NNDC to secure a 106 Agreement to benefit the Community John East and Richard Barr attended a meeting and it was hoped that there would be information coming from NNDC in due course Mr Bronze re the water leak reported ref John East supplied an excellent photograph which will be forwarded with a letter to Anglian Water BLOCK (Lego Club) Clerk/Jim Turner Mandy Dunham was running this Club on behalf of the Parish Council on a voluntary basis. The Club had been open twice and on the first occasion 8 children had attended with 10 on the 7

8 second. It was hoped that additional Lego would be purchased in due course Change of signatures for the Deeds at the Bank There needs to be 2 signatures for the Deeds - John East is currently the only signature and Patrick Self agreed to be the other. 9 FUNDS RECEIVED Precept 6,250 Allotment rent Clerk had made a VAT reclaim made for Allotment rentals all had been paid into the Bank Consideration of Came & Company s quotation for Parish Council Insurance and comparison against Allianz The Clerk outlined the insurance cost from Allianz was for the forthcoming year. Came and Company had quoted for one year and for a 3 year agreement. Resolved that the Council approve a 3 year agreement with Came and Company (Aviva) Clerk to arrange Approval - Bacton & Edingthorpe Parish Council Accounts The Clerk went through the figures and answered any questions put forward. It was resolved that the Accounts be approved Approval of Audit Form Resolved to approve the Audit Form. 11. Appointment of Representative to the Village Hall Resolved to appoint Jenny Burgess as the Council representative on the Village Hall. Clerk to inform. 12. To Receive Reports from Councillors Request new sign for Mill Road, Edingthorpe, NR28 9SJ Ian Witham was looking into the Bus Services available John East Bacton and Walcott Playgroup offer them a further meeting to discuss details. Hannah Gent investigating the basket ball net Nigel Lee asked the Clerk to forward a letter of thanks to Matt Williams Jim Turner review the issues of Bowls Club playing when the Cricket Club are practising it may be necessary for the practice nets to go down the other end of the playing field.
